EC sees postal voting as the only way for overseas Malaysians

KUALA LUMPUR: The Election Commission (EC) said that the only way for overseas Malaysians to cast their ballots is through postal voting.

EC deputy chairman Wan Ahmad Wan Omar conveyed this today to Parliamentary Select Committee (PSC) on Electoral Reform.

The EC was to come back with feedback to PSC regarding overseas voting including the terms and conditions for overseas voters to cast their ballots.

"Overseas voting can be done but it will be through postal voting," PSC chairman Maximus Ongkili told reporters after a meeting with the EC at Parliament today.

He said that some committee members objected to this because it went against the PSC proposal to cut back on postal voting.

However, he added that no decision was reached on the matter.

"We will let it float for another week and see what happens. The EC has to come back with the conditions for overseas voters.

"We want to be practical as well. We want to reduce postal votes but in certain cases it is just unavoidable," Ongkili added.

Currently, only government staff, army personnel and full-time students overseas can vote by post.

Not practical

Ongkili said that although some groups had suggested that ballot boxes be set up in embassies abroad similar to a normal voting process, it was not practical to do so.

"For voting to be done in each embassy we will have to arrange 220 boxes. That may be very difficult. We also have to arrange for polling agents," he said.

He added that there were only about 2,000 voters registered overseas out of the thousands Malaysians living abroad.

He said that it might not be possible for overseas Malaysians to vote in the upcoming election if it was called soon.

The PSC will meet the EC again on March 20 to come up with a solution.

There are three more meetings before the PSC tables its final report in Parliament by the first week of April.

Ongkili said the PSC was on track to table its final report.

Will the charge against NFC boss be an escapade for BN?

MARCH 14 — It appears that the charge of NFC chairman Mohamed Salleh Ismail in court is a tactical move to get away from the scorching NFC scandal – the same way Barisan Nasional has got away with the RM12.5 billion PKFZ ghost town scandal and the Khir Toyo corruption scandal.

This move is known as the "decoy and silence" tactic, which has been BN's time-tested strategy to slip away from a high corruption scandal entrapment. It is simply to initiate a peripheral charge to divert attention from the real issue and use the court action as shield to fence-off further attacks on ground of "sub judice".

This is vividly illustrated in Parliament on March 13, a day after Mohamed Salleh was charged, when Speaker Pandikar Amin Mulia absurdly cited the current court case as reason to reject an emergency motion on the NFC project debacle tabled by MP Zuraida Kamaruddin, despite the latter explaining that her issue was with the ministries which approved the project, and not with Mohamed Salleh's misconduct, which is the subject matter of the current court case.

And on the same day, Agriculture Minister Noh Omar, under whose jurisdiction the NFC project falls, deflected all questions on the scandal on the equally ridiculous suggestion of sub judice; while Barisan Nasional MP Abdul Rahman Dahlan falsely claimed that the court is now the best platform to thrash out the issues, adding that the party that should answer questions is NFC, and not the ministries.

Apparently, BN hopes that with Mohamed Salleh in the dock, the BN government would be left in peace.

A decoy

But what is Mohamed Salleh charged for? He is charged for misusing part of the soft loan meant to spearhead the beef production industry.

And what is the public furious about? They are angry at the alleged high corruption going on at the highest hierarchy of the Barisan Nasional leadership that has led to this fiasco that saw not only huge public funds – RM250 million and grant RM13 million – going down the drain but also a key food production scheme thwarted.

So who is the bigger culprit – the guardian of public funds or the recipient of these funds? The elected leaders who have betrayed public trust to honestly and prudently manage the country's resources or the private project developer who has failed?

Obviously the main focus of investigation should be on the former.

The public wants to know why and how a manifestly incompetent party was awarded the contract. And since the appointee is the family of a Cabinet minister, the public also wants to know whether there are elements of corruption?

In this connection, why weren't the two key decision-makers in this fiasco investigated, namely, then agriculture minster Muhyiddin Yassin and then chairman of committee for high impact projects Najib Razak, who had jointly approved the award?

Will the MACC please answer this question now?

Will the MACC also brief us on the status of its investigation since its start almost four months ago?

The simple answer of "case still under investigation, can't disclose details to avoid jeopardizing investigation" wouldn't do, as four months is too long a time to give this lame excuse. In fact, such answer has long been recognised as MACC's standard ploy to stonewall public inquisitiveness over a high profile BN scandal. If MACC insists on giving such an answer, it will be taken as: "Sorry, we can't oblige".

Will BN be off the hook again?

As for the current court case, do not expect that anything meaningful will come out of it, judging from similar cases against BN elite in the past.

Mohamed Salleh is accused of improperly transferring funds from National Feedlot Corporation to another company, National Meat and Livestock Corporation, where improper purchases of assets unrelated to the project were made. As both companies are owned by minister Shahrizat's family, with the exception that the government has a golden share in the former but not the latter company, such improper transfer of fund cannot be considered a serious fraud. The more serious contention is over the propriety of the asset purchases, which is apparently a violation of the loan agreement. But Salleh is not charged for such violation.

It is not difficult to see that the present drama is a carefully crafted stratagem involving the concerted effort of MACC, police and the Attorney-General, to extricate BN from a potentially crippling predicament on the eve of an impending election.

Will BN succeed again this time under the nose of a resurgent opposition alliance and an activated civil society?

BN 'mandul' bila berdepan krisis NFCorp

Tokoh kontro! versi Da tuk Seri Shahrizat Abdul Jalil yang meletak jawatan sebagai Menteri Pembangunan Wanita, Keluarga dan Masyarakat mulai 8 April depan sekali lagi menyerlahkan 'kemandulan' kerajaan Barisan Nasional (BN) menangani krisis dakwah rasuah berprofil tinggi.

Selepas hampir lima bulan tercetusnya skandal Perbadanan Fidlot Kebangsaan (NFCorp), ketika rakyat didedahkan dengan berbagai maklumat penyelewengan, kesannya hanya Shahrizat berundur dari kabinet.

Namun peristiwa (peletakan jawatan) ini bukanlah tindakan daripada sesiapa pun. Shahrizat tidak dipecat, atau beliau tidak meletak jawatan, kedudukannya sebagai menteri menjadi terbatal oleh sebab tempoh perkhidmatannya sebagai seorang senator tamat pada 8 April ini.  Di bawah perlembagaan, hanya seorang ahli parlimen atau senator layak dilantik menjadi menteri.

Sungguhpun rasuah berjumlah RM250 juta tidaklah sebanyak mana bagi ukuran BN, tetapi ketidakpedulian pucuk pimpinan BN terhadap undang-undang rasuah dan kecuaian para penjawat awam berhubung perbuatan jenayah telah menimbulkan kemarahan rakyat. Lebih memburukkan lagi keadaan di mana badan penguatkuasa seperti Suruhanjaya Pencegahan Rasuah Malaysia (SPRM), polis, peguam negara, gagal bertindak terhadap para petualang itu.

Keluarga Shahrizat sejak awal-awal lagi, tidak sepatutnya mendapat projek perintis ini, untuk mentransformasi industri pengeluaran dan penawaran daging lembu kerana ia tidak mempunyai kemampuan baik dari segi kewangan maupun dari segi kepakaran untuk mengendalikan projek ini. Dengan itu maka tidak hairanlah apabila wang berjumlah RM250 juta dalam bentuk pinjaman mudah dan geran sebanyak RM13 juta jatuh ke riba, keluarga Shahrizat menjadi tidak keruan, lari ke sana ke mari, membeli aset mewah seperti kondominium mewah dan tanah yang strategik, termasuk mengusahakan restoran mewah, pasaraya dalam dan luar negara.

Dalam masa yang sama, ia gagal memenuhi objek! tif utam anya untuk membangunkan industri fidlot seperti mana yang tercatat dalam kontrak perjanjian perniagaan.
Skandal dalam perspektif  Untuk melihat skandal dari sudut perspektif yang betul, kemungkinan kesalahan jenayah boleh dibahagikan kepada dua bahagian: kesilapan dan penyelewengan semasa menganugerahkan projek ini dan pelaksanaannya yang menimbulkan persoalan.

Jelas berlaku pilih kasih dan konflik kepentingan apabila kontrak itu diberi kepada keluarga seorang menteri kabinet, apatah lagi keluarga tersebut tidak layak menerimanya.
Dalam setiap kes rasuah serupa ini, terdapat pemberi dan penerima. Dalam kes ini, Shahrizat dianggap sebagai penerima apabila keluarganya menerima pinjaman, geran dan kontrak projek itu.


Ini kerana tidak mungkin suami dan anak-anaknya sendiri boleh diberi pertimbangan memandangkan mereka sendiri tidak layak untuk diberi pertimbangan itu. Keadaan ini menjurus kita kepada satu pertimbangan sahaja iaitu hubungan Shahrizat dengan pembuat-pembuat keputusan dalam kabinet. Amalan pilih kasih dalam pemberian kontrak ini jelas dapat dilihat cara bagaimana projek ini diberikan.

Tidak ada kertas kerja yang sempurna dikemukakan sebelum projek ini diberi.  Jika tidak sudah tentu Kementerian Kewangan akan menangguhkan pengeluaran pinjaman itu sehingga "kajian kemungkinan daya maju projek dan perniagaan" siap pada tahun 2011.

Ini berlaku tiga tahun selepas pinjaman itu diluluskan, apabila projek itu berjalan dengan perlahan, seperti mana dilaporkan Ketua Audit Negara dalam laporannya. Tambahan pula, terdapat penyelewengan dari sudut pengeluaran pinjaman dan geran sebelum perjanjian tentang projek itu ditandatangani.

Persoalan lain yang timbul, ialah bagaimana mungkin projek yang menelan belanja berjuta-juta ringgit itu boleh diberi tanpa adanya kertas kajian cadangan kaji selidik itu terlebih dahulu? Jika ini bukannya suatu pakatan, rasuah dan kecuaian jenay! ah berpr ofil tinggi, apa lagi yang boleh kita katakan?

Siapakah pembuat-pembuat keputusan itu, pemberi-pemberi kontrak dalam kes ini? Mereka ialah bekas menteri pertanian Tan Sri Muhyiddin Yassin dan jawatankuasa projek berimpak tinggi yang dipengerusikan Datuk Seri Najib Tun Razak, timbalan perdana menteri pada ketika itu.


Adalah menjadi tanggungjawab SPRM untuk meneliti proses pembuat keputusan dan mendakwa kedua-dua petualang – pemberi dan penerima – ke muka pengadilan. Tetapi malangnya, tidak ada apa-apa tindakan diambil selepas siasatan dijalankan.
Cuai dan pecah amanah

Berhubung pelaksanaan projek yang menjadi pertikaian, pertama, kemungkinan berlakunya perbuatan jenayah dapat dilihat dalam kecuaian para penjawat awam untuk memantau dan mengawal pelaksanaan projek itu dan pengeluaran pinjaman dan geran.

Kedua, pecah amanah oleh NFCorp dalam menyalahguna dana awam dan sekali gus melanggar perjanjian pinjaman dan perjanjian projek.


Sementara kesalahan-kesalahan pertama terletak di bawah bidang kuasa SPRM, kesalahan kedua sedang disiasat oleh polis. Sehingga kini, tidak ada tanda-tanda SPRM sudah memulakan penyiasatan ke atas penjawat-penjawat awam yang terlibat.

Bagi pihak polis, mereka telah pun selesai menjalankan siasatan tetapi pendakwaan telah dihalang oleh Peguam Negara yang berulang kali memulangkan kembali laporan-laporan siasatan polis dalam tempoh beberapa bulan lalu. Sebaliknya Peguam Negara berulang kali meminta dijalankan "siasatan lanjut" dan per! mintaan terakhir beliau ialah lebih sebulan yang lalu.

Memandangkan seluruh dunia, dan tidak hanya rakyat Malaysia, mempunyai akses kepada maklumat-maklumat secara terperinci berhubung kesalahan-kesalahan NFCorp, termasuk pelanggaran ke atas perjanjian pinjaman melalui Internet, kita pun hairan apa lagi maklumat yang Peguam Negara mahu sebelum beliau membuat pendakwaan?

Jika ini bukan sebagai satu tindakan untuk menghalang pelaksanaan keadilan maka apa lagi yang harus kita sebut?

Melihat kepada komedi yang tragik ini berlaku berhubung krisis rasuah berprofil tinggi ini maka rakyat Malaysia tidak harus mempunyai ilusi apa yang Najib boleh dan tidak boleh lakukan untuk memulihkan keyakinan dan pelaksanaan undang-undang di negara ini.- Kim Quek,FMT

Was Shahrizat’s act really a sacrifice?

Shahrizat did not 'resign'. She knew the time was up, and perhaps the game too.

Let's get this right. Shahrizat Abdul Jalil did not, in the strict sense of the word, resign. She merely chose to relinquish her position as Women, Family and Community Development Minister just a little ahead of April 8, when her senatorship would expire.

And her guess was probably as good as many people's that her senatorship would not be extended, given that she's now a liability to her party, Umno.

Ever since the National Feedlot Corporation (NFCorp) scandal broke out, she has been hounded for the fact that the company belongs to her family. Despite her claims that she had nothing to do with how the NFCorp got a RM250 million soft loan from the government while she was a member of the Cabinet, few people actually believe her.

So, if her senatorship were to be extended, Umno's chances at the coming general election would have been severely impaired.

So no, she did not 'resign'. She knew the time was up, and perhaps the game too.

The day after she made the announcement, her husband, NFCorp chairman Mohamad Salleh Ismail was charged with criminal breach of trust and misuse of funds – to the tune of RM49.7 million. She might have known this was coming, so she chose to step down first.

So was her act a noble one?

Prime Minister Najib Tun Razak came out to declare that it was. He said Shahrizat, in resigning, was sacrificing herself for the party and the government.

Pardon my Malaysian, but that's bullshit.

What sacrifice is it when she has waited so long after the NFC scandal broke out last October before doing what she calls – believe it or not – "the right thing"? What sacrifice is it when she is 'resigning' just as her senatorship is about to expire?

Furthermore, why has she chosen to remain as Wanita Umno chief? Why doesn't she resign from that position as well? If she did that, it might really be a sacrifice.

Big talk

The truth seems to be that her act is not wholehearted. After all, critics had been howling for her to step down for the last few months, but she had stood up against them. At the Wanita Umno assembly in late November, she came out fighting till she looked – in newspaper photographs – red in the face. She even literally rolled up her sleeves!

She insisted she had nothing to do with the NFC issue. "I do my job, my husband does his," she said. "And he is not in the wrong." The way the scandal has developed, one wonders if she still truly thinks the same.

She challenged PKR to ask its president, Dr Wan Azizah Ismail, to step down – because her husband, Anwar Ibrahim, had been found guilty and charged with offences "which I don't even have the heart to say out loud". She tried to deflect the issue at hand by casting the focus on somebody else.

She talked big and aggressive (a manner that has become de rigueur among many Umno politicians).

She said, "Thirty years I have served in Umno, and I am still strong. Women, the more they age the stronger they become."

She added, mawkishly, "I believe every woman, mother and wife understands me and is crying with me." But she must have been mistaken. If anyone cried, it was over her disregard for public accountability.

Shahrizat has not represented herself well at all in regard to the scandal. If she had shown humility, people might have been softer on her. So even now, as she hits her lowest ebb, her image has not improved.

Her colleagues, however, tried to make her smell like a bouquet of roses.

Home Minister Hishammuddin Hussein, who is also her party's vice-president and has a track record for saying inane things, said, "It is courageous of her to leave her ministerial post but at the same time be willing to lead the women's wing."

Courageous? For doing something before it was done to her?

He added, "It is a sacrifice … (because) she has not been linked legally to the NFC issue. It looks like she made her decision based on other aspects such as moral, political and personal considerations."

That's a contradiction. He's actually saying she's following her conscience even though there is no legal case against her involvement in the NFC. Well, if so, her stepping down is all the more NOT a sacrifice but an admission! After all, doing something on moral grounds in response to allegations already implies awareness of wrongdoing.

Public perception against Shahrizat

Puteri Umno chief Rosnah Abdul Rashid Shirlin sounded like a schoolgirl when, in expressing sympathy for Shahrizat, she said the opposition had manipulated the NFC issue.

How do you manipulate something that is already there, that has been done? The opposition did not make the NFC misuse the loan from the government, it merely brought the case out in the open. That's not manipulation.

Others who chipped in to sing Shahrizat's praises included Umno information chief Ahmad Maslan, Agriculture and Agro-based Industries Minister Noh Omar, Deputy Education Minister Mohd Puad Zarkashi and Umno vice-president Mohd Shafie Apdal.

Unfortunately, Shahrizat's name has come to be mixed so much with cow turd that no one can purge it of its stench.

The thing is, perception is often stronger than proof when it comes to politics, so for all that she and the others might say about her not having been involved in NFC – at least in its securing the RM250 million loan – the public jury has already decided the verdict.

The knowing ones among the public are also aware that this 'resignation' – packaged with the charging of her husband – is merely aimed at making her party look good. In time for the general election.

Voters might, however, want to take note that the NFC scandal has come about only because there is now an opposition that is strong and willing to expose the filth in Putrajaya. This is something to keep in mind when they go to the polling booths.

Lynas Corp’s absurd publicity stunts — Iskandar Dzulkarnain

MARCH 14 — Nick Curtis the CEO of Lynas Corp had expressed his interest to meet with the Chief Minister of Penang Lim Guan Eng during the latter's visit to Australia on March 23. Lim has politely refused to meet up with the CEO until he has discussed with the Anti-Lynas group.

Instead, he has asked Curtis to meet up with the anti-Lynas group snubbing that he is the wrong person, while the CM of Pahang should be the right person to meet with Nick Curtis.

Undeterred, Lynas Corp in a statement to Bernama, said the invitation would be kept open and the company welcomed the opportunity to help Lim understand its investment in the rare earth plant in Gebeng, Kuantan.

But the truth is, what can the Penang CM do to alleviate the current controversy surrounding the Lynas rare earth plant? Would his personal opinion or intervention buy over the thousands of critics who are against the existence of the Rare Earth Plant in Pahang State?

Isn't it more appropriate to meet with Anwar Ibrahim, the leader of Pakatan Rakyat who is against the controversial project based on allegations that the Australian miner has not given enough assurances on how it will handle the low-level radioactive waste that will be produced at the refinery?

Really, it would make more sense for the Lynas CEO to meet with the anti-Lynas group than the CM of Penang, as Penang has no say or jurisdiction towards the project in Pahang State.

The fact that AELB approved a TOL for Lynas to operate, even when a storage facility was yet to be unidentified has come as a shock to the people . Four government ministries has been roped in to help Lynas find a suitable storage site in the country is not only amusing but downright deploring. The statement by the international trade and industry minister that the radio active wastes will be disposed of overseas, even though it may break international laws is really not very assuring.

Talk of the low level radioactive wastes to be dumped into the Sungei Lembing mines has only served to infuriate the people even more.

Although I am sure most Malaysians would like to give Lynas the benefit of the doubt, Lynas Corp has failed miserably to convince Malaysians that the largest rare earth plant being built in Pahang would be a boon instead of a bane.

It has also sounded like the 'death knell' for tourism in the East Coast States famed for its long unspoilt sun drenched beaches.

Today, the Lynas plant is like a dark cloud hanging over Kuantan City and its inhabitants wallowing in despair at their unlucky and unforeseen future.

Properties prices have plummeted as alleged by the Kuantanese themselves and have agitated the city folks.

There is even loose talk in certain circles, that should there be a remote possibility of a terrorist attack, whether Lynas is able to handle a fall-out? Such is the extent of the fear and despair of Malaysians, especially the locals residing so near to the Rare Earth Plant, and Lynas has failed totally to address their concerns or to assure them that Lynas has the interests of the people at heart.

Besides, a 'one page' explanation on Facebook is a miserable attempt by Lynas Corp to allay the fears of the public. One would have thought that an internationally established corporation like Lynas would have a world class credible international marketing and publicity campaign, but obviously Lynas Corp is operating on a very tight budget.

Lynas cannot continue to hide behind the Malaysian government's skirt in its operations, nor trying to insist on its statutory right to go full steam ahead with its controversial operations, unless it has the blessings of the people as their anti-Lynas stand will continue to plague the company.

All the controversy raised by former resin suppliers and engineers who reported of design flaws have served to rile Malaysian consumers into disbelieving whether the project is so safe as asserted by Lynas. It also has failed to comfort the people as to its extensive use of chemicals to process the rare earth, radon gas that will be emitted and escape into the atmosphere, and thorium that will be repacked, and stored in a zero emissions risk facility which is yet to be found?!

And you expect Malaysians to be comforted every time they go to sleep at night?

It must be understood that the stand against the plant is because of the people's genuine concerns that the Lynas Project would affect their livelihood, assets and their future economic wellbeing, and unless Lynas can convince the people that it is operating within standard safety guidelines, the people will continue to oppose it.

It will not be prudent of Lynas to go against the wind, taking a stubborn stand and insisting their right to operate without taking into account first, the plight of the people who are fearful of the dark shadow that Lynas has loomed over them.

The time is past to talk about the technical aspects of the Lynas plant as the facts has been bared open on the internet for all to see and to those who want to do their research. What is most important now is for Lynas to come clean and smooth over all the objections and obstacles, reassuring the public that the Lynas Advanced Materials Plant is a totally fail-safe, zero risk facility that will benefit the locals in the long run, failing which they should pack their bags and leave town for good.

Already anti-Lynas groups have asked Singapore to refuse shipment of rare earth bound for Kuantan Port and if these is unresolved the demonstrations will continue, and sooner or later someone will get hurt.

Already, the controversy has proven to be a major embarrassment to the current government, and would be a factor in the coming polls.

If Lynas Corp continues to maintain that waste from its planned rare earth refinery in Gebeng will be non-hazardous, that our air will not be polluted and that the radioactive residue can be recycled for "commercial applications", isn't it time for Lynas to come out of its shell and start assuring the public with a mass publicity blitz and educational advertisements in front pages of the main stream media and television instead of trying to do a 'lame publicity stunt' to meet with an opposition leader who has no ties whatsoever to the Rare Earth Industry?!!!

And now as Lynas Corp continues to meet its timeline to open sometime in June, with its shares rebounding by 0.6 per cent it would be interesting to know what the future will hold for Malaysians and for Lynas Corp?!!

Will the charge against NFC boss be an escapade for BN? — Kim Quek

MARCH 14 — It appears that the charge of NFC chairman Mohamed Salleh Ismail in court is a tactical move to get away from the scorching NFC scandal – the same way Barisan Nasional has got away with the RM12.5 billion PKFZ ghost town scandal and the Khir Toyo corruption scandal.

This move is known as the "decoy and silence" tactic, which has been BN's time-tested strategy to slip away from a high corruption scandal entrapment. It is simply to initiate a peripheral charge to divert attention from the real issue and use the court action as shield to fence-off further attacks on ground of "sub judice".

This is vividly illustrated in Parliament on March 13, a day after Mohamed Salleh was charged, when Speaker Pandikar Amin Mulia absurdly cited the current court case as reason to reject an emergency motion on the NFC project debacle tabled by MP Zuraida Kamaruddin, despite the latter explaining that her issue was with the ministries which approved the project, and not with Mohamed Salleh's misconduct, which is the subject matter of the current court case.

And on the same day, Agriculture Minister Noh Omar, under whose jurisdiction the NFC project falls, deflected all questions on the scandal on the equally ridiculous suggestion of sub judice; while Barisan Nasional MP Abdul Rahman Dahlan falsely claimed that the court is now the best platform to thrash out the issues, adding that the party that should answer questions is NFC, and not the ministries.

Apparently, BN hopes that with Mohamed Salleh in the dock, the BN government would be left in peace.

A decoy

But what is Mohamed Salleh charged for? He is charged for misusing part of the soft loan meant to spearhead the beef production industry.

And what is the public furious about?  They are angry at the alleged high corruption going on at the highest hierarchy of the Barisan Nasional leadership that has led to this fiasco that saw not only huge public funds – RM250 million and grant RM13 million – going down the drain but also a key food production scheme thwarted.

So who is the bigger culprit – the guardian of public funds or the recipient of these funds? The elected leaders who have betrayed public trust to honestly and prudently manage the country's resources or the private project developer who has failed?

Obviously the main focus of investigation should be on the former.

The public wants to know why and how a manifestly incompetent party was awarded the contract. And since the appointee is the family of a Cabinet minister, the public also wants to know whether there are elements of corruption?

In this connection, why weren't the two key decision-makers in this fiasco investigated, namely, then agriculture minster Muhyiddin Yassin and then chairman of committee for high impact projects Najib Razak, who had jointly approved the award?

Will the MACC please answer this question now?

Will the MACC also brief us on the status of its investigation since its start almost four months ago?

The simple answer of "case still under investigation, can't disclose details to avoid jeopardizing investigation" wouldn't do, as four months is too long a time to give this lame excuse. In fact, such answer has long been recognised as MACC's standard ploy to stonewall public inquisitiveness over a high profile BN scandal. If MACC insists on giving such an answer, it will be taken as: "Sorry, we can't oblige". 

Will BN be off the hook again?

As for the current court case, do not expect that anything meaningful will come out of it, judging from similar cases against BN elite in the past.

Mohamed Salleh is accused of improperly transferring funds from National Feedlot Corporation to another company, National Meat and Livestock Corporation, where improper purchases of assets unrelated to the project were made. As both companies are owned by minister Shahrizat's family, with the exception that the government has a golden share in the former but not the latter company, such improper transfer of fund cannot be considered a serious fraud. The more serious contention is over the propriety of the asset purchases, which is apparently a violation of the loan agreement. But Salleh is not charged for such violation.

It is not difficult to see that the present drama is a carefully crafted stratagem involving the concerted effort of MACC, police and the Attorney-General, to extricate BN from a potentially crippling predicament on the eve of an impending election.

Will BN succeed again this time under the nose of a resurgent opposition alliance and an activated civil society?

Najib to review MAS-AirAsia swap deal

KUALA LUMPUR: Prime Minister Najib Tun Razak has promised to review a share-swap deal between Malaysia Airline (MAS) and AirAsia, a MAS employees union official said on Wednesday, signalling a tie-up may be scrapped after MAS posted record losses.

The 20,000 strong union MASEU is opposed to the US$ 364 million deal that has brought AirAsia founder Tony Fernandes and his brand of aggressive cost cutting into the MAS boardroom, which they say resembles a take-over by the budget carrier.

Senior officials from the two airlines were not immediately available for comment. A government spokesman confirmed that union officials had met the prime minister but he declined to comment on details of the meeting.

The deal, formulated by Najib, was to help both carriers compete effectively against competitors like Tiger Airways and Singapore Airlines once the Southeast Asian open sky policy comes into effect in 2015.

MASEU officials met Najib in February to protest against the deal that would lead to restructuring MAS into short-haul and long-haul operations and could lead to job cuts, said MASEU secretary general Abdul Malek Ariff.

That month, MAS reported its worst ever losses of RM2.5 billion ($ 823.86 million) for 2011, eight months after the share swap deal was signed in August, shocking analysts who expected the restructuring to limit losses.

Failing to placate the union could turn into a political hot potato for Najib as MAS operations are centered in Selangor, an important industrial state Najib wants to wrest back from the opposition in elections that could be held within months.

"The prime minister has promised to look into the matter but we've heard nothing from him," Abdul Malek told Reuters, adding the government was losing the support of union members.

"Sentiment among the unions used to be 50:50 for the government and the opposition. Now after this, 90 percent will opt for the opposition," he said.

Under the deal announced in August, Tune Air, which is controlled by AirAsia's Fernandes and Kamarudin Meranun, would take a 20.5 percent stake in MAS and two board seats.

In exchange, state investment arm Khazanah Nasional, the majority shareholder in MAS, would hold 10 percent in AirAsia.

CIMB is the adviser for both companies on the deal, which is almost completed with the exchange of warrants ongoing, said a banking source.

Khazanah also declined to comment. A government spokesman said MASEU officials met the prime minister "some time back" but declined to comment further.

Worst ever financial year

Analysts say the new structure was supposed to help MAS, which has had a tumultuous history stretching back to 1997, when unprofitable routes pushed it into the red.

It notched its worst ever financial year in 2011 because of surging fuel costs and one-off provisions for impairment of aircraft, excess capacity and redelivery of aircraft.

In total, the provisions stood at RM1.1 billion for the fourth quarter alone. Following the losses, MAS said it would do fundraising to strengthen its balance sheet.

In contrast, AirAsia has posted profits over the last four quarters, tapping strong demand for air travel in Southeast Asia. It is also planning IPOs in Bangkok and Indonesia to expand in the region where carriers like Lion Air and JetStar are seeking to dominate.

Analysts said at the moment there was no meaningful partnership between AirAsia and MAS, except for the joint procurement of jet fuel cargoes.

"They are welcome to unwind the deal. But what's key is, would this save MAS? Would previously terminated routes be restated?," said Ahmad Maghfur Usman, a transport analyst with OSK Investment Bank.

"Definitely, AirAsia benefits in the near term because of the route cuts. It is tough to say what exactly benefits MAS because the detail of the collaboration has yet to be announced. But over the longer term, through shared resources, both carriers will benefit."

Govt doesn’t buy opposition to IT law

KUALA LUMPUR: Despite overwhelming opposition against the controversial Board of Computing Professionals Malaysia (BCPM) Bill, the government is still convinced it has support.

The Ministry of Science, Technology and Innovation (MOSTI) received a total of 70 official "feedbacks" in regards to the drafted law during a two-day period from Dec 13 last year.

More than two-thirds of the groups surveyed by the ministry did not approve of the bill.

"The number of official feedbacks was 70, received from both individuals and organisations. 29% supported the proposed Bill, but nonetheless, this number may not reflect the overall segment of the ICT (information and communications technology) community," the ministry said in a statement .

It added that a "better comprehension" of the proposed Bill was needed, and that "all views" in the community needed to be "catered for".

Going by this, MOSTI said it proposed "extensive further consultation and engagement", adding that such a move was endorsed by the Cabinet Committee on Human Capital Development (CCHCD).

"This endeavour will include all relevant stakeholders and consultation with the National ICT Human Resource Taskforce that initially proposed the establishment of the BCPM," the ministry said.

This study, it added, would be analysed before being presented to the CCHCD for a final decision, which MOSTI said was chaired by Deputy Prime Minister Muhyiddin Yassin.

In early December last year, computing and information technology (IT) workers raised an uproar against what they feared was a government attempt at registering them.

They worried that they would only be allowed to work in their respective areas after they registered themselves (and paid a fee) before the proposed BCPM.

At the time, MOSTI said that the BCPM would only apply to professionals working in a field known as the "Critical National Information Infrastructure" (CNII).

According to the Bill – which was leaked online in the form of a 56-page document- the CNII involved areas connected to national and economic security.

MOSTI also denied that the Bill was an attempt to regulate the ICT industry.

BN-controlled media reports on Guan Eng grossly unethical

It is extremely disappointing that the BN-controlled media has seen it fit to take their own media reports out of context and manipulate it to falsely portray Penang Chief Minister Lim Guan Eng as making personal attacks against CAP president SM Mohamed Idris.

Lim is accused of making personal attacks against Mohamed Idris by calling him an "old man". This is extremely misleading, because according to the Star's March 8 report, he had been quoted as saying "SM Mohamed Idris is an old man and a respected figure".

In its full and proper context, it is very clear that the Lim was merely being respectful to an elderly person. Unfortunately, we now have BN leaders jumping on the Lim for calling Mohamed Idris an "old man", without taking into account the additional remarks stating that he is "a respected figure".

What's more surprising is that even the Star had refused to report in full the Chief Minister's previous remarks in their reports today (March 14). For BN to tell half-truths or engage in lies is expected. But for the Star to leave out the Lim's full remarks that SM Mohamad Idris is "a respected figure" and then implying words that he had never used such as "one who is losing his memory" does not only contradict Star's previous reports but is also grossly unethical.

It is regrettable that the Star has chosen to report only in brief and to gloss over Lim's press release yesterday over the public consultation process undertaken by the state government with regards to the proposed four infrastructure projects to alleviate traffic congestion in the island.

The projects in question are the construction of a 6.5km Gurney Drive-Bagan Ajam (near Butterworth) undersea tunnel, 15km road connecting Tanjung Bungah and Teluk Bahang, the 5km Gurney Drive-Lebuhraya Tun Dr Lim Chong Eu bypass and the 5km Lebuhraya Tun Dr Lim Chong Eu-Bandar Baru Air Itam bypass.

Lim had gone to great lengths to explain the importance of the four infrastructure projects to Penang's economic development, how he had sought public inputs and consulted with NGOs such as CAP, which was represented by Rudhrapathy Vijayala (Ravi). CAP is not the only organisation that opposes the infrastructure projects.

Even Deputy Prime Minister Muhyiddin Yassin has voiced his opposition to the construction of the undersea tunnel from Gurney Drive to Bagan Ajam on Nov 17, 2011. However, public feedback from Penangites, particularly at Gurney Drive and SPU, indicate that an overwhelming majority are supportive and want these projects to proceed.

While NGOs such as CAP have the right to differ with the public consultation process conducted by the state government, Lim believes that such differences of views should be voiced out in a civil manner. Lim has assured that he would still engage with the dissenting NGOs such as CAP and invite them for the second round of public consultations when the design, route and environmental impact assessment of the undersea tunnel is conducted this year.

There was no similar public consultation by the previous BN government before the construction of the 2nd Penang Bridge. Yet, the Penang PR state government is being criticised more severely for being far more transparent and accountable than the previous BN state government.

PKR dares EC to audit data entry system

KUALA LUMPUR: PKR today questioned the integrity of the Election Commission's data entry system, saying nearly 4,000 people were listed as having newly joined the police or the army despite being too old to qualify.

They have registered under the "masuk tentera, masuk polis" category of the commission's list of registered voters for the third quarter of last year, according to Fuziah Salleh, MP for Kuantan and a vice-president of PKR.

The list has been gazetted and she said these names were now under the postal-voting category.

The cut-off age for entry into either of the uniform services is 30.

"There are 3,950 names of people aged above 30 who are registered in this category," Fuziah said.

Among them were voters who were above 50 and even 60 years old, she added.

"This means that these people above 50 have just joined the army or police," she said.

"I challenge the Election Commission to carry out an audit on the system, not just the data. Are there hidden agencies that have access to the EC database?"

She added that she would make more revelations on irregularities in the electoral roll in the coming weeks.

Lagi sekolah agama dakwa tiada bantuan kerajan Kedah

ALOR SETAR: Sekolah Agama Sidiqiah di Padang Terap juga tidak mendapat bantuan kewangan dari kerajaan negeri pimpinan PAS.

Sebaliknya,  Menteri Jabatan Perdana Menteri Datuk Seri Jamil Khir Baharum yang memberi bantuan berjumlah RM40, 000.

Pengetua, Sidek Junus berkata, "kerajaan negeri tidak beri bantuan kepada sekolah saya".

"Bayaran gaji tujuh orang guru dibiayai Majlis Agama Islam Kedah (Maik) sejak zaman BN memerintah lagi."

Semalam Setiausaha Sekolah Agama Taufiqiah Khairiah Al-Halimiah, Mohd Najib Fahmi Yahya mendakwa kerajaan tidak membantu sekolah agama persendirian.

Beliau yang juga bekas Ketua Pemuda PAS Kedah menyalahkan Azizan di atas perkara tersebut.

Bayar separuh

Manifesto pilihan raya 2008, PAS, katanya kerajan negeri baru berjanji akan memberi bantuan lebih banyak kepada 12 sekolah agama  persendirian di negeri itu.

Bagaiamanapun, Sekolah Agama Al Islah, Pendang  menolak dakwaan tersebut.

"Kerajaan negeri membayar  gaji separuh daripada 40 guru sekolah kami. Dua puluh orang guru kami dibayar oleh kerajaan negeri melalui Maik.

"Bagusnya, jumlah gaji hampir sama dengan guru-guru sekolah agama kerajaan sejak PAS memerintah Kedah.

"Manakala bantuan-bantuan lain diberi mengikut permohonan. Memang kita tidak mendapat wang tunai tetapi diberi melalui saluran lain ," katanya.

Lynas: What EPA directive?

PETALING JAYA: Lynas Corporation Limited denied that it had ignored a directive from the Environmental Protection Agency (EPA) to halt its plans to export of rare earth concentrates, pending a decision on its approval permits.

In a statement today, Lynas' general counsel Andrew Arnold said that the mining giant had never received such a directive from the EPA in the first place.

Yesterday, Anti-Nuclear Alliance of Western Australia (ANAWA) spokesperson Marcus Atkinson alleged that Lynas had ignored EPA's directive saying that it had obtained the necessary approvals to export its rare earth minerals to Malaysia.

Atkinson also said that the EPA had issued the directive after ANAWA lodged a report with the EPA regarding Lynas' operations at Mount Weld and its mining of rare earth.

He added that the Lynas' levels of radioactivity fell below the International Atomic Energy Agency's (IAEA) standards for its transportation to be classified under the regulations for safe transportation of radioactive material.

In his rebuttal, Arnold said that the only correspondence Lynas received on the matter was from Josie Walker, a lawyer acting for ANAWA.

"And Walker does not, and has never purpoted to represent EPA. There was no directive from the EPA to stop the export of rare earth concentrate," he added.

In February, thousands gathered at various parts of Malaysia including Kuala Lumpur, Kuantan and Penang to demonstrate against Lynas shipping its rare earth concentrates to Gebeng, Pahang.

Among those who participated in the rally were Opposition Leader Anwar Ibrahim, Kuantan MP Fuziah Salleh and Kuala Selangor MP Dr Dzulkefy Ahmad.

Helping His Constituents Or Helping Himself? Billy Abit Joo

Najib hands a mock RM5Million cheque for the Bakun Resettlement Committee to PRS boss Masing and MP Billy Abit Joo just before the state election – but did the locals see any of that money?

The Federal MP for Hulu Rejang, Bakun says that he "wants to keep serving his people" for another 5th term.  However, his rival Wilson Ugat, who is the political secretary to their PRS party chief, BN's James Masing, says he "wants a turn".

We ask whether these men are squabbling for the chance to help their people or to grab more wealth and resources from Bakun and elsewhere?

After all, during the 22 years that Billy Abit Joo has held his seat 10,000 of his constituents have been driven from their lands to make way for the Bakun Dam. He supported this project, but what benefit have the people received from the logging and flooding of their lands?

Sucking up to Taib and Najib and receiving the benefits – but what has Billy Abit Joo done to help his people

It is now a decade since they were pushed from their homes, yet most of these refugees have yet to receive more than a fraction of the compensation they were promised.

They have now even been told they have to pay for their replacement homes out of the compensation money, which they have yet to fully receive, putting them supposedly 'in debt' to the state!

So, what happened to BN's original promises of free new homes, free water and electricity, new jobs and of course handsome compensation on top?

And what happened to the billions of ringgit that were made out of the logging of these lands by Ekran, a company owned by Taib crony Ting Pek Kiing and Taib's own sons?

We have to ask, in 22 years what use has Billy Abit Joo been in getting just compensation for his constituents in these matters?

Wargana Consortium Sdn Bhd

Man to trust? – Taib henchman Awang Tenggah called Wargana Consortium "a company owned by the people themselves"!

Wargana Consortium Sdn Bhd is an enterprise that perfectly spells out the difference between what Billy Abit Joo promises and what he actually does. It shows how, while he promises to enrich his people, he is actually working to enrich himself and key supporters.

Wargana Consortium was announced back in 2010 as a cooperative enterprise. Taib side-kick and sub-Minister for Planning and Resources, Awang Tenggah, called it:

"a company formed by the people themselves"[Borneo Post].

Billy Abit Joo then described a RM 9.8million contract awarded by Sarawak Hydro to clear 60,000 tons of dangerous debris in the Bakun Dam area as some kind of shared venture:

"The local people hold 50 per cent of the share and the other 50 belongs to Wargana Consortium Sdn Bhd", he claimed. [Borneo Post again]

Billy also said that local people would get the opportunity to work on the venture and provide their own boats to the project to help clear up the waters.

Vote buying! – BN's Billy Abit Joo tries to pretend that these vouchers paid for by public money are a gift from BN to poor people. Part of the disastrous BR1M hand out last month, where so many of the poorest people failed in the end to get their cash.

These statements gave the clear impression that the project was offering work and also that a 50% share of the profit from the RM9.8million contract would go in dividends to the local people.

If this were really the case you might praise a local MP for arranging such help for his people.However, the promises over the Wargana Consortium have turned out to be as thin as those over compensation for Bakun.

Cheated!

Firstly, our researches show that there is no shared venture. The whole debris-clearing project was awarded to Wargana Consortium Sdn Bhd alone, according to Sarawak Hydro's own web announcement. There is no record at all of 50% of the share going to local people!

As one local resident of the resettlement area of Sungai Asap explains, "The contract is totally controlled by Wargana. They have hired around 20 local workers, that is all".

So, who owns Wargana Consortium? Is it that there has there been some confusion and that Wargana itself is 50% owned by the local people?

If this was the case then the local people should all be registered as shareholders in the company and they should be expecting to receive not only jobs in the clearing project, but also a 50% share of the company profits.

True ownership of Wargana Consortium

Sadly, this is far from the case.  In a disgraceful conflict of interest, Wargana Consortium is in fact controlled by none other than than the local MP, our familiar friend Billy Abit Joo!

His three fellow Directors are the businessman David Wong, Alice Sia (who is the daughter  of the BN crony businessman Datuk Sia Hong Ngee) and another prominent local BN politician, the former State Assemblyman Nyipa Batok.  Nyipa Batok just happens to also be the father in law of Billy's PRS leader, James Masing. As we have previously exposed,  Corinne Nyipa Masing is also the shareholder of numerous companies that have received state contracts.

Not just a local MP, but the local businessman receiving the top public contract for the Bakun area!

So, if these political types are in charge of this publicly funded project, who do we think are the shareholders of the company?

Well it turns out that these four Directors are the main shareholders of just under two thirds of the enterprise, through two of the three companies that make up Wargana Consortium, which are Wargana Management Sdn Bhd and Sinaran Bakun Sdn Bhd.

Billy Abit Joo is one of the key Directors of Wargana Consortium and he is also a major shareholder through the company Sinaran Bakun Sdn Bhd. The other shareholder is the Dad of James Masing's wife, Nyipa Batok!

So, what about the supposed 50% share that is meant to be going to the 'local people'?  Well, it simply isn't true. Instead, we have discovered that a very typical BN style of profit sharing has been underway!

It turns out that the remaining third of Wargana Consortium has been handed to a supposedly 'public' company called Sinaran Bakun (M) Bhd.  This is a very unusual public company, because it has only issued 26 shares and they are certainly not being traded on the stock exchange.

Only one third of Wargana Consortium is shared with Sinaran Bakun (M) bhd in which each head man has a share. However Billy Abit Joo has two shares along with Corinne Masing's Dad – and it is they who control the company as the Directors!

And who has been given those shares?  The lucky list of shareholders are none other than 24 key local headmen in the Sungai Asap longhouses. These are the people whom BN pay to be the 'representatives' of their people – the people who will be hoping to 'advise' their longhouse folk on whom they should vote for at the coming election!

Normally BN like to hand out bribes just to top cronies. But at Bakun have the incentives had to spread a little further to keep local leaders happy in the face of so many broken promises?

It should be noted that Billy and Nyipa Batok are also in this list of shareholders too and they have twice as many shares as the others!  And guess who are the Directors of this company, Sinaran Bakun (M) Bhd?  The same key three people who manage Wargana Consortium and the other shareholder companies, of course!  Billy Abit Joo, Nyipa Batok and businessman David Wong!

The headmen may be the shareholders, but they have no control over the company.

No money for the people

Since these three men are in control of the Consortium itself and are the main Directors of the three shareholding companies, as well as being the owners of by far the greatest number of shares, then it is these three men who are in a position to determine the size of the profits, the expenditures of the company, the pay for Directors and everything else for this "company owned by the people themselves".

"We knew the headmen had been given a sort of representative share for each of the longhouses" explained the Sungai Asap resident.  "But it was never explained how any of the money would come down to us and it hasn't!"

So what did Billy Abit Joo and ex-assemblyman Nyipa Batok by claiming that 50% of the profits would come to the local people?  Why did Awang Tenggah claim that the consortium was "formed by the people themselves"?

And how did these politicians come to be in possession of such a large number of shares in this consortium, which has been corruptly handed such a large contract by Sarawak Hydro, in what is a clear conflict of interest?

Scandal!

A RM9.8Million job not done – the debris is being hidden not burnt!

Meanwhile, we have discovered a great deal about the reality of this major debris clearing contract and the situation regarding those profits, which were supposed to go to the local people.

Our enquiries show that so far not only have the local people to see a single ringgit, but the headmen shareholders have not received money either.

We have been told that there have been arguments over the failure of Wargana Consortium to provide the promised dividends between the managers and the company and the headmen.

We can reveal that the outcome of this situation has proved a major scandal, provoking illegal logging and a dangerous situation whereby millions of ringgit of public money have been paid out to clear debris, which has ended up hidden rather than being burnt!

According to our inside sources, Wargana company bosses placated the angry headmen by signalling that they would turn a blind eye to logging in the Bakun reservoir area, which is meant to be managed and controlled by the consortium.

"The company is supposed to deal with debris within a 15kilometer radius of the dam. However, they are allowing some of the headmen to bring in workers from Bintulu, who are then logging on the hillsides beyond that radius.  Only a few of them have got involved, but they have made a lot of money" explained our source. "The illegal loggers take the timber to Samling who are the nearby concession holders, who have paid them a great deal for this valuable hill top wood!"

Deadly pile ups of logs and debris are being hidden around Bakun's vast lake by contract workers who have no incinerator to use!

Just last year this scandal of illegal logging was publicly condemned by none other thanAwang Tenggah.  Yet it turns out that the whole scandal was promoted and condoned by the company of the local MP, Billy Abit Joo!

In typical BN style they have corrupted the local leaders to control the anger and rebellion from the longhouses.

But neither, it turns out, has Wargana Consortium being doing the job it is supposed to do.   Most of the work is sub-contracted to small outfits, according to our informants from the area.

"Wargana Consortium was supposed to build an incinerator to burn this wood, but they have not.  So they are just allowing other small outfits to deal with the wood and again they are turning a blind eye.  Those small contractors have just been hiding the wood in secret places around the lake!", confided one local person who has provided us with photographs of some of those hidden mounds of debris

RM9.8Million has gone to Wargana Consortium to clear the debris from the lake – but it seems to be public money that has been wasted!

So, this is the job that the Directors of Wargana Consortium, led by the local MP Billy Abit Joo, have carried out in return for all that public money!

They have allowed the logs to be hidden round the Bakun lake, instead of building an incinerator and they have turned a blind eye to illegal logging to avoid paying the local people their rightful share of the profits!

Sarawak Report rests its case when it says that the story of Wargana Consortium sums up perfectly the difference between what BN politician practice and what BN politicians preach!

How MP and Company Director Billy Abit Joo took RM9.8Million of public money and didn't do the job!

They know what is right, however they do what is wrong and it is their constituents that suffer!

But this is not the only activity that involves Wargana Consortium Sdn Bhd.

Timber contracts too!

It turns out that Wargana Corporation has been going far longer than the debris-clearance contract and the supposed profit sharing venture with the people in Billy Abit Joo's constituency.

Wargana Consortium was set up in 2005 and has a huge swathe of timber concessions as well!  According to our copy of the Forestry Department's maps, thousands of hectares have been given over to the company controlled by MP Billy Abit Joo and his fellow BN crony shareholders.

Yet there is no evidence that any of the local people of Sungai Asap were aware of this asset or that they have received any of the profits from their shareholding.

Timber concessions worth tens of millions of ringgit. Did the local people of Bakun gain any share in these profits? Did the Headmen with shares get any share of these profits?

Now that they can see how much their MP Billy Abit Joo and his cronies are making from logging, it is perhaps easier for the people of Bakun to understand why it is that he and so many of their local leaders, like James Masing's father in law, Nyipa Batok have been telling them to keep on voting BN and to be patient about the destruction of their lands !

They can perhaps now see how Taib has been bribing a few BN political leaders the at the expense of the rest of the people of Sarawak!

The people of Bakun might conclude that they should, therefore, replace the long-term liar and plunderer Billy Abit Joo with his PRS rival Wilson Ugat, who is the close supporter of their party boss, James Masing.

Sucking up to the big boss – PRS leader has done well out of making sure his party supports BN, because Taib has allowed him to cheat his own people

However, we should remind readers of our other recent expose, showing how Ugat and James Masing conspired together with Sri Aman Assemblyman Mong Dagang to make RM 70 million in kickbacks out of NCR land which they had confiscated for plantations!

So what advantage is there to voting for another corrupted PRS member of BN, who promises one thing, but does quite another?

Kenapa Pejabat PM tempah hari jadi Najib RM79,053?

Belum reda dengan pendedahan kos pertunangan anak Perdana Menteri, PKR hari ini pula mempersoalkan kenapa tempahan majlis sambutan hari jadi Datuk Seri Najib Razak yang bernilai RM79,053 dibuat atas nama Pejabat Perdana Menteri.

Pengarah Strateginya, Rafizi Ramli berkata, ianya berdasarkan Banquet Event Order oleh Hotel Shangri-La yang secara jelas menunjukkan ianya ditempah atas nama akaun Pejabat Perdana Menteri.

Majlis sambutan hari jadi itu dakwanya berlangsung di Sri Perdana pada hari Ahad, 24 Julai tahun lalu.

"Tempahan turut dibuat oleh Pejabat Perdana Menteri, walaupun ia jelas adalah majlis peribadi Perdana Menteri.

"Berbeza dengan majlis pertunangan anak beliau, majlis ini secara jelas menyatakan ianya majlis peribadi. Ini menimbulkan persoalan kenapa majlis pertunangan itu tidak dinya! takan se cara jelas sebagai majlis peribadi, sebaliknya 'majlis Pejabat Perdana Menteri," katanya pada sidang media di lobi Parlimen hari ini.

Majlis itu, menurut Rafizi, turut menyajikan 47 juadah antarabangsa termasuklah daging panggang yang diimport dari New Zealand, makanan Jepun, makanan Barat dan lain-lain.

Kos RM79,053 itu antara lain merangkumi Buffet untuk 100 tetamu dengan kadar RM207 satu kepala (RM20,700), Band Syed Sobri (RM7,738), Band Batak (RM5,300), minuman 5 gallons (RM795), gubahan bunga (RM31,800) dan caj pengendalian (RM12,720).

"Wajarkan perdana menteri berbelanja besar sebegini untuk majlis hari lahir beliau sedangkan beliau menyeru rakyat Malaysia mengamalkan sikap sederhana (wasatiyah) dan mengawal perbelanjaan dalam keadaan ekonomi yang tidak menentu ini?

"Kos hampir RM800 setiap tetamu ini lebih mahal dari sumbangan BR1M sebanyak RM500 yang diberikan kepada rakyat," katanya.
Berikut adalah soalan-soalan Rafizi yang menuntut jawapan ikhlas daripada Najib berhubung kos majlis pertunangan anak (RM409,767) dan kos sambutan hari jadi beliau (RM79,053).

Saya ingin mengajukan soalan-soalan berikut kepada Perdana Menteri jika beliau benar-benar telus dan ikhlas untuk menjadi teladan kepada seluruh rakyat Malaysia


1- Bilakah beliau (Datuk Seri Najib Razak) akan mengemukakan lapan bukti yang disyorkan KEADILAN agar nama beliau dapat dibersihkan?

2- Dalam masa lebih kurang satu bulan, Perdana Menteri membelanjakan setengan juta ringgit untuk dua majlis mewah di Sri Perdana. Jika beliau bertegas ini dibayar oleh beliau sendiri, bagaimanakah beliau mampu berbelanja sedemikian rupa sedangkan pendapatan Perdana Menteri tidaklah seberapa?

3- Jika perbelanjaan mewah ini ditanggung oleh rakan taulan yang memberi tajaan, siapakah mereka ini dan apakah bukti Perdana Menteri bahawa sumbangan kepada majlis peribadi tidak mempengaruhi apa-apa keputusan beliau selama ini?


4- Wajarkan perdana menteri berbelanja b! esar seb egini untuk majlis hari lahir beliau sedangkan beliau menyeru rakyat Malaysia mengamalkan sikap sederhana (wasatiyah) dan mengawal perbelanjaan dalam keadaan ekonomi yang tidak menentu ini? Kos hampir RM800 setiap tetamu ini lebih mahal dari sumbangan BR1M sebanyak RM500 yang diberikan kepada rakyat.

Perdana Menteri boleh sahaja tidak mengendahkan soalan-soalan ini, tetapi dengan bertanyakan soalan sebeginilah rakyat dapat membongkar pelbagai penyelewengan yang berlaku dalam pengurusan dana awam NFC sehingga BN terpaksa tunduk kepada tekanan rakyat.

Perdana Menteri membuat keputusan tidak menyambung tempoh perkhidmatan Datuk Seri Shahrizat Jalil apabila persoalan moral bersabit integriti sebegini diajukan kepada Datuk Seri Shahrizat Jalil.

Apabila soalan-soalan yang sama diajukan kepada beliau sekarang, wajarkah beliau juga membuat 'pengorbanan' seperti yang dilakukan oleh Datuk Seri Shahrizat Jalil dengan menjawab satu persatu secara ikhlas dan telus, demi menjaga integriti kerajaan.

‘Najib’s birthday bash paid by PMO’

KUALA LUMPUR : First it was Prime Minister Najib Tun Razak's daughter's engagement party, now it is Najib's birthday party.

PKR today alleged that the Prime Minister's Office (PMO) had paid the bill for Najib's birthday party on July 24 last year.

The event took place at Sri Perdana, Putrajaya, and cost RM79,053 for around 100 guests.

Shangri-La Hotel KL had catered for the event.

According to the Banquent Event Order (BEO) from Shangri-La Hotel, the bill was not only addressed to the PMO but was also billed under the PMO's account.

PKR strategic director, Rafizi Ramli, asked why was the event billed under the PMO's account.

"It is OK for the bill to be addressed to the PMO but why is it also under the PMO's account?

"If Najib says that he is personally footing the bill for the event, then it should come in his personal account," he told reporters in Parliament.

Usul MP Subang tentang Gani, Musa ditolak

KUALA LUMPUR: Usul Ahli Parlimen Subang dari PKR, R Sivarasa untuk membincangkan tuduhan terhadap Peguam Negara Tan Sri Abdul Gani Patail dan bekas Ketua Polis Negara, Tan Sri Musa Hassan yang didakwa terbabit dalam kes jenayah serius ditolak Dewan Rakyat yang bersidang di sini hari ini.

Speaker Dewan Rakyat, Tan Sri Pandikar Amin Mulia menolak usul itu mengikut Peraturan Mesyuarat 18(7)(c) kerana menurut beliau usul berkenaan melanggar Peraturan Mesyuarat 23(1)(i).

"Perkara yang dibangkitkan bukan suatu perkara tertentu seperti yang dikehendaki mengikut Peraturan Mesyuarat 18(2), ia mengandungi pelbagai tuduhan," katanya.

Sementara itu Sivarasa menyifatkan tuduhan itu sebagai serius dan mahu dewan membincangkan hal tersebut.

Katanya isu itu bukan spesifik dan mendakwa Gani menyalah guna kuasa untuk campur tangan dalam kes mantan Ketua Polis Negara yang didakwa terlibat dengan jaringan kongsi gelap di Johor.

"Usul yang difailkan berdasarkan akaun bersumpah. Dakwaan itu mempunyai kredibiliti dan ia bukan hanya cakap lisan, ia patut di bahaskan di dewan," kata Sivarasa.

Semalam, Sivarasa melalui usulnya turut menggesa agar Dewan Rakyat melantik satu tribunal di bawah Perkara 125 (3) Perlembagaan

Persekutuan untuk menyiasat tuduhan itu dan menentukan sama ada ia berasas atau sebaliknya.

Beliau berkata tindakan susulan juga dilihat perlu dan ini termasuklah
perlucutan jawatan dan hukuman penjara.

Portal berita sebelum ini mendakwa Gani dan Musa masing-masing terlibat menyalah guna kuasa dengan menganiayai beberapa pegawai polis yang menyiasat kes seorang tokoh kongsi gelap adalah sesuatu yang "serius".

Tuduhan pertama terhadap Gani iaitu memberi perlindungan kepada satu orang penting dalam jaringan di Johor dikenali sebagai 'Tengku Goh' dan mencelah dalam kes ini selepas Goh dibuang negeri ke Kelantan.

NGO harap Pakatan Rakyat ambil kira reformasi kesihatan

PETALING JAYA: Sebuah NGO iaitu Jaringan Profesional Muslim menyarankan Pakatan Rakyat mengambil kira reformasi kesihatan secara serius dalam pilihan raya umum  ke 13.

NGO itu mencadangkan Pakatan Rakyat  mempertimbangkan beberapa perkara dalam manisfesto.

1. Mengurangkan jurang perbezaan antara sektor swasta dan kerajaan dan mewujudkan perhubungan dua hala yang sihat antara sektor swasta dan kerajaan.

2. Memberi peluang kepada golongan berpendapatan rendah untuk mendapatkan rawatan kesihatan secara optimum dengan kos minima samada melalui sektor swasta atau kerajaan. Satu mekanisma khas perlu diwujudkan bagi menangani masalah ini.

3. Mengelakkan berlakunya penghijrahan tenaga mahir (Brain Drain) ke sektor swasta dengan pemberian insentif-insentif  tertentu.

4. Mewujudkan mekanisma khusus bagi mempercepatkan tarikh temujanji pakar untuk kes-kes yang serius.

5. Rakyat diberi hak mendapatkan kaedah perawatan yang terbaik bagi mereka.

`Sudah serik'

"Jaringan Profesional Muslim memberi sepenuh kepercayaan kepada Pakatan Rakyat dalam menentukan nasib masa depan kesihatan ke arah yang lebih cemerlang.

"Kita sudah serik dengan kegagalan yang telah ditunjukkan oleh Kerajaan Umno/BN yang memerintah lebih dari 50 tahun.

"Ini berpunca daripada budaya tidak sihat yang berlegar dalam Kerajaan Umno/BN, di mana mereka sudah hilang keupayaan mentadbir-urus dengan baik, tidak mampu menunjukkan contoh yang terpuji dalam pembahagian projek, pembaziran kewangan , rasuah bermaharajalela serta pelbagai kudis lain," katanya dalam kenyataan media hari ini.

Kenyataan media itu disediakan oleh Dr Wan Shah Jihan Wan Din, Sulaiman Ahklakan dan Dr Ghazali Hasbullah.

Menurut NGO itu, negara memerlukan pembaharuan ini kerana situasi semasa dan ketidak seimbangan masyarakat dalam mendapatkan perkhidmatan kesihatan yang terbaik.

Sistem kesihatan yang ada sekarang memperlihatkan bahawa golongan miskin akan terus tersisih daripada mendapatkan perkhidmatan kesihatan yang optimum.
Manakala golongan kaya terus bebas memilih kaedah yang terbaik dan tercanggih kerana kedudukan sosio-ekonomi mereka yang stabil.

`Bayar minima, kualiti minima'

"Sistem yang sedia ada sekarang adalah rentetan dari sistem yang diamalkan sejak sebelum merdeka. Sistem ini tidak mengutamakan kebajikan kesihatan kepada rakyat awam.

"Rakyat  miskin akan mendapat rawatan kesihatan dari hospital/klinik kerajaan kerana pembayaran yang minima, namun kualitinya juga minima kerana ubat yang digunakan kebanyakannya adalah ubat-ubatan generik dan pesakit pula terpaksa menunggu  lama.

"Tarikh temujanji pula biasanya berbulan-bulan dan suasana klinik juga tidak ceria. Situasi ini dibebankan lagi dengan perpindahan tenaga pakar dari sektor kerajaan ke sektor swasta.

"Golongan berpendapatan rendah sukar untuk mendapatkan rawatan pakar di sektor swasta kerana kedudukan sosio-ekonomi mereka yang menghalangnya. Lantas mereka pasrah dengan apa yang ada," tambah kenyatan tersebut.

Jaringan Profesional Muslim itu juga mendakwa rakyat keliru dengan skim 1Care yang dikatakan akan diperkenalkan tidak lama lagi.

Katanya, Menteri Kesihatan Datuk Seri Dr Liow Tiong Lai mengatakan ia ditangguhkan tetapi kemudiannya  menegaskan Kementerian Kesihatan akan meneruskan sesi penerangan mengenai 1Care kepada masyarakat.

Katanya, jika sekiranya perlaksanaan 1Care ditangguhkan, kenapa perlu pihak Kementerian Kesihatan membuat penerangan?

"Biasanya sesi penerangan perlu dibuat apabila sesuatu perkara telah siap dan hendak dilaksanakan. Pertemuan dengan masyarakat adalah untuk mendapatkan pandangan orang ramai sahaja dan menambahbaik sesuatu program yang hendak diaplikasikan.

"Adalah agak ganjil bila di satu sisi Menteri Kesihatan mengumumkan tangguh, tetapi di satu sisi lagi sibuk pula memberi penerangan tentang pelaksanaan 1care," tambah NGO itu lagi.
