the price of a pariah's vote......!

The "Interlok" book is still in the syllabus of secondary schools and the label of "pariah" and "pendatangs" is still validly stuck on me and all other Malaysians of remote Indian origins. That being the adamant view of the Deputy Prime Minister Muhyiddin Yassin, the price of a pariah's vote is worth a bottle of whisky....not even a Black Label but the not so famous Famous Grouse ! Bribing is second nature in BN. Corruption is a way of life in BN. And government servants who are paid with the rakyat's tax ringgits are but pawns in the BN game plan, can be bought with a bottle of whisky ? Great smoking thunders roll as it's raining Deepavali hampers in Batu Pahat as UMNO desperately tries to win the hearts of an "outcast" minority for their votes to stay in power and continue buggering us for the next 50 years !

These gifts are first bought with tax-payers money and secondly any form of bribery is a sin in God/Allah's eyes. So what is the Muslim DPM trying to conv! ey here ? It's not a sin to offer or receive bribes as long as it is seen to be coming from their "masters" in UMNO ? And the bribing of a very noble profession like teachers is the moral thing to do, Mr. Muhyiddin Yassin ? And this other village simpleton from Batu Pahat MP Mohd Puad Zarkashi thinks he's got the "pariahs" by their balls to vote for them ? Can you think of anything cheaper then this stunt ?

Damn will these "pendatangs" be if they can be insulted as cheap drunkards and still suck-up to these bigots and vote them in, in the next general elections ! Damn too will they be if they cannot see through the corrupt laden manoeuvrings of UMNO and demand that totally discriminating "Interlok" crap they call literature to be removed immediately !


Wake up bloody Malaysians of remote Indian origins.....now is the time to hit back. Hit these racists hard and what better way then to out-vote and kick them out of Putrajaya for good and maybe......just maybe you'd get your place in the sun, as equals with dignity and respect as you stand amongst all Malaysians, proudly as Malaysians !

Khairy was the one who told Pak Lah to approve the cattle project

Ramping up their criticism of alleged mishandling of government funds in the public-funded National Feedlot Corporation (NFC), PKR said today that the money loaned to a sister company was used to purchase a RM9.8 million luxury condominium in Bangsar, Kuala Lumpur.

NONE"After our previous exposes on the mishandling! of publ ic funds at NFC, owned by the family of a federal minister, PKR is coming forward today with concrete proof of another mishandling," the opposition party's secretary-general Saifuddin Nasution (left in photo) told a press conference at Parliament House today.

The money - which the opposition party claims is part of an RM81 million loan that NFC, a company owned and operated by the husband and children of a federal minister - granted to related company National Livestock and Meats Corporation (NLMC), was used to purchase a luxurious condominium unit.

PKR further alleged that this was accomplished through four payments via bank transfer by NFC from the Taman Tun Dr Ismail branch of a local bank to a well-known property developer on Dec 2, 2009, for the purchase of one unit of a luxury condominium.

The four payments totalling RM9.8 million are separated into four money transfers; RM699,870.00, RM694,150.00, RM4,199,220.00 and RM4,164,900.00, all on the same date.

"The payments to purchase the condominium were recorded as loans to NLMC from NFC. This is part of the RM81 million loaned by NFC to NLMC," said the Machang MP.

NONESaifuddin argued that the purchase of the condominium by NFC for a related company owned by the family members of the minister was a clear and present sign of mishandling of public funds, deviating from the actual purpose of the public-! funded f irm's business of rearing cattle.

In their statement, PKR said the prestigious One Menerong project, located in Bangsar, boasts luxurious residential units ranging from RM3 million to RM10 million per unit.

Cows sleep in the condo?

NLMC, which was contracted by NFC as its marketing development agent and granted the sizeable loan, is also owned and operated by the same federal minister's husband and children.

"They are in the business of (marketing) cattle. Are the cows going to sleep in the condo?" asked Saifuddin, expressing his puzzlement.

The secretary-general posited that such questionable spending of funds appeared to be in conflict with Rembau MP Khairy Jamaluddin's defence of NFC's loans and discounts to related companies.

Khairy had argued that funds for NFC are strictly monitored by a technical committee and only approved out of the special account it is kept in for operational expenditures related to the feedlot project.

"When did the technical committee approve the funds? When was the meeting?" Saifuddin questioned.

The party's strategy director Rafizi Ramli, who was also present, chimed in that the use of funds originating from public monies for such an unnecessary purchase was "tantamount to criminal breach of trust (CBT)".

Rafizi said the information they gathered on the matter was air-tight and backed withinside knowledge.

He challenged related parties that would refute these claims to produce bank statements for NFC for the period and to sue him if they still want to refuted what he claimed as fact.

Saifuddin and Rafizi added that a report on the alleged mishandling of funds has been submitted to the Malaysian Anti-Corruption Commission.

The Malays not only became minority but backward

KUALA LUMPUR, 10 NOVEMBER, 2011: The Malays will become a minority group who are incapable of championing their rights if they continue to be divided, said former prime minister Tun Dr Mahathir Mohamad.

He said the Malays were now divided into three factions and that only through unity could they become an effective majority group to protect their interest.

"Previously, the Malays were united into one party to the extent that they succeeded in opposing (the proposed establishment of) the Malayan Union," he said when responding to a question from a participant at the premier lecture by him, entitled "The Development of the Civilisation and Culture of the Malaysian Community Towards the Formation of a Progressive Nation", here today.

Dr Mahathir, 85, said the voice of the Malays would be drowned if they were divided into several minority groups and needed the support of other groups to achieve the objectives of their struggles to preserve their own race.
Regardi ng the group who championed the individual's fundamental rights, the fourth Malaysian prime minister said the original democratic principle that emphasised on the rights of the majority had now turned to the aspects of the individual's fundamental rights.

He said if the freedom of the individuals was allowed without any restriction, this would create tension in the community.

Dr Mahathir said demonstrations were allowed in a democracy but if they were carried out on a large scale without restriction, this could bring about negative results such as jeopardising business activities.

He said it was also important to develop positive personal values from the young age so that this would continue to be upheld by the people as they grew older.

A retired senior intelligence official frankly admitted to us earlier this year that the previous government of Mahathir also facilitated illegal immigration from Indonesia and the Philippines in order to better balance the state's ethnic and religious equation as a measure to ward off any future separatist sentiments in Sabah, in addition to attracting UMNO votes needed to control the state. Today UMNO leader Najib has brought in more Indonesian and Bangladashi to further dilute the Malays. Yes it is the Malays and Orang Asli who are make to suffer. Not the Chinese, Indians etc. Why because these people never had hand-outs given to them from the past and present. The Chinese, Indians etc have to work with their hands and fight for their rights. The Malays are not used to hard work. They need to rest and just open their palms like Shahrizat' family.


So Mahathir, Pak Lah and Najib, you are responsible for the Malays and Orang Asli being minority and backwards in all ways. The Malay rights have been taken away the day Mahathir became Prime Minister, while the Malays were sleeping and dreaming till today.

Irregularities in the award of contracts by Rural Development Ministry costing the people at least RM500 million

The Minister of Rural Development must explain the irregularities in the award of contracts in his ministry. There are reasons to suspect the existence of rampant corrupt practices. As much as RM 500,000,000.00 could have been saved had the Ministry followed the proper practice of awarding contract to the lowest qualified tenders.

I stayed up till 10.30 pm in Parliament on Tuesday (8/11/2011) to debate and to wait for the answer from the Ministry of Rural Development with regard to the issues I had raised. I was greatly disappointed when the Deputy Minister of the Ministry refused to answer my questions.

The Rural Development Ministry is awarding 209 projects for the year 2011 and they are numbered KKLW 1/2011 - 209/2011. The Ministry has announced only the award of 129 projects. I have asked what has happened to the other 80 projects. The Deputy has refused to reply.

The projects under the ministry were given by direct negotiation, limited tender or open tender.

I have asked why projects like the Sarawak Rural Water Supply worth RM638,910,000.00 was given through direct negotiation. The Deputy has refused to give an answer. Other projects given through direct negotiation were the Sarawak Rural Water Supply recticulation system worth RM83,860,000.00 and the Sarawak Special Rural water Supply 2011/2012 project worth RM555,050,000.00.

I have informed the Deputy Minister that I have received complaints that the companies that submitted the quotations for projects under limited tender category in many cases were in fact submitted by the same person using different names. The Ministry did not invite separate independent companies to bid for the job. The Deputy Minister also refused to answer whether the allegation is true. Projects No. 9-13, 23-40, 43-46, 51-56, 60, 69-75, 82-92, 100, 101, 110, 115 116, 118-124, 131, 132, 143 and 144/2011 (68 of them) were projects awarded through limited tenders.

Although open tenders were conducted for the 68 projects as listed in the schedule hereto, all were not given to the lowest priced bidder except for one. Many of them were awarded at many times more than the lowest price tendered.

The Government lost RM403,857,592.72 for its failure to give to the lowest qualified tenders. The proper way to conduct an open tender is to first determine those qualified to bid for the job. Once the qualifying criteria for the tender have been met, the contract must be awarded to the bidder who submits the lowest bid. Such a system will save the government money and be fair to all those who have make the effort to submit the tenders.

After taking into consideration, the loss the government suffered through direct negotiation and limited tender projects, I estimate the people lose at least Rm500,000,000.00 through the improper way the above said contracts were awarded.

I call on the government to award the balance projects that have yet to be given out to be done in accordance to the abovesaid accepted proper procedure of open tender system.

Unless a satisfactory answer is forth coming from the Minister, I call on the Malaysian Anti Corruption Commission (MACC) to immediately conduct investigation as the facts show prima facie that rampant corruption exists in the award of the above said contracts.

Minority and Vulnerable LGBTIQ Community Has Rights Too

 

By banning Seksualiti Merdeka, the government and police have shown the world they are callous, intolerant and homophobic. Furthermore the ban is yet to be justified.

The rule is that you don't put all your years of accrued chips at the center of the table, where the wheel spins into a void. The Malaysian police, unfortunately, does not share this sentiment.

By banning Seksualiti Merdeka, the government and police have shown the world they are callous, intolerant and homophobic. Furthermore the ban is yet to be justified.

Following the ban, the organizers and other individuals have received threats, lewd and violent messages. Instead of protecting the rights of the minority LGBTIQ (lesbian, gay, bisexual, transgender, Intersex, queer) the government has shamelessly endorsed the ongoing persecution and discrimination against the community.

Seksualiti Merdeka is an annual sexuality rights festival which focuses on the human rights of people who come from diverse sexual orientation and gender identity.

Malaysia signed on the Universal Declaration of Human Rights 1948 and United Nations Charter before becoming a member of the Human Rights Council of the United Nations, vowing to respect sexual rights as universal rights based on the inherent freedom, equality and dignity of all human beings.

In sharp contrast, organizers of the festival and Ambiga Sreenevasan, who was scheduled to officiate the festival, have come under police questioning. Ruling government-owned media organizations have ignorantly branded the festival as one that advocates free sex.

If this is not enough some individuals and organizations have gone berserk in the name of religion and called for further persecution against the LGBTIQ community and Ambiga. It is difficult to get angry with the foolishness displayed by these groups but it is sad to note they would stoop so low as to use religion to spread fear.

If we could all take a step back and stop labeling peoples' sexuality, we would be able to see the importance of human relations. We would clearly see the need to respect the rights of all people irrespective of their sexual orientation and identity as it ! is an in tegral part of every one of us.

The government, instead of fanning hatred and inciting anger, could move to oppose all forms of stereotyping against the LGBTIQ community. It should condemn the bullying and name calling the community has had to endure and ensure they have equal access to education and employment opportunities including enjoyment of basic rights of equality and freedom of expression and association.

The members of the community are targets of verbal abuse, physical and sexual violence, harassed at the work-place, ostracized by their families and face hate crime–related sexual assault.

They occupy the lowest positions in the job market, face discrimination in schools and are unable to access public housing because of their sexual orientation.

In fact, they experience the worst forms of discrimination.

They need compassion and state support. Not further discrimination.

But, driven by the need to stay in power, the government has fashioned the controversy surrounding the festival for its own political mileage. Clearly the ban demonstrates the ongoing persecution against Ambiga who spearheaded the call for electoral reforms in the country.

The government is playing a dangerous game as it has carelessly pitted different communities against each other, while prime minister Najib Tun Razak trumpets his 1Malaysia policy, which aims at national integration.

If the government is serious about its commitment to human rights as a member of the United Nations Human Rights Council, it must allow for a democratic space for vulnerable communities to engage in peaceful gatherings and revoke the ban on Seksualiti Merdeka.

Does this sound like Malaysia? — The Malaysian Insider

NOV 10 — Greed, ignorance, hubris, corruption and a departure from long-held principles and a lazy media all played roles in the financial meltdown that is Greece, Ireland, Iceland. In his latest book "Boomerang", Michael Lewis goes on a meltdown tour to find out how countries and societies got into this mess.

Malaysia is not Greece or Iceland but some of his observations should resonate with Malaysians. Below are just a sampling of some of his observations and the commentaries under each point made by The Malaysian Insider.

What "Boomerang" says:

1) "The world is now pocked with cities that feel as if they are perched on top of bombs. The bombs have yet to explode but the fuses have been lit...

What The Malaysian Insider notes:

Our debt levels of over 50 per cent of the GDP is a far cry from the debt level which brought Greece and Iceland to their knees but here is the problem: all the cities and countries in financial trouble once had manageable debt levels but greed, corruption and the propensity to believe in the best-case scenarios even in the face of empirical evidence eventually led to historically high debt levels.

For Ireland, it was easy credit that brought its downfall. In Malaysia's case, it may be our excess to cheap foreign labour which distorts our true productivity and competitiveness as well as poses a national security problem.

What "Boomerang" says:

2) In 2006, Danske Bank, Denmark's biggest bank, put out a report highlighting that Iceland's financial system was growing at a frantic pace and on collision course with disaster.

The reaction from Iceland: "You're Danish, and you are angry with Iceland because Iceland is doing well."

From the prime minister down, Iceland's leaders attacked the messenger.

What The Malaysian Insider notes:

Denial is something we understand well, and every time someone puts forward a view contrary to that held by the government or establishment, it is rubbished and the holder of that view labelled unpatriotic, ignorant, etc.

So when the World Bank put out the most authoritative study yet on brain drain from Malaysia, the government's reaction was: this is not a problem, this is not a problem, this is not a problem. In fact, there is a witch-hunt culture against journalists from neighbouring countries who write articles unflattering of Putrajaya.

What "Boomerang" says:

3) Where waste ends and theft begins almost doesn't matter, the one masks and thus enables the other.

What The Malaysian Insider notes:

This could have been from the concluding chapter of the latest Auditor-General's Report.

4) Government ministers who have spent their lives in public service emerge from office able to afford multi-million dollar mansions.

What The Malaysian Insider notes:

This is where Malaysia has outdone its Greek counterparts because ministers do not need to retire from office to flaunt their wealth. While in office, they live in multi-million ringgit home in Damansara Heights, Bukit Tunku, Country Heights, have a fleet of expensive cars, send their children to expensive boarding schools in the UK and wear suits which cost more than their monthly salaries (one suit is the equivalent of a month's salary). Then there are their wives decked out with diamonds and other precious stones. Sorry, I forgot the homes in Kensington.

What "Boomerang" says:

5) Morgan Kelly is an economics professor at the University College Dublin and he pointed out that Ireland's real estate boom was not sustainable and the consequence for the banks and economy would be catastrophic. He sent his article to the Irish Independent newspaper and the editor hit back, saying he found the article offensive and would not publish it. The Sunday Business Post would not publish it. "The journalists were following the bankers' lead and conflating a positive outlook on real estate prices." Kelly's prediction was spot on, sadly for Ireland.

What The Malaysian Insider notes:

This same cosy relationship exists in Malaysia between the government and the mainstream media. One of the biggest scandals in the country is the comic National Feedlot Centre project and the unsavoury nexus between politics and business, sometimes called crony capitalism. Millions of taxpayers' money is being flushed down the drain but the editors at the mainstream press are pretending that this problem does not exist, in the same way that they black out all news which could have negative impact on Putrajaya.

1,400% hike in postal voters shocks Nurul Izzah...

NONELembah Pantai MP Nurul Izzah Anwar today raised concern over a massive spike in the number of postal voters in her constituency, as the most recent electoral roll, released on Nov 2, shows.

Speaking at the Parliament lobby today, Nurul Izzah said the number of postal voters spiked by 1,363 percent in two months - from a mere 149 on Sept 26 this year to 2,180 on Nov 2.

Worse still, she said, checks with the Election Commission revealed that 457 of these postal voters are from the Kampung Bohol in Bukit Jalil, which is outside the Lembah Pantai constituency.

"There are 2,180 police personnel who are postal voters, and this does not include their wives. The winning majority for PKR in Lembah Pantai in the previous general election was 2,895 votes."


Nurul Izzah said that this finding had been confirmed by the EC, and was among thousands of other "doubtful" voters found in the electoral roll for Lembah Pantai.

A report has been lodged with the commission, with a copy forwarded to the parliamentary select committee on electoral reform.

Of the new postal voters who are police personnel, the MP also raised suspicion over 15 new postal voters registered to the Bangsar police station.

"Those who go there will know that it is just a small room, which is a tight squeeze even for two people," she said.


Nurul Izzah said other "irregularities" include some 3,384 voters whose addresses are not listed in the roll, while 200 voters are registered under a single address in Bukit Kerinchi.

3,300 voters in demolished village

She also pointed out that 3,300 voters are registered to Kampung Haji Abdullah Hukum, although the village has been demolished and residents moved to make way for the KL Eco City development.

"Surprisingly. there was an increase of voters from 3,204 to 3,300, a hike of 96 names when Kampung Haji Abdullah Hukum no longer exists in the Lembah Pantai map," she said.


The EC last month admitted that a whopping 40,000 names on the electoral roll are "doubtful" and that it will publicly display these names so those listed can come forward to help clean up the roll.

- From what I see this expose by YB NUrul is indeed shocking to the core. The BN/UMNO is saturated with corruption and stinks of crime of the worst kind. What is the point of having elections? It is an utter waste of time. May I call upon the bar council or any NGO or any respectable organisation to immediately go to the courts and secure an injuction against the PM and the Government from conducting elections till all the rot has been cleaned up for a free and fair elecions. May I call upon the UN Secretary General to step in and stop the elections till all the ! criminal actions that is a blatant violation against civic rights in obtaining a government of their choice.

RM6,000,000,000 for six offshore patrol vessels (OPV) meant for dealing with piracy, smugglers and illegal fishing.

These US-made Hamilton-class cutters that the Royal Malaysian Navy intends to purchase are either equipped with state-of-the-art ion cannons or other energy particle weapons on board. It is either that or the OPVs are stealth-capable and totally undetectable on any
radars. Hell, it could even be invisible to the eye! As with our Malaysian submarines that cannot dive underwater, no information was ever revealed whether these OPVs are capable of ever floating on the water.

It is well known on the maritime scene that any vessels traversing the Straits of Malacca runs a high risk of being hijacked and henceforth the urgent need of such vessels to effectively deal with this sea borne threat. With its array of ion cannons and stealth
capability, the RMN should find no trouble discouraging any would be pirates from ever operating anywhere near Malaysian territorial waters (Singapore is okay). Any fast crafts even with four 250hp outboard motors will be instantly pulverized to smithereens even before one could finish saying the word "Pneumonoultramicroscopicsilicovolcanoconiosis".

The purchase of the OPVs also facilitates the RMN to send over twelve Malaysian sailors for training free of charge. These sailors shall be enrolled with the US Navy Language School so that their proficiency in the English language will be enhanced for them to be able to read the operating and maintenance manuals without help of a dictionary. Alternately the USN has also offered to translate these manuals into Bahasa Malaysia at USD100,000 per page.

For any detractors questioning the existence of such firepower please be advised that nobody has ever seen Osama's body. This is because SEAL Team 6 possesses laser energy rifles that effectively disintegrated Osama's body into atom-sized particles after he was
shot. Still an unbeliever? Please ask Princess Leia about her home planet! that wa s vaporized after being blasted by an ion cannon from the Death Star or Kane from the Command and Conqueror Series.

The USN has also indicated that these new Hamilton class vessels will be renamed as the Transformer class to befit its billion Ringgit price tag and quite a few top RMN echelon are secretly hoping to name the first of these vessels Optimus Prime. Secret reports leaked from the Ministry of Defense however indicates that the first of these vessels be named KD Transformer 1Malaysia and to be painted bright fluorescent pink to enable instant visibility by any would-be transgressors in order to deter them from any illegal actions within the
Malaysian territorial waters (Singapore is still okay).

Avondale Shipyard which builds these vessels are planning to construct 12 of such cutters of which the remaining six will be sold off to the Philippines Navy at USD10 million a piece. These will be the plain-Jane Hamilton class boats as compared to the Transformer class
boats sold to the RMN.

No age limit for ‘winnable candidate’

PUTRAJAYA: Prime Minister Najib Tun Razak said today the term "winnable candidate" used in the 13th general election (GE) refers to candidates who can win irrespective of their age or the number of terms they had served as elected representatives.

Acknowledging that the coming general election would be tough, he said what was important was that the individual nominated would be the best candidate for the Barisan Nasional (BN).

"Winnable candidates can refer to anyone, regardless whether he or she is young or old; there is no age limit, there is no limit on the number of times he or she has become an elected representative. The bottom line is that he or she is a winnable candidate.

"It is immaterial if people say he or she is a recycled candidate. Of utmost importance is that he/she is a winnable candidate because we want the BN to win handsomely in the coming general election," he said when delivering his message at the gathering with members of the Malaysian Council of Former Elected Representatives (Mubarak) at Seri Perdana, here today.

Also present were Mubarak president Abdul Aziz Rahman and Mubarak information chief who is also Bernama chairman, Abdul Rahman Sulaiman.

Najib said he needed all the resources available and they comprised a mixture of the new and old guards who should join forces to campaign in the coming general election.

He said what was most important was to support winnable candidates determined by the party because the coming general election was considered to be tough.

"Previously, they (the opposition) did not have any state (except Kelantan), now they have four states, they have footholds, they have bases. Previously, they did not have a base; when they have bases, they can do many things.

"Even in terms of capacity, they are better than before. That's why we should not take the coming general election lightly," he said.

Different generation

As such, he said, he welcomed the role of Mubarak to strengthen the party leadership following the rapidly changing socio-political landscape currently.

Najib said the changes were due to three factors, namely the rising standard of education, the information and communication technology (ICT) revolution, and the globalisation phenomenon or the borderless world.

He said this meant that the new generation today was a different generation and party members were reminded to be humble when they go down on the ground and convince the people that the present government was the best for the people.

In addition, he said party members must carry the label or brand that the BN was a catalyst to the transformation and changes that had been implemented all this while.

"We have implemented many things which were ahead of time. We are the party that actually has the right to be named as the party that has brought about transformation and changes in the country.

"With our New Economic Policy, Vision 2020 and now the GTP (Government Transformation Plan), ETP (Economic Transformation Plan) and so on, we are consistent in continuing to be the party that brings transformation and changes," he said.

Najib said he approved the role played by Mubarak which did not duplicate the efforts made by the existing leadership especially at the state and divisional levels which should focus on the party structure.

Target group

He said Mubarak was looking at the target group by forging strategic alliances with the non-governmental organisations which had their own influence in determining the success of the party in the coming general election.

"…Groups or existing bodies such as the Parent-Teacher Associations, Ex-Soldiers' Association, Ex-Policemen's Association as well as other groups that we can establish relations with.

"The same goes for the other ethnic associations such as the Chinese guilds and Indian associations which have a major influence. These groups are most important and we should made them as our friends who can assist us when the time comes for the general election," he said.

In appreciating the role played by Mubarak, Najib said by opting for such an approach, there would not be any conflict or misunderstanding that could crop up in areas where there was already a "leader" in the divisional hierarchy.

He said what was important was the party's success, and now party members must strengthen the party leadership together with these groups because politics was a game of numbers, whereby whoever had more votes would emerge as the winner.

He said the country's political history had shown that politics was not permanent; it was something that was dynamic where the party with a more effective message for the people, and a leadership acceptable to the public would be elected.

Open tender projects: ‘RM404m gone to waste’

KUALA LUMPUR: As much as RM404 million extra was "wasted" this year because the rural and regional development ministry refused to award 67 open tender projects to the lowest qualified bidders, DAP Perak chief Ngeh Koo Ham said.

Ngeh, the Beruas MP, claimed that of the 209 projects planned for the year, the ministry had awarded 129, of which only 68 were given via open tender.

Although open tenders were conducted for the 68 projects, he said they were not given to the lowest-priced bidder apart from one.

"There are reasons to suspect the existence of rampant corrupt practices," said Ngeh, the DAP deputy secretary-general.

He cited one example of a project where the bidding could have been as low as RM7,775,000 but the ministry eventually awarded the tender for RM41,736,809.77.

He also claimed the Sarawak Rural Water Supply recticulation system worth RM83 million and the Sarawak Special Rural Water Supply 2011/2012 project worth RM555 million were awarded through direct negotiations.

Ngeh said he estimated that RM500 million of taxpayers' money were lost through improper awarding of these projects.

He claimed that Deputy Rural and Regional Development Minister Joseph Entulu Belaun had refused to answer his questions on the allegations in Parliament on Monday.

"I stayed up till 10.30pm in Parliament on Monday to debate and to wait for the answer from the ministry on the issues I had raised.

"I was greatly disappointed when the deputy minister refused to answer my questions," Ngeh said

Populist Policies will Undermine Reform

Watching recent events and statements by Malaysian politicians, the urgent need for reform in our country risks being undermined by populism on both sides of the political divide as they jostle for votes in the coming general elections.

From the Barisan Nasional, we have seen the free hand-outs of RM100 ringgit to every student in the school system without any form of means testing. We have also recently witnessed the extreme form of populism, namely, "mobocracy", whereby mob rule can dictate that a perfectly legal and peaceful gathering, 'Seksualiti Merdeka' be banned by the police.

Pakatan Rakyat has also indulged in populism since they came into power, which makes us wonder about the substance of 'reformasi'. First, the Selangor state government gave away free water without any form of means testing and without thinking about "demand management" which is crucial to water conservation. Now, to the suggestion that we should look into making the civil service lean and mean, PR says that while this makes economic sense, it is politically foolhardy. One wonders if the promised rescindment of the New Economic Policy will later be similarly jettisoned because of "political consideration".


Progressive Means Testing

During the fifties and sixties, Malaysian schools had some form of means testing to ensure that deserving students (ie. those from lower-income families) could have access to fee-waivers, free textbooks and even free meals. Such a progressive policy was a prudent use of valuable resources and did not create any resentment among the better-off students. In contrast, the hand-out of RM100 recently promised by the BN Government to every student regardless of income is not only an imprudent use of taxpayers' money, it is likely to be ridiculed as meaningless by the students from rich families.

Likewise, the populist granting of free water by the Selangor State government to all and sundry. Why should those who squander water in washing their cars every day be entitled to free water? How do the Orang Asli feel about such wastage when they were displaced from their ancestral land for the Selangor Dam supposedly because they had been told the dam was vital fo! r the ne eds of the Klang Valley?

Is such a populist measure congruent with the call for demand management which is crucial to water conservancy everywhere in the world? It makes nonsense of the call for rainwater harvesting when we can have access to free treated water.


Full Audit and Action

Every organisational transformation – especially in the loss-making government agencies – needs a full audit and swift remedial action to follow. That is what the BN Government's recent razzmatazz about "transformation this and transformation that" ought to be about. Nowhere is this more obvious than in our heavily bloated civil service.

For example, our power plants have failed to run at full capacity, about which I have repeatedly called for thorough audits. The crisis in our energy industry is certainly not just due to the current gas shortage. The same can be said for the decades-old mismanagement and inefficiencies in KTM.

Flexibility and Reform

In my 2010 title "Questioning Arms Spending in Malaysia", I not only called for the drastic reduction of our defence budget but also the conversion of arms production to socially useful production and the promotion of a culture of peace. The billions of ringgit in savings could be used for creating thousands of jobs.

Likewise, any shake up of our civil service need not necessarily lead to unemployment. It could lead to leaner and more efficient organisations, jobs retraining and the creation of more alternative sectors. Many highly profitable industries such as our highways and public utilities could be nationalised and operated by our civil servants. Since the end of the jungle war, the police field force can be redeployed for community policing and not for breaking up peaceful assemblies. To better serve the local community, social ! services such as the provision of public housing, education and transport need to be professionally and productively managed, decentralised and handled by elected local authorities.

We should apply our minds to retraining and redeploying our human resources. Jobs do not necessarily have to be lost in any conversion. Remember World War II when we were forced to develop our domestic industries and grow our own food as a result of restrictions on foreign imports. Then again, when the war came to an end, every country had to convert their war production machinery to civilian production. This was no easy transition but every country managed to achieve this transformation.

Failure to demonstrate such flexibility and implement the necessary reforms will see us going down the slippery slope that countries such as Greece and Italy find themselves in today. We can say goodbye to Reformasi if the national agenda for change is usurped by populist desperadoes.

Shoemaker Jimmy Choo to remain as tourism envoy

LONDON: Malaysia will continue to enjoy the privilege of having world famous shoemaker Jimmy Choo as tourism ambassador to the United Kingdom.

Choo, who has been actively promoting Malaysia as a tourism destination since August 2009, was notified by the tourism ministry that his role would see further extension.

Tourism Malaysia acting director-general Azizan Noordin said it was important to have the shoe designer icon as Malaysia's tourism envoy in the UK.

"He is, without a doubt, a world renowned celebrity icon and is the perfect candidate in helping our country move up to be an attractive destination for the high-end tourism market.

"Throughout his tenure, we have enjoyed his ambassadorial role as he is well recognised, especially by the movers and shakers in London's high society," he said, adding that the role was voluntary.

Azizan said this when met at the World Travel Market fair here on Monday.

Choo said the UK market was Malaysia's biggest opportunity in Europe to attract tourists and despite the economic crisis, the country remained an affordable destination and value for money.

"The UK market consists of the largest tourist arrivals from Europe with 430,000 arrivals last year. We should capitalise on that," added the Penang-born.

"I am thankful that I can be of service to Malaysia, and delighted to have the responsibility to promote my home country in UK," he added.

Choo said he, together with Tourism Malaysia and other relevant stakeholders, would continue to work hard to promote the country.

"We must grasp every opportunity that comes our way from media coverage to and publicity campaign to constantly stamp our mark in the UK," he said.

Believe it or not? — Lim Mun Fah

NOV 10 — The Sijangkang murder case suspect, who has been on the run for more than seven years after escaping from a police lock-up, was charged in the Telok Datok magistrate's court with the murder of 18-year-old See Sheau Fang.

The 37-year-old suspect, identified as Kher Tian Hock, pleaded not guilty to murder but nodded to admit the charge of escaping from police custody at the Tanjung Sepat lock-up between 6.30am and 7.30am on March 13, 2004.

Shockingly, he revealed in the court that he did not escape but was released by the police officers after they had received money from him.

Although the credibility of a murder suspect is questionable, his remarks have still shocked society.

The police did not deny the allegation. In addition to claiming no partiality, the police also vowed no toleration for the act and action will be taken against the police officers if the allegation is proven to be true.

Meanwhile, some people reacted with a grain of salt while some chose to believe it.

Those who are dubious about Kher's allegation are generally having a stereotype view about criminals. They believe that bad guys will never tell the truth and, therefore, they can never believe his allegation against the police.

As for those who chose to believe him, they are in fact having a stereotype view about the police. They simply do not think that the police can resist the temptation of money.

It is a matter of course for having no faith in criminals and there is no need to ask why the people are having such a mentality.

However, if more people would rather believe a suspect than the police, it would then be a serious matter.

The police are supposed to be the people's most trusted protectors. But some people just do not trust the police. Why?

Why are the police always being entangled by negative criticisms? Could you say that all these are just a stereotype? Where does the stereotype come from?

The integrity of the police should not be reflected only on the anti-corruption button badge with the words "Saya Anti Rasuah (I'm against graft)" pinned on their uniforms.

The efficiency of the police should not be reflected only on the slogan of "zero crime", too.

The daily duties of the police have actually reflected whether they are involved in corruption. The people see it, and spread it.

Also, the people know it quite well without much saying about the police's effectiveness, strength in solving cases, ability in taking preventive measures and the logic of the "zero crime" goal.

Why should the police wait for a court decree instead of launching an investigation immediately to protect their reputation and image when police officers are accused of bribery?

No matter whether Kher was telling the truth, the people just wish that all criminals, including those who have committed heinous crimes, as well as corrupted police officers, will be caught by the long arm of the law. — mysinchew.com

Dosa Siapakah Atas Kejahilan Manusia?

DOSA SIAPAKAH ATAS KEJAHILAN MANUSIA?

Apabila tulisan saya 'Bolehkah Bukan Muslim Selamat Dari Neraka' keluar minggu lepas, maka ada pula yang berkata bahawa manusia sepatutnya dapat berfikir sendiri untuk mencari agama yang sebenar. Ada yang bertanya 'jika ada bukan muslim yang terlepas dari hukuman Allah disebabkan hujah Islam yang tidak sampai kepada mereka, maka siapakah yang bersalah?'.


Idea bahawa manusia tanpa wahyu Allah pun boleh berfikir sendiri untuk memahami agama dengan melihat kepada kebesaran Allah di alam ini adalah idea aliran muktazilah. Namun idea ini tertolak dengan bukti terbesar Allah mengutuskan para rasul dan mewajibkan dakwah serta pengajaran. Jika manusia boleh berfikir tentang agama sebenar sendirian, maka apa perlunya pengutusan para rasul? Apa perlunya diwajibkan dakwah?

 

Melihat alam ciptaan Tuhan membolehkan manusia menyimpul tentang kewujudan dan kebesaran Tuhan. Namun, manusia tidak mungkin tahu agama yang sebenar melainkan dengan kedatangan hujah wahyu. Jika Nabi s.a.w sendiri tidak tahu tentang agama yang sebenar sebelum ketibaan wahyu, bagaimana mungkin manusia di timur dan barat, di hutan dan padang pasir, yang bodoh dan cerdik, yang terpelajar dan buta huruf, yang kuat dan yang lemah difardukan memahami sendiri agama yang sebenar tanpa kedatangan hujah Islam kepadanya? Kemudian mereka dihukum Tuhan? Mustahil.

Firman Allah: (maksudnya)

"Dan demikianlah Kami wahyukan kepadamu (Muhammad) ruh dari sisi Kami (Al-Quran) sedangkan engkau tidak pernah mengetahui (sebelum diwahyukan kepadamu): apakah Kitab (Al-Quran) itu dan tidak juga mengetahui apakah itu iman ; akan tetapi Kami jadikannya (Al-Quran) cahaya yang Kami beri petunjuk dengannya sesiapa yang Kami kehendaki dalam kalangan hamba-hamba Kami. dan sesungguhnya engkau (Wahai Muhammad) adalah memberi petunjuk ke jalan yang lurus. (al-Shura 52)

Tiga Golongan

Rabu lepas saya hadir ke dinner rasmi mingguan anjuran OCIS di Bandar Oxford ini. Di sebelah tempat duduk saya penasihat hak asasi manusia bagi Commonwealth Secretariat. Namanya Treva D Braun. Beliau berbicara dengan saya beberapa tajuk terutama tentang kebimbangan beliau terhadap perlaksanaan Islam akan menjejaskan hak asasi wanita. Saya berbincang tentang salahfaham beliau mengenai wanita dalam Islam. Beliau berkata bahawa mungkin apa yang saya kata itu satu tafsiran namun apa yang berlaku sebaliknya. Beberapa isu dibangkitkan oleh beliau. Ada yang betul, ada yang hanya disebabkan persepsi beliau. Nilai yang berbeza. Apapun gambaran Islam yang ada mengelirukan beliau, atau mungkin sengaja memilih sikap yang demikian.

Semasa mendengar komentar beliau saya sekali lagi teringatkan soalan 'siapakah yang bertanggungjawab atas terhalangnya hidayah sampai kepada manusia? Ya, secara umumnya tiga golongan paling bertanggungjawab; pertama, mereka yang menghalang hujah Islam atau ajaran Islam yang sebenar sampai kepada manusia. Kedua, mereka yang memutar belitkan kebenaran sehingga manusia keliru dan terhalang maklumat yang sebenar. Ketiga, mereka yang enggan menyampaikan ajaran yang sebenar.

Penghalang ajaran agama bukan sahaja ada di negara bukan muslim seperti beberapa negara komunis, tetapi juga kadang-kala dalam kalangan umat Islam sendiri. Bukan sedikit para pemerintah dalam dunia Islam yang menghalang ajaran yang sebenar. Bukan setakat hari ini; bahkan sejak zaman Islam di bawah khalifah-khalifah dalam pelbagai dinasti, ramai ulama yang ditahan, diseksa dan dibunuh. Bahkan dalam dunia Islam hari ada yang menggunakan nama 'penguatkuasaan agama' untuk menghalang hujah-hujah agama.

Jika di China umpamanya, penyebaran Islam secara terbuka tidak dibenarkan, tapi di Malaysia lebih menarik, artis tiada masalah ketika berdansa di khalayak ramai, tetapi didakwa apabila cuba bertazkirah agama atas alasan tauliah. Jika atas alasan 'ajaran salah' boleh difikir dan dinilai. Alasan tauliah semata, tidak jauh dengan alasan negara China. Bahkan berapa ramai mereka yang memiliki PhD dan Master pengajian Islam dari institusi pengajian Islam yang diiktiraf dalam dan luar negara tidak mendapat tauliah di Selangor.

Secara umumnya, apabila manusia benar-benar terhalang sehingga ruang cahaya kebenaran tidak dapat ditembusi, sehingga mereka jahil hakikat kebenaran; samada keseluruhan kebenaran atau sebahagiannya, maka kadar kejahilan manusia itu ditanggung dosanya oleh sesiapa yang menghalang hujah kebenaran untuk sampai kepada manusia.

Ini mengingatkan kita kepada surat Nabi s.a.w kepada Hercules:

"Dengan nama Allah Yang Maha Pengasih Lagi Maha Penyayang, daripada Muhammad Pesuruh Allah kepada Hercules Pembesar Rom, salam sejahtera kepada sesiapa yang mengikut petunjuk. Seterusnya, aku menyeru kamu dengan seruan Islam, terimalah Islam nescaya kamu selamat. Allah akan memberikan kamu dua ganjaran. Jika kamu enggan, kamu menanggung dosa rakyat bawahanmu.

–kemudian baginda menulis firman Allah- (maksudnya):"Wahai ahli kitab, marilah kepada satu kalimah yang sama antara kami dan kamu; Iaitu kita semua tidak menyembah melainkan Allah, dan kita tidak sekutukan dengannya sesuatu jua pun; dan jangan pula sebahagian dari kita mengambil sebahagian yang lain untuk dijadikan orang-orang yang dipuja selain dari Allah". Kemudian jika mereka (ahli kitab itu) barpaling (enggan menerimanya) maka katakanlah kepada mereka: "Saksikanlah bahawa sesungguhnya kami adalah orang-orang Islam" –Ali 'Imran: 64. (Riwayat al-Bukhari dan Muslim).

Disesatkan

Mereka yang menjadi pengikut bawahan terdiri dari dua kelompok; pertama mereka yang benar-benar terhalang cahaya kebenaran. Mereka ini selamat di akhirat Kedua; mereka yang berpeluang mendengar hujah kebenaran tetapi memilih untuk bersama dengan para penentang kebenaran disebabkan kelebihan yang ditawarkan. Mereka tidak selamat. Al-Quran menyebutkan tentang mereka yang menyebabkan orang lain sesat dengan firmanNya: (maksudnya)

"dan sesungguhnya mereka akan menanggung beban-beban dosa mereka dan beban-beban (dosa orang-orang yang mereka sesatkan) bersama-sama dengan beban-beban dosa mereka sendiri; dan sesungguhnya mereka akan ditanya pada hari kiamat kelak tentang apa yang mereka pernah ada-adakan secara dusta itu". (al-Ankabut: 13)


Karya-karya di Barat pada era ini sering mengaitkan isu keganasan dan Islam. Ini hasil dari lobi media massa di Barat.

Media di Barat sentiasa memberikan gambaran yang negatif tentang Islam. Kaitan Islam dengan militant akan dibahaskan secara langsung dan tidak langsung. Orang awam ramai menjadi begitu prejudis dan phobia dengan Islam. Tujuan mereka amat halus dan jahat. Islam menjadi begitu kabur bagi sebahagian besar masyarakat dunia. Niat buruk media-media ini dikukuhkan lagi dengan berita-berita tindakan orang Islam sendiri.

Baru-baru ini di UK ada keluarga muslim yang membunuh anak perempuan mereka yang bercinta atas alasan honor killing. Islam digambarkan tidak menghormati hak asasi, walaupun banyak yang Barat sendiri langgar. Wanita dianggap tertindas berdasarkan takrifan kebebasan yang Barat gunapakai dan juga realiti yang berlaku seperti fatwa wanita tidak boleh memandu kereta di Arab Saudi dan tindakan sebahagian yang memaksa anak perempuan kahwin, paksaan memakai purdah dan lain-lain.

Wajah Islam yang pelbagai juga begitu mengelirukan. Di UK Alhamdulillah tahun ini hariraya adha serentak. Sebelum ini, setiap aliran berlainan hari. Ada salafi, ada sufi, ada brelewi ada syiah dan entah berapa lagi puak. Ditambah lagi dengan Ismaili dan Gadiani yang juga menggunakan nama Islam. Menu yang mengelirukan, boleh menjadikan orang awam hilang selera hendak makan. Di manakah Islam yang sebenar? Media Barat membakar api atas minyak yang mengalir.

 

Tanggungjawab Dakwah

Tugasan kita yang sebenar menyampaikan Islam yang berasaskan dalil dan hujah. Apabila kita mengetahui kebenaran, haram kita menyembunyikannya sehingga manusia menjadi keliru dan sesat. Cuma cara sesuatu kebenaran hendak disampaikan, hendaklah dengan hikmah agar menepati sasarannya. Dosa menyembunyikan kebenaran tanpa sebab yang sah sehingga manusia sesat akan ditanggung oleh mereka yang Allah kurniakan ilmu pengetahuan tentang kebenaran. Tanpa perlu menoleh kepada gelaran ulama atau bukan ulama. Setiap kita bertanggungjawab menyampaikan kebenaran dengan kadar yang ada padanya. Sama seperti zakat harta, setiap orang membayar dengan kadar hartanya.

Kita perlu jelaskan Islam yang bersumberkan nas yang sahih dan hujah yang munasabah yang sesuai berdasarkan waktu dan tempat. Sesiapa yang menyembunyikan ilmu tentang kebenaran ini sehingga tidak tertegaknya hujah yang teguh untuk manusia memahami kebenaran maka dia akan dihukum oleh Allah. Sudah pasti ulama yang menyembunyi al-haq akan lebih dahsyat dilaknat Tuhan dibandingkan orang lain. Firman Allah : (maksudnya):

"Sesungguhnya orang-orang yang menyembunyikan apa yang telah Kami turunkan dari keterangan-keterangan dan petunjuk hidayah, sesudah Kami menerangkannya kepada manusia dalam Kitab (yang diturunkan), mereka itu dilaknat oleh Allah dan dilaknat oleh sekalian makhluk. Kecuali orang-orang yang bertaubat, dan memperbaiki (penyelewengan mereka) serta menerangkan (apa yang mereka sembunyikan); maka orang-orang itu, Aku terima taubat mereka, dan Akulah Yang Maha Penerima taubat, lagi Maha Mengasihani. (Surah al-Baqarah: ayat 159-160).

Tender PBT: Adun BN persoal ketelusan jawatankuasa

SHAH ALAM: Ahli Dewan Undangan Negeri (Adun) Barisan Nasional (BN) hari ini mempersoalkan tindakan kerajaan negeri melantik Ahli Majlis daripada wakil parti politik menganggotai jawatankuasa tender dan sebut harga Pihak Berkuasa Tempatan (PBT).

Sambil menyifatkan tindakan itu sebagai tidak telus, Datuk Mohd Isa Abu Kasim (BN-Batang Kali) berkata ia akan menimbulkan  keraguan terutama membabitkan keputusan PBT dalam urusan tender atau sebut harga sesuatu projek pembangunan.

"Menteri Besar (Tan Sri Abdul Khalid Ibrahim) sebelum ini berkata bahawa tiada Ahli Majlis atau wakil parti politik dilantik  menganggotai jawatankuasa tender namun ahli Exco mengesahkan bahawa akan ada wakil berkenaan sebagai pemerhati.

"Jadi sekarang apa perlunya Ahli Majlis daripada wakil parti politik DAP, PKR dan PAS duduk dalam jawatankuasa tender dan sebut  harga PBT? Adakah ini ketelusan yang diamalkan kerajaan negeri?," soalnya ketika ditemui pemberita dilobi Dewan Annex pada sidang  Dewan Undangan Negeri di sini.

Beliau mengulas perkara tersebut ketika mengemukakan soalan tambahan kepada Ronnie Liu Tan Khiew (DAP-Pandamaran) tentang sikap pilih kasih dalam pentadbiran PBT di Selangor.

Katanya, tindakan kerajaan negeri itu juga memperlihatkan sikap mereka ke atas Ahli Majlis dalam jawatankuasa tersebut dan seolah- olah satu bentuk ketidakpercayaan kerajaan negeri terdapat para pegawai PBT dalam menjalankan tugas mereka.

"Mereka (Ahli Majlis) ini bukan pemerhati kerana mereka yang bawa senarai. Apa yang Ahli Majlis ini boleh buat jika mereka tidak  dibebaskan? Mereka kena atur segala-galanya kerana mereka yang berada dalam jawatankuasa tersebut. Dulu mereka kata BN selalu  sekat penjawat awam dan sebarang keputusan berkaitan sekarang ini yang terjadi," katanya.

Sementara itu, Ronnie yang juga Exco Kerajaan Tempatan, Kajian dan Penyelidikan negeri ketika menjawab soalan Mohd Isa berkata  langkah melantik Ahli Majlis dalam jawatankuasa tender dan sebut harga PBT merupakan perkara biasa.

Menurut Ronnie, Ahli Majlis dalam jawatankuasa terbabit hanya bertindak sebagai pemerhati dan berkata langkah tersebut diterima baik oleh Yang Dipertua dan para pegawai PBT.

"Mereka Yang Dipertua, pegawai PBT suka ada pemantau (Ahli Majlis) di situ (jawatankuasa tender dan sebut harga PBT). Kita nak  tentukan keadaan periksa dan seimbang," katanya.

Condo instead of cows: MACC report filed

SHAH ALAM: A report has been filed with the Malaysian Anti-Corruption Commission (MACC) over the RM10 million luxury condominium allegedly purchased with money from the National Feedlot Centre (NFC), run by a minister's family.

The report was lodged with MACC's Selangor office here by PKR-linked NGO, Jingga 13.

"Jingga 13 urges MACC to immediately investigate this serious finding and the attorney-general to charge and bring those involved in betraying the trust of the rakyat to justice," said its chief coordinator Fariz Musa.

Fariz alleged that PKR has solid evidence to show that the family of Women, Family and Community Development Minister Shahrizat Abdul Jalil, who allegedly holds the majority of shares in NFC, is linked to the buying of the said condominium (One Menerung) in Bangsar.

"On Dec 2, 2009, NFC made four money transfers from its current account at CIMB Bank, Taman Tun Dr Ismail to Bandar Raya Developments Bhd as a full payment to purchase the One Menerung condominium," he said.

Fariz said the four transfers were: RM699,870, RM694,150, RM4,199,220, RM4164,900; and the total amounted to RM9,758,140.

'We have to protect our source'

Asked if Jingga 13 brought with it supporting documents for MACC, Fariz said that Jingga 13 has to protect its source, who he claimed is reliable.

He also said that Jingga 13 has no details of how many units were purchased but revealed that the units in One Menerung ranged from RM3 million to over RM10.3 million, depending on the unit sizes.

"This payment of almost RM9.8 million was recorded as "hutang" (debt) from National Meat and Livestocks Corporation Sdn Bhd (NMLC), which is also owned by Shahrizat's family, to NFC," he added.

He alleged that this sum of almost RM9.8 million was part of the RM83 million owed by NMLC to NFC as of Dec 31, 2009. He also alleged that the sum was part of the RM250 million soft loan given by the government to NFC.

"This payment for a luxury condominium on behalf of another company that is fully owned by Shahrizat's family is a form of misappropriation of the rakyat's money which was given as a loan to NFC. This is a form of criminal breach of trust," he said.

"You're supposed to buy cows, but you bought a condo. There is no basis, whatsoever, for NFC to purchase a condominium and it is clearly a gross misuse of power," said Fariz, adding that Jingga 13 visited the condominium but could not obtain further information as they were chased out by security.

Fariz said the latest information also disproves the statements by Umno leaders on the NFC issue, and those who manipulated and distorted facts must be brought to book.

"These include Prime Minister Najib Tun Razak, Deputy Prime Minister Muhyiddin Yassin (who was the former minister of agriculture and agro-based industries who approved the loan), the Minister of Agriculture and Agro-based Industries Noh Omar, Umno Youth chief Khairy Jamaluddin and Shahrizat," he added.

The NFC, a project to create Malaysia's "Beef Valley", made headlines after the 2010 Auditor-General's Report criticised the project, saying it was in a "mess". The report said production in 2010 was only 3,289 head of cattle, 41.1% of the target set.

However, the government defended the project, stressing that it was a "success" as adjusted targets were actually met.

PKR, however, continually attacked the project, questioning its "failure" despite being given a soft loan of RM250 million and 5,000 acres of land.
