Dear Lord Bobo, as 2012 is almost upon us, can you look into your magic crystal ball and share some predictions for the coming year? (Nostrildamus, via email)

Obviously you have not been following this column for very long. Lord Bobo does not use a magic crystal ball. Who do you think we are? Mona Fandey?

His Supreme Eminenceness does not rely on "magic" to make our predictions, and we certainly aren't going to give you the kind of predictions we know you're after (ie. winning 4D numbers and football results). But we will, in our munificence, offer you a glimpse into what could well happen in 2012.

Malaysia will have its General Election. It will be a historic General Election, as it will be a manifestation of years and years of rakyat education and civil society discourse.

For the first time, the mainstream media will be forced to tell both sides of the story (not 50-50, but at least it will not be an obvious bias). In line with what has been going on worldwide in 2011, the online media and communication channels will play an important, and perhaps crucial, role.

As a result, politicians will be forced to consider and debate issues – REAL issues, bread-and-butter and nasi lemak and sambal sotong kinda issues, not mud-slinging sex-scandal, he-said-she-said-we-all-fall-down type of issues.

Birds will fall from the sky.

Water will flow upstream.

Planets will loosen from their orbital shackles.

And for the first time in a long time, Malaysia will deservedly be called a participatory democracy.

We know, we know. We know that you think this is an overly-optimistic collection of pure guff. But hey, remember where you read it first.

After all, it was in this column in December 2010 that Lord Bobo revealed our prediction (well, it's not really a prediction if we already knew it as fact) that the Universities and University Colleges Act 1971 ("UUCA") would be abolished. You scoffed then, didn't you?

We know, you're thinking "But the UUCA isn't abolished yet!" Oh ye of little faith. Wait and declare the supreme universal all-knowingness of Lord Bobo.

2012 will indeed be a year of change in Malaysia. For the first time in a long time, Malaysians will live their lives outside of a "state of Emergency".

It's great that the government has finally realised that the Komunis aren't hiding in the jungles anymore, and that the end of the Konfrontasi was not one of those false endings where you have to stay in your seats and wait for the cinema lights to come on or risk missing the out-takes.

Hopefully this will continue, and the powers-that-be won't find some excuse (the Uniqlo stores keep multiplying!) to put us all in the emergency lane again.

We won't share much more with you. After all, the excitement and enjoyment of life would be taken away if we let you know what exactly would happen in 2012. What Lord Bobo can say for sure is that the good people of LoyarBurok, UndiMsia! and their many comrades and friends in civil society will continue to work hard to ensure justice is done.

We are not superheroes, we are just ordinary rakyat, doing our bit. As our friend Edmund once said, "All that is needed in order for evil to triumph, is for good men to do nothing."

Join us. Don't stop. It's a lifestyle. And it's fun.

901 Bomb blast

  • 901 were a memorable day for many. It is disappointing such a good day being marred by several bomb blasts. I have been following the progress and public perception of the blast. It is an irresponsible act and must be condemn by all parties. Unfortunately I did not read any condemnation from Perkasa or other NGO that support MSB. That is most disappointing. I expect all political parties to condemn such an irresponsible act. The perpetrators must be caught at all cost. This is not a Malaysian culture. As if it is not bad enough, some people are insinuating that the bomb was planted by elements within the RMP. This is equally irresponsible and not acceptable.
  • The KL CPO announced today that the bombs were created and planted by bomb experts. This is indeed scary. We should not allow such a character to roam free among us. Who knows when and where the next time this guys would strike. Our own family members could be the next victims. I don't want this to happen our country. We must not allow this culture to propagate. All Malaysian must come forward and ensure that this case is resolve expeditiously. If this action is not condoned, the perpetrators may strike again. It may encourage others to attempt it as well. We must not let freedom goes into our head and must ensure that Malaysia do not end up like Pakistan or Indonesia where bombing is a regular affair.
  • The IGP today announced a reward of RM10, 000.00 for information leading to the capture of the perpetrators. The amount is rather small. I am not a rich man. However I think we all must encourage informant to come forward to assist and solve this crime. Therefore, I would like to offer an additional reward of RM1000.00 that will be given to the recipient of the police award. I will inform the IGP accordingly.  I hope the readers of my blog would step in and push up reward. You can contact the police directly on how to pass them the money. Maybe with a bigger bounty, more credible information will come forward and we could solve this heinous crime.  Remember your family could be the next victim

Karpal says Yusof's appeal call 'misplaced'...

Lead defence counsel in the Sodomy II trial Karpal Singh says the call by lead prosecutor and Solicitor-General II Yusof Zainal Abiden for an appeal is "misplaced".

Karpal said Attorney-General Abdul Gani Patail has the discretion under Article 145 (3) of the Federal Constitution whether to file an appeal, but he should consider the impact of the trial on Anwar Ibrahim and his family.

"Anwar's trial extended over a period of three years.

"The decision of (judge) Mohamad Zabidin Mohd Diah is based on findings of fact, which an appellate court is slow to overrule in an appeal," he said in a statement today. Karpal said the attorney-general should not appeal in the interest of all parties concerned in order for there to be closure.

Yesterday, Yusof was quoted by TV3 as urging the attorney-general to appeal against Anwar's acquittal. This followed a similar call by complainant Saiful Bukhari Azlan's father.

'Unprecedented'

Attempts to contact Yusof for further clarification have been futile. It is understood that he is currently on leave until Feb 1, when he retires.

The attorney-general's chambers has 14 days from the date of the delivery of the verdict by the High Court to appeal the decision. It has thus far not indicated that it would do so.

Meanwhile, DAP parliamentary leader Lim Kit Siang opinined that the TV3 report last night was "extraordinary" and "unprecedented".

"This must be the first case of its kind where any prosecution team goes public to lobby and pressure the attorney-general to file any appeal," he said.

In a statement today, Lim warned that any appeal by the attorney-general wouldl lose whatever credibility and goodwill earned by the Najib administration both nationally and abroad.- malaysiakini

Belum ada keputusan buat rayuan, kata Pejabat AG


NONEKetua Bahagian Perbicaraan dan Rayuan, Pejabat Peguam Negara Datuk Kamaluddin Md Said hari ini memberitahu Malaysiakini bahawa keputusan sama ada rayuan pembebasan Datuk Anwar Ibrahim akan d! ibuat, b elum diputuskan lagi.

Kamaluddin mengesahkan bahawa bahagiannya telah menerima laporan daripada pasukan pendakwa raya yang diketuai oleh Peguam Cara II Negara, Datuk Mohd Yusof Zainal Abiden.

Bagaimanapun, oleh kerana laporan itu masih belum dikaji, katanya, keputusan masih belum dimuktamadkan meskipun pihaknya cuma mempunyai 14 hari untuk mengemukakan rayuan.

"Mereka (Mohd Yusof) mungkin membuat cadangan tetapi kita perlu mengkaji perkara itu. Jika kita failkan rayuan, ia akan dibuat sebelum 25 Januari," katanya.

Bahagian yang diterajui Kamaluddin, khususnya mengendalikan kes-kes rayuan selepas penghakiman dibuat dalam perbicaraan kes jenayah dan memutuskan sama ada sesuatu notis rayuan perlu difailkan.

NONEHari ini, Mohd Yusof juga mengesahkan dengan Malaysiakini bahawa pihaknya telah membekalkan laporannya kepada Bahagian Perbicaraan dan Rayuan, semalam dengan saranan supaya rayuan difailkan terhadap pembebasan Anwar.

"Kami rasakan bahawa kita selesa dengan bukti-bukti yang dikemukakan (untuk mensabitkan kesalahan). Oleh itu, saya cadangkan rayuan dibuat," katanya.

"Terpulang kepada Peguam Negara (Tan Sri Abdul Gani Patail) untuk membuat keputusan, dan jika beliau tida! k membua t keputusan, terpulang kepada Peguam Cara I Negara Datuk Idrus Harun," kata Mohd Yusof.

Abdul Gani tidak boleh terbabit dengan sebarang perkara mengenai kes Anwar kerana berikutan dakwaan bahawa beliau terlibat dengan bekas Ketua Polis Negara Tan Sri Musa Hassan yang didakwa memalsukan bukti.

Atas alasan itu, beliau tidak diberi sebarang peranan semasa perbicaraan kes liwat II. Yusof dijadualkan untuk bersara pada 1 Februari.

With Sodomy II out of the way, looks forward to March polls — maybe

With the Sodomy II trial of opposition leader Anwar Ibrahim now out of the way, it is probably time to start thinking seriously about Malaysia's 13th general election, which most observers — but not all — believe will be called in March, during school holidays when the classrooms are empty.

Despite euphoria on the part of the three-party opposition coalition, the end of the trial doesn't mean that Anwar's troubles are over. One political observer in Kuala Lumpur told Asia Sentinel that the United Malays National Organization, the lead party in the ruling national coalition, will probably do its best to discredit him in other ways.

Despite being declared not guilty, the image of the opposition leader as a sexual deviant has probably been planted in a lot of Malaysian minds. Mohd Saiful Bukhairy Aznam, Anwar's accuser, appears to have no intention of going away. He has asked the attorney general to appeal the acquittal and is tweeting and texting his outrage and innocence to anyone who will read them. UMNO could well put him on the trail to demand denied justice at every campaign stop.

However, UMNO and Prime Minister Najib Tun Razak carry plenty of baggage of their own. A long series of scandals within the party bear the hallmarks of being pushed by various Umno factions to cripple each other. That isn't to say the snap poll won't come off. But there are headwinds. The party held its annual general assembly in December and was expected to come out fighting. There was plenty of harsh rhetoric that made it sound as if Umno is besieged on all sides by threatening foes from both inside and outside the country – particularly from Christians, particularly Chinese ones.

Najib himself concluded the conclave by pounding the war drums in stark terms, outlining a dark future if the opposition were to win, saying that: "This is the fate that will befall us if Umno loses power. Who will uphold the symbol of Islam? Who is capable of protecting the rights and agenda of the Malays? Who will continue to honour our Malay rulers?"

Massive scandal derails party conclave

Almost simultaneously with the annual general assembly, however, UMNO found itself in a massive scandal involving the family of Shahrizat Abdul Jalil, the head of Wanita Umno, the women's wing of the party and minister for Women, Welfare and Community Development. It has been impossible to wish the scandal away as a ploy by the opposition because it was exposed in September by Malaysia's Auditor General.

As some observers have pointed out, it is also damaging because it involves agriculture, and particularly cattle – something Umno's rural constituency can understand in all of its ominous implications. The matter involves the National Feedlot Corporation, which was given RM250 million (US80 million) in a government soft loan and was established to slaughter as many as 60,000 cattle a year by halal, or religiously accepted, methods. However, NFC has never slaughtered 10 percent of the projected total and has since scaled back its target to 8,000 head but hasn't been able to meet that target either. The agreement to establish the company, made when Abdullah Ahmad Badawi was prime minister, was okayed by Muhyiddin Yassin, the agriculture minister at the time and now the deputy prime minister.

None of Shahrizat's family had any experience in cattle production or beef supply prior to the establishment of the company. It appears that much of the money—as much as RM131 million — was poured into things that had nothing to do with feeding cattle but instead into cars, condos and travel, among other things.

The matter has been seized upon with a good deal of glee by the opposition. One Malay businessman source said "there may be other revelations as to how the money for cattle was used which may implicate the number 2 guy." That is Muhyiddin Yassin, the deputy prime minister. "This thing has been a lifeline for the opposition who are sitting on a thumb drive full of info which they are revealing in bits and pieces," he said.

Intermixed with this are reports that both Muhyiddin's and Najib's private secretaries have been accepting funds of at least RM10,000 per month from private parties for reasons that are unclear. The allegations against each – complete with pictures of checks — are suspected of having been leaked by the Muhyiddin and Najib factions against each other. There reportedly is yet another massive scandal waiting in the wings, involving hundreds of millions of dollars in connection with the Iskandar project in Johor across the strait from Singapore. Documents have been made available to the Malaysian Anti-Corruption Commission that are said to implicate former lieutenants of former Prime Minister Abdullah Ahmad Badawi.

Some sources have said the Shahrizat matter and shortcomings by other ministers argues for a cabinet reshuffle prior to any election. Certainly, Shahrizat is expected to be dropped as a candidate in the next election, whenever it is to be held, and that probably her husband will be charged at some point.

The allegations of corruption have cost the country four places in Transparency International's Corruption Perceptions Index, dropping it to a still relatively respectable 60th. But it is the third straight year the country has slipped in the perceptions index – all three of them occurring on Najib's watch. Although the mainstream media, all of which are owned by the component parties of the Barisan have tended to downplay the corruption reports, it is estimated that 41 percent of Malaysians now have access to the Internet – and a huge flock of opposition bloggers and websites, some of which, such as Malaysian Insider and Malaysiakini, are very professionally produced, and which pull no punches on reporting corruption and government mismanagement.

Part of the problem for Umno, a party source says, is getting divisional warlords to make way for winnable candidates in races that have become competitive now that the opposition Pakatan Rakyat coalition has become a genuine movement rather than a ragtag group of parties cobbled together by Anwar. These are old hands that refuse to give away to younger, more attractive and educated candidates.

It is a longstanding problem borne out by the fact that Rais Yatim, the information minister and an Umno Supreme Council member, said after the December conclave that those not selected must refrain from sabotaging the party. It is significant enough that the Mahathir wing of the party is contemplating demanding that party members sign a loyalty oath. A Penang district member, Musa Sheikh Fadzir, proposed the establishment of a General Election Disciplinary Committee to take action against those who go against the party in the upcoming polls.

Added to this are concerns that the party isn't appealing strongly enough to young, urban Malays, turned off by infighting and corruption, who have been drifting towards Parti Islam se-Malaysia, or PAS, which has rebranded itself as a secular party, and to a lesser extent to Anwar's Parti Keadilan Rakyat.

According to the Neilsen rating agency, Malaysia's highest Internet usage is recorded among the young — people aged 20-24: 57 percent use the Internet regularly, spending an average of 22.3 hours online per week. Despite considerable publicity in recent weeks over a demand that the party return to its Islamic roots by former executive committee member Hasan Ali and his confederate, Nasharudin Mat Isa, a former PAS deputy president who was supplanted by the new moderate team, other sources say the party remains perhaps the most disciplined in the three-party opposition.

The biggest of the three opposition parties, it is continuing to work to appeal to urban voters. It is a dramatic illustration of the change in Malaysian society. According to the CIA World Factbook, 72 percent of the country's 28.7 million people are now living in cities. Although Malays make up the preponderance of the other 28 percent, the rural roots of both Umno and PAS are vanishing – at an annual rate of 2.4 percent. Agriculture now comprises only 13 percent of the workforce, with industry, 36 percent, and services, 51 percent, making up the rest.

As evidence of the racial divisions in the country, a poll by the Merdeka Centre taken last year said 61 percent of ethnic Malays believe the country is going in the right direction as opposed to only 31 percent of Chinese. Ethnic Indian approval of the way the country is going, at a high of 66 percent, has fallen dramatically as well, to 39 percent despite Najib's assiduous efforts to woo Indians back to the fold.

Najib, Rais Yatim and others have pointed to the decision to acquit Anwar as evidence of the Malaysian judiciary's independence, which is probably stretching the truth considerably. However, Umno and its leaders have been touting reforms of the hated colonial-era Internal Security Act, which allows for the indeterminate jailing of anyone the attorney general considers to be subversive, amendments to the Printing Presses and Publications Act and election law cleanup as well as other liberalizations as a step towards a new Malaysia.

Opponents regard these changes as cosmetic. The ISA is likely to be replaced by something akin to the Patriot Act, which was jammed through a panicked US Congress in the wake of the 9/11 attacks on the World Trade Centre in New York and the Pentagon in Washington, DC.

The government appears to have shot itself in the foot with the passage by the Dewan Rakyat, or parliament, of a Peaceful Assembly Act that opposition lawmakers, human rights activists and the country's lawyers say was about as bad as the law it replaces as it bans street demonstrations and requires assemblies, meetings and processions to be held only on designated compounds.

Whatever strength Najib has within Umno and whatever hold Umno has on the ethnic Malay electorate, the Barisan Nasional appears almost certain to have to simply write off the Chinese vote, and perhaps an unknown portion of the urban Malay and Indian vote as well. According to one analysis, overall 50 percent of parliamentary seats are Malay majority, 25 percent are Chinese majority and mixed seats i.e. seats in which no ethnic group has a majority, 25 percent are from the east Malaysia states of Sabah and Sarawak. To win Putrajaya, either the Barisan or Pakatan Rakyat must secure at least half of Malay majority seats — 25 percent of the total parliamentary seats. For the Barisan, the winning formula is: 25 percent Malay majority seats, 5 percent Chinese or mixed seats and 20 percent from Sabah and Sarawak. For Pakatan, the winning formula is: 25 percent Malay majority seats, 20 percent Chinese or mixed seats and 5 percent from Sabah and Sarawak.

The other Barisan component parties are in considerably worse shape than Umno. The nearly moribund Malaysian Chinese Association is enmeshed in a scandal over the development of the Port Klang multimodal port facility, which we have alluded to before and which has the potential to cost the country RM13 billion if all loan commitments are to be met. There is also hand-to-hand combat among leadership factions. In addition Chua Soi Lek, the head of the party, has been repeatedly taken to task by Malay supremacists such as Ibrahim Ali and his NGO Perkasa, which has the tacit backing of former Prime Minister Mahathir Mohamad, further disenchanting ethnic Chinese, who make up 23.7 percent of the population. They appear to have abandoned the party wholesale.

Although East Malaysia appears solidly in the Barisan camp, if the state election held in Sarawak held on April 16 is any harbinger, the results indicate a clear abandonment of the Barisan by Chinese voters. The Chinese-based opposition Democratic Action Party won 12 of the 15 seats it contested, doubling its share of seats in Sarawak since the 2006 state elections. Parti Keadilan Rakyat, led by opposition leader Anwar Ibrahim, won three seats, including a rural one.

Thus the outcome appears to depend on how much PAS, having abandoned its Islamic goals, can make inroads among the Malay population, and particularly the urban Malay population. That 72 percent urban preponderance starts to look interesting indeed.

Thus the most likely scenario is a Barisan win, but the historic two-thirds majority in parliament, which allowed the Barisan to dictate the country's political and governmental agenda, is likely gone for good.

That doesn't mean the opposition is faring much better. Pakatan Rakyat coalition continues to be beset with defections and arguments between the three component parties.

One of the things militating for an early election is increasingly dour economic forecasts. Second-half gross domestic product growth edged lower to 4.0 percent year-on-year as domestic demand weakened. By sector, according to the Malaysia Economic Institute of Research, services (6.3 percent growth) and manufacturing (2.1 percent) were the main growth engines. MEIR expects growth momentum to moderate as exports weaken on lacklustre performance by its main export partners, principally the United States. For 2012, MIER has revised its GDP growth forecast downward to 5.0 percent. Other research analysts, more pessimistic, put growth at 4.4 percent.

Although inflation seems relatively tame at a forecast 3 percent, Malaysia's tripartite growth model, two segments of which are manufacturing and commodities and both directed for export, will be hit by what appears to be an almost certain 2012 economic downturn in Europe and sub-par growth in the United States barring some miracle. That leaves just fiscal pump-priming and the public sector economy to maintain growth. Federal government net borrowing is forecast at RM45.1 billion for the full year of 2011 and RM43.6 billion in 2012. Najib has produced an election budget with some goodies for everybody, but particularly the country's ethnic Malays, including 1.3 million civil servants, one of the highest civil servants-to-population ratios in the world – the preponderance of them ethnic Malays. Civil servants will be offered tuition assistance for part-time studies

Other goodies include abolishment of payments for primary and secondary education, a "commercialisation innovation fund" to help out SMEs, a RM2 billion "shariah-compliant" financing fund for SMEs to be managed by selected Islamic banks – another bone thrown to Malay businessmen – as well as a review of capital gains taxes on property to stabilise the property market.

Najib and his troops have been hitting the campaign trail assiduously. But whether that means an election is imminent remains to be seen. Mahathir, the party's stormy petrel, counsels waiting until all of the ducks are lined up. But he also counsels that the Barisan keep up the pressure to make the opposition believe the national polls could happen sooner – forcing them to spend money, time and energy to try to keep up with the government parties.

SYABAS Terus Guna Taktik Takutkan Pengguna

Syarikat atas Angin milik UMNO, SYABAS, yang diberikan konsesi mentadbir bekalan air di Selangor sekali lagi menggunakan taktik menakutkan pengguna kononnya bekalan air akan kehabisan.

Tujuan mereka supaya kerajaan Negeri meluluskan pembinaan Empangan Langat 2 yang amat dicita-citakan SYABAS serta Tan Sri Rozali Ismail.

Sedangkan kerajaan negeri telah menyatakan berkali-kali, masalaah air di Selangor boleh diselesaikan sekiranya SYABAS menyelesaikan masaalah kebocoran air di Selangor.

Mengikut maklumat rasmi, kira2 30% air yang dirawat oleh SYABAS hilang kerana kebocoran.

Maka, seharusnya SYABAS mencari jalan menyelesaikan masaalah kebocoran dari terus menerus mengulangi rekod buruk yang mahukan Empangan Langat 2 yang baru.

Nampak jelas SYABAS mahu menutup kelemahan sendiri. SYABAS gagal menyelesaikan masalaah kebocoran air yang teruk.

Ini kerana SYABAS hanyalah sebuah syarikat untung atas angin semata-mata. Dan, ada kemungkinan SYABAS sudah kehabisan wang dan memerlukan projek Empangan LAngat untuk mengenerasi wang baru melalui pinjaman2 ke atas projek tersebut.

Hakikatnya, SYABAS adalah sebuah syarikat yang tidak bertanggunjawab dan telah gagal mentadbir air di Selangor dengan baik. Sudahlah masaalah kebocoran air begitu serius tidak ditangani oleh SYABAS, boleh pula SYABAS membayar gaji Pengerusi mereka, Tan Sri Rozali, sebanyak RM5.1juta setahun.

Gaji Tan Sri Rozali jauh lebih mahal dari gaji CEO Bank of China, yakni bank yang terbesar di dunia.

Seharusnya SYABAS dibubarkan dengan kadar segera. SYABAS adalah liabiliti kepada rakyat Selangor. Kewujudan SYABAS hanya untuk mengkayakan orang2 tertentu dan bukannya untuk kepentingan rakyat Selangor.

Shahrizat Jalil mohon cuti tiga minggu...

NONEDatuk Seri Shahrizat Abdul Jalil telah memohon bercuti rehat selama tiga minggu mulai esok daripada menjalankan tugas sebagai menteri pembangunan wanita, keluarga dan masyarakat.

Dalam satu kenyataan kepada Bernama hari ini, Shahrizat berkata beliau telah mengemukakan permohonan itu kepada Perdana Menteri Datuk Seri Najib Razak.

"Saya berharap pihak Suruhanjaya Pencegahan Rasuah Malaysia (SPRM) akan dapat menjalankan siasatan sama ada saya terlibat atau tidak di dalam apa-apa keputusan yang dibuat oleh kerajaan mengenai National Feedlot Corporation (NFC) di mana suami saya Datuk Seri Mohamad Salleh Ismail memegang jawatan sebagai Pengerusi Eksekutif," katanya.

Shahrizat berdepan isu NFC, yang diterajui Mohamad Salleh, apabila Laporan Ketua Audit Negara 2010 pada Oktober lalu merumuskan projek itu berdada dalam keadaan kucar kacir.

NFC ialah projek 'Lembah Daging' di Gemas, Negeri Sembilan bagi meningkatkan pengeluaran daging tempatan dan mengurangkan pergantungan negara terhadap daging import. Isu itu semakin panas berikutan dakwaan pembangkang bahawa wujudnya penyelewengan peruntukan kerajaan berjumlah RM250 juta yang disalurkan kepada NFC.

Antara mereka yang secara terbuka mendesak Shahrizat supaya melepaskan jawatannya, adalah ahli parlimen Kalabakan Datuk Abdul Ghapur Salleh dan ahli parlimen Kinabatangan Datuk Bung Mokhtar Radin.

Meskipun diasak pelbagai pihak yang menuntut perletakan jawatannya, tetapi Shahrizat bertegas tidak mahu berbuat demikian den! gan alas an apa yang dilakukan oleh suaminya tidak ada kaitan dengan dirinya. Berikutan itu, PKR membuat pendedahan demi pendedahan yang mendakwa berlaku penyelewengan terhadap dana berkenaan.

NONEAntara pendedahan mereka, dana itu antara lain digunakan untuk tujuan berikut:

1. Membeli dua unit kondominium mewah 'One Menerong' (RM13.8 juta)

2. Membiayai Umrah atas nama suami dan anak lelaki (RM31,580)

Pada pilihan raya umum 2008, Shahrizat gagal mempertahankan kerusi parlimen beliau di Lembah Pantai. Ketua Wanita Umno itu tumbang di tangan naib presiden PKR Nurul Izzah Anwar.

Beliau bagaimanapun, kemudiannya dilantik sebagai senator dan diangkat oleh Perdana Menteri Datuk Seri Najib Razak sebagai Menteri Wanita, Keluarga dan Masyarakat.



Shahrizat applies for leave pending NFC probe

Shahrizat Abdul Jalil said today she has applied for three weeks' leave from tomorrow from her duties as women, family and community development minister.

She said in a statement that she had put in the leave application to Prime Minister Najib Abdul Razak.

"I hope the Malaysian Anti-Corruption Commission (MACC) will be able to undertake the investigation to determine whether I was associated with or not in any of the decisions made by the government on the National Feedlot Corporation (NFC), in which my husband Mohammad Salleh Ismail is the executive chairman," she said.

The NFC issue cropped up after the 2010 Auditor-General's Report issued last October said the corporation's cattle-breeding project in Gemas, Negeri Sembilan, to boost local beef production and reduce its import had failed to meet the target.

The issue heated up following allegations by opposition political parties about irregularities in the use of the government allocation of RM250 million to NFC for the project.

Megat Najmuddin confirms he wrote NFC email

NONETan Sri Megat Najmuddin Megat Khas has confirmed that he authored the email which PKR presented earlier today as proof t! hat a to p National Feedlot Corporation (NFC) official had allegedly tried to bribe the police.

However, the Malaysian Anti-Corruption Commission (MACC) advisory board member said the email — in which he had related an NFC lawyer's account of how an official with the cattle raising scheme allegedly tried to influence the police with money — was entirely speculative.

"It was a personal email and a personal opinion based purely on conjecture on my part as no investigations had started then. A lot of hearsay here. The MACC is already investigating the matter," he told The Malaysian Insider via email.

Megat Najmuddin (picture), who also sits on the Umno disciplinary committee, added that he was "very upset" that PKR strategic director Rafizi had used his private email unethically.

Rafizi had earlier disclosed the existence of the email to reporters, which he said proved that the NFC had tried to bribe CCID officers probing the cattle scheme for alleged abuse of funds.

The email was sent by Megat Najmuddin to a large private group on December 31, 2011, following his dinner with an NFC lawyer.

‘Disappearing’ Jabu slammed

KUCHING: Deputy Chief Minister Alfred Jabu Anak Numpang has come under fire for his "below par performance" in handling the recent floods which occurred in several areas in the state.

According to Sarawak PKR vice-chairman See Chee How, Jabu, who heads the state disaster and reflied management committee, "keep disappearing" everytime there are floods in the state.

"I am very disappointed with him. He keeps on disappearing whenever Sarawak is hit with floods. So far he has given two press conferences regarding the floods and relief assistance."

"I must say that his performance as the state disaster and relief management committee chairman is really below par," said See, who is also Batu Lintang state assemblyman.

He said he had received many complaints from flood victims of their inability to seek assistance from the state government and the state flood operations room.

He added that the operations room should inform the public of its contact numbers when there are floods occurring in their areas.

"I feel that the disaster and relief management committee is led by a wrong person," he said, adding that he himself was in the dark as to what is happening with flood victims outside of Kuching.

Jabu, he said, was not giving out any status updates or information about the flood victims.

See drew a comparison between former deputy chief minister Dr George Chan and Jabu, saying Chan had always been on the ground giving reporters the latest updates on the flood situation.

Prior to his loss in the Piasau constituency in the April state election last year, Chan oversaw the state's disaster and relief programme.

See urged Jabu to buck up, and be more responsible towards the flood victims.

No help from BN leaders

See, who visited Siburan last night, said he had been receiving calls that some parts of the area were under one metre of water, after a downpour over the last 24 hours.

"They (residents) have been calling their Barisan Nasional's elected representative to attend to their problems, but nobody came, so they called us," he said.

Taman Durandah Emas in Siburan, which is under the Bengoh state constituency, was the worst affected area.

Kuching and Samaharan divisions suffered their worst floods in the first weeks of the New Year when several schools were closed and roads were impassable to traffic.

More than 4,000 people were evacuated from their homes while their paddy farms and vegetable gardens were damaged causing the prices of green vegetables to soar, especially in the Kuching markets.

Thousands of people who spent their Christmas and New Year holidays in longhouses and villages were unable to return to Kuching as several parts of the Kuching-Miri trunk road were flooded.

Four persons were killed in the floods including two at Batu Lintang area, where an upper six student Kho Ying Oi, 19, slipped into a monsoon drain.

A Shell station worker Herman Sihas, 29, who saw her struggling in the raging water, jumped into the drain to save her. Unfortunately both drowned.

In Lundu, two Indonesian workers, Herman Ariwi Bowo, 22, and Franstya Eka Putra, 21, both from Gembuk, drowned when they slipped while crossing a river on Jan 6.

Najib urged to freeze NFC assets before EGM...

NONEPKR has urged the government to freeze the assets of National Feedlot Corporation (NFC), prompted by fears that it may restructure itself this week and thereby hamper police investigations into the company.

Party strategy director Rafizi Ramli said he has obtained information that the NFC would be holding an emergency general meeting and a meeting of board members sometime this week.

Rafizi (left in photo) said that the EGM was called with a suspiciously short three-day notice, which he claims shows that something was brewing. Normally, a notice of 14 days is given before an EGM is to be held.

"I understand that among the agenda to be discussed is the takeover of the National Meat and Livestock Corporation, a company owned by Women and Family Development Minister Shahrizat Abdul Jalil's family.

"NFC is a GLC through a special share owned by the Finance Ministry.

"I believe this hurried action to call the meeting of NFC directors and the EGM may have an improper intention and may hamper on-going investigations by the authorities," Rafizi said.

He said PKR wants prime minister Najib Abdul Razak, who is also finance minister, not to rest on his laurels and intervene by freezing any activity or decision by the company to use funds provided by the Malaysian government.

He said the proper mo! ve for N ajib to ensure corporate governance should be to appoint proper special administrators to run the NFC, as the company has hitherto shown several cases of questionable practise in the use of the RM250 million provided by the government.

"Because there are efforts by the NFC to conduct business in a questionable manner, I propose that the government through its representatives on the board of directors appoint independent corporate or special administrators to manage NFC until investigations are completed.

"This is a good governance practice to prevent any further alleged misappropriation in the company from happening," said Rafizi.

'Why no immediate action?'

Rafizi said that he is puzzled that since the matter came out in the Auditor-General's report, there has been no immediate action by Najib as finance minister to stop possible further abuse.

He has come to know that as of 2009, a total of RM84 million had been spent from the RM250 million fund.

"I do not know what the amount is now, it could be much more after two years. However, what is important from the government's standpoint is to try and recoup the money.

"This can be done with the first step of freezing the accounts and assets, and appointing special administrators so efforts can be made to recover it," Rafizi said.

Also present at the press conference was PKR's investment and busines! s bureau chairperson Wong Chen.

azlanIt was reported that the NFC, which is supposed to be involved in the cattle business had purchased a luxury condominium in Bangsar.

Also it was alleged that NFC funds were also used to purchase a Mercedes and two plots of land in Putrajaya, where more than RM3 million were transferred to finance it.

The NFC project was described "as a mess" in the Auditor-General's Report, following the making of questionable purchases and the Negri Sembilan Menteri Besar Inc, having taken back 3,000 acres of the 5,000 acres set aside for the project.

MACC should investigate its board member's allegations

On the same issue, Rafizi disclosed that he has obtained an email a from Malaysian Anti-Corruption Commission advisory board member, Megat Najmuddin Megat Khas, dated Dec 31, over an incident where NFC had allegedly attempted to hire a middleman to bribe the investigators.

NONEUntil now, he said PKR has not received any information over actions to be taken by the MACC following the revelation.

"I had a v nice Thai dinner with the lawyer for NFC and Dato Salleh (Ismail) just before I left for Chiangmai on the 22nd nite. This lawyer has just come from an interview session the police had with his clients. He told us about this conman's story, about how this sweet talking guy managed to convince his desperate client to part with his money so that he can get the police to be 'less brutal' in their interrogation! It is sad to see how stupid one can get when you are stuck 'between a rock and a hard place!'

"It is definitely not a 'wayang'. Now our NFC Dato may be open to a charge of being an accomplice in an attempt to bribe the police! MACC now can come in directly into the picture, otherwise it has always been a police matter."

Rafizi said he will be lodging a report with MACC this afternoon for them to investigate the email and the attempted bribe.

"Megat Najmuddin's view should be taken into serious consideration by the MACC as he had said himself in the email that there are corrupt elements involving Salleh and the police. Hence the MACC can take further action on this," he said.

"Megat Najmuddin is a respected figure as he held various positions in the government including the MACC advisory committee, the board of directors of Petronas and the presidency of the Malaysian ! Institut e of Corporate Governance, as well as being a Bank Negara adviser," he said.

He hoped that Megat Najmuddin can reveal this to MACC for proper action to be taken.

So far, Rafizi said action has been taken on Shamsubahrin Ismail, 45, who faces two counts of cheating under Section 420 of the Penal Code at the Kuala Lumpur Sessions Court, but there has been none taken against Salleh.

"This is certainly not right," he added.

Najib didesak beku aset NFC sebelum EGM

PKR hari mendesak kerajaan supaya membekukan aset projek ternakan lembu Perbadanan Fidlot Kebangsaan (NFC) berikutan pendedahan bahawa ia akan mengadakan mesyuarat agung tergempar dan mesyuarat dengan lembaga pengarahnya.

Pengarah Strategi PKR Rafizi Ramli (kiri) berkata pembekuan aset itu penting bagi memastikan NFC tidak melakukan penstrukturan semula dan akan membantutkan siasatan polis.

Katanya, amat mencurigakan apabila EGM yang dirancang minggu ini dengan hanya tiga hari notis diberikan.

Lazimnya, menurut beliau, tempoh lebih lama diperuntukkan untuk mengadakan EGM tetapi dengan notis tiga hari ini menunjukkan ada sesuatu yang cuba ! disembu nyikan.

"Berdasarkan maklumat dalaman, saya dimaklumkan bahawa pengurusan NFC telah memanggil satu mesyuarat Lembaga Pengarah NFC dan Mesyuarat Agung Luarbiasa (EGM) minggu ini dengan hanya memberikan tempoh 3 hari untuk membuat beberapa keputusan penting.

NONE"Di antara agenda yang akan dibincangkan termasuklah membuat keputusan mengenai cadangan pengambilalihan National Meat & Livestock Corporation (NMLC) yang dimiliki oleh keluarga Datuk Seri Shahrizat Jalil oleh NFC.

"Saya percaya tindakan tergesa-gesa memanggil mesyuarat Lembaga Pengarah NFC dan EGM dalam tempoh yang singkat ini berniat tidak baik dan akan mengganggu siasatan terhadap NFC yang sedang berjalan," katanya.

Justeru, Rafizi berkata Perdana Menteri Datuk Seri Najib Razak selaku Menteri Kewangan tidak lagi sepatutnya membisu.

Sebaliknya, beliau perlu campur tangan segera dengan membekukan sebarang aktiviti an keputusan di dalam semua syarikat-syarikat yang pernah menggunakan dana RM250 juta yang diberikan oleh kerajaan.

"Oleh kerana ada cubaan di pihak NFC untuk menjalankan urusniaga yang mencurigakan, saya mencadangkan Kerajaan Malaysia melalui wakil-wakilnya di dalam Lembaga Pengarah NFC perlu melantik pentadbir korporat sementara yang bebas untuk mengambilalih pentadbiran NFC sementara siasatan selesai.

"Tindakan ini bertepatan dengan amalan tatakelola yang baik seperti yang biasa diamalkan untuk mengelakkan lebih banyak penyelewengan berlaku.," katanya.

NFC adalah sebuah syarikat berkaitan kerajaan melalui saham khas yang dimiliki oleh Kementerian Kewangan.

Taib summoned to testify at Syariah High Court

Long-time Sarawak Chief Minister Abdul Taib Mahmud has been subpoenaed to testify as a witness in the matrimonial asset dispute between his second son, Mahmud Abu Bekir Taib, and his divorced wife, Shahnaz A Majid.

Court documents obtained by Malaysiakini reveal that Taib, 72, was called to testify as a witness for Shahnaz in the continuation of the hearing at the Kuala Lumpur Syariah High Court beginning Monday.

The subpoena dated Dec 22 and sent via AR registered mail by the Kuala Lumpur Syariah High Court, was addressed to the chief minister's official residence in Demak Jaya, Jalan Bako, Petra Jaya, Kuching.

Bekir, who is deputy group chairman of Cahaya Mata Sarawak, was married to Shahnaz, the sister of jazz queen Sheila Majid, on Jan 9, 1992. They have a son aged 17.

NONEShahnaz has sought RM300 million worth of assets, which she claims the couple had gained together in their 19 years' of marriage, along with RM100 million in compensation in her mutaah (matrimonial assets) application.

NONEThe couple were officially divorced on May 11, when Bekir (right) announced thetalak satu (declaration of divorce) before a Syariah High Court judge.

Living separately for 12 years

However, they have been living separately for the last 12 years. Following the divorce, Shahnaz was given custody of their son, and Bekir given visitation rights.

Shahnaz in her mutaah claimed that she and her former husband jointly own residential properties in various locations, thousands of hectares of land in Sarawak, and also land in Bukit Tunku in Kuala Lumpur.

The couple also own seven luxury cars that include Lamborghini, Ferrari, Bentley and Maserati marques.

Shahnaz MajidTheir joint assets include shares in 15 companies, including Cahaya Mata Sarawak and Sarawak Cable Bhd.

The couple also possess assets in the form of savings, contributions to the Employees Provident Fund, and Amanah Saham Bumiputera units.

Shahnaz (left) stated in her application that a detailed information of the assets will be presented during the hearing. She also wants her ex-husband to submit the original land titles to the court or to her representatives.

Otherwise, she wants all the assets to be sold and be given half of the sale value

PETALING JAYA: Bekas Naib Presiden PAS, Datuk Dr Hasan Ali terus menimbulkan tanda tanya di kalangan para penyokong PAS serta pemerhati politik tempatan.

Jika semalam bekas pesuruhjaya PAS Selangor tidak hadir dalam mesyuarat mingguan exco kerjaan negeri, hari ini beliau gagal muncul di majlis sidang media yang diatur di rumahnya.

Bekas naib presiden PAS itu dipecat dari parti Ahad lalu ekoran beberapa siri serangan terhadap PAS termasuk ketua pembangkang Datuk Seri Anwar Ibrahim.

Dr Hasan diberi masa selama 30 hari untuk merayu tetapi difahamkan  beliau belum berbuat demikian.

Perkasa hulur tangan

Beliau kini berada dalam keadaan yang sukar kerana tidak ada parti politik yang benar-benar berminat dengannya.

Hanya Perkasa yang menghulurkan tangan tetapi Dr Hasan sekadar mengucapkan terima kasih.

Timbul spekulasi bekas pensyarah UIA Dr Aziz Bari akan diletakkan bertanding di Gombak Setia dalam ilihan raya umum akan datang.

Pesuruhjaya PAS Selangor Dr Abdul Rani Osman tidak menolak kemungkinan tersebut.

Bagaimanapun, beliau mengganggap ia hanya spekulasi.

"Saya pernah bertemu beliau tetapi tidak berbincang mengenai soal calon," katanya.

BRITISH yg Tubuhkan FELDA, bukan UMNO Mahupun Tun Razak

Menurut pakar perlembagaan, Dr Samarudin Md Rejab, Felda diwujudkan oleh penjajah Inggeris sebagai satu strategi untuk mengekang pengaruh fahaman komunis dikalangan masyarakat Melayu sebagaimana skim kampung baru (new village) dilaksanakan bagi mengawal ketat anasir komunis daripada menyusup masuk ke dalam masyarakat Cina, lapor Dzulkarnain Taib dari Suara Keadil

"Dasar awal berkaitan dengan idea perlaksanaan skim penempatan lebih menjurus kepada isu pemberontakan dan pengawalan. Ia digunakan sebagai satu instrumen melawan pemberontakan melalui kewujudan kampung baru dan lain-lain tanah rancangan yang sama. skim tanah rancangan tidak ada bezanya dengan kerangka asas ini, malah ia menjadi idea untuk meluaskan penempatan di kawasan hutan yang belum diterokai atas tema pembangunan ekonomi dan tanah.


"Sejak mula dasar ini diterimapakai, sebahagian besar daripada peranan membangunkan tanah dan penempatan semula populasi dimonopoli oleh FLDA," kata Dr Samarudin. Perkara ini didedahkan dalam artikel penyelidikan beliau bertajuk "Evolution Of Policies Affecting Land Settlement Schemes In Malaysia" yang disiarkan dalam jurnal Akademika, Bil. 12 keluaran Januari 1978


Artikel tersebut menjadi sebahagian daripada tesis sarjana beliau ketika Dr Samarudin bertugas sebagai pensyarah Universiti Kebangsaan Malaysia. Artikel itu menyebut susulan daripada laporan "International Bank for Reconstruction and Development Mission" pada 1954, kerajaan kolonial Inggeris telah menggubal Rancangan Malaya Pertama (RMP) (1956-1960) yang telah dilaksanakan selepas negara mencapai kemerdekaan pada 1957. Didalam RMP telah dinyatakan cadangan berhubung mewujudkan skim tanah rancangan.


"Satu altenatif yang kita fikirkan ialah mengadaptasi skim penanaman kapas Gezira di Sudan...sebuah skim dirancangkan seperti ini menjamin kelebihan pengurusan penanaman secara efisien dan pemasaran secara besar-besaran dan pada masa yang sama mengelakkan terjerumus dalam kelemahan sistem perladangan. Adalah jelas modifikasi terhadap skim penanaman kapas di Sudan adalah perlu untuk disesuaikan dengan penanaman padi dan lain-lain skim di Malaya. 'Mission' bagaimanapun yakin bahawa skim rancangan seperti ini wajar untuk dipertimbangkan," menurut laporan bank tersebut.


Selepas beberapa siri perbincangan mendalam, Ordinan Persekutuan (Federal Ordinance) telah digubal pada julai 1956 untuk menggerak skim tanah rancangan sebagai satu dasar kerajaan. Satu jawatankuasa (Working Party) telah ditubuhkan untuk mengalas tanggungjawab ini dengan mengambil kira antara lain keperluan bantuan daripada kerajaan bagi membangunkan tanah rancangan di negeri-negeri serta mengkaji aspek kewangan dan pentadbiran orginasasi yang paling sesuai untuk melaksanakannya.


"Kajian jawatankuasa tersebut mendapati keperluan yang mendesak dan oleh itu ia mencadangkan penubuhan Lembaga Kemajuan Tanah Persekutuan (FLDA) sebagai sebuah agensi kerajaan yang bertanggungjawab untuk membuka tanah rancangan sebagaimana yang! diperun tukkan di bawah Ordinan Kemajuan Tanah 1956.


"Objektif utama FLDA ialah memudahkan pembangunan dan rancangan kawasan baru, menyediakan pengurusan dan pemantauan komuniti baru di tanah rancangan, menyediakan kemudahan asas dan memastikan pembangunan lestari tanah rancangan," kata Dr Samarudin dalam artikelnya.


Hasilnya, projek tanah rancangan Lembah Bilut di Pahang menjadi realiti pada 1958. RMP mensasarkan sebanyak 36 tanah rancangan yang meliputi kawasan penanaman getah seluas 150,000 ekar dengan 14,000 keluarga namun FLDA hanya mampu melaksanakan 25 tanah rancangan yang menempatkan 1,694 keluarga di atas tanah seluas 19,600 ekar.


Ketika dihubungi Dr Samarudin berkata berdasarkan kajian beliau 32 tahun dahulu, Najib mahupun Umno tidak lagi boleh membuat klaim bahawa Felda diasaskan oleh ayahnya atau pun Umno sebagai pencipta idea penubuhan agensi itu.


"Kita mesti ingat ketika idea Felda dicetuskan negara masih di bawah penjajahan Inggeris. Tun Razak ketika itu pun bukan Menteri yang menjaga hal ehwal Felda," jelas Dr Samarudin. Abdul Razak bertanding dalam pilihan raya pertama negara pada 1955 dan kemudian dilantik sebagai Menteri Pelajaran.


Selepas pilihan raya 1959 barulah beliau dilantik sebagai Menteri Pembangunan Luar Bandar, tiga tahun setelah idea penubuhan Felda diilhamkan oleh Rancangan Malaya Pertama dan hampir dua tahun setelah perlaksanaan Skim Tanah Rancangan Lembah Bilut.


Bagaimana pun beliau memainkan peranan penting dalam mengembangkan skim rancangan Felda keseluruh negara sehingga beliau meninggal dunia pada 14 Januari 1976 pada usia 53 tahun. Felda menga! lami pen urunan rizab tunai sebanyak RM2.37 semenjak agensi itu diletakkan di bawah pengawasan Najib dari tahun 2004 hingga 2009.
