AIR OF EXCITEMENT IS BACK: Bersih names 6 places to gather at prior to Dataran

Bersih 3.0 organizers have identified 6 locations for protesters to gather at before moving on towards Dataran Merdeka on Saturday.

According to committee member Maria Chin Abdullah, the six places are Pasar Seni, Masjid Negara, KLCC, Brickfields, Jalan Sultan dan Masjid India.

She slammed the Kuala Lumpur City Hall for bad faith in denying them the use of Dataran Merdeka and the BN authorities for deliberately offering Stadium Merdeka as an alternative at the 11th hour when it was clearly too late for changes.

Indeed, Prime Minister Najib Razak's government has been playing a cat-and-mouse game with the Bersih organizers, offering the Football Stadium in Cheras, the Badminton Stadium and the Titiwangsa Stadium. Later on, the Bukit Jalil was also offered.

"We certainly do not see any reason why Dataran Merdeka is unsuitable in the light of the many events that have recently been held there, including 205th Anniversary of the Royal Malaysian Police," Bersih chairperson Ambiga Sreenevesan had said.

Barricaded but not a setback: Campers vow to stay

Meanwhile, the Dataran Merdeka was barricaded and turned into a no-go zone by DBKL without incident early this morning.

At 2.30am DBKL begin to put down plastic barricades and ordered cars that were parked along the historic square to move.

About 4am, 30 DBKL officers moved into the square and advised students who were protesting about the issue of free tertiary education to pack up their things and leave.

DBKL then proceeded to put metal gates and another row of plastic barricades around the area. The plastic barricades were then filled with water to ensure that it cannot be easily knocked down.

Solidariti Mahasiswa Malaysia (SMM) president Mohd Safwan Anang however remained defiant and said that the students will "hold the place" until the Bersih 3.0 sit down rally tomorrow.

"This is not a setback, we will be here until the rally ends peacefully," he told theSun.

Air of excitement is back!

Meanwhile, civil society leaders and Opposition politicians have slammed the Najib administration for its high-handed action towards the Bersih 3.0 sit-in Duduk dan Bantah rally to demonstrate for free and fair elections.

"They are clearly afraid of the response, the crowd size. This is the reason for the sudden roughness. But the air of excitement is back and I think the more Najib and the police try to be funny, the more determined the crowd," PKR vice president Chua Jui Meng toldMalaysia Chronicle.

Bersih is targeting a total crowd size of 500,000. The Duduk dan Bantah rally will also be held across the nation and in 71 cities in 29 countries.

Be early!

All those attending have been reminded to bring a small bottle of water, a small thick towel, sale, ear plugs, wear long pants, long sleeves, jogging shoes. It is also very important to be early – at least by 2 hours.

"This time, I think Bersih 3.0 will not be as bad as Bersih 2.0 In Bersih 2.0, people were not even allowed to wear yellow, they were questioned and arrested on the street in the early morning, KL was completely locked down (aah, you missed out on this experience of what a lock-down is really like, this in itself is an experience)," reminisced a a photographer who attended Bersih 2.0.

"There was also a crackdown by the police, there were threats from Perkasa and Umno Youth, a court order forbidding a bunch of leaders from entering KL, news of planted parangs at SOGO and Pertama Complex (probably planted by you know who to scare away protestors), pre-arrests and raids on premises, and so on. This time there is none of those. Hishamuddin even said "Bersih is not a security threat". What a change from last time."

"I enjoyed the experience of Bersih 2 very much even though I was tear-gassed. The whole experience was enriching. I can now understand better what it is like to be tear-gassed, as well as how a crowd behaves, the atmosphere of being in a crowd, the stresses, the psychology, the suffering, the bravery, etc."

A BRIEF MESSAGE FOR BERSIH 3.0 FROM AMBIGA



Thank you so much, dear Ambiga and every brave soul behind the Bersih Movement. Never before in the history of our nation have so many been touched and inspired by what a small handful of determined individuals can achieve when they join minds, hearts, bodies and souls together to demand the elections be fair and clean - and we now know beyond any doubt that Barisan Nasional has been rigging the polls for many, many years just to stay in power and continue robbing us of our past, present and future - and all our rights as free citizens, especially the right to peacefully assemble in public spaces and voice our grievances or jubilation.

It's utterly incomprehensible that anybody in their right mind can be against Bersih 3.0's simple demand that the top echelon of the Election Commission step down immediately in view of their abysmal failure to perform their duties honorably and honestly. But, in a rogue regime where the incorrigibly corrupt, deceitful and hypocritical are allowed to rise to the highest ranks of government - where even an individual under suspicion of cold-blooded murder can be muscled into the top job - it would be naive to believe that the incumbent party is in any manner capable of reforming itself, no matter how much it spends on useless and extravagant public relations exercises.

On 9 July 2011, the Specter of May 13 was slain by the collective will of at least 50,000 who defied the police lockdown of Kuala Lumpur and took to the streets. Never again will anyone fear the possibility of racial riots. If anyone stirs up the shit, it will be none other than the uniformed or plainclothes hooligan auxiliaries of Umno, MIC or MCA.

28 April 2012 is the final showdown between the disintegrating Barisan Najis and the People of Malaysia. Whether or not you are able to be physically present at any of the 72 rallies worldwide, please help by visualizing Malaysia as a free nation where social justice, truth, compassion and wisdom have triumphed over atavistic tribalism, ego insecurity, moral depravity and insufferable hypocrisy.

Flash mobs urge Sarawakians to join protest

Sarawak police have given the nod to Sarawak Bersih 3.0 rallies in Kuching, Miri and Sibu subject to local council approvals.

Flash mobs bearing anti-Lynas placards and Bersih 3.0′s "Duduk Bantah" banners have been mushrooming in and around Miri, Sibu and Kuching in the run-up to tomorrow's rally.

Miri and Sibu are expected to see better turnouts than Kuching.

Both are proven to have "pioneered" political change. In the May 2010 parliamentary by-election, angry Sibu voters booted out Barisan Nasional's Richard Lau.

Miri, too, saw a people's revolt in the last April state election that ended the political life of six-term assemblyman Dr George Chan, who was Sarawak deputy chief minister and Sarawak United People's Party president then.

So observers are expecting to see a bit more action in politically mature Miri and Sibu.

Yesterday, in Miri some 35 people took part in flash mobs encouraging locals to join the protest tomorrow. They did the routine it at a bus station in front of the district office, near the Telang Usan roundabout and at Taman Tunku.

Placards urged people to join Bersih 3.0′s assembly which will be held in front of the Resident's Office in Miri. The police have not raised any objection.

Meanwhile, in Sibu and Kuching, the rally tomorrow will be held at the Central Market and in the Kuching Waterfront area.

All rallies will start from 2pm.

Kuching police have given their nod for the rally, but have advised the organisers to get permission from the Kuching North City Council.

'Najib only pays lip service'

But Bersih Sarawak chairman Awang Abdillah Awang Nassar said it was not necessary.

"We are advised to look for an alternative site if the relevant authorities do not permit the use of the Kuching Waterfront.

"But we are not using the Waterfront. We are only want to use the open space at the old courthouse, which is a public place.

"So there's no need to ask for permission," Awang Abdillah said.

Meanwhile, Sarawak DAP secretary Chong Chieng Jen has asked its members to turn out in full force for the sit-in rally.

He said this is to send a clear message to Prime Minister Najib Tun Razak that the people want clean, fair and free elections.

"This rally is important to send a clear message to Najib that the mechanism for free, fair and clean elections ought to be implemented before the coming general election.

"Until today Najib only pays lip service… a lot of talks but no concrete measures," said Chong, who is Bandar Kuching MP and Kota Sentosa assemblyman.

Some 300 people are expected to join the Kuching rally. PAS and Sarawak PKR would also join in.

PKR national women vice-president Voon Shiak Ni said that not much had been done to ensure a fairer and transparent electoral process since the Bersih 2.0 rally last year.

Urgent appeal to PM to direct relevant agencies to allow Bersih rally at Dataran Merdeka tomorrow

 

KUALA LUMPUR:  A group of  "concerned citizens" today held a joint press confeence here  calling on Prime Minister Najib Razak to "urgently" direct the Royal Malaysian Police (PDRM) and the KL City Hall (DBKL) to allow the Bersih rally to proceed peacefully at Dataran Merdeka tomorrow.

 

"It will be a good opportunity for Najib to demonstrate to the world that he's walking the talk on his promise to open up and expand democratic spaces in the country," KJ John told the media at the KLSCAH Hall.

 

Tracing a bit of history, he stated that  he had served as a public servant for three decades including  Tun Abdul Razak's premiership.

"It was here at this same Dataran, then owned by the Selangor Club,  that Tunku Abdul Rahman had declared in 1957 Malaya's independence from the British.

"This historic event preceded the DBKL  and it was only very much later that the Club sold the property to City Hall, but I am sure the owners then would not have sold it had they envisaged that a day would come when the Dataran and its significance as an independence square should be closed to the public to assemble.

Private sector companies could hold their events there, so how could the Mayor say the Dataran was to be used for only "national" events, John remarked.

Dr Azmi Sharom, who read out a statement on behalf of 10 signatories, said that "We recognise that these agencies (PGRM and DBKL) are either under the direct control or influence of your government and we ar! e sure t hat you, as Prime Minister, concur that they should strictly observe and practise administrative neutarlity and not be seen to serve the partisan interests of the ruling parties.

 

"It is disheartening and unacceptable t see these agencies behave in a way that is in drect contradiction to your promises of a more open democratic space for Malaysians. We wish to emphasise that the right to assembly is guaranteed by the Federal Constitution. The only limitation is that such assembly must not be a threat to national security or to poublic order," he added.

 

City Hall (DBKL) mayor Tan Sri Ahmad Fuad Ismail yesterday had issued an order  that from 6am today Dataran Merdela is out of bounds until 6am on Sunday, exercised under the Local Government (Dataran Merdeka) bylaw 1992, under Section 65 of te Local Government Act 1976.

Dr Lim Teck Ghee, stressing that they were acting as ordinary citizens totally unaffiliated with any political party, said the Bersih gathering tomorrow is a mere "sit-in" in a peaceful manner for two hours, and no way could it constitute a threat to public order or security.

"We hope that Najib will prove that he is  the Prime Minister of the whole country and not just for Barisan Nasional, and show the world now watching us closely that his government is truly ommitted to promoting greater democratic space f! or its c itizens.

Datuk Thasleem Ibrahim, said he had been regularly writing to the Election Commission protesting the various impediments to free and clean elections, such as gerrymandering, anomalies ad alleged fraud in voters' registrations,.

 

"At one meeting, I  had challenged the top officials  to prove that what they had been doing was "haram" from the Islamic point of view, and nop one responded to my claim and they also refused to debate this issue .

 

"I then challenged them that if they could not do the right thing by the people, then the EC officials should resign en-bloc immediately."

 

Another signatory present, A Bakar  Sulaiman, said the Prime Minister should respond positively to their urgent appeal to ensure Berish's rally could proceed peacefully, governed by the "rule of law", and no agencies should issue any threats or intiidation on the participants.

EC-Umno ties: Ambiga shocked

KUALA LUMPUR: Bersih leader S Ambiga today expressed shock over a revelation that the top heads of the Election Commission (EC) are Umno members.

However, she said she would give EC Chairman Abdul Aziz Mohd Yusoff and his deputy, Wan Ahmad Wan Omar, the benefit of the doubt until the issue had been clarified.

"I was shocked beyond belief, but whether they still are Umno members has yet to be established," she told reporters today.

She said the two should have disclosed their ties with Umno even if they were no longer members of the party. "The least they could have done was to disclose the information on the EC's website."

She was responding to PKR secretary-general Saifuddin Nasution's statement in the daily Sinar Harian that Abdul Aziz was a member of Umno's Sri Ampang branch and Wan Ahmad a member of the Kubang Bunggor branch in Pasir Mas.

"It does show partisanship," Ambiga said, "but to be fair to them evidence has yet to come out in full."

Both Abdul Aziz and Wan Ahmad have responded to Saifuddin's revelation, saying that they may have been registered as members decades ago but have remained inactive.

Abdul Aziz told Sinar Harian: "I can't even remember which branch I was with because after I completed my studies, I lived in several areas.

Wan Ahmad said he could have been been registered in the 1970s or 1980s in Gombak, Damansara or Subang Jaya division, adding: "I have never bothered to find out. I am not a politician, but a government servant and I still am to this day. I'm telling the truth."

They both said the EC's independence was unaffected by their affiliation to Umno.

Ambiga seized on Wan Ahmad's reference to himself as a "government servant".

"That is what we call a Freudian slip," she said. "He thinks he serves the government."

She said the presumed bias for the government was precisely the problem with the EC.

This matter comes up just as Bersih is set to have its third rally tomorrow. The election watchdog has three specific demands: the immediate resignation of the EC heads, allow international observers to monitor the coming election and the implementation of all reforms recommended by the Parliamentary Select Committee before the upcoming polls.

Liar or reformist? Tomorrow will answer

On the one hand, Prime Minister Najib Tun Razak parrots his reform agenda. But in sharp contrast the movements of Malaysians are regulated – they are told where they can and cannot be.

The court order, obtained by the police, banning the organisers of Bersih 3.0 and the public, is shocking. After 55 years of independence, the government manipulates the arms of the judiciary to block the people's access to a public space. This is shameless and shocking.

Over the last weeks, we have heard ruling politicians nonchalantly dismiss the planned rally, calling for free and fair elections. Home Minister Hishammuddin Hussein said it was not a security threat. Others retorted the rally has no traction with the people.

But it seems that now everyone has cold feet – from Umno politicians to the KL mayor Ahmad Fuad Ismail who has started seeing red over the protest.

Najib, meanwhile, is silent while his goons scramble around trying to frantically cordon off Dataran Merdeka. This is a clear indication that Najib simply cannot put forward a coherent political message. One moment he is a reformist, self-styled if I may add. Then he shows his true colors.

I do understand the prime minister's position – if Najib is serious about implementing reforms, his government will collapse in the next general election. Unwilling to do too much and lose his grip on power, the Parliament was used to bulldoze the amendments to the Election Offences Act, giving the government a free ride to continue rigging the polls.

The government has done everything in its power to clip the wings of legitimate dissent in the country- including resorting to thuggery to create an element of fear. We saw gangsters trying to break up talks by Anything but Umno (ABU), beating up students who were occupying Dataran Merdeka, death threats against S Ambiga and some opposition politicians, not to mention smear campaigns and dirty politicking.

Despite these harassment, the Bersih 3.0 rally will proceed. We did not buy into the gimmicks fashioned out to look like electoral reforms. The Election Commission is even dismissive about cleaning up the electoral roll and had the audacity to say it has one of the cleanest electoral list in the world.

The manner in which the government will handle the protest tomorrow will indicate whether Najib is serious about reforms and opening up the democratic space in the country.

Koperasi Permodalan Felda kecewa diketepikan dari FGVH

PETALING JAYA: Koperasi Permodalan Felda Malaysia Berhad (KPF) berkata,  tindakan Felda menggugurkan pihaknya daripada terlibat di dalam proses penyenaraian Felda Global Ventures Holdings Sdn. Bhd (FGVH) bercanggah dengan pengumuman  Datuk Seri Najib Tun  Razak 7 Oktober lalu.

Anggota Lembaganya , Datuk Zainal Hassan berkata, KPF berpegang bahawa apa yang diumumkan secara rasmi oleh Perdana Menteri ini adalah polisi kerajaan yang sepatutnya dipatuhi dan dihormati oleh Felda.

Ucapan Najib, katanya jelas membayangkan pendirian rasmi kerajaan bahawa meskipun FGVH bakal disenaraikan di Bursa Malaysia, kepentingan 230,000 ahli KPF yang terdiri dari peneroka, generasi kedua dan kakitangan FELDA akan tetap terpelihara melalui pemilikan saham majoriti oleh KPF di dalam entiti FGVH yang disenaraikan.

"Walau apa pun, hak dan faedah peneroka akan terus dipelihara melalui pemilikan majoriti saham oleh Koperasi Permodalan Felda"," kata Perdana Menteri ketika mebentangkan bajet di Dewan Rakyat 7 Oktober lalu.

Pada 25 April lalu, Pengerusi Risda, Tan Sri Mohd Isa Abdul Samad mengumumkan pengguguran KPF daripada terlibat dengan FGVH.

Tambah mengecewakan, kata Zainal keputusan Felda ini dibuat hanya beberapa hari sahaja selepas Mesyuarat Agung Perwakilan Khas KPF meluluskan dengan majoriti besar usul yang dibawa oleh Lembaga KPF agar KPF terlibat di dalam penyenaraian FGVH dengan pegangan saham melalui syarikat Felda Asset Holdings Company Sdn. Bhd. (FAHC).

Katanya KPF menyokong sepenuhnya hasrat kerajaan untuk menyenaraikan FGVH demi masa depan peneroka Felda.

"Sejak dari pengumuman Perdana Menteri tersebut dan disusuli pula dengan tawaran dari FELDA untuk membeli 51% ekuiti milik KPF di dalam Felda Holdings Berhad (FHB) dan 10 anak syarikatnya.

"KPF telah mengambil pelbagai tindakan proaktif antaranya menubuhkan jawatankuasa penasihat penyenaraian, melantik konsultan-konsultan, menganjurkan sesi-sesi taklimat kepada ahli KPF di seluruh negara serta mengadakan pelbagai perundingan dan mesyuarat dengan FELDA dan FGVH bagi memperhalusi segenap aspek penyenaraian tersebut dan seterusnya memastikan penglibatan KPF akan memberikan impak yang positif kepada KPF dan ahlinya.

"Sepanjang tempoh tersebut, begitu banyak masa, tenaga dan kos yang tinggi  dibelanjakan oleh KPF semata-mata kerana KPF ingin melihat penyenaraian FGVH ini menjadi realiti. Maka, selepas segala komitmen diberikan, adalah tidak wajar KPF diketepikan begitu sahaja," katanya dalam kenyataan media hari ini.

Sokongan majoriti

Berhubung dengan tindakan injunksi sementara yang diambil oleh segelintir peneroka bagi menghalang mesyuarat agung luar biasa (EGM) KPF, ianya adalah di luar kawalan KPF, kata Zainal.

Bagaimanapun, katanya  KPF akhirnya berjaya mengenepikan injunksi tersebut melalui proses mahkamah yang sudah tentu mengambil sedikit masa.

"Apatah lagi KPF terikat untuk mematuhi prosedur yang ditetapkan undang-undang untuk memanggil semula mesyuarat agung luar biasa.

"Namun akhirnya, mesyuarat agung luar biasa dapat diadakan pada 19 April  lalu di mana usul yang dicadangkan oleh Lembaga KPF telah disokong oleh majoriti besar perwakilan yang hadir.

" Kepimpinan KPF memikul tanggungjawab untuk memastikan mandat dan sokongan besar ahli-ahli KPF yang terdiri dari kalangan peneroka dan kakitangan Felda  agar KPF terlibat di dalam penyenaraian FGVH ini dapat dilaksanakan dengan  jayanya.

"Apa yang ironi di sini, hasrat segelintir peneroka yang terpengaruh dengan pertubuhan ANAK untuk menghalang penglibatan KPF di dalam penyenaraian FGVH nampaknya tercapai dengan pengumuman yang dibuat oleh Pengerusi Felda  tanpa perlu mereka bersusah payah memfailkan lagi injunksi di mahkamah," tambah beliau lagi..

Zainal menolak kesuntukan masa untuk melibatkan KPF di dalam penyenaraian FGVH adalah diakibatkan oleh pelbagai tawaran balas KPF kepada Felda hingga menjejaskan struktur asas penyenaraian.

Katanya, apa yang dikemukakan oleh KPF melalui sepucuk surat bertarikh 16 April lalu kepada Felda  hanyalah merupakan cadangan-cadangan pindaan terhadap kandungan perjanjian jual beli saham-saham milik KPF kepada Felda  dan tidak melibatkan sebarang perubahan kepada struktur asas penyenaraian FGVH.

Menurut beliau, Lembaga KPF yang bermesyuarat pada hari Khamis lalu  telah mengambil ketetapan untuk memajukan perkara ini kepada Felda  dan seterusnya kepada Perdana Menteri supaya KPF dilibatkan kembali di dalam penyenaraian FGVH sebagaimana yang telah dipersetujui sebelum ini.

Occupy Dataran Merdeka: The crisis of Malaysian ‘Capital’ — Boon Kia Meng

APRIL 27 — We live in strange and heady times. Just over a year ago, the entire world felt the liberating tremors from Tahrir Square to Zucotti Park, New York City. The Arab Spring gave birth to a new generation of anti-authoritarian struggles, making 2011 the iconic year for protest movements everywhere, just as 1968 was to the previous generation of social activists and organisers. 

Be it clear dictatorships such as Mubarak's or oppressive and exploitative systems such as capitalism in America, ordinary Egyptians and the Occupy movement in the American continent have shown us the true meaning of people's power, firing our imaginations that another world is indeed possible.

For us here in Malaysia, the time has come for us to pause and reflect on what's really happening right before our eyes. The radical philosopher Georg Lukacs reminds us that "those who live through great historic transitions rarely realise it at the time". I believe we are experiencing such a moment, and it is taking place in the heart of Kuala Lumpur, in a space collectively owned by all Malaysians — Dataran Merdeka.

What began as a students' protest to abolish PTPTN, allied with Occupy Dataran's aim to reclaim public spaces, has birthed something new in the social-political culture of this nation, pushing the limits and boundaries of what we mean by "democracy" in Malaysia. When the state continues its charade of "reforms" through the Peaceful Assembly Act or the amendments of the Universities and University Colleges Act (UUCA), with all other legitimate channels of expression closed to ordinary citizens, the rakyat has no other option but to occupy our parks, squares and streets in our cities until our voices are actually heard and our demands met.

This is the reason for the students' and Occupy Dataran's encampment in Dataran Merdeka, since April 14. The gathering of Bersih 3.0 tomorrow will be the biggest demonstration yet of the rakyat's struggle against authoritarianism in Malaysia.

It is often hard to still ourselves under the daily grind and pressures, living under the constant risk of eviction by DBKL or gang violence by semi-clandestine thugs, to pause and reflect on what is actually happening in Dataran Merdeka, to get a sense of what this battle over space in Dataran actually means in the larger scheme of things. I would like to draw from some of my personal experiences and impressions of being in the encampment and what these could mean for all of us, in terms of the socio-economic and political forces at work in Malaysian politics today.

The actuality of class conflict

Kuala Lumpur Mayor Ahmad Fuad Ismail's statement is very telling indeed about who matters to the state and who gets priority to use and enjoy public and national assets such as a public space like Dataran Merdeka. In a moment of sheer naivete or perhaps, an honest gaffe, the mayor cited Nestle's 100th anniversary celebration last month as an example of what he deems an acceptable function at Dataran, giving the justification that "the company has invested a lot in this country…" His Freudian slip betrays the truth that an unholy alliance exists between the investor class, namely the owners of giant corporations and banks such as CIMB and Nestle, and the state's apparatuses of coercion in the form of the police and DBKL officers. What Ahmad Fuad is effectively saying is that the investor class behind Nestle, McDonald's and CIMB has the right to enjoy public spaces and assets, such as Dataran Merdeka, whilst the seven million inhabitants of Kuala Lumpur city, of which the majority is made up of the working class, students and children, count for nothing. The state and financial nexus, in other words, the collusion between big business and the government is unmasked for all to see. The battle for Dataran Merdeka is really a class conflict, and class warfare is alive and well in Malaysia today. For once, the emperor is seen without his clothes, given our peculiar Malaysian fetish for racial politics. Class is the real issue, not race.

It is this truth that makes it such a tragedy that those gangsters that attacked our camp at 2.36am last Thursday were attacking the very people who are on their side in this class war. How I wish the brother (gangster) who hit me could see that the cause of his lack of economic means or options in life is not the activists of Occupy Dataran, nor the students, but the present system of exploitation and injustice, maintained and policed by the police and DBKL, amongst others.

It is also no coincidence that analysing the battle for Dataran through the lenses of class struggle between Capital (the investor class and their state protectors) and Labour (the working class and students) makes more sense out of the mahasiswa's struggle to abolish PTPTN loans. It has been a global trend, since the 1970s (stemming from the history of neoliberal economic policies, of which I will not go into details here), where governments (under the dominance of Capital), in the name of austerity budget cuts, began to shed their moral responsibility in providing free education to college and university students, making citizens pay for the costs of tertiary education themselves. What is really happening here is that the investor class, in asserting their increasing power and devising ever new ways to drive up their profits, won the battle in cutting their costs for training their own potential labour force, i.e. the students. The system we have now is one where the labour force (students and their parents) are forced to pay for their own training (i.e. university and college education), which the investor class will then readily exploit and use at minimal cost.

This is coupled with the fact that workers' wages have been systematically repressed and remain stagnant for the last 15 years, while profitability rates continue to soar. With rising costs of living, which include the price of education, is it any wonder that Malaysian household debt continues to rise unabated and a whole culture of credit is encouraged and abetted by the banks and financiers? Capitalists require the consumption by working people and their children, and if their wages do not suffice, we just have to give them more credit to ensure our profits continue. PTPTN is just a symptom of this growing culture of debt and students saddled with such debts are merely collateral in this class struggle. Are we seeing the rise of debt-peonage in our midst, even as we heard this week that the amount of student debt in the United States has just passed the US$ 1 trillion mark? We do not need Occupy Wall Street to tell us that and I'm sure glad that our mahasiswa is sounding the alarm before it is too late.

Another world is possible

Even as I write, our encampment has just been broken up by DBKL officers at 4am this morning. Once again, the coercive powers of the state are used to beat down the legitimate demands of ordinary Malaysians. We were forced to retreat, even as we enter Day 14 of our beautiful occupation of Dataran Merdeka. Outnumbered and threatened with brute force, we reluctantly walk away, unbowed. 

Being at the encampment, mingling with the students and occupiers from Occupy Dataran, I begin to see fresh contrasts emerging, between the old ways of living and thinking, and the new ways that we are just learning to put into practice. What is the new normal at Camp Dataran?

When we see ordinary Malaysian mothers and sisters bring us our daily meals; when we see our fathers and brothers provide us with countless tents, umbrellas and mats; when we see Malaysians of all colours and creeds sharing our food, water and shelter; when we care for the security of one and all, in spite of official and vigilante violence; when we participate in open discussions and conversations on what we care about the most in our beloved country; when we imagine and create art for the pleasure of all; when we have free classes and share different skills; when we speak and truly listen to each other; where the homeless find friends and are treated as equals. All these, with no illusions that many of the old habits of competition and bickering still exist in our midst, alongside the new.

We are undefeated because tomorrow we occupy Dataran Merdeka with Bersih 3.0. Another Malaysia is already emerging.

Confusion over Reshina’s student status

PETALING JAYA: B Reshina can go back to school on Monday, even without a blue MyCard, according to a member of the Cabinet Committee for Indians Affairs, N Siva Subramaniam.

Commenting on a FMT article about the 17-year-old's plight, Siva said no one stopped her from going to school.

However, an official of Gombak's Chong Hwa Chinese Secondary School confirmed today that the school, acting on instruction from the Gombak District Education Department, had told her to stay away until she had secured her blue MyKad or received permission from the department to attend classes as a foreign national.

According to Siva, Reshina (photo, in uniform) is registered with the Malaysian Examination Council and can therefore sit for the SPM examination this year.

Yesterday, Reshina's sister Gowre told FMT she stopped going to school two weeks ago.

"Although some of her teachers protested, the school could do nothing as it was a directive from the department," Gowre said.

Siva said he consulted the school yesterday and found out that it had been telling Reshina's family to get her a blue MyKadfor the past five years.

"But it seems the father never bothered to even turn up at the school to sort the matter out."

Siva said he was at a loss to explain why she stopped going to school. "Malaysia is a signatory of a United Nations treaty for the right of education," he said. "Her claim is untrue. All she has to do now is get her MyKad."

The Chong Hwa official said the school started increasing pressure on Reshina last March to get the MyKad to avoid complications.

"I told her to use the March school holidays to get her card," he said. "When she came back after the holidays, I personally asked her about the applications status. But she broke down in tears and said she had already informed her father but that he had not done anything."

Rude reaction

The school called the father for a meeting and pressed him to get the card as soon as possible.

"He told me he had already applied but had yet to receive a reply," said the official. "I told him not to let the matter rest and he must work harder to get the matter sorted out."

The official said he and his colleagues also spoke to Reshina's sister, but he claimed they were rudely told off.

"The sister told me it was the school's job to get Reshina her blue card."

The official said he also told Reshina to apply with the district education department to let her study in the school as a foreign national.

"It is a temporary measure until she gets her MyKad. There were even generous donors who contributed nearly RM200 for her application."

On April 10, according to the official, Reshina's family finally made an application with the department and officials there told her to give them two weeks to process it.

"I told her family to ask the department whether she could come to school during the two weeks. But then, she just stopped coming."

The official said the school had done all it could to help Reshina, including issuing a support letter for her.

"Her teachers even went to the education office and made appeals on Reshina's behalf. What else can we do?"

Reveal exco minutes, CM dared

GEORGE TOWN: Chief Minister Lim Guan Eng has been dared to reveal his executive council meeting minutes on Kampung Buah Pala to prove that he did not rob the village land from poor Indians.

The village residents association chairman M Sugumaran called for the exco minutes to be declassified to substantiate Lim's claim that it was the previous Barisan Nasional, and not the current Pakatan Rakyat, state government that was responsible for the eventual sale and demolition of the heritage Indian village.

"Lim should declassify the exco minutes to prove that he was honest and sincere in our village issue," Sugumaran told a press conference here today.

Sugumaran's family was among the nine Kampung Buah Pala residents who were left in a lurch after their village houses were demolished in September 2009.

The nine received their new double-storey house keys from Prime Minister Najib Tun Razak on Sunday. The Putrajaya administration also gave out another nine double-storey houses in Taman Sejahtera Indah, Teluk Air Tawar, for the nine's extended families. The houses were given on humanitarian grounds, and not as compensation.

Last October, 24 other families who agreed to a deal brokered by the Pakatan state government with the developer, were handed over keys to new double-storey houses as part of their compensation.

The deal however excluded the nine families who had not accepted the offer.

Under the compensation package for the 24 families, the developer had agreed to the state's request to share a portion of the land with the residents by offering the houses, each with a built-up area of 1,400sq ft and a 99-year lease. A community hall and a temple are also being built there for the residents.

Kampung Buah Pala, which was known commonly as Tamil High Chaparral due to the population of ethnic Indians, cattle and other live stocks, was demolished to pave way for a posh condominium project, the Oasis, by Nusmetro Venture (Pg) Sdn Bhd.

During the height of the Kampung Buah Pala fiasco in 2009, Lim's administration only declassified the previous BN exco minutes on the village issue.

Land alienated to cooperative

The previous minutes revealed that the village land was alienated to the civil service cooperative society – Koperasi Pegawai Kanan Kerajaan Pulau Pinang – for RM3.21 million in 2005 to pave the way for the Oasis project. According the documents, the cooperative had paid RM963,000 as deposit to alienate the land.

The previous government had set a condition for the cooperative to completely settle the compensation issue of the residents to facilitate the transfer of the land title.

The minutes revealed that the remainder RM2.247 million was settled on March 14, 2008 – a week after Lim had become the chief minister.

The land was transferred by the state government to the cooperative on March 27, 19 days after Pakatan captured the Penang government in the March 8 general election. But the transfer was done even though the long-staying villagers' compensation issue was not settled.

Sugumaran claimed Lim had hatched a fresh land deal with the cooperative after the original BN deal had lapsed.

"Lim should reveal the minutes to prove his innocence," he dared.

Najib: Chinese education is integral

SIBU: Prime Minister Najib Tun Razak opened a new building of a Chinese school here today, and said Chinese education would continue to be an integral part of the national education system.

He said the government had increased allocations for Chinese schools, especially over the last three years, and had given more than ever.

"In the 2012 budget, for example, a sum of RM100 million was allocated to Chinese schools nationwide," he said when opening a new building of Sekolah Jenis Kebangsaan (C) Thai Kwong built at a cost of RM12.5 million, here.

Najib said that as far as the community was concerned, it was very proud of its culture which dates back more than 5,000 years.

"The Chinese language is an important part of the culture, besides the values associated with the culture. Values like filial piety and the notion of always wanting to give back to society and many others are taught in Chinese schools," he said.

Najib also stressed that similar amounts in allocation were also given to Tamil, national and religious schools in the country.

He said it was the government's policy to be fair and inclusive to all Malaysians, irrespective of race or religion.

"Under the 1Malaysia concept, we want all Malaysians to feel that under the Malaysian sun, he or she will have a fair and equitable deal from the government," he said.

The government, he reiterated, would continue to regard education as its top priority to develop the very important human resource for the nation.

"We are able to not only say it but are able to match it with action, deeds and policies. No other sector has received more allocation than the education sector since independence," he said.

Najib said one of the most unique features of the country's education system was "the willingness of the government to develop it based on the wishes and aspirations of the people.

"We decided to leave it to them to choose what type of education system they want. No other country in Southeast Asia has developed or adopted this kind of policy," he said.

Najib also commended Lanang Member of Parliament Tiong Thai King, who is chairman of the school management board, for his big role in the redevelopment programme of the school established in 1932.

Tiong had not only provided leadership but had himself donated substantially to the school's fund, he said.

"The people should remember such a deed from a Barisan Nasional representative come the general election," he added.

Exco denies ‘enriching cronies’ claim

SHAH ALAM: Construction of the Midlands Tamil school in Section 7 here is not to enrich the Pakatan Rakyat-ruled state government or its cronies, a state executive council member said.

In a press statement, Dr Xavier Jeyakumar said there is no chance of the state enriching its cronies as the construction of the school was under the purview of the SJK (T) Midlands Board of Governors (Board) and not the Selangor state government.

On Wednesday, MIC Youth chief T Mohan and the Klang Consumers Association urged the state government to reveal details of the sales and purchase agreement with I-City, the owners of the land in which the school is being built.

The consumers association raised concern over the matter after it found that the state government allocated "only" RM3 million for the school when speculation was abound that I-City gave out compensation totalling RM20 million for the school.

Jeyakumar said that the school board had a choice over the issue which was either to accept the proposal of RM3 million and four acres of land at the present site or to maintain their claim for a four acre land within I-City, which now sat on prime land.

He said the state made an allocation of RM3 million to the school board through Majlis Perbandaran Shah Alam (MBSA).

The exco also shot down Mohan's accusation that the new building was overpriced, saying that the state government did not intervene in the construction of the school.

"The board was given the option of constructing the school. The design consultancy, selection of the contractor and matters related to construction were entirely left to the school board," he said.

Contacted later, Mohan said he was unhappy with Jeyakumar's reply.

"It seems like he is trying to deflect the issue by blaming the school board.

"Our question is very simple, why did the state government order I-City to pay RM3 million as compensation when the land was sold to the company for more than RM20 million?" he asked.

The MIC Youth chief said the party would send a notice to the state government asking for details of the sale and purchase agreement to be made public.

"We will give them five days. If they fail to reply then MIC would hold a protest in front of the state secretariat," he said.

Pemansuhan SBPA membuktikan dakwaan Najib tiada pendirian adalah benar..



Pengumuman pemansuhan Skim Saraan Baru Penjawat Awam (SBPA) oleh Najib hari ini, membuktikan bahawa dakwaan Bekas Ahli Dewan Und! angan Ne geri (Adun) Pulau Manis, Datuk Mohd Ariff Sabri Abdul Aziz yang juga bekas Ketua Penerangan Umno Bahagian Pekan yang mengatakan Najib ini umpama lalang adalah benar. 

Beberapa hari yang lalu Datuk Mohd Ariff ketika ditemui dalam sesi Cakap-cakap Bersama Harakah di Pejabat Editorial Harakah berkata "Dia (Najib) tidak pernah berlawan, gaya dan kepimpinan itu dia tidak ada, dan bekas Menteri Kewangan, Tun Daim Zainuddin sendiri mengakui bahawa keburukan Najib ini tidak tahu mentadbir negara ini dan hilang punca, 

"Najib ini tiada wawasan, dia ini mentadbir dan urus negara macam urus Umno Bahagian Pekan, dia baik dengan sana-sini bukannya untuk menyatukan, dia ini juga tidak berani, dia ini macam lalang," ujarnya lagi. 

"Najib ini kebersihan  tiada sangat, saya tahu sebab saya sangat kenal dia, keduanya dia ini tidak boleh buat keputusan yang tegas, dia boleh berubah atas tekanan.Dia ini ingin semua sokong dia, dan dia akan mendapatkan kesetiaan semua orang dengan dia bayar orang sana-sini," katanya lagi, sepenuhnya sila baca di ( SINI )

PM: SBPA dimansuh, kembali ke SSM

Skim gaji kakitangan kerajaan, Saraan Baru Perkhidmatan Awam (SBPA) yang diperkenalkan untuk dilaksana berkuat kuasa 1 Januari lalu, akan dimansuhkan, kata Perdana Menteri Datuk Seri Najib Tun Razak hari ini.

Sehubungan itu, 1.4 juta kakitangan awam akan tertakluk kepada Sistem Saraan Malaysia (SSM), yang diguna pakai sebelum ini, dengan dilakukan penambahbaikan.

Perdana Menteri juga berkata, sebuah suruhanjaya khas yang terdiri daripada pelbagai pihak akan dibentuk bagi mengkaji sistem saraan perkhidmatan awam secara menyeluruh.

Beliau yang juga Menteri Kewangan mengumumkan pelarasan gaji sebanyak 13 peratus bagi Kumpulan Pengurusan dan Professional dan Kumpulan Pelaksana dari Gred 1 hingga Gred 54, bagi Kumpulan Gred Utama C,B,A (sembilan peratus), Gred Turus 3 dan 2 (lapan peratus) dan Gred Turus Satu dan Ketua Setiausaha Negara (tujuh peratus).

Najib juga mengumumkan jadual gaji matriks yang dilaksanakan sekarang diubahsuai kepada gaji minimum-maksimum dengan kadar kenaikan RM80-RM320 bagi Gred 1-54 manakala gred bagi Jusa kekal mengikut kenaikan tahunan SSM.

Bagi Elaun Bantuan Sara Hidup (COL! A), Naji b mengumumkan kenaikan kepada RM250 sebulan dari RM200 bagi kawasan B manakala bagi kawasan C dinaikkan kepada RM150 daripada RM100.

Perdana Menteri membuat pengumuman itu pada perhimpunan khas bersama penjawat awam di Dewan Perdana Pusat Konvensyen Antarabangsa Putrajaya pagi ini - Sinar Harian

SBPA Ditangguhkan Secara Rasmi!!! Disahkan Oleh Cuepacs Atas Keputusan Kabinet Malaysia!!

Harga barang telah pun naik sekarang ini mendahului pelaksanaan SBPA sekarang ini. Walaubagaimanapun sumber-sumber rapat mengatakan Kabinet memutuskan supaya SBPA ditangguhkan. Penangguhan SBPA (sistem Saraan Baru Perkhidmatan Awam) adalah di antara alasannya ialah :

•Ramai kalangan kakitangan awam yang tidak berpuas hati dengan skim SBPA ini

•Ti adanya perundingan secukupnya dengan wakil pekerja (kesatuan sekerja)

•Peratusan kenaikan gaji yang tidak seimbang antara kumpulan kakitangan rendah dan tertinggi di mana terdapat dakwaan kakitangan kumpulan pengurusan tinggi dan kanan menerima kenaikan gaji sangat tinggi, sehingga mencecah 50 peratus

•1.4 juta kakitangan tidak menerima maklumat yang tepat dan mendalam sebelum menerima opsyen pelaksanaan SBPA

•Terdapat dakwaan ada kakitangan awam yang dipaksa menerima opsyen tanpa diberikan maklumat mengenai sifir gaji dan tangga gaji

•Beberapa parti politik juga menggesa kerajaan menangguhkan SBPA atas alasan mengabaikan kepentingan kakitangan kumpulan rendah, yang merupakan dua pertiga saiz kakitangan awam.

Kronologi Terakhir Sebelum Keputusan SBPA Ditangguhkan.
Penangguhan SBPA yang diputuskan dalam mesyuarat mingguan kabinet semalam, 11 Januari 2012 :

•Pada 10 januari 2012 – Kementerian Kewangan menyebut pembayaran gaji penjawat awam bagi bulan Januari yang akan dilakukan pada 16 Januari ini sempena perayaan Tahun Baru Cina, adalah berdasarkan gaji Sistem Saraan Malaysia manakala perbezaan gaji penjawat awam yang memilih opsyen SBPA akan dibayar pada 31 Januari

•Pembayaran gaji SBPA tidak dapat dilakukan sepenuhnya pada 16 Januari berikutan keputusan kerajaan untuk melanjutkan tempoh opsyen SBPA dari 31 Disember 2011 kepada 15 Januari.

•Pada 18 Disember 2011, Kongres Kesatuan Pekerja-pekerja Di Dalam Perkhidmatan Awam (Cuepacs) membuat pendirian tegas dengan meminta kerajaan menangguhkan pelaksanaan SBPA dan mengadakan perundingan dengan badan induk kesatuan awam itu

•Jabatan Perkhidmatan Awam membuka opsyen menerima SBPA mulai 16 Disember 2011 dan ia sepatutnya ditutup pada 30 Disember 2011, tetapi dilanjutkan sehingga 15 Januari 2012 selepas pertemuan Cuepacs dengan Datuk Seri Najib Razak.

Antara kata putus disebalik keputusan SBPA ditangguhkan adalah seperti berikut :

•kerajaan mahu kajian semula dijalankan ke atas keseluruhan komponen SBPA bagi memastikan tujuan pelaksanaan sistem gaji baru itu mencapai matlamat

•kemungkinan besar, ekoran selepas SBPA ditangguhkan ini ia akan mengambil masa beberapa bulan untuk perlaksanaan semula ataupun berkemungkinan besar selepas pilihan raya umum ke 13 nanti

UPDATE : Kenyataan Rasmi Daripada Cuepacs Mengenai SBPA Ditangguhkan Ini
Kemaskini pada pukul 3:14 petang 12 Januari 2012 :

•Kongres Kesatuan Pekerja-pekerja Di Dalam Perkhidmatan Awam (Cuepacs) mengesahkan pel! aksanaan sistem Saraan Baru Perkhidmatan Awam (SBPA) ditangguhkan bagi membolehkan kajian semula yang lebih mendalam dijalankan melalui Timbalan Presiden Cuepacs Azih Muda sebentar tadi.

•Pagi tadi, Presiden Cuepacs Datuk Omar Osman mengadakan pertemuan dengan Ketua Setiausaha Negara mengenai isu itu.

•Setakat ini, belum ada pemakluman secara hitam putih (daripada kerajaan)

•SBPA bukan dibatal, tetapi ditangguh bagi membolehkan kajian mendalam dijalankan.

Apabila selesai nanti, ia boleh dilaksanakan dengan dibayar tunggakan kepada kakitangan awam yang mana merujuk kepada tarikh pelaksanaan SBPA yang dikuatkuasakan sejak 1 Januari 2012

•Walaubagaimanapun Cuepacs tidak tahu berapa lama lagi kajian ini akan dijalankan.  ASD.
