Muhyiddin is just being honest

JUNE 11 — Tomorrow my wife and I leave Malaysia so that I can take up a short-term assignment abroad. As I said in my last post, we struggle over whether, as citizens, we are doing the right thing. We are after all Malaysians. We don't think of any other country as our home. Politicians in no other countries care about our votes.

After I paid a few hundred US dollars, India recognised me as a Person of Indian Origin (PIO) — this means I don't need a visa to enter India. But this is only in order to encourage me to transfer funds to India, which I have not done. I don't have voting rights in India. Why should I? I care more about Malaysia than I do about India!

I do have voting rights in Malaysia, and I am disappointed that the 13th general election in Malaysia will likely occur while I'm away. Fortunately, my member of Parliament is not Umno-BN, and it seems likely the seat will remain with the opposition even without the help of the votes of my wife and myself. But, with all the shenanigans the Election Commission and Umno-BN are practising, we can't be too sure.

The Malaysian Insider reported that Muhyiddin Yassin, the deputy prime minister, said the opposition is "skilful at spinning" and at using social media tools.

I wonder if other Malaysians share my sense of dismay every time I hear people speaking of the opposition. If Umno-BN, the ruling party, cares so much about getting votes, why doesn't it recognise that the opposition are also elected representatives? Why doesn't Umno-BN recognise that we, the people, have voted so many of the opposition into government because what Umno-BN considers "spin" we consider "fact".

The ruling coalition in Malaysia spins stories just as much as the opposition; it's well known that Umno-BN employs media consultants; they find "angles" to make bad stories sound good. That's understandable. What's "emphasizing" a point to one is spin to another. That's politics. You call it "spin" if you can't counter the facts. If you can counter the facts, you win credibility. That's politics. Politicians who resort to calling things "spin" are empty shells.

For instance, we are asked to believe that ex-Minister Shahrizat Abdul Jalil isn't in any way tainted by her husband and children being recipients of taxpayers' money as seed capital to start a business.

We might believe this if the National Feedlot Corporation (NFC) was a successful company. However, it's not. Like PKFZ, it's a disaster. Instead of investing the money in doing business involving cows, NFC invested the money in high-end apartments!

I have no trouble accepting that the spouses and children of ministers, etc. are just as entitled as others to get government awards, contracts, etc.

What I have trouble with is the lack of transparency in the award of contracts — which are often more like "gifts". In the case of the NFC, my beef is not that it's Shahrizat's family who were the benefactors. My beef is that I don't know why it was them. To get the cows off it' back, all Umno-BN has to do is tell us why NFC was created, how potential leaders were selected and why Shahrizat's kin (and not others) were granted the largesse.

Instead of doing that, the leaders of Umno-BN accuse the opposition of spin.

Curiously, we don't hear of others who were in the running for the award and were denied. Are others quiet because they've received benefits they want to keep quiet?

Also, if a listed corporation had awarded the "loan" using a similar process, would it have been considered okay by the shareholders?

Our Malaysian Anti-Corruption Commission (MACC) seems to think that according to current regulations, it's okay. What conclusions should we now draw about governance in our listed corporations? Let's not forget that a huge number of our listed corporations are government-linked. What's Umno-BN proposing to do to prevent similar abuses in the future? Nothing!

Muhyiddin speaks of spin. Why not speak of honesty. Why not speak of his own blunt honesty? Why not speak of the encouragement he gives people to vote for Umno-BN, when he says that if his candidate wins, those whose votes contributed to the win will be treated as anak emas, or "precious children", who get special treatment?

Why should anyone get special treatment? Answer: it's the Umno-BN culture. Thus NFC and PKFZ. That's not spin. That's honesty.

The Star: Voter education crucial for M’sians

KUALA LUMPUR: The duty of a voter is not confined to just choosing a leader or leaders for a five-year electoral term but encompasses critical thinking and evaluation which will enable him or her to make that all-important decision of where to put the cross on the ballot paper.

Voters should be taught to know and understand their electoral candidates and the issues that need to be addressed, said Hasbeemasputra Abu Bakar, project coordinator for the Pusat Rakyat LoyarBurok (PRLB).

The PRLB is a community centre run by the Malaysian Centre for Constitutionalism and Human Rights (MCCHR), which was established on March 19 last year.

The centre aims to provide a conducive and safe space for youths to engage constructively, and discuss and educate themselves about civil, political, economic, social and cultural issues.

"Many of them don't even know who their member of parliament (MP) is, based on a survey done in Hulu Langat," Hasbeemasputra told Bernama here.

He said the survey was done in Hulu Langat as it has the closest reflection of the national demographic breakdown of voters – 52.7 percent Malays, 36.2 percent Chinese and 10.6 percent Indians.

"We chose the area because it has been said that there were few swing votes during the general election in 2008 and, based on our observation, some of the voters were also disillusioned as a number of election promises were not delivered," he said.

Therefore, he said, people need to be educated on how to set up a network and decide on the matters that could bring change into their lives.

"It should not be the other way round, where elected representatives advise you what to do. You should know your own leaders before listening to their advice.

"This is because democracy is more than voting, it is about citizens engaging themselves in knowing about the 'prior to' and 'after' the voting process.

"We need voter education for citizens because an educated 'rakyat' will not vote blindly," he explained.

Hasbeemasputra said the centre would conduct talks and games every weekend pertaining to current issues, such as civil and political rights, socio-economic rights and understanding of elections campaigns and MPs.

Talking about democracy, Hasbeemasputra suggested that direct democracy needed to be implemented at the local level through city councils so that trust can be cultivated from the lower level.

For instance, he said, the municipal council should display tender requests of all waste-management companies so that residents could evaluate the best for themselves.

"That is how they should work because we are residents there and we have the right to decide what is best for us … we are paying for the trash (collection)," he said. – Bernama

Borneo Post: Orang ramai perlu dididik tanggungjawab pengundi

KUALA LUMPUR: Tanggungjawab seseorang pengundi bukan sekadar memilih pemimpin untuk penggal pilihan raya selama lima tahun, tetapi juga berfikir dan menilai secara kritis sebelum membuat keputusan yang begitu penting apabila berdepan dengan kertas undi.

Pengundi perlu dididik supaya mengenali calon yang bertanding serta memahami isu yang perlu diberi perhatian, kata Hasbeemasputra Abu Bakar, penyelaras projek Pusat Rakyat LoyarBurok (PRLB).

PRLB adalah sebuah pusat komuniti yang dikendalikan sebuah badan dikenali sebagai Malaysian Centre for Constitutionalism and Human Rights (MCCHR), yang ditubuhkan pada 19 Mac tahun lepas.

Antara peranan pusat ini ialah menyediakan ruang yang kondusif serta selamat bagi para belia untuk bertindak dan berbincang secara konstruktif, di samping mendidik mereka tentang isu sivil, politik, ekonomi, sosial dan budaya.

"Malah, berdasarkan satu kaji selidik di Hulu Langat, ramai daripada mereka tidak kenal pun siapa anggota parlimen kawasan mereka," kata Hasbeemasputra kepada Bernama di sini.

Beliau berkata, kaji selidik itu dijalankan di Hulu Langat kerana kawasan berkenaan mempunyai demografi pecahan pengundi yang paling hampir dengan demografi nasional – 52.7 peratus Melayu, 36.2 peratus Cina dan 10.6 peratus India.

"Kami pilih kawasan itu kerana ia dikatakan tidak mempunyai ramai pengundi yang mengalih sokongan pada pilihan raya umum 2008 dan berdasarkan pemerhatian kami, sesetengah pengundi juga kecewa kerana beberapa janji pilihan raya tidak dikotakan," katanya.

Oleh itu, kata beliau, orang ramai perlu dididik tentang cara untuk membina rangkaian dan membuat keputusan tentang perkara yang boleh membawa perubahandalam kehidupan mereka.

"Ia tidak boleh sebaliknya di mana wakil rakyat yang dipilih menasihati anda tentang apa yang patut dilakukan. Anda perlu mengenali pemimpin anda sebelum anda mendengar nasihat mereka.

"Ini kerana, demokrasi bukan sekadar mengundi, tetapi juga mengenai tugas pengundi untuk mengetahui perkara 'sebelum dan selepas' proses pengundian.

"Warganegara wajar diberi pendidikan dalam hal berkaitan mengundi kerana rakyat tidak suka mengundi secara membuta tuli," katanya.

Sambil mengambil perhimpunan BERSIH 3.0 baru-baru ini sebagai contoh, beliau berkata ramai daripada penyokong perhimpunan itu tidak tahu langsung tentang isu yang menjadi perbahasan dan apa yang mereka tentang.

"Memang menyedihkan apabila kita (rakyat Malaysia) menjadi begitu berpuak-puak. Macam dalam bola sepak, di mana kita menjadi penyokong tegar, sama ada Manchester United atau Arsenal.

"Tiada siapa mengambil peduli apabila beribu-ribu orang meninggal dunia ketika berada dalam tahanan suatu ketika dulu, tetapi kini orang begitu hebohtentang BERSIH. Sebelum ini, orang tak buat bising pun, tapi sekarang, oleh kerana anda nak pergi membeli-belah, anda marah pada orang lain," katanya.

Hasbeemasputra berkata, pusat itu akan mengadakan ceramah dan permainan setiap hujung minggu berkaitan isu semasa seperti hak sivil dan hak asasimanusia, hak sosioekonomi dan kefahaman tentang kempen pilihan raya serta anggota Parlimen.

Mengenai demokrasi, Hasbeemasputra berkata demokrasi secara langsung perlu dilaksanakan di semua peringkat tempatan melalui majlis perbandaran, agar sikapamanah dan kepercayaan boleh disemai di peringkat bawah lagi.

Sebagai contoh, kata beliau, majlis perbandaran perlu mempamerkan permohonan tender oleh semua syarikat pengurusan sampah agar penduduk boleh membuatpenilaian sendiri dengan sebaik-baiknya.

"Inilah cara yang patut dilakukan kerana kita tinggal di situ dan oleh itu kita berhak untuk menentukan apa yang paling baik untuk kita…lagi pun, kita mengeluarkan bayaran untuk kutipan sampah," katanya. — Bernama

Kayveas: Herd mentality drove youths to Bersih 3.0

People Progressive Party (PPP) jumped on the Bersih bashing bandwagon today accusing the youths involved for "herd mentality" and not being able to think for themselves.

and I didn't hear a single word of protest from these slaves of UMNO as the BN government continues to label them as "pariahs" in school text books. A term I will use at will and frequently on all Malaysians of Indian origins, yours truly included. As far as I'm concerned, not a single "pariah" majority party like PPP or Hindraf or MIC took to the streets demanding the BN government to apologise and immediately remove the school text book used by upper forms in literature. Not a single Indian dared question BN or Najib. Kaveas included. Now you were saying about "herd" mentality.....?

During PPP Federal Territories convention today, party president M Kayveas claimed that many youths who took part in the mammoth rally for clean and fair elections on April 28 did not understand the rally's cause.

"If you ask them why they went, they will say they don't know, they just followed their friends.

...and these youths had more balls then all PPP combined. After all PPP and MIC are history today, no ?

"This is the kind of society we have now. We don't think," he said.

Speak for yourself K.V. Subramaniam, you village idiot and of you ilk in PPP, !

Kayveas blamed this kind of thinking on Pakatan Rakyat, accusing them of instigating the nation's youths.

And just what is BN rowdies instigating at all Opposition ceremahs, please ? Care to explain Kaveas ?

He said that previously, students would dutifully play their roles, such as being students. But nowadays, he alleged that they are more likely to be engaging in an online smear campaign.

"They wake up, open laptop and slander people... 40 percent of (the country's population) is using social media, but much information they receive on the internet are not true," he told some 1,000 delegates.

Meanwhile, PPP Federal Territories chairman A Chandrakumanan condemned the Bersih movement for dividing the Malaysians "which have been living in peace for 54 years".

"We saw how the demonstrators overturned a police car, set fire to a motorcycle and how they kicked and beat up a policeman in uniform.

hey idiot, the police car that rammed into innocent people was over-turned because someone shouted there were people stuck underneath the car. How else can you remove victims if stuck underneath a car ? Sheeesh !

"The opposition is teaching the people how to be violent," he said.

'Indelible ink stone aged'

On the clamouring for electoral reforms, both Kayveas and Chandrakumanan parroted the common excuse that Pakatan's victory in five states during in 2008 allegedly proved that the electoral system was fair.

Kayveas took it a step further to denounce the indelible ink introduced lately as something that will "bring us back to stone age".

But we are in the "stone ages" here in BN controlled Malaysia, moron ! Just take a good look at our parliamentarians in debate. You included !

He said indelible ink is only used in countries where a proper voter registration system and identification card are found wanting.

What ?? You really think we live in a first world society Kayveas ? We have a corrupt government with 3rd. world mentality and the youths of today want to put that right.

Poking fun at the common method of preventing double voting, he said the ink will prevent beauty-conscious women from coming out to vote.

The former Taiping parliamentarian who lost his seat in 2008, added that the campaigning period was unnecessary as the opposition party is already campaigning everyday.

"I think we can just go to vote a day after we nominate the candidate," he said.

Soalan-soalan Parlimen Penggal ke-5 Mesyuarat Kedua 2012

Berikut adalah soalan-soalan yang saya bangkitkan di dalam Sesi Parlimen Mesyuarat ke-2 bagi Penggal ke-5 ini.

1. Puan Nurul Izzah binti Anwar [Lembah Pantai] minta Menteri Penerangan, Komunikasi dan Kebudayaan menyatakan tahap pelaksanaan Jawatankuasa Media yang dicadang oleh kerajaan. Adakah Jawatankuasa Media ini hanya akan ditubuhkan setelah pemansuhan Akta Mesin Cetak dan Penerbitan digazet seperti permintaan industri media.

2. Puan Nurul Izzah binti Anwar [Lembah Pantai] minta Menteri Pengangkutan menyatakan kos perbelanjaan dan status prestasi sistem kawalan udara yang menggunakan sistem Human Machine Interface yang dinaik taraf oleh Advanced Air Traffic Systems (M) Sdn Bhd (AAT). Nyatakan samada sistem tersebut menepati piawai antarabangsa dan berjalan lancar.

3. Puan Nurul Izzah binti Anwar [Lembah Pantai] minta Menteri Wilayah Persekutuan dan Kesejahteraan Bandar menyatakan apakah perancangan jangka masa panjang Jalan Tun Sambathan di bawah projek Little India. Nyatakan juga tempoh pengekalan laluan bas menerusi Jalan Sultan Abdul Samad dan jumlah sekolah dan tempat-tempat ibadat yang terkesan.

4. Puan Nurul Izzah binti Anwar [Lembah Pantai] minta Perdana Menteri berapakah perbelanjaan pihak kerajaan dan Khazanah bagi kos juru runding dan butiran kos berkaitan untuk melaksanakan dan kemudian membubarkan kerjasama MAS-AirAsia

5. Puan Nurul Izzah binti Anwar [Lembah Pantai] minta Menteri Pelajaran menyatakan ;

a) berapakah jumlah graduan lepasan Sarjana Muda Pendidikan Islam (SMPI) ditawarkan penempatan di sekolah bagi sesi 2012

b) mengapakah Kementerian mengambil masa agak lama untuk penempatan graduan ini?

6. Puan Nurul Izzah binti Anwar [Lembah Pantai]  minta Perdana Menteri apa tindakan kerajaan berkenaan rekomendasi-rekomendasi SUHAKAM berkait 4 inkuiri tentang pengendalian perhimpunan aman. Nyatakan juga mengapa SUHAKAM tidak dipilih untuk menyiasat perhimpunan aman Bersih 3.0.

7. Puan Nurul Izzah binti Anwar [Lembah Pantai] minta Menteri Wilayah Persekutuan dan Kesejahteraan Bandar menyatakan jumlah surat tawaran Skim Pembiayaan Khas PPR-PA Fasa 1 yang telah diedar mengikut lokasi dan kawasan parlimen. Nyatakan juga jumlah yang menolak surat tawaran dan sebab-sebab yang diberikan.

8. Puan Nurul Izzah binti Anwar [Lembah Pantai] minta Menteri Perdagangan Dalam Negeri, Koperasi dan Kepenggunaan penjelasan mekanisma pembayaran subsidi serta berapa jumlah subsidi gula, beras dan tepung  yang dibayar terus kepada pembekal. Nyatakan juga nama-nama pembekal dari 2008 hingga 2012.

9. Puan Nurul Izzah binti Anwar [Lembah Pantai] minta Perdana Menteri senarai penswastaan, kontrak yang diberikan kepada syarikat-syarikat berkaitan dengan Syed Mokhtar Al Bukhari 1998-2012?

10.  Puan Nurul Izzah binti Anwar [Lembah Pantai] minta Perdana Menteri menyatakan jumlah kes yang telah dimenangi dan juga yang gagal disabitkan pertuduhan melibatkan jenayah kolar putih dan rasuah oleh Jabatan Peguam Negara sejak 2002 hingga 2012. Nyatakan berapakah jumlah peratus ia berbanding keseluruhan kes yang didakwa.

Negeri MB on mission to kill off PAS

SEREMBAN: Negeri Sembilan Menteri Besar Mohamad Hasan is set to contest the PAS-held Paroi state seat in the coming election, a move Umno describes as bold but which a PKR official sees as an indication of his lack of choices.

Paroi, currently held by PAS commissioner Mohd Taufek Abdul Ghani, was the only state seat in Negeri Sembilan that PAS won in the last general election.

An Umno insider said Mohamad had decided to take on Taufek in order to boost the morale of his party machinery.

"Taufek is the favourite candidate at the moment to win again the Paroi seat," said the source.

"By contesting in Paroi, Mohamad will checkmate Taufek and end PAS' dominance in Paroi."

He said Umno was determined to take back all the state seats it lost in the 2008 election.

The source appeared confident that Mohamad would win against Taufek because he "will bring along the Menteri Besar title with him".

"It will send a signal to voters that if Mohamad wins and returns as Menteri Besar again, the people of Paroi will benefit the most."

However, Rembau PKR chief Badrul Hisham Shaharin told FMT that Mohamad had no choice but to contest in Paroi as he was set to lose his Rantau seat.

"There are strong waves within Rantau Umno to oust Mohamad Hasan and he knows this," said Badrul, popularly known Chegu Bard.

"He knows he's already lost the Chinese and Indian support in Rantau.

"Due to infighting in Umno, some Umno supporters in Rantau are set to vote for the Pakatan Rakyat candidate this time as sign of protest."

Both Paroi and Rantau are within the Rembau parliamentary constituency, and Mohamad heads Umno's Rembau division.

"I believe Mohamad is set to be titled 'former Menteri Besar' as Taufek's track record in Paroi is excellent, Badrul said.

"Rembau PKR will mobilise our machinery to make sure Taufek retains the seat."

Kes Bukit Kepong - Saksi utama minta Mat Sabu dibebaskan mohon maaf dan kata, "he is now my brother"...


Perbicaraan kes Haji Mohamad Sabu yang didakwa kerana dikatakan memfitnah polis Bukit Kepong di bawah seksyen 500 Kanun Keseksaaan menyaksikan kegemparan apabila pengadu kes tersebut beberapa kali meminta maaf kepada beliau dan meminta Mahkamah membebaskannya dari pertuduhan.

Saksi pendakwa tersebut Visvanathan a/l Muthu iaitu seorang pesara polis yang memberi keterangan beliau hari ini berulang-ulang kali meminta maaf kepada Mat Sabu sambil mengangkat tangannya kepada Mat Sabu dan meminta mahkamah membebaskan beliau.

Beliau berkata demikian apabila di soal balas secara panjang lebar oleh peguambela Mat Sabu, Mohamed Hanipa Maidin di Mahkamah Sesyen hari ini.

Semasa pemeriksaan balas tersebut beliau mengakui bahawa laporan polis yang beliau pada 27 Ogos 2011 adalah semata-mata berdasarkan laporan Utusan Malaysia pada tarikh yang sama.

Berikut adalah antara lain petikan soal balas Hanipa dengan saksi tersebut.

Saski juga mengakui dia tidak tahu di mana Bukit Kepong dan apabila terus ditanya oleh Hanipa beliau menyatakan Bukit Kepong terletak di Selangor dan Hanipa lantas menyampuk "Itu Kepong bukan Bukit Kepong!"
 

Saksi tersebut yang mengidap diabetik beberapa kali terpaksa berhenti memberi keterangan kerana dikhuatiri akan pengsan kerana berdiri terlalu lama.

Apabila disoal semula oleh pihak pendakwa saksi sekali lagi meminta maaf pada Mat Sabu dan berkata beliau menyesal (kerana buat laporan polis ke atas Mat Sabu).

Selepas selesai memberikan keterangan saksi tersebut dilihat berjalan menuju ke kandang Mat Sabu dan terus bersalam dengan  beliau dan meminta maaf sekali lagi.


Kes kemudiannya ditangguhkan ke 13,16 dan 17 Julai depan kerana Hanipa memaklumkan mahkamah bahawa Mat Sabu sedang menunggu tarikh rayuannya di Mahkamah Rayuan bagi membatalkan keputusan Mahkamah Tinggi Pulau Pinang yang enggan membatalkan pertuduhan ke atas beliau.

Mat Sabu diwakili oleh Mohamed Mohamed Hanipa Maidin, Amin Zulkifli dan Nasar Khan manakalan Encik Husaini mewakili pihak pendakwa.

Witness apologises to Mat Sabu over Bukit Kepong...

A police retiree told the Sessions Court in Butterworth today that he had lodged a police report against PAS deputy president Mohamad Sabu or Mat Sabu based only on reports published in a Malay newspaper.

Visva Nathan, 75, from Raub, said he lodged the police report on Aug 27 last year after reading the newspaper report.

"I apologise and do not want the police to take action," he told the court after being shown the newspaper reports and a text of the speech by Mat Sabu.

Nathan, who is the first witness, was testifying in a criminal defamation case involving Mat Sabu before Judge Ikmal Hishan Mohd Tajuddin.


NONEMat Sabu (right), 57, from Guar Petai, Tasek Gelugor, is charged with defaming policemen and their family members who defended themselves in an attack by communist guerrillas at the Bukit Kepong police station on Feb 23, 1950.

He is alleged to have committed the offence in a public address at Pusat Asuhan Tadika Islam (Pasti) Al-Fahmi, Markas Tarbiyah PAS in Padang Menora, Tasek Gelugor, between 10pm and midnight on Aug 23, 2011.
 

The charge under Section 500 of the Penal Code carries a two-year jail term or a fine, or both on conviction.

Mat Sabu was represented by lawyers Muhammed Hani! pa Maidi n, Nasar Khan Mirbas Khan and Aminuddin Zulkifli, while deputy public prosecutor Yusaini Amer Abd Karim prosecuted.

The court set June 13, 16 and 17 to continue hearing the case.-malaysiakini

PTPTN: S’gor tahu urus wang awam

SHAH ALAM: Kerajaan negeri Selangor mempunyai pendekatan tersendiri untuk mengatasi tindakan drastik Kerajaan Persekutuan membekukan pinjaman Perbadanan Tabung Pendidikan Tinggi Nasional (PTPTN) kepada mahasiswa baru di Universiti Selangor (Unisel) dan Kolej Universiti Islam Antarabangsa Selangor (Kuis).

Menteri Besar Tan Sri Abdul Khalid Ibrahim berkata sekiranya tindakan sedemikian (pembekuan pinjaman PTPTN) berulang maka langkah terbaik adalah dengan menukar Kerajaan Pusat.

"Pendekatan lain yang turut ditekankan kerajaan negeri adalah dari segi memahami selok belok perniagaan berasaskan pendidikan dan kerajaan negeri tahu bagaimana hendak mengurus tadbir wang awam dengan berhemah," katanya.

Beliau berkata demikian dalam sidang media selepas merasmikan 'Conference Building Integrity in the Public and Private sector d Shah Alam Convention Centre hari ini.

Ujar Abdul Khalid, "apabila kita menjalankan perniagaan pendidikan, sumber kewangan kita datangnya dari yuran para pelajar dan sumber itu perlu digunakan dengan lebih efisyen.

Lebih matang

"Kerajaan negeri lebih matang dalam menangani isu ini walaupun Kerajaan Pusat mengatakan pihaknya hanya hendak menguji.

"Kita dah matang dah capai level itu. Ini isu integriti dan (Kerajaan Persekutuan) jangan bermain dengan polisi. Sedangkan kita kumpul duit rakyat maka kita harus menguruskannya dengan baik dan lebih telus," katanya.

Kerajaan negeri mensasarkan kecairan tunai sebanyak RM30 juta dapat dihasilkan dari penjualan aset hartanah seluas 500 ekar yang diperolehi berikutan penyusunan semula hutang-hutang Talam Corporation Berhad.

Wang tunai ini boleh membantu mahasiswa baru Unisel dan Kuis yang dihalang dari mendapat pinjaman PTPTN walaupun kemudiannya pembekuan pinjaman itu ditarik balik oleh Kerajaan Persekutuan.

Minggu lalu, Menteri Pengajian Tinggi Datuk Seri Mohamed Khaled Nordin berkata, pembekuan sementara PTPTN sekadar untuk menilai sama ada betul atau tidak Pakatan Rakyat mahu melaksanakan pendidikan percuma.

Mohamed Khaled berkata, pihaknya mahu Pakatan kotakan janji memberi pendidikan percuma di institut pengajian tinggi yang ditadbir mereka tetapi ternyata apa yang dilaungkan sekadar janji kosong.

NRD denies role in Sabah MyKad scam

PETALING JAYA: The National Registration Department (NRD) today sought to distance itself from a scandal involving the sale of fake MyKads uncovered by Sabah police over the weekend.

NRD Director-General Jariah Mohd Said said the department did not have third-party agents to represent it and was therefore not responsible for MyKad applications made outside of its offices.

Responding to reports that a NRD officer was among several people arrested on suspicion of selling fake MyKads to illegal immigrants in Tawau, she said: "The NRD is not responsible for any application transactions for identification cards made by certain individuals outside of NRD offices. Therefore, if any individual offers such services, we seek the public's cooperation to report it to the authorities."

She urged applicants to deal directly with NRD at any of its offices, adding that the department did not charge for a first MyKad application if made within 30 days of the applicant's 12th birthday.

"The process payments for each application is only RM10 as stated under Regulation 6 of the National Registration Regulations 1990 (2007 amendment). There is also no additional payment above that. The maximum compound fine for a lost MyKad is RM300."

On Saturday, FMT reported that a 52-year-old NRD officer from Putrajaya was among 19 people detained for what Tawau deputy district police chief Supt Keong Ho Eng decribed as "conducting fraud of NRD's documents".

The NRD officer is among nine Malaysian men detained. Of the others, eight are Pakistani and one Indonesian. The sole  woman among the suspects is a Filipina.

The syndicate was said to have charged between RM1,000 and RM5,000 for a fake MyKad. It is believed that they operated in Lahad Datu and Tawau districts, on Sabah's east coast.

The group is alleged to have offered MyKad application services to the thousands of poor illegal immigrants who have flooded the state in search of a better life. Police said the applicants were made to believe they were getting Malaysian identification cards legally.

They are believed to be under investigation for cheating, and Keong said there was enough evidence to charge at least three of them.

The arrest came just days after Prime Minister Najib Tun Razak gave the go-ahead for a royal commission to investigate allegations that large numbers of foreigners in the state have been granted citizenship under dubious circumstance and have been found to be voting in elections.

Another round of BR1M? — Tay Tian Yan

JUNE 11 — In recent years, we have said hello and goodbye to various governmental plans with numerous acronyms. To be honest, those who were confused will remain confused and for those who were not confused, will still have no way to know about the results of the plans.

There is one exception, however: The 1 Malaysia People's Aid (BR1M).

If you have not heard about the BR1M aid, at least you know about the RM500 aid, right?

Most households with a monthly income of RM3,000 or below have received the RM500 aid in the previous round. The feeling was so real when one holds the money in one's hands. It was much more gratifying than just hearing about those plans and acronyms.

Of course, the gratification to the government was also more real.

However, in view of the lack of the country's statistics capacity, many households earning more than RM3,000 monthly have also enjoyed the RM500 aid.

Haven't you heard that? Some people dressed in fine clothes went to collect the RM500 aid in their Mercedes-Benzes without even feeling embarrassed. To them, if it was government-distributed money, then why shouldn't they take it?

The government would not mind, after all, as long as these people feel gratitude to the government.

Therefore, even Deputy Prime Minister Tan Sri Muhyiddin Yassin has bluntly said that the people would not thank the government for what it has done, but they would after receiving the aid.

Since it is effective, and the general election would not, or could not, be held so soon, they are now considering for a second BR1M payout to make the total aid RM1,000 for each household, so that the people's gratitude to the government would be deeper.

Wait, there is a doubt here. Is the move of distributing the RM500 aid meant to make the people feel gratitude? Is it just meant to gain votes?

Unfortunately, they are the answers, at least for the government.

Foreign governments also distribute aid, even though the names are different. Some call it consumption vouchers, and some called it people's bonus.

However, they are not meant to make people feel thankful. For example, the Japanese government did so to encourage consumption and revitalise the market, while the Taiwan government did so to stimulate the economy to avoid recession.

The Barisan Nasional aid distribution involves a great amount of money. The first aid payment alone involved more than RM2 billion. Another round of payment could raise the amount to over RM4 billion.

However, the government does not even bother to show a financial statement.

And the move is meant to gain gratitude votes instead of serving any economic purpose.

The problem is, is it right to do so? Could they really do so?

It lacks legitimacy in economics and it lacks ethics in political science.

Malaysia has had a fiscal deficit for 15 consecutive years. In other words, we spend more than we earn and have to borrow money to meet the difference.

Today, the country's total debt is RM360 billion, equivalent to RM13,000 of liabilities for each citizen, or over RM60,000 for each household.

From the financial management point of view, the government should think of ways to revive the economy, increase revenue and reduce spending, instead of directly distribute money to the people.

Political issues should be handled through political means, instead of economic measures. To seek for the people's support, they should convince them with policy, instead of giving them money. — mysinchew.com

Why give Raja Nazrin space? — Lucius Goon

JUNE 11 — Tell me, The Malaysian Insider, is there a particular reason why you would Raja Nazrin space in your portal?

He has a way with words and concepts, but at the end of the day, that is all it is: Words.

Have we forgotten the sordid affair of the so-called power grab in Perak where the democratically-elected government was ousted through the political machinations of Umno?

Where was the Perak royal household then? Did they stand up for democracy and the rights of the rakyat? Were they honest brokers?

Similarly, over the years, Raja Nazrin has talked and written about the judiciary, rule of law and separation of powers. But all those words amounted to naught during the power grab in Perak.

So, should we take him seriously when he talks about governance and warns Malaysians about groups that tended to overstate criticisms against public institutions?

He also noted that some groups had taken hardened positions, lamented the polarisation in society, etc. For good measure, he also warned the "gullible" about believing what is written on the Internet.

Gullible is a good word. That describes many of us who have swallowed what the "authorities", and that includes royalty, have told us for a long time.

So once again, The Malaysian Insider. Internet websites should be for credible voices. The likes of Raja Nazrin already have a platform in Utusan Malaysia and Berita Harian.

Liow: I won’t pursue WWW 15 number plate

PETALING JAYA: Health Minister Liow Tiong Lai will not pursue the WWW 15 number plate, an issue which has courted much controversy last week.

In a one-paragraph statement today, he said the number should instead go to the highest bidder who placed RM24,200 for the coveted number plate.

"As I now know there was bidding for this number, it is only right that I do not exercise my option. The number should go to the highest bidder," said Liow, who is MCA deputy president.

Liow came under heavy criticism last week when he failed to answer who paid for the coveted number plate. Not only did he fumble in his reply, he also created more confusion over the matter.

Liow had insisted that he used his position as a minister to obtain the number plate, saying that the number plate was for official and not personal use.

He said that all ministers were eligible for one number plate and hence that was how he obtained the number plate.

He also said that he was not sure who paid for the plate.

The Road Transport Department (RTD), which oversees the open tender for number plates, later confirmed that the number was given to Liow for free based on his eligibility as a minister.

In a statement last Friday, RTD's director-general, Solah Mat Hassan, said Liow had three options – he could attain it for free "according to his eligibility" as a minister, pay the full amount of RM24,200 or reject the offer.

Liow clarified today he did not make a bid for the number plate.

"Let me reassert that I did not bid or tender for WWW 15.

"Following proper procedures, my office had asked for the registration number to be used for the minister's official car.

"My office received an official letter dated June 6 from RTD confirming the free registration number," he said.

It is reported that the WWW series number plate is to help bring in a profit of RM12 million to RTD.

The highest bidder for the series, the Sultan of Johor, Sultan Ibrahim Ismail Sultan Iskandar, outbid close to 10,000 bidders to secure the WWW 1 number plate at RM520 000.

Other notable winners include the Yang di-Pertuan Agong Tuanku Abdul Halim Mu'adzam Shah who successfully bidded for the WWW 5 number plate at RM220,000.

Pesara polis mengaku fitnah Mat Sabu

BUTTERWORTH: Saksi pertama kes perbicaraan Timbalan Presiden PAS Mohamad Sabu @ Mat Sabu mengenai isu komunis Bukit Kepong, hari ini mengaku di Mahkamah Sesyen di sini bahawa beliau membuat dakwaan terhadap Mohamad hanya bersandarkan laporan akhbar bahasa Melayu.

Pesara polis Visva Nathan, 75 dari Raub, hari ini mengaku beliau telah menfitnah Mat Sabu serta meminta maaf kerana membuat laporan polis terhadapnya dengan hanya merujuk kepada laporan akhbar tersebut.

Nathan mengaku telah membuat laporan polis pada 27 Ogos selepas membaca laporan akhbar tersebut dimana dakwaan itu hanya berdasarkan pada sangkaan dan andaian.

"Saya minta maaf dan tidak mahu pihak polis mengambil tindakan," katanya di hadapan Hakim Ikmal Hisham Ahmad Tajuddin di Mahkamah Sesyen di sini hari ini.

Nathan mengaku telah membuat fitnah itu selepas diberikan dua laporan iaitu keratan akhbar berkenaan dan teks ceramah Mat Sabu yang tidak mengandungi perkataan komunis.

Mat Sabu, 57, didakwa membuat tohmahan memburukkan nama baik anggota polis dan keluarga mereka di Bukit Kepong dalam satu ceramah di Tasek Gelugor Ogos tahun lepas.

Mahkamah menetapkan 13, 16 dan 17 Jun untuk sambungan perbicaraan.

Poser over RM13 million overpaid in land case

GEORGE TOWN: The Penang state government overpaid RM13 million to settle a land case and questions are being asked if the money has been recovered.

The state BN political bureau chief Dr Teng Hock Nan wants Chief Minister Lim Guan Eng to explain what happened to the RM13.5 million paid out in the Tan Hack Ju land case.

On May 7, the Federal Court has decided that the state government needed only to pay RM931,785 in damages such as wasted expenses and loss of goodwill to Tan.

The apex court decision upheld a Court of Appeal decision on Jan 11 this year awarding a similar quantum to Tan.

The Appellate Court's decision actually overturned a High Court decision in Oct 4, 2005 that awarded Tan some RM29.34 million in damages caused by loss of profits, wasted expenses and loss of goodwill with eight percent interests.

While the appeal process was pending, the state government paid RM14.09 million to Tan via the court.

Now, since the state government only needed to pay nearly a million ringgit, the state BN wants to know Lim's administrative action to recover the 'overpaid' sum of nearly RM14 million.

"The state government must reveal its steps to recover the money.

"Its taxpayers' money," Teng told newsmen after chairing a bureau meeting at state BN office here today.

State BN psy-war bureau chief and PPP state chief Loga Bala Mohan said BN now felt vindicated given that the Apex Court decision had cleared the air over the Tan land issue, which was exploited by the state Pakatan government to gain political mileage.

The land case happened when the previous BN state executive council first alienated a land to Tan, only to reverse the decision later after learning that the land office had given it wrong information about the property status.

Tan filed a case in the High Court claiming damages after the state government returned the land to its original owner, the Hokkien Cemeteries Association and a religious organisation.

Saya rujuk laporan akhbar The Star "Chan Ah Tong field in Brickfields to make way for development" (11 Jun 2012) yang melaporkan padang Chan Ah Tong telah diberikan kepada Malaysian Resources Corp Bhd (MRCB) dalam satu pelan pertukaran penswastaan (privatization exchange plan).

Difahamkan bahawa padang Chan Ah Tong dan perumahan kerajaan di Jalan Chan Ah Tong, Lorong Chan Ah Tong, dan Jalan Rozario – yang lebih dikenali sebagai "100 Quarters" – akan dibangun semula oleh MRCB. Tanah ini diberi setelah MRCB melaksanakan projek Little India yang bernilai RM36.6 juta, pembangunan semula Pines Bazaar, dan pembinaan Ang Seng Development yang akan menempatkan kuarters kerajaan Kelas F yang baru bagi menggantikan kuarters di Jalan Rozario. Tanah seluas 214,630 kaki persegi (4.9 ekar) ini bernilai RM129 juta (penilaian 2011), dan anggaran nilai pembangunan kasar (gross development value) adalah RM1 bilion.

Untuk makluman semua, padang Chan Ah Tong merupakan antara kawasan terbuka terakhir yang boleh dinikmati penduduk sekitar Brickfields. Saya berharap agar padang tersebut akan dibaikpulih dan dipulangkan kepada penduduk setempat, sepertimana yang dijanjikan Datuk Bandar Tan Sri Ahmad Fuad dalam laporan StarMetro pada 29 November tahun lepas.

Setelah pembangunan Little India yang hingga ke hari ini masih dibelenggu masalah lalulintas yang tidak berkesudahan, penduduk Brickfields bakal kehilangan padang terakhir mereka serta dibelenggu pembinaan yang tak berkesudahan.

Saya turut risau nilai warisan perumahan "100 Quarters" ini akan lenyap dan terhapus, maka saya berharap model pembangunan yang diguna MRCB akan lebih berteraskan "adaptive-reuse" di mana struktur asal bangunan disimpan atau diubah sedikit bagi kegunaan yang baru, sepertimana dilakukan kepada bangunan-bangunan lama dan bersejarah di Singapura, Australia, dan Hong Kong.

Saya menggesa pihak MRCB untuk mempamerkan pelan rancangan pembangunan mereka bagi kawasan ini – termasuklah kajian impak lalulintas (traffic impact assessment) – agar penduduk setempat dapat memahami keadaan serta menyuarakan pendapat mereka mengenai pembangunan tersebut.

KEADILAN menyokong pembangunan, namun biarlah pembangunan itu mesra insan dan mendatangkan kebaikan terutamanya buat penduduk setempat.

PTPTN: PKR shot itself in the foot

KUALA LUMPUR: The loan freeze to students studying in Universiti Selangor (Unisel) and Islamic University College (Kuis) proved that PKR painted itself into a corner and had to be rescued.

Higher Education Fund Corporation (PTPTN) chairman Ismail Mohamed Said said PKR trapped itself as it could not afford to give free education to students from both the learning insitutions.

Speaking at the Parliament today, Ismail also said that PKR was only good at giving out empty promises.

"During debates, PKR leaders boldly say that they want to abolish PTPTN and give free education to students.

"So, we tested them on Unisel. In three days, they (Selangor state government) asked us to restore the loans to students.

"Even Selangor menteri besar Abdul Khalid Ibrahim acknowledged that they can't give free education to students at its own varsities," said Ismail.

Last week, PTPTN froze its loans to students studying at Selangor state government-run campuses, Unisel and Kuis, which drew flak from opposition leaders and several Barisan Nasional (BN) leaders.

The decision was backed by Higher Education Minister Khaled Nordin and Deputy Prime Minister Muhyiddin Yassin. However, the loans were restored in Friday after a public outcry.

On accusations that it was childish for PTPTN to freeze the loans, Ismail, who is also Kuala Krau MP, said that it was PKR that was being childish by saying they could give free education.

He also said that although the opposition leaders kept saying higher education was under the federal government's prerogative, the state governments do build their own universities and colleges.

"If you can give free education, why not start with your own campuses? "asked Ismail.

Usul tergempar agar Kerajaan Malaysia dan Kementerian Pertahanan menjawab dakwaan penjualan dokumen rahsia berkaitan kapal selam Scorpene kepada syarikat pertahanan Perancis ditolak oleh Speaker Dewan Rakyat, Tan Sri Datuk Seri Panglima Pandikar Amin Mulia.

Usul tergempar ini dibuat di bawah  Perintah Tetap 18(1) dan (2) pada Khamis lalu telah ditolak oleh Speaker Dewan Rakyat hari ini di bawah Peraturan Mesyuarat 23(1)h.

Peguam Perancis Joseph Breham, yang mewakili NGO hak asasi manusia Suaram sebelum ini mendakwa, syarikat berkenaan membayar 36 juta euro (RM142 juta) kepada Terasasi (Hong Kong) Ltd, untuk kerja-kerja "kejuruteraan komersial".

Breham berkata hakim siasatan Perancis yang menyiasat kes yang difailkan terhadap syarikat pembuat kapal Perancis DCNS, atas dakwaan rasuah, mahu tahu tujuan bayaran itu dan meminta laporan transaksi kewangan daripadanya.

Berikutan penolakan Usul ini, satu ucapan penangguhan akan dihantar kepada Speaker Dewan Rakyat bagi pihak Kementerian Pertahanan menjawab segala persoalan yang melingkari Isu Scorpene ini.

How Malaysia’s Leader Is Damaging His Reformist Reputation

Malaysian Prime Minister Najib Razak has styled himself a reformer, but his government's prosecution of protesters shows he still has a long way to go.

Malaysian Prime Minister Najib Razak appears determined to give himself a political black eye. On June 13, government prosecutors will haul into court 10 leaders of Bersih, a coalition of civil society groups campaigning to clean up the country's corrupt elections commission. The government is demanding damages for destruction to public property during a clash between Bersih demonstrators and police in Kuala Lumpur on April 28. At least 100,000 people marched for clean elections in the Malaysian capital that day, while tens of thousands more joined protests in 11 other cities across the country and 80 cities around the world. Whether or not the government wins compensation in court, however, no amount of money will undo the damage it is inflicting upon its own reputation by pursuing the case.

The April 28 demonstrations were a stunning show of discontent in a country where protests are rarely tolerated. In half a century, Malaysia has advanced from a poor British colony with a plantation economy to an ambitious, middle-income nation with science parks, cybercities and skyscrapers. But in a trade-off typical of Asia, the Barisan National coalition, which has ruled the country since independence in 1957, curtails civil liberties and keeps a tight rein on political opposition in exchange for delivering prosperity. That governing model, however, contains the seeds of its own decay. Malaysia's successful development "translates into a better-educated electorate who have more sophisticated demands and expectations," political scientist ! Prof. Fa rish Noor tells TIME.

In recent years, the government has found it increasingly difficult to meet those expectations. According to World Bank data on the Gini coefficient, a measure of wealth inequality, the gap between rich and poor in Malaysia is larger than it is in neighboring Thailand, where inequality has been a factor driving civil unrest and political violence in recent years. Since the beginning of the global economic crisis in late 2008, Noor says there is also a "growing anxiety" among the middle classes in Malaysia "who feel their jobs and economic opportunities are threatened."

Keenly aware of the escalating problems, Najib has tried to present himself as a reformer. The steps he has taken so far, however, haven't done much to improve BN's image as increasingly corrupt, ill-equipped to deal with global economic complexities and out of touch with the aspirations of significant segments of the population. In 2008, BN was shocked when opposition parties captured five of the country's 13 states in national elections—the worst showing in the coalition's history. If voters are more dissatisfied now, they are also more frustrated: few can see how real change can be achieved as long as the BN controls access to the media and elections continue to be riddled with irregularities. Najib's attempts at reform "ring hollow when the electoral system remains flawed," Datuk Ambiga Sreenavasan, Bersih chairperson one of the defendants in the case brought by the government, tells TIME. "The stark reality is that genuine reform will not benefit those in power."


Najib has received credit for repealing the draconian Internal Security Act that was used to suppress dissent. But he then turned around and decided to prosecute Bersih leaders over the violence on April 28. Phil Robertson of Human Rights Watch contends that video evidence shows security forces were actually responsible for the clashes. The forces initially allowed demonstrators into Merdeka (Independence) Square, which the government had previously declared off limits, and then began attacking the demonstrators with tear gas and batons for breaching the area. "If the prime minister was a true reformer, he would have condemned this violence and called for an independent inquiry by the Human Rights Commission,'' Sreenavasan says.

The irony is that Sreenavsan believes Najib truly wants to be a reformer, but is constrained by the realities of his governing coalition–he relies heavily on the support of politicians who control rural provinces in a semi-feudal style. To appease rural voters, Najib and his coalition have showered them with populist policies, such as a new minimum wage that will raise incomes for an estimated 3.2 million people and a 13% pay rise for civil servants. By contrast, they have ignored Bersih's eight demands for freer and fairer elections, such as cleaning the voter rolls of fake names.

Enacting electoral reforms would benefit the government. The coalition would probably still prevail at the ballot box because of its populism and emerge with a stronger mandate because it obtained its victory fair and square. Instead, the rulers are opting to suppress Bersih. That will only serve to stoke a political pressure cooker, deepen divisions and undercut the legitimacy of the government. "This is nothing less than a battle for the political soul of Malaysia,'' Robertson says. No matter the outcome of the court case, it's a battle that is far from over.

‘People still don’t feel safe on the streets’

KUALA LUMPUR: Home Minister Hishammuddin Hussein must be sensitive enough to understand that people's lives, and not statistics, is what the country is talking about, DAP secretary-general Lim Guan Eng said.

Speaking at a press conference at Parliament today, Lim said declining crime rate does not necessarily mean that people are feeling safer on the streets.

"We're talking about people being raped, robbed and beaten up by criminals. Don't say the rising number of such cases is mere media perception," said Lim, who was flanked by party vice-chairman M Kulasegaran and MPs Tan Kok Wai and Chong Eng.

Yesterday, Hishammuddin was reported as saying the soaring number of high- profile crime cases was a matter of media perception as crime rate index was on a downtrend.

He was responding to recent robbery and attack on Bersih steering committee member Wong Chin Huat on Saturday.

"Tell me in which country there was no crime?" asked Hishammuddin who added that it was an isolated matter.

Lim reminded the home minister that foreign investors are observing the happenings in the country and urged Hishammuddin to combat crime effectively.

"Our image is battered as our security is at risk. Any government that cannot secure its citizens' safety is not a capable government," he said.

The Penang chief minister urged Hishammuddin to have a meeting with the National Security Council and identify crime hotspots in the country to combat crime.

"Talk to the state governments to find ways to reduce crime. We are not talking about politics here but people's safety," he said.

Nazri: Action against Anwar, Azmin if…

KUALA LUMPUR: PKR supremo Anwar Ibrahim and the party's deputy president, Azmin Ali, will face the law if there is enough proof that they orchestrated the breach of the Dataran Merdeka barricades during the Bersih 3.0 rally last April 28.

Minister in the Prime Minister's Department Nazri Abdul Aziz, addressing the Dewan Rakyat this morning, said the Attorney-General's office had "guaranteed" that action would be taken against those responsible for breaching the barricades.

"Whoever goes against the law, we will take action against them. If we have hard proof, we hand Permatang Pauh MP (Anwar) and Gombak MP (Azmin) to the courts," he said to cheers and table thumping by Barisan Nasional MPs.

Nazri was responding to a supplementary question by Mohamed Aziz (Umno-Sri Gading), who accused Anwar of being responsible for the violence that erupted during the April 28 rally.

"Permatang Pauh has to be responsible," Mohamed said. "He wanted for blood to be spilled and for deaths and unrest to happen."

Mohamed's remark was a follow up of accusations in public statements by BN leaders who referred to video footage of the Opposition Leader allegedly giving Azmin direction to break the barricades.

After the barricades were breached, police fired tear gas and water cannons, and this was followed by street battles over the next four hours, wounding scores of protesters and policemen.

Mohamed's remark this morning followed on Anwar's question to Nazri about what was being done about accusations of police brutality.

Nazri replied that two rank-and-file policemen had been charged with criminal violence against a journalist.

Anwar criticised this, adding that it was not reasonable for low-ranking officers to be charged while their superiors got away.

He the called for the Independent Police Complaints and Misconduct Commission (IPCMC) to be revived.

Nazri said no need for the IPCMC to be revived as the Enforcement Agency Integrity Commission (SIAP) had already been formed.

Nazri: Tiada Suruhanjaya Bebas salah laku polis

KUALA LUMPUR:  Kerajaan tidak bercadang menubuhkan Suruhanjaya Bebas Aduan dan Salah Laku Polis (IPCMC) kerana telah wujud
Suruhanjaya Integriti Agensi Penguatkuasaan bagi menyiasat salah laku anggota penguatkuasaan di negara ini, persidangan Dewan Rakyat diberitahu hari ini.

Menteri di Jabatan Perdana Menteri Datuk Seri Mohamed Nazri Aziz berkata semua pihak boleh menghalakan aduan salah laku anggota penguatkuasaan kepada suruhanjaya itu, yang ditubuhkan pada 1 April tahun lepas.

"Apa sahaja aduan akan disiasat rapi, tindakan akan dilakukan terhadap penguatkuasa, tidak kira siapa jika terbukti ada salah laku," katanya ketika menjawab soalan tambahan Datuk Seri Anwar Ibrahim (PKR-Permatang Pauh).

Pada 25 Mac 2008, perdana menteri ketika itu Tun Abdullah Ahmad Badawi mengumumkan draf rang undang-undang bagi mewujudkan IPCMC sudah disiapkan dan dirancang untuk dibawa ke kabinet sebelum dibentangkan ke Parlimen, namun ditangguhkan selepas parlimen dibubar untuk memberi laluan kepada pilihan raya pada tahun itu.

Anwar bertanya adakah kerajaan bercadang menubuhkan IPCMC dan suruhanjaya lebih bebas bagi meningkatkan integriti Polis Diraja Malaysia (PDRM) terutama melibatkan siasatan terhadap dakwaan salah laku anggota pasukan itu pada perhimpunan Bersih 3.0.

Menjawab soalan asal Anwar mengenai tindakan terhadap anggota polis yang bertindak kasar kepada wartawan serta orang awam ketika perhimpunan Bersih 3.0 pada 28 April lalu, Mohamed Nazri berkata hasil penelitian rakaman video dan siasatan dijalankan, dua anggota polis telah dihadapkan ke Mahkamah Majistret Kuala Lumpur pada 28 Mei lepas di bawah Seksyen 352 Kanun Keseksaan iaitu menggunakan kekerasan terhadap seorang jurugambar Guanming Daily pada perhimpunan Bersih 3.0.

Menjawab soalan tambahan lain oleh Datuk Mohamed Aziz (BN-Sri Gading) yang bertanya apakah tindakan kerajaan terhadap mereka yang terlibat dalam Bersih 3.0, Nazri berkata pejabat Peguam Negara memberi jaminan akan mengambil tindakan terhadap mereka yang terlibat.

"Kami tidak mengira warna, tak kira sesiapa yang langgar undang-undang… ada bukti kukuh kita akan bawa Permatang Pauh (Anwar) dan Gombak (anggota Parlimen Gombak Azmin Ali) ke mahkamah," katanya.

Sementara itu, Menteri Kewangan Kedua Datuk Seri Ahmad Husni Hanadzlah berkata sehingga bulan lepas Syarikat Perumahan Negara Berhad (SPNB) menyiapkan 17,790 Rumah Mesra Rakyat (RMR) di seluruh negara.

"SPNB berjaya menyiapkan 474 unit RMR di Sarawak (dalam tempoh sama) dan sedang membina 110 unit lagi," katanya ketika menjawab soalan Datuk Seri Tiong King Sing (BN-Bintulu) yang bertanya bilangan RMR yang dibina seluruh negara, terutama di Sarawak.

The challenge and promise of mobile — Loren Shuster

JUNE 11 — If someone asked you whether you would rather give up your mobile device or your TV, what would you say? I know what I would give up. I would stick with my mobile and so would roughly 33 per cent of Singaporean smartphone owners.

Singapore is going mobile in a big way. In a recent study with IPSOS, Google found that Singapore has the highest smartphone penetration in the world at 62 per cent — ahead of the United States, the United Kingdom and Japan. And the pace of change is revolutionary. The majority of smartphone owners surveyed had bought their device in the preceding 12 months; and three in five bought it in the last six months. This amounts to a dizzying pace of growth: Already more than 74 per cent of Singapore searches are from mobile devices.

If this sounds like a golden opportunity for advertisers large and small to engage with consumers, it is. But the hard truth is that mobile advertising is not only an opportunity, it is a necessity. Consumers have embraced the mobile revolution — which means advertisers should, too. Consider our other findings: Four in 10 used their smartphones to research and then call businesses, while 47 per cent visited a business they had found using their smartphone, 35 per cent made a purchase using their mobile phone, and 46 per cent searched for travel on mobile.

Each one of those actions represents an opportunity for businesses to grow. Yet nearly 80 per cent do not have mobile-friendly websites. If you asked a business owner whether he or she would ignore every fourth customer, the answer would be no. But with 25 per cent of retail queries coming from mobile, not having a mobile website is the same thing — and the rewards for first movers are significant. The good news is that it is not too late to be early.

Businesses can start with the basics. That does not mean designing a fancy app or even advertising on mobile right away. The first step is creating a mobile-optimised version of your website. Almost 80 per cent of Singaporean businesses do not have one, which means customers will not be able to fully engage with the business or brand even if they do advertise on phones.

The second thing many businesses get wrong is to think of an iPhone app as a mobile strategy — it is not. Businesses need to build and integrate their mobile strategy with existing campaigns. When developing their mobile strategy, marketers need to incorporate all available mobile platforms and devices, along with the mobile Web. They also need to define what they are trying to achieve: A restaurant may want to find new customers, while a large company may want a new way to engage customers.

Finally, if there is one thing we have learnt from the last 15 years, it is that those who react early to big changes in technology and media do much better than those who are late. Being early carries risks but it gives access to new and unique information about what works and what does not. Advertisers need to use that data to make informed decisions about their future mobile strategy, and even their broader business strategy.

For example, Toyota Indonesia capitalised on consumers' predilection for mobile computing by targeting customers with iPads. They created the company's first mobile-optimised site and employed Google's mobile ads network to target eyeballs during a 13-day campaign. Banner ads touting the M-Toyota app appeared above or below a spectrum of applications. Clicking through, people had the option to download the customised app. Thousands viewed the banner ad and continued to the corresponding advert, with an overall click-through rate of 1.36 per cent. During the campaign, the M-Toyota application rose to the Top 10 Favourite List within the "Lifestyle" category in the App Store.

With smartphones, the Web has grown a lot bigger. Twelve months ago, the question for advertisers and publishers thinking about mobile was: "Why should I act?" Today, it's: "How do I act?" The good news is that it is not too late to be early ... but it soon will be. — Today
