Mengapa CUEPACS diketepikan sekali lagi?

Sekali lagi rakyat gelisah mendengar berita bahawa CUEPACS, seperti yang disebut presidennya Datuk Omar Osman, tidak dimaklumkan tentang siapa yang akan menyertai suruhanjaya untuk mengkaji penyelaran gaji perkhidmatan awam selepas pembatalan tiba-tiba skim Saraan Baru Perkidmatan Awam (SBPA).

Pakatan Rakyat menyokong penuh gesaan CUEPACS untuk dijadikan salah satu pihak berkepentingan ("stakeholder") dalam isu ini, tapi juga agar pihak kerajaan tidak lagi melakukan tindakan bersifat "unilateral" seperti skim SBPA dahulu, yang telah gagal akibat tentangan yang begitu kuat dari pelbagai pihak.

Pakatan Rakyat juga sedar akan usaha kerajaan untuk meneruskan dan menambahbaik sistem Skim Saraan Malaysia (SSM) sedia ada, termasuk menubuhkan suruhanjaya khas untuk melaksanakan penambahbaikan yang "komprehensif dan menyeluruh" terhadap perkhidmatan awam negara.

Oleh itu, kami menyarankan satu Jawatankuasa Tetap Parlimen ditubuhkan agar semua pihak berkepentingan termasuklah pihak Pembangkang akan dapat memberi cadangan-cadangan membina bagi perkhidmatan awam, yang merupakan salah satu tunjang pembangunan negara.

Why keep CUEPACS in the dark, again?

It is of public interest and a grave concern that CUEPACS, according to its president Datuk Omar Osman, has not been informed on the necessary details including the identity of the members of a public service pay review commission after the abrupt cancellation of the Civil Service Remuneration Scheme (SBPA).

Pakatan Rakyat not only supports the call by CUEPACS to be consulted as a rightful stakeholder, but also not to repeat the government's penchant for unilateral action which caused the earlier SBPA scheme to be unceremoniously scrapped due to strong opposition.

Pakatan Rakyat is also aware of the government's effort to maintain and improve the existing Malaysian Remuneration System (SSM) which includes the formation of a special commission tasked to review in a "comprehensive and holistic" manner all aspects on how to improve the country's civil service.

Therefore, we propose that a Permanent Parliamentary Committee be established for the Civil Service so that all stakeholder's including from the Royal Opposition will be able to contribute constructively in the affairs of one of our nation's key pillar in development.

Former Umno minister leaves door open to joining opposition

Former Umno supreme council member Tan Sri Abdul Kadir Sheikh Fadzir, who quit the party a week ago, said today he has not ruled out joining Pakatan Rakyat (PR).

The ex-Cabinet minister said many top leaders in PKR, PAS and the DAP, who were his "close friends", had asked him to join the opposition pact but said he had yet to make a decision on the matter.

He stressed that for now he would focus on carrying on the "original fight" of Umno's founding fathers for equality and democracy through NGO Angkatan Amanah Merdeka, where he is deputy president.

"I will remain quiet (in politics) first. I am more interested in fighting for important issues," he told reporters at his office at Mines Business Park here.

Abdul Kadir (picture)said greater racial divisions, corruption, wastage and abuse of power were proof that Malaysia had strayed far from the collective vision of early Umno leaders such as Datuk Onn Jaafar, Tunku Abdul Rahman and Tun Abdul Razak, who worked for the people.

He urged Putrajaya to stick to its reform promises and stamp out corruption, stop alleged bribery by the government and carry out free and fair elections, saying mere "sloganeering" was not enough.

"Those in power know the bad things we did before so let's repent and reject those bad things," he said, adding that it was never too late for the ruling party to change.

The former Kulim-Bandar Baharu MP said he was still deciding if he should contest for the federal seat in the next general election, and under whose ticket.

He added that he will accept invitations from NGOs to talk at ceramahs now that he has quit Umno.

Abdul Kadir resigned as an Umno member on March 19 after 56 years in the ruling party.

He made headlines in January when he accused Umno of handing out RM200 to RM1,000 to voters in previous elections in exchange for votes.

But the former Umno supreme council member has denied using the "bomb" strategy to win elections in Kulim-Bandar Baharu, where he was MP for 30 years until 2008.

Kalau kita baca kenyataan terbaru Najib Tun Razak, jelas terbayang di muka beliau betapa yakinnya mereka untuk menawan kembali negeri Selangor.

Dengan jelas dan terang beliau kata beliau yakin dapat menawan semula Selangor.

Maklumat yang Tulang Besi dapat adalah sangat merisaukan.

1.0 Menukar puluh ribuan pengundi2 Pakatan Rakyat dari DUN masing-masing

Menjelang pilihanraya umum bulan Jun 2012 nanti, bilangan kerusi yang bakal dimenangi BN adalah 43 berbanding Pakatan Rakyat 13.

UMNO dan BArisan Nasional sekarang ini bukan setakat yakin untuk memerintah Selangor tetapi yakin mendapat kembali majoriti 2/3 di DUN Selangor.

Setakat yang saya tahu, amat sedikit sangat usaha yang dilakukan oleh Pakatan Rakyat untuk menangkis penipuan UMNO/BN ini.

Disebabkan kos membantah nama dalam daftar pemilih yang diragui ditetapkan oleh SPR RM10 untuk satu nama, maka PAS Selangor tidak mampu membantah dengan banyak walaupun mereka kuat bekerja.

Usaha mereka untuk mendapat wang dari sumber2 yang rasmi pun sering menemui jalan buntu.

PAS Selangor terpaksa berpekin2 menggunakan wang sendiri untuk menjalankan proses bantahan kerana tiada bantuan kewangan dari mana-! mana sum ber rasmi.

Sekiranya rakyat Selangor masih mahu terus menikmati pemerintahan yang adil, sayang rakyat, bersih dan menjaga kebajikan maka terletak di bahu rakyat Selangor sekelian untuk menghalang penipuan dan pembohongan UMNO dan Barisan Nasional.

Tulang Besi tidak nampak siapa lagi yang mampu menghalang penipuan dan pembohongan UMNO dan Barisan Nasional.

Langkah pertama adalah memeriksa nama masing2 di sini. Pastikan nama2 saudara/ri tidak dipindah ke negeri atau kawasan lain kerana berpuluh ribu pengundi telah dibuang dan baling keluar dari kawasan asal mereka.

Jangan lupa berdoa dan bermunajat kepada Allah SWT demi mengagalkan penipuan dan pembohongan mereka itu. Inshaalah, dengan bantuan Allah SWT penipuan mereka akan gagal.

Lakukan yang terbaik dan termampu. Inshaalah, bantuan Allah SWT akan turun.

Villagers shocked at ‘sudden’ loss of NCR rights

Bruno Manser Fund accuses SEB CEO Torstein Dale Sjotveit of 'deliberately misleading' the public with regards to the construction of the 12 dams in the state.

The natives of Baram, affected by the construction of the Baram dam, are claiming that they were not aware of the extinguishment of their native customary rights (NCR) over their land.

Accusing the government of surreptitiously implementing its contentious plans to build the dam, they said that they were unaware that the government had begun extinguishing such rights since last June.

"Most of the landowners are not aware of the extinguishment exercise on their land. It means they have lost their rights and will not be paid any compensation," said Peter Kallang, chairman of the SAVE Rivers Network.

Kallang said usually land owners are given a period of 60 days to submit their NCR claims over the acquired land.

If they failed to submit their claims, then they would not be paid any compensation.

According to Kallang, one of the landowners, Dorus Katan went with eight others to seek information from the Land and Survey Department, and to their surprise, the department had carried out its survey works.

"There was a lot of dissatisfaction because the survey work was done without proper consultation. As a result, their crops, plants, fruit and rubber trees were felled and destroyed," he said.

Kallang said that some 70 natives from Baram held a meeting in Miri last Friday to discuss a joint letter which is to be addressed to the CEO of Sarawak Energy Berhad (SEB), Torstein Dale Sjotveit.

"The letter wants the SEB to stop all works which are related to the construction of the dams," he said, saying that copies of the letter are to be sent to the Prime Minister, the Sarawak Chief Minister, Suhakam, Baram MP Dungau Sagan and Telang Usan sssemblyman Dennis Ngau.

Said Kallang: "In implementing projects of this nature, we request for the authorities to abide by the international standard and requirements especially the United Nation Declaration for the Right of the Indigenous People (UNDRIP).

"The rights of the indigenous people must be respected and they must not be relocated against their will."

'SEB chief lying to public'

Meanwhile, the Norwegian CEO of Sarawak Energy Berhad Torstein Dale Sjotveit came under fire for systematically withholding information on the implementation of 12 planned dams in Sarawak.

In a statement emailed to FMT, the Bruno Manser Fund (BMF) said: "Despite demands from local communities and opposition politicians for full transparency over the Sarawak dam plans, Sarawak Energy is deliberately and systematically pushing forward its dam plans under a cloud of secrecy.

"According to official plans, the 12 dams are to be completed by 2020 despite growing criticism over a power glut caused by the recent completion of the 2400 MW Bakun dam, Asia's largest hydro-power project outside China.

"Native communities affected by the 900MW Murum dam, which is currently under construction, complain that they have never (been) properly informed on this project which will cause the displacement of thousands of locals.

"The Murum construction site has been sealed off from the public and no journalists have been allowed to visit the site.

"It is open secret that the dam is being constructed by a workforce of thousands of Chinese workers brought to Sarawak by contractors from mainland China, " the statement said.

BMF also pointed out that the 100MW Baram dam, which is to be started soon, is being pushed forward in massive violation of the affected communities' basic right to information.

"The locals are kept in the dark in order to stifle potential opposition against the dam," noted BMF.

The 100MW Baram dam will cause the flooding of large tracts of the Borneo rainforest and the displacement of over 20,000 indigenous people. The earlier Bakun dam had also similarly drowned a land size as big as Singapore.

According to BMF Sjotveit is 'deliberately' misleading the public on matters related to the issue.

"Sjotveit's conduct is appalling and absolutely unacceptable. In Norway, he would be charged for fraud for deliberately misleading the public in such a deceitful way.

"With an annual salary of 1.2 million US dollars, Sjotveit is one Malaysia's best-paid executives. He works under Hamid Sepawi, the first cousin of Sarawak's extremely corrupt Chief Minister, Taib Mahmud," alleged BMF.

The BMF calls on SEB to release all relevant plans and information on the dam to the public, including maps, feasibility studies, environment and social impact assessments, projects finances and resettlement plans.

Pahang land scandal: MCA man vows action

PETALING JAYA: MCA has promised to ask Pahang land authorities to investigate allegations that former state officials had abused Malay Reserve land for personal gain.

MCA's Chang Hong Seong (photo, right), the state assemblyman for Teruntum, said he would bring up the issue at the next monthly meeting of the Kuantan District Land Committee.

He was reacting to a FMT report published last week that said the government of former menteri besar Mohd Khalil Yaakob de-gazetted the most valuable piece of land in Kuantan, divided it up, and sold the lots to members of the administration at "grossly undervalued" prices.

At least one of the lots was sold to a non-Malay, according Pedas Leaks, the anti-corruption group that made the allegations.

Pedas Leaks said those who benefitted from the exercise included Khalil  (now the Governor of Malacca), former deputy menteri besar Hasan Arifin and former state executive councillors Omar Othman, Hamdan Jaafar, and Halim Ibrahim.

The group has lodged a report with the Malaysian Anti-Corruption Commission (MACC), urging it to investigate the "dubious land transactions".

Chang said he had "full confidence" that MACC would probe the allegations thoroughly.

"My previous experience with the Pahang MACC has been good," he said.

Chang, who is a first-term assemblyman, said he had little knowledge of the case and was trying to get more information it.

Two PKR leaders interviewed by FMT were less restrained in their remarks about the case.

Stupid or corrupt

Kuantan MP Fuziah Salleh described it as a "classic example of the plundering of state resources that has been going on for a long long time. The timber, the tin mines, the iron mines, the gold—all of it—have been plundered by these so called state leaders."

"Pahang Menteri Besar Adnan Yaakob should not keep silent," she said. "But if he chooses to, which will most likely be the case, then the least he could do is to give to the MACC the green light to go through all the files."

Pahang PKR chief Fauzi Abdul Rahman, said the state had been so badly managed that it was one of the weakest economically.

"Look at how much they are losing," said the former Umno member and deputy minister. "With a forest acre quota of 30,000 per year, they are only making about RM90 million. The target should be around RM500 to 550 million.

"Look at Kedah, with a lot less acreage, its revenue is about RM17,000 per acre."

Fauzi said the Pahang government, in constant deficit, was either "stupid or corrupt".

"They are simply, experts in cheating. The current menteri besar will never respond to this issue. He is a real idiot with no culture.

"To be a leader, you need something upstairs, the brain, and something downstairs, the heart. If you are not trustworthy, you are nothing.

"Greed is the problem. That's why things like the Lynas rare earth plant can happen."

The land in question – located at Taman Tok Sira a few hundred metres away from the Menteri Besar's residence –was originally state land but was split into 14 pieces of housing land and alienated to government-linked company Pasdec Corporation Sdn Bhd in 1997. This transfer was approved by the state on April 2, 1997.

According to documents produced by Pedas Leaks, Pasdec subsequently sold off the 14 lots to the administration officials.

In the case of the former deputy menteri besar, he acquired 14,000 square feet for RM76,499 on Dec 31, 2001, when the market price was RM213,000, as valued by the Valuation and Property Services Department. In September 2004, he sold the land to one Ti Lian Yeah for RM397,683.02.

Umno’s commandments — Osman Khalid

MARCH 26 — The Umno president and his colleagues talk a good game but if you take apart their statements and remove the veil of deceit, it is easy to decipher the principles they live by.

I like to call them Umno's commandments.

Commandment No. 1: Thou shall steal

This rule is followed religiously from the top to bottom of the party. The leaders steal by giving inflated contracts and concessions to nominees, family members and other trusted partners.

In return, money is kept for the politicians and their families. At times, the thievery is given what the Umno politicians/ministers believe is a veneer of respectability: they justify giving a contract/contracts/projects to a crony by saying that the crony is a big donor to Umno.

The inflated contracts are getting larger and larger and this reflects the greed of Umno.

Commandment No. 2: Thou shall honour thyself above all

They go to umrah ever so often, preach to the electorate about People First and Performance Now but for the Umno leader, the people are only valuable during election time.

For the most part, they are all "I" or "ME" specialists. If I bump civil service salaries without a care about the financial situation of the country, will "I" get a few votes?

If I allow Nallakaruppan and Ezam Noor to become senators, will "I" benefit from this move?

Commandment No. 3: Thou shall tell lies, and often

There is no downside to telling lies. Umno politicians can lie about corruption, their assets and expect to get away scot-free.

In fact, there is respect in the party for politicians who lie about the RM24 million ring; about shopping trips, about FELDA memos.

Only a few days ago, Umno MP Bung Mokhtar Radin told Parliament that MAS incurred losses of RM2 billion after the share swap with Air Asia. This is untrue.

A couple months ago Agriculture Minister Noh Omar told Parliament that a special committee had been set up to make sure that the RM250 million soft loan to the NFC was disbursed well. Well, we now know that there was no such committee!

Commandment No. 4: You must subvert the rule of law and behave like thugs when things don't go your way

Ceramahs are being broken up by Perkasa/Umno/Pekida thugs, and opposition volunteers checking voter registration lists are being threatened by Umno members.

Najib's future Cabinet could include Tengku Adnan Mansor, someone found guilty by a royal commission of inquiry of meddling in the appointment of judges.

Commandment No. 5: Thou shall create dissension and discord

In the last 24 months, Umno has done its best to drive a wedge between Malays and Chinese and Christians. Instead of being keepers of peace and unity, Umno and its friends at Perkasa have stoked talk of Chinese being greedy for political power. This is irrational and the height of irresponsibility.

The Malays control the police, army and civil service and form 60 per cent of the country, and there is no chance of Malays losing political power. Umno may lose control but Malays will not.

Still, this has not stopped Umno from beating the drums of discord and making the Chinese like the enemies. Then there was the story of Christians wanting to take over Malaysia.

Commandment No. 6: You must flaunt your wealth

The bigger the house the better, the more gaudy the jewellery the better and the more luxury cars the better.

How do you know an Umno man has arrived? He wears a linen shirt, chomps on a cigar, drives an SUV and does not seem to have a regular job.

BN has failed the Indian community — S. Barathidasan

MARCH 26 — The Malaysian Indians Progressive Association (MIPAS) has done surveys, studies, gained information and feedback from the rakyat showing that it is not true that the rakyat's support for Barisan Nasional (BN) is peaking based on the party's record of fulfilling its promises, as claimed by Prime Minister Datuk Seri Najib Razak. 

MIPAS feels that it is not true that "big winds" are blowing towards BN.

The rakyat still does not have confident and full trust in the BN government as many issues have still not been fulfilled.

An example is the Lynas issue. The Parlimentary Select Committee (PSC) should investigate and study the plant's safety standards. It should be fair and hear the concerns of the people in Kuantan. But it has failed!

Another example is the anger and frustration of the Chinese community over education. A rally was organised by the United Chinese School Committees Association (Dong Zong) over the problems faced by Chinese educationists over four decades and regarding the transfer of non-Chinese-speaking teachers to Chinese schools. The BN government has failed to meet Dong Zong's demands.

MIPAS also believes the BN has failed the Indian community. Najib's Nambika (trust) has not fulfilled their needs as many of them are still without MyCards, birth certificates. Statistics show Indians only comprise 3.2 per cent of employees in the government sector. It should be increased to seven per cent.

Recently the PM announced that the government would give full scholarships to the top 100 students from the Indian community who graduate with first-class honours from public universities. How many Indian students are there in public universities? And only the top 100 get full scholarships? It's just an eyewash!

Our country has been independent for 54years now but we still have race or ethnic division/segregation. Every vote is equal but when it comes to policy and implementation it is not equal. For example, the BN government asks Indians to vote BN but whenever there is an issue over appropriation of estate land (e.g. Bukit Jalil Estate) the government says it cannot do anything because it is private land.

Malaysia so keen to support and help the Palestine struggle but when it comes to the ethnic cleansing of the Tamils in Sri Lanka, the BN government abstained from voting against Sri Lanka in the UN Human Rights Council in a resolution mooted by the US. The BN government is against any violation of human rights in Palestine, South Africa, Somalia, South Thailand and many Islamic countries. But why when it comes to Sri Lanka the BN government keeps quiet? 

MIPAS believes BN can expect an easy victory only in Johor, Malacca and Pahang in the 13th general election.

Sabah looks to China to prop up tourists arrivals

KOTA KINABALU: The state tourism industry is turning to China to offset the loss incurred in the other tourism markets as the result of Malaysia Airlines' termination of some of its international routes recently, said state Tourism, Culture and Environment Minister, Masidi Manjun.

"We are making up the loss in the Japanese and Aussie market by marketing aggressively in China especially Shanghai and Guangzhou. The expected increase in Chinese arrival would offset decrease in Aussie and Japanese travellers.

"Japanese and Australia would be affected but not Korea as we have sufficient seats provided by three Korean airlines for the Kota Kinabalu-Seoul route.

"The net result is that MAS' termination of some international routes would hopefully have minimal impact on total tourists arrival in Sabah," he said at a private gathering here on Sunday.

Masidi expressed confidence in the growth of the Chinese market citing the fact that there was a 37% growth in Chinese tourists arrival in 2011 compared to 2010.

"This growth is despite the fact that there are no direct flights between Kota Kinabalu and other cities (with the exception of Shenzhen) in China, and Kota Kinabalu International Airport (KKIA) not open 24 hours due to upgrading work of the runways.

"It will operate 24-hours on May 1. So more chartered flights can operate between Sabah and mainland China," he said.

Masidi also disclosed that Dragon Air would increase its weekly flights to Sabah from five to six per week from July 1.

"We hope to bring in the Japanese tourists by Dragon Air via Hong Kong," he said.

According to former state cabinet minister, Tham Nyip Shen, traditional markets for Sabah tourism like Europe, United States of America and Australia are now declining, whilst China is now an emerging economy with a strong purchasing power.

China government statistics show the number of outbound tourists from the country in 2011 was 300 million. It was projected that about 27 million Chinese are expected to visit South East Asia by 2015.

For the Beach Honey pageant in the state, a team of some 50 people with 15 models will visit several tourist spots in Sabah and film a sea Bajau wedding involving the models and this will be shown in China later.

PRU13: SPR reka ‘Formula Terengganu’ menangkan BN? — Mohd Rashidi Hassan

26 MAC —  Pakatan Rakyat mempunyai cukup bukti, bahawa ada dalang dalam Suruhanjaya Pilihan Raya (SPR) berusaha merencanakan suatu penipuan besar-besaran, pada senarai pendaftaran pengundi, untuk memenangkan Umno-Barisan Nasional pada Pilihan Raya Umum ke-13 tidak lama lagi.

Pakatan Rakyat mempercayai, wujudnya persekongkolan pihak tertentu yang ada dalam SPR dengan Umno-BN, bagi membantu mereka mengekalkan kuasa dengan menyekat kebangkitan rakyat yang sudah komited menolak BN.

Ini bertepatan dengan ramalan bekas Menteri Kewangan, Tun Daim Zainuddin yang mengatakan BN hanya selamat di tiga buah negeri, iaitu Johor, Melaka dan Pahang. Ini bermakna, Umno-BN sudah tidak selamat di sembilan buah negeri di Semenanjung.

Difahamkan hasil kajian sebuah firma pengkaji bebas yang dibayar BN, mereka menghadapi ancaman besar pada PRU kerana di Semenanjung sahaja, hampir 100 kerusi Parlimen yang bakal memihak kepada Pakatan Rakyat.

Pola kecenderungan rakyat dirakam firma pengkaji bebas turut menunjukkan seluruh agenda transformasi dan rancangan pembaharuan yang dikemukakan oleh Perdana Menteri, Datuk Seri Najib Razak, sehingga kini, masih gagal mempengaruhi rakyat menyokong BN.

Justeru akibat gagal menemukan formula terbaik untuk menyelamatkan "takhta" kerajaan BN, maka tiada jalan lain dilakukan, selain merancang penipuan besar-besaran, dengan kerjasama pihak tertentu dalam SPR.

Antara formula yang dikemukakan pihak terbabit kepada kelompok atasan dalam Umno ialah, mengekalkan kuasa dalam PRU dengan menggunakan "Formula Terengganu" pada tahun 2004.

Ia dinamakan "Formula Terengganu" kerana hasil persekongkolan dengan pihak dalaman SPR, senarai daftar pemilih yang dikeluarkan oleh SPR mencatat kenaikan sehingga 17 peratus dalam daftar undi, paling tinggi dalam sejarah demokrasi negara, sehingga menyebabkan Kerajaan PAS Terengganu tumbang pada PRU 2004.

Pada PRU 2004 undi PAS di Terengganu meningkat di kebanyakan kawasan, tetapi yang peliknya undi untuk Umno-BN meningkat naik dua kali ganda, sehingga ada kawasan pilihan raya, peratusan pengundi yang keluar hampir mencapai 100 peratus.

Dipercayai, formula inilah yang sedang cuba dilaksanakan oleh Umno-BN dengan kerjasama juak-juak mereka dalam SPR.

Penipuan yang terancang ini dikesan Pakatan Rakyat dan didedahkan Ketua Pembangkang, Datuk Seri Anwar Ibrahim dalam sidang akhbar beliau di Parlimen, 22 Mac lepas.

Pakatan Rakyat mendapati, sekurang-kurangnya, wujud tiga elemen yang meragukan hasil daripada salahlaku SPR dalam daftar pemilih dan senarai nama-nama baru yang sedang diproses masuk dalam senarai daftar pemilih.

Elemen pertama dikesan berikutan daripada pengumuman SPR pada 31 Januari 2012, bahawa wujud sekitar 40,025 pengundi ragu dan yang disahkan sebagai pengundi ragu, tetapi sehingga kini masih terdapat dalam senarai daftar pemilih SPR.

Elemen kedua adalah wujudnya pengundi berganda pada satu-satu alamat. Pengundi berganda ini mencakupi 354 alamat yang senarai pengundi pada satu-satu alamat itu di antara 100 hingga 1000 orang. Jumlahnya amat besar sehingga mencapai 79,098 pengundi seluruh negara.

Jumlah ini tidak lagi diambil kira senarai berpuluh-puluh pengundi dalam satu alamat. Kita memahami jika satu alamat itu dimaksudkan bagi sebuah rumah panjang atau kampung. Tetapi dalam daftar pemilih SPR, terdapat 100 pengundi pada satu alamat rumah yang berada di kawasan perumahan. Tidakkah ianya meragukan?

Elemen ketiga yang lebih serius ialah dengan pengumuman SPR, bahawa terdapat 240,000 undi pos di kalangan petugas SPR mesti dikategorikan sebagai undi pos.

Jumlah ini amat mengejutkan Pakatan Rakyat. SPR tidak memerlukan jumlah petugas pos seramai itu dan ianya jelas bakal dimanipulasikan untuk memenangkan BN.

Tiga elemen didedahkan ini, amat jelas akan memberikan impak besar dalam PRU ke-13. Impak besar untuk mengekang kemaraan gelombang rakyat. Impak besar untuk memberikan kemenangan dua pertiga majoriti kepada Umno-BN.

Pakatan Rakyat bangkit menolak cadangan SPR dan usaha terancang pihak tertentu dalam SPR ini kerana, dalam sejarah PRU di Malaysia, undi pos adalah alat Umno-BN mengekalkan kuasa.

Ini merupakan jenayah terancang pihak tertentu kerana, jumlah pengundi ragu dan pengundi pos amat besar. Ia belum ditambah dengan pengundi pos yang sedia ada dari kalangan tentera, polis serta pasangan mereka.

Jenayah ini juga belum diambil kira dengan kemasukan mendadak nama-nama pengundi Selangor yang kebanyakannya menggunakan warga asing yang diberikan kad pengenalan sebagai pengundi.

Dengan latar belakang fakta ini, amat wajar Pakatan Rakyat bersikap prejudis bahawa, ada pihak dalam SPR yang berniat jahat dan berat sebelah untuk memenangkan Umno-BN.

Modus operandi yang sama digunakan dalam "Formula Terengganu" akan digunakan, pada PRU ke 13 kali ini bagi mengelakkan kekalahan Umno-BN yang sedang terdesak dan nazak.

Kita mendesak SPR menghentikan kerja-kerja jahat ini, kerana ia bakal menimbulkan kekecohan besar pada PRU akan datang.

SPR jangan sesekali mencabul kedaulatan demokrasi. Ia mesti telus dan bersikap adil dalam mengendalikan PRU ke 13.

I have never been to Hulu Langat before I joined UndiMsia! I did not realise there was a beautiful township just outside Kuala Lumpur where trees still line the roads and people still take the time to picnic by the waterfalls in the cool of the evenings.

Hulu Langat might seem like the kind of township where property prices are sane unlike Kuala Lumpur. Last week, a real estate agent told me houses in SS2, Petaling Jaya, bought 30 years ago for RM50,000, is now selling for over 1 million ringgit! Maybe the sky rocketing prices have not affected Hulu Langat.

I was wrong – it has. A business owner I talked to told me how property prices have been steadily going up over the last few years as though they were trying to match the prices in Kuala Lumpur. A local man who was shopping at the wet market concurred with him. They told me rent prices have gone up together with property prices. At this rate, I wonder if the locals will suffer what KLites are suffering; unaffordable homes.

Hulu Langat is developing very quickly. Large hypermarkets such as Tesco and Carrefour are eyeing Hulu Langat as they expand their businesses. Soon, the local residents will no longer shop at the local wet markets and pasar tani but in large air-conditioned hypermarkets. I wonder if they will miss meeting their favourite vegetable seller to exchange gossips while buying vegetables. I wonder if they will miss their favourite meat seller who always jokingly asks about their daughters.

I wonder.

Pelaburan FGVH di luar negara rugi teruk...

PAS hari ini mengemukakan bukti berhubung dakwaan bahawa pelaburan Felda Global Ventures Holdings Berhad (FGVH) di luar negara mengalami kerugian.

Bukti tersebut diperoleh daripada laporan audit FGVNA sehingga 31 Disember 2010.

Pakar ekonomi PAS, Dr Rosli Yaakop berkata, syarikat pegangan pelaburan, Felda Global Ventures North America Sdn. Bhd. (FGVNA) mencatat kerugian sebanyak RM27,576,023 pada 31 Disember 2009 berbanding keuntungan sebanyak RM44,832,558 pada 31 Disember 2010.

Katanya, kerugian itu akibat anak-anak syarikat miliknya di Amerika Utara gagal membayar balik pinjaman yang diberikan sebanyak RM48,173,488.

"Felda telah melabur dana melebihi RM1,000,000,000 di dalam Twin Rivers Technologies Holdings Inc dan anak-anak syarikatnya di Amerika dan Kanada sejak Oktober 2007.

"Berdasarkan dua pengukur prestasi iaitu syarikat rugi dan pinjaman yang diberikan kepada anak-anak syarikat gagal dibayar balik mengikut terma yang dipersetujui dan ini membayangkan prestasi syarikat bermasalah," katanya pada sidang media di lobi Parlimen hari ini.

Rosli juga mempersoal tujuan FGVNA membeli saham TRTH pada harga RM1,567.50 se saham.

"Kenapa Felda memilih untuk membeli 97 peratus milikan dalam TRTH walhal ia adalah pemain baru dalam bidang oleochemicals yang ditubuhkan pada 1994 dan TRTH bukannya market leader dalam bidang ini?" soalnya yang juga ahli jawatankuasa Persatuan Anak Peneroka Felda Kebangsaan (Anak).


Selain itu katanya, pelaburan yang dibuat FGVNA di Amerika Utara iaitu Amerika syarikat dan Kanada amat besar iaitu berjumlah RM1,255,263,942.

"Apakah pulangan tahun yang diha! rapkan d aripada pelaburan ini? Apakah manfaat kepada peneroka -peneroka Felda daripada pelaburan ini?" soalnya.

Sementara itu, Ahli Parlimen Kubang Kerian, Salahuddin Ayub terus meminta Timbalan Menteri di Jabatan Perdana Menteri, Datuk Ahmad Maslan memberi penjelasan berhubung kemerosotan tunai Felda daripada 4.5 bilion pada 2001 kepada 1.2 bilion pada 2005.

"Felda telah ada ibu pejabat tapi beli lagi pejabat di KLCC berharga RM600 juta lebih.

"RM235 bilion dibayar sebelum pembinaanya. Adakah ia dirujuk kepada ahli lembaga pengarah Felda dan adakah pejabat ini yang diperlukan peneroka?

"Datuk Ahmad Maslan kata semuanya untung, tak ada rugi," katanya.- harakahdaily



PAS to unveil more Felda Global Ventures failures...


PAS plans to unveil more of Felda Global Ventures Holdings' (FGVH) investment failures across the globe, following its expose on a series of losses in the GLC's overseas venture last year.

NONE"We are going reveal more of FGVH's investments in India, Kalimantan (Indonesia) and the Middle East," said Kubang Kerian PAS MP Salahuddin Ayub (left) at a press conference at the Parliament lobby today.

As part of a campaign to halt FGVH's public listing planned for the end second quarter this year, Salahuddin and Persatuan Anak Peneroka Felda Kebangsaan (Anak) economic advisor Rosli Yaakop today detailed how FGVH's investments in the US and Canada continue to record losses.


According to Rosli, FGVH through Felda Global Ventures North America (FGVNA) Sdn Bhd had set up two companies to manage its investments: Twin Rive! rs Techn ologies Holdings Inc and Felda Global Ventures North America US LLC in the US and Canada respectively.


NONE"I have with me FGVNA's audited accounts as of Dec 31, 2010 and it is stated that the company recorded RM27.6 million in losses compared to the RM44.8 million in profits in 2009," said Rosli (right in photo).

In a bid to counter Deputy Minister in the Prime Minister's Department Ahmad Maslan's insistence that FGVH is a profit-making venture, and his pledge that the listing will not gamble away interests of the settlers, Rosli said:

"As of 2010, FGVNA injected RM1.26 billion into its subsidiaries in North America, including RM436.2 million in investments, RM595.4 million in loans and RM223.7 million in other investments."


Citing the company's Pricewaterhouse Coopers (PwC) audited financial statement, he asked why FGVNA had bought 80,000 ordinary shares in Twin Rivers for RM125.4 million at RM1,567.50 per share.


"However, based on the performance indicators - the loss-making company and loans to subsidiaries which were not repaid according to agreed terms suggest that the companies are facing difficulties."


Ahmad Maslan had asserted that collectively
FGVH's group of companies had achieved a "stimulating growth" and recorded a pre-tax profit of RM366 million in 2010.

They are puzzled why FGVNA ran into losses in 2010 when it recorded profits in 2009.


Rosli also asked what is the expected returns from FGVNA's RM1.26 billion investment in the foreign companies and the benefits to the Felda settlers. - malaysiakini

Proselytisation: Hasan to show video soon

KUALA LUMPUR: Sacked PAS leader Hasan Ali said he will show video evidence proving his earlier claims of Christian conversion attempts on Muslims next Monday.

"I have promised to reveal a video on it. On Monday you can see it for yourself," he told a press conference at his house here today.

The former Selangor PAS chief had said in the past that he had evidence to prove a Christian conspiracy to convert Muslims in defense of the controversial raid he conducted on a Church in Petaling Jaya in August.

Hasan claimed to have a video of a confession by a Malay Muslim husband and wife who were baptised and converted to Christianity.

The raid triggered a nationwide uproar among the country's minority Christians.

The Church denied the conspiracy accusation and demanded Hasan, who as head of the Selangor Islamic Affairs Department (Jais) at the time, provide proof of his claim.

Hasan's persistence in defending the raid ran against the official position of the Selangor government. Mentri Besar Khalid Ibrahim gave issued an official apology and vowed a probe.

This was one of the many incidents that led to Hasan's sacking and his subsequent removal as exco. He now leads Jati, an NGO set up to fight for "Islam, Malays and the monarch".

Jati has become a platform for the known Islamic hardliner to attack the Pakatan Rakyat-led government which he accused of being "anti-Islam" for its alleged negligence in the apostasy issue.

Proselytisation is illegal in Malaysia.

Have laws to ban all ties with Israel

KUALA LUMPUR: Pakatan Rakyat is pressuring the government to legislate the banning of all ties with Israel, direct or indirect. To that end, it will table a motion in Parliament tomorrow.

"The laws should include banning the use of our ports by any company that has a trade interest with the Zionist regime," PKR divisional leader Badrul Hisham Shaharin told reporters in Parliament today. He spoke in the presence of MPs Er Teck Hwa of DAP and Mahfuz Omar of PAS.

Last week, Deputy Minister in the Prime Minister's Department Ahmad Maslan said Malaysia did not have trade ties with Israel but supplied commodities to Palestine using Israel's Ashdod Port because Palestine did not have its own port.

According to Badrul, who leads PKR Rembau and is popularly known as Chegubard, two companies currently supply Malaysian palm oil to Israel.

"One is IOI Crocklaan Sdn Bhd, a subsidiary if the IOI Group. It is closely affiliated with the ruling government. The other is Mewaholeo Industri Sdn Bhd," he said.

"Although these companies have foreign participation, they are operating in the country as local entities."

He added that IOI was linked to Felda-Johor Builkers Sdn Bhd.

Kosher certificate

He said the palm oil supplied by these companies even held the "kosher" certificate, which like the "halal" certification for Muslims, assures Jewish consumers that the product complies with their dietary laws.

"For us to secure the kosher certificate, Israeli officials would have to come in to inspect our product."

He also said the government should moot a law to recognise any government democratically elected by the Palestinian people.

He accused Umno of hypocrisy in issues pertaining to recognition of the Jewish state and its treatment of Palestinians.

"They keep accusing Pakatan of being friendly to the Zionist regime to further their cheap politics. Now, let's see whether they will heed our demand."

Mohamad Sabu tanding di Kedah?

ALOR SETAR: Kumpulan tertentu PAS Kedah dikatakan melobi mahu Timbalan Presiden Mohamad Sabu bertanding sebuah kerusi DUN di negeri itu dalam pilihan raya umum akan datang.

Bagaimanapun, Mohamad tidak mahu bertanding kerusi DUN sebaliknya kerusi Parlimen Kuala Kedah yang dimenanginya pada tahun 1999.

"Kumpulan Exco Datuk Phahrolrazi iZawawi telah melobi supaya Mohamad bertanding kerusi negeri. Mereka berharap pemimpin veteran PAS itu akan menjadi menteri besar menggantikan Datuk Seri Azizan Abdul Razak.

"Berita ini sudah tersebar seluruh negeri Kedah," kata seorang bekas pemimpin  PKR Kedah.

Baru-baru ini tercetus pergeseran antara Phahrolrazi dengan Azizan hingga menyebabkan beliau tidak mahu dilantik semula sebagai exco.

Belum ditentukan

Bagaimanapun, kes itu selesai setelah PAS menubuhkan sebuah jawatankuasa pemandu untuk memantau pentadbiran kerajaan negeri.

Sementara itu, Mohamad mengatakan bahawa kerusi untuk beliau tandingi belum ditentukan oleh pucuk pimpinan parti.

"Ada yang pelawa di Perak, Kedah dan Wilayah Persekutuan," katanya ketika dihubungi.

Bagaimanapun, Mohamad  berkata beliau lebih berminat bertanding kerusi parlimen.

Manakala bekas Ketua Pemuda PAS negeri, Mohd Najib Fahmi Yahya berkata, timbalan presiden PAS itu tidak sesuai bertanding kerusi DUN.

Kayuhan Malam sokong Earth Hour

SEKITAR DUN S'GOR

SHAH ALAM: Sempena kempen 60 Earth Hour untuk mengawal pemanasan global dan pencemaran alam, satu program Kayuhan Malam akan diadakan pada 31 Mac ini di Dataran Kemerdekaan, Shah Alam.

Program yang dianjurkan oleh Majlis Bandaraya Shah Alam (MBSA) untuk meningkatkan kesedaran kepada masyarakat untuk menjaga dan memulihara alam sekitar.

Menurut Exco Pelancongan, Hal Ehwal Pengguna dan Alam Sekitar Elizabeth Wong, dijangka 1,000 peserta daripada pelbagai peringkat umur turut serta dalam program ini.

Para peserta akan berkayuh sejauh 10 km dengan mengelilingi pusat bandar sebagai simbolik menyokong kempen pemuliharaan dan pemeliharaan alam sekitar.

Padam lampu sejam

"Selain dari program kayuhan ini, ke semua bangunan milik kerajaan negeri juga akan mengambil bahagian dengan memadamkan  lampu selama satu jam," katanya selepas melancarkan program tersebut di lobi sidang DUN semalam.

Orang ramai dijemput hadir menyertai program ini yang akan bermula pada 8.00 malam sebagai tanda sokongan terhadap kempen murni ini.

Pihak MBSA sebagai pengunjur utama juga berharap program ini dapat mendidik masyarakat suapay lebih bertanggungjawab dan memulihara keseimbangan alam sekitar.

Devotees want temple to reveal assets

PETALING JAYA: Politics almost always rears its ugly head wherever there is money and a ready audience and that includes religious institutions.

The Bukit Gasing Sivan Temple with its spectacular view of Kuala Lumpur is no different.

The temple is mired in controversy and has drawn not only the ire of devotees who once enjoyed its serenity but also hungry politicians keen on championing a "just" cause in whatever form it takes.

In the ring of contentious issues is the ongoing legal tussle between the temple trustees and a new committee led by M Maharathan, who allegedly hijacked the temple administration and forced open the shrine.

The temple which was under renovation was "closed" three years ago after the Petaling Jaya City Council (MBPJ) declared that the land on which the temple was located was unsafe.

But since the protracted legal tussle began, all renovation works have progressively come to a full halt. The case is up for decision in May.

While the main structures of the temple have been boarded up, the shrine itself is open to devotees.

But now of greater concern to some devotees is the undisclosed properties belonging to the temple.

Speaking to FMT, a temple devotee, who declined to be named, said the former trustees are refusing to reveal details of the assets belonging to the temple.

According to the devotee, the temple was built during the British era by the residents living in and around Petaling Jaya.

"The temple became famous due to special prayers and the devotees around the Klang Valley very often visited the temple and this caused politicians to encircle the temple," he said.

Report lodged with MACC

He claimed that in 2006, the former trustees bought the temple for RM60,000 from its caretaker.

"As far I know, this is the first temple that has been bought with the purpose of administration.

"Why were the trustees willing to pay RM60,000 to buy the temple? he asked.

The devotee claimed that following the purchase, an official committee was formed and former MIC president S Samy Vellu's wife, Indrani, became the president.

Four others – R Ramasamy, Dr AP Gunasingam, M Ghandinathan and G Rajakrishnan – were appointed trustees.

"Since then, no one has questioned the affairs of the temple. The trustees had a free run on all the money donated by the public until the temple was closed to public," he said.

He claimed that they (devotees) had lodged a report with the Malaysian Anti Corruption Commission (MACC) with regard to temple assets which were allegedly in the name of one of the trustees.

"We have no details of the properties worth RM11.9 million and a durian plantation worth RM800,000. We had already lodged a report with the MACC but nothing has happened," he said.

He also alleged that one particular trustee controlled the temple administration, and that as a result of a fall-out with this trustee, another trustee, G Rajakrishnan, had resigned.

Call for independent probe

Rajakrishnan's statutory declaration was forwarded to FMT and he confirmed that he had resigned due to his unhappiness over the manner the temple administration was being run.

According to the document, Rajakrishnan called for an independent body to be set up to probe into the whereabouts of the temple's assets.

Meanwhile, a source close to Indrani told FMT that the "powerful" trustee had resigned from the board "sometime in late 2010", citing health reasons.

The source declined to discuss the issue except to say that the court registrar had two weeks ago advised them not to make public statements as the case was in court awaiting decision.

However, the source did say that all documents was with their lawyers.

Indrani and the said trustee could not be contacted for comment.

Geran Selangorku berjumlah RM300 juta

SHAH ALAM: Kerajaan negeri mempunyai mekanisme tersendiri untuk memastikan peruntukan RM300 juta bagi Geran Selangorku  berjaya disalurkan kepada rakyat.

Menteri Besar Tan Sri Abdul Khalid Ibrahim berkata, peruntukan itu tidak termasuk dana hasil hutang Syarikat Talam Corporation.

Ujar beliau jumlah sebenar peruntukkan yang mampu dijana kerajaan negeri bagi geran Selangorku adalah sebanyak RM400 juta.

Namun kerajaan negeri hanya meletakkan jumlah RM300 juta bagi mengelakkan sebarang permintaan yang tinggi dengan kewujudan peruntukan yang lebih besar tersebut.

"Rakan kita dari Gombak Setia, kini agak terlewat kerana sebelum ini kita telah mengadakan retreat (pemukiman) bagi Exco-exco kerajaan negeri di Melaka pada Februari lalu, mungkin itu sebabnya Gombak Setia khuatir.

"Dalam perjumpaan itu, saya ada terangkan kepada exco bagaimana duit itu sudah ada. Kita tiada jalan untuk kita terangkan kepada rakyat, tetapi kita telah terangkan kepada exco. Kita mempunyai skim untuk menjana wang bagi Geran Selangorku," katanya.

Beliau berkata demikian bagi menjawab soalan tambahan dari Datuk Dr Hasan Mohamed Ali (Bebas-Gombak Setia) berhubung bagaimana Kerajaan Negeri menjalankan program di bawah Geran Selangorku sekiranya dana bagi peruntukan tersebut belum wujud.

Isu kontraktor sampah

Abdul Khalid yang juga Adun Ijok menjelaskan, geran yang diselenggarakan oleh Menteri Besar Pemerbadanan (MBI) akan mula dibelanjakan pada bulan Mac dengan telus dan bertanggungjawab.

Sementara itu, walaupun timbul masalah mengenai pungutan sampah di Selangor baru-baru ini, namun kerajaan negeri masih meneruskan khidmat kontraktor daripada Umno tanpa mengira motif politik disebalik isu yang timbul.

Exco Kerajaan Tempatan, Kajian dan Penyelidikan, Ronnie Liu perkara utama kontraktor yang dilantik adalah daripada tender terbuka dan menjalankan kerja dengan baik dalam kalangan Umno.

"Sejak 1 Mac ramai kontraktor yang menjalankan kutipan sampah berlatarbelakang Umno. Itu bukan isu penting selagi kontraktor dapat kontrak melalui tender terbuka. Mereka juga dapat jalankan kerja dengan baik walaupun mereka kontraktor daripada Umno," katanya menjawab pertanyaan mulut Dr Shafie Abu Bakar (PAS-Bangi.

Ronnie Liu (DAP-Pandamaran) turut mengakui masalah kutipan sampah tidak dipungut yang berlaku pada Januari hingga Februari lalu berpunca daripada ketidakfahaman kontraktor di Pihak Berkuasa Tempatan (PBT).

Katanya wujud tindakan beberapa kumpulan kontraktor kutipan sampah memboikot kerja-kerja di Shah Alam dan Kajang sehingga membangkitkan kemarahan penduduk.

Malah pasukan sampah di setiap PBT tidak bertindak segera untuk mengatasi aduan setempat yang bertambah, serta kelewatan PBT membayar tuntutan kerja-kerja.

No Indian support for you, Najib

KUALA LUMPUR: The Malaysian Indians Progressive Association (Mipas) claimed today its "survey" indicated dwindling support for the Barisan Nasional from the Indian voters.

Its secretary-general, S Barathidasan, said that the slow pace of reforms has left many Indian voters disillusioned, contrary to popular belief that they are now flocking to the BN camp.

"It is not true that the 'wind' is blowing towards BN… the people still do not have full confidence and trust in the BN government, as many issues have not been settled," he said in a statement.

Among the many unresolved issues that have corroded Indian support for the BN is the prolonged Lynas controversy.

Barathidasan cited the controversy over the setting up of the Parliamentary Select Committee on Lynas as an example.

Opposition leaders have refused to be part of the panel after they claimed that the composition of the committee was unfair as it would not give fair representation to stakeholders who oppose the construction of the rare earth refinery in Kuantan.

They claimed that the PSC was just a public relations exercise, adding that the government has already made up its mind to allow the Australian mining giant to operate here despite concerns of radioactive pollution.

Barathidasan also said the government has failed to solve longstanding issues concerning the Indian community.

He claimed that discriminatory policies are still in practice: employment in the public sector among Indians is still low at 3.2% and many are still without proper identification documents despite living here for generations.

Eyewash

Education is also another major problem plaguing the country's poorest voters.

While Prime Minister Najib Tun Razak had announced the awarding of full scholarship to 100 Indian students with first-class degrees in public universities, the low number of Indian admission into them is still pitiful.

"How many Indian students are there in public universities? It could be fewer than 100. This full scholarship is just an eyewash… it is sandiwara politics [political gimmick] of the BN government," Barathidasan said.

He added that the discrimination against the Indians is also reflected in the BN's foreign policy.

Barathidasan charged that Malaysia, being a Muslim majority country, has been supportive of the Palestinian cause but abstained in voting on a United Nations resolution condemning ethnic cleansing of Tamils in Sri Lanka.

He claimed that sucha policy has alienated Indian support although Mipas gave no details of its survey.

Pundits claimed that Indian support has returned to BN as reflected in polling data collected from the majority of the by-elections held since the 2008 general elections, indicating that Najib's intensified charm offensive on the Indian voters has been effective.

Dalam saman pemulanya, beliau mendakwa perkataaan-perkataan fitnah seperti yang dinyatakan di dalam laporan itu adalah palsu, tidak berasas dan disiarkan dengan niat jahat untuk memburukkan dan mencemarkan reputasinya sebagai ketua pembangkang serta sebagai seorang ahli politik.

Anwar menuntut ganti rugi am sebanyak RM100 juta, ganti rugi teruk, ganti rugi teladan, kos dan relif lain yang difikirkan sesuai oleh mahkamah.

Beliau memohon satu injunksi bagi menghalang semua defendan dan ejen mereka daripada terus menyatakan ataupun menerbitkan perkataan-perkataan berunsurkan fitnah.

Sabah ‘biobank’ way to help save rainforest

KOTA KINABALU: After years of watching their precious rainforests disappear due to logging and now oil palm plantations, the public is being asked to help protect what is left by contributing to a fund through a project set up by the government.

The Malua BioBank project is pioneering a new approach to conservation which recognises that deforestation is driven by the profitability of alternative land uses. It is a unique joint-venture between the Sabah Forestry Department, Yayasan Sabah and the Eco Products Fund.

For as little as RM15, anyone can help protect the rainforest in Sabah which is critical for the long-term survival of orang-utans, pygmy elephants, sun bears and other threatened wildlife species.

The amount, equivalent to US$ 5, saves 50 square metres of forest, about the size of a large garage, or you can contribute RM300 (US$ 100) to conserve 1,000 sq m.

This can be done within minutes using a new online tool developed by Malua BioBank, a Sabah-based project restoring and protecting critical wildlife habitat and forest ecosystems.

The new approach is being touted as a way for the public to take part in rainforest habitat restoration of the 34,000 hectare (80,000 acre) Malua Forest Reserve.

Malua BioBank said the facility allows contributors to personalise their gift through online certificates featuring orang-utans, sun bears, pygmy elephants, clouded leopards, rhinos and hornbills.

Malua BioBank manager, Merril Halley said that the Protect Malua site makes it easy for everyone to contribute towards rainforest conservation.

"This has to be one of most costs effective and enduring ways for individuals to contribute to the restoration and protection of prime rainforest real estate anywhere in the world.

"The new online tool also lets users learn about the importance of Malua and decide how much rainforest they would like to protect – in just one click."

Contributions will be used to restore the degraded forest which was logged until a ban was placed on logging in 2008 by the Sabah government.

The funds will be used both for forest restoration activities over the next five years and 20% will go into the Malua Trust, an endowment that will fund protection of the site in perpetuity once the restoration work is completed.

Restoring the forest will not only provide food for wildlife, but estimates suggest it will also help lock up a massive additional eight million tonnes of carbon dioxide over the next 50 years, a statement from the project organisers said.

Innovative mechanism

Meanwhile, Sabah Forestry Department director Sam Mannan said agriculture, logging and crops like oil palm are huge and profitable sectors which cannot be stopped.

"We cannot expect to keep the rainforest standing unless there are financial drivers to do so. The Malua BioBank project works by putting a price on the region's ecosystems," Mannan said.

Malua's Advisory Committee chairperson Cynthia Ong urged Malaysians, particularly in Sabah, to support the Malua BioBank, a 'first of its kind initiative' in the tropical rainforest world.

"Sabah has pioneered a ground-breaking and innovative mechanism for sustainable conservation financing and we would like to see individuals, families and corporations stepping up to support its success.

"The global conservation and financial worlds are watching us as we move forward with this initiative," Ong, who is Land Empowerment Animals People (LEAP) executive director, said.

Captured heckler mobbed at Pakatan ceramah...

A group of about 20 youths on motorcycles stopped outside the ceramah venue at the Kuala Selangor Stadium and unfurled spray-painted anti-Pakatan banners while taunting participants from outside the fence.

This provoked an angry reaction from hundreds of participants as some moved to the fence, about 20 metres away from the main 5,000-strong ceramah crowd, and began shouting at the hecklers: "Catch them! Catch them!".


According to an eyewitness, some of the hecklers had vandalised and scratched a number of vehicles parked outside the stadium.


A group of irate participants then exited the stadium and caught one of the hecklers who was dragged into the stadium building.

The heckler, dressed in a pink T-shirt with white stripes, was immediately mobbed by the angry crowd as Unit Amal members struggled to reach him to form a human shield.

"Don't hit him, don't hit him, let him go," a Unit Amal member was heard shouting repeatedly as they attempted to push back the angry crowd, while others called for calm, but to no avail.


After Unit Amal members had successfully formed a circle around the heckler, he was quickly rushed to the stadium entrance and released to his waiting peers.


The stadium gates were immediately shut to prevent the angry crowd from pursuing them.

Despite the commotion, the ceramah, which was attended by Pakatan top guns, continued uninterrupted.

Addressing the crowd later, opposition leader Anwar Ibrahim dismissed the scuffle as yet another attempt at intimidation by pro-government forces.


"As usual, there is disturbance again... This is the action of hired thugs," he lamented.


Other leaders who addressed the ceramah included DAP supremo Lim Kit Siang, PAS president Abdul Hadi Awang and Selangor Menteri Besar Khalid Ibrahim.


Ceramah and rallies have become increasing tensed in recent months as both sides of the political divide prepare for an anticipated early general election.

Political and Construction Hurdles for Malaysia Rare Earths Plant

KUALA LUMPUR, Malaysia — A controversial rare earth metal refinery in Malaysia encountered further obstacles this week, with the country's political opposition refusing to participate in a parliamentary committee set up to investigate the safety of the plant and with hints that the refinery could face further construction delays.

The plant, which is being built by the Australian company Lynas, is one of two giant projects intended to break China's near-monopoly on the production of rare earths; the other is in the California desert near Death Valley. But the Malaysian project, on the outskirts of Kuantan, one of the country's largest cities, has become a lightning rod for activists and residents concerned about possible radiation leaks.

Rare earths are used for a wide range of high-technology products, including smartphones, smart bombs and electric cars. They are found in nature with radioactive contaminants that must be separated and disposed of during refining.

Lynas says that its ore, mined in the Australian desert, has a lower concentration of these contaminants than many rare earth deposits elsewhere.

The refinery has received a temporary operating license from the Malaysian government, but the project has already had a series of delays and protests. Last month, demonstrations in Kuantan and at least three other cities around the country, including Kuala Lumpur, attracted thousands of protesters.

Makciks against Lynas.

The Kuala Lumpur High Court on Tuesday directed Malaysia's Atomic Energy Licensing Board to provide details of the temporary license that it gave Lynas. The court acted after a group of residents near the refinery filed an application for a judicial review of the license, said K. Shanmuga, one of the group's lawyers.

Lynas originally planned to finish the factory by last September, despite warnings by engineers that it would not be ready then. But the company ran into delays and ended up announcing in the fall that the project would not be finished until the second quarter of this year.

An engineer with a detailed knowledge of the project said Wednesday that another delay had come up in recent days. Complex electronic components that require a long time to manufacture were ordered late and will not be ready for the first phase of the refinery's construction until November, said the engineer, who requested anonymity to avoid retaliation by Lynas in the close-knit mineral processing industry.

Parts of the refinery can be commissioned without the components, including kilns for drying ore, the engineer said, but other sections of the production process require the components.

Lynas denied that it was facing further construction delays, saying in a statement that any parts arriving late this year would be for either a spare parts inventory or a planned second phase that would double the capacity of the refinery.

"Attempts to characterize it otherwise are either misinformed or a deliberate distortion," the company said.

The engineer disagreed, insisting that the parts were needed for the first phase.

The United States, the European Union and Japan filed a complaint with the World Trade Organization last week against China, accusing it of violating free trade rules with its quotas and taxes on rare earth exports. Japan announced Wednesday that Steven Chu, energy secretary of the United States, would join senior European and Japanese officials for talks in Tokyo next Wednesday on ways to recycle rare earths or develop alternative supplies.

Bayi berkempen membantah Lynas

Attempts by Lynas to reassure the public that the plant is safe have failed to satisfy activists and opposition parties.

The Malaysian government announced Saturday that it would establish a bipartisan parliamentary committee to investigate public concerns about the safety of the plant. Critics assailed the move as a public relations exercise in advance of elections widely expected to be held later this year.

The committee was to include four members from the governing coalition, three from the opposition and one independent member. But on Tuesday, the opposition announced that it would boycott the panel.

Fuziah Salleh, the opposition member of Parliament for Kuantan who has been a leader of the protest movement, said the opposition had decided not to take part in the committee because the government was using the panel to try to quell public worries. She contended that the government would allow the plant to go ahead regardless of the committee's findings.

Prime Minister Najib Razak has said that the committee was being set up to engage with the public but that it would not decide the fate of the project, according to a report Saturday by the national news agency Bernama.

"It's a fait accompli right from the beginning," Ms. Fuziah said.

She said the opposition had requested a number of conditions, like a stop-work order on the plant while the committee's investigation took place and a revocation of Lynas's temporary license until the committee had issued its findings. But she said the government had refused to accept the opposition's requests.

"We made it clear that for the committee to be effective, the select committee should be given the mandate to decide on the safety and what is the final outcome," she said. "However, the government side is only keen to use the select committee as a public relations tool to engage with the public to allay the fear and concerns regarding the safety."

Ms. Fuziah said she had been hopeful that the opposition could participate in the committee, but "finally we decided that it would be a waste of time because they have already decided," she said.

According to the Bernama report, Mr. Najib said he hoped the committee could raise awareness of the project so that "we can achieve comfort in terms of better public acceptance."

Khaled Nordin, the minister of higher education and the head of the committee, said Wednesday that Parliament had approved the establishment of the committee and that he expected the names of the committee members to be announced Thursday.

He said the opposition's decision not to participate in the committee was "political."

James Chin, a political scientist and the director of the School of Arts and Social Sciences at Monash University in Malaysia, said that under the rules of Parliament, the government could still proceed with the panel even if the opposition refused to take part.

Mr. Chin said that the safety of the plant could become a concern for more voters but that for now it was mainly an issue for people who lived near the refinery.

"For the other members of the general public, it's not really a big issue yet," he said. "It has the potential of becoming a really big issue, so it depends on how the government handles it."

Ms. Fuziah said another rally was planned for next month.
