Mampukah Bajet 2012 kembalikan kuasa 2/3 BN...

Belanjawan 2012 cukup pemurah. Ada yang berlinangan air mata mengenangkan kemurahan hati Perdana Menteri Malaysia. Semua golongan mendapat habuan. Berjuta-juta orang murid sekolah yang belum layak mengundi pun mendapat habuan. Ibu penulis bakal mendapat RM3,000 sebab arwah ayahanda pernah menjadi AC di zaman penjajah.

Nampaknya, kerajaan Umno-BN betul-betul mahu menjaga kebajikan rakyat dan mesej itulah yang mahu diangkat setingginya walaupun terpaksa bergadai bergolok dan dalam keadaan hutang negara semakin menimbun setelah masuk 14 tahun berbelanja boros.

Ini betul-betul Rakyat First namanya. Hutang bertimbun tidak kesah. Bukan generasi ini yang akan membayar. Yang akan membayarnya generasi hadapan. Hai orang muda, tengoklah! Kerajaan Umno-BN mewariskan kepada generasi hadapan hutang bertimbun bukan harapan segunung.

Dalam tahun 2012, kerajaan Umno-BN akan berbelanja RM232.8 bilion, 5.8 peratus lebih tinggi berbanding anggaran belanjawan tahun 2011 (RM220 bilion). Hasil dianggarkan RM186.9 bilion menyebabkan difisit belanjawan sebanyak RM49.4 bilion atau 4.7 peratus daripada KDNK. Ini bermakna kerajaan terpaksa berhutang lagi.

Tiap-tiap tahun kerajaan menambah hutang dalam tempoh 14 tahun kebelakangan ini. Nampaknya, kerajaan Umno-BN tidak mahu langsung mengambil iktibar daripada kerajaan Ireland, Greek, Itali dan Amerika Syarikat. Negara-negara ini berada di ambang keranapan disebabkan perangai suka berhutang.

Sebenarnya, kerajaan Umno-BN berbelanja besar untuk membeli undi dalam PRU13 yang akan diadakan sebentar sahaja lagi. Ambil Pakej Rangsangan Khas dengan peruntukan sebanyak RM6 bilion sebagi contoh.

Peruntukan ini akan dibelanj! akan unt uk menaikkan taraf dan membaik pulih bangunan sekolah dan membina bangunan tambahan, menaikkan taraf hospital, melaksanakan program tebat banjir, menaikkan taraf infrastruktur luar bandar dan membina rumah awam untuk golongan berpendapatan rendah dan nelayan. Setiap kali pilihanraya, inilah projek yang dilaksanakan.

Sudah 54 tahun kita merdeka, takkan rakyat tidak masak lagi dengan tipu muslihat kerajaan Umno-BN ini? Jalan-jalan kampong yang diturap semula memang tidak berkualiti. Lepas tiga empat bulan ianya berlopak semula. Bangunan sekolah runtuh dan jambatan ruboh,

Belanjawan 2012 bukannya belanjawan satu Malaysia. Ia memberi kasih ke setengah-tengah wilayah dan mengabai dan menganaktirikan wilayah yang lain. Amalan pilih kasih yang keterlaluan oleh kerajaan Umno-BN dalam pembangunan wilayah ini bukan perkara baru.


Amalan buruk ini sudah sebati dan menjadi sebahagian dari perangai mereka. Contohnya, belanjawan 2012 memperuntukkan RM978 juta untuk membangunan lima gerbang wilayah Lebuhraya pesisiran pantai Johor Baharu-Nusa Jaya di Iskandar, Johor, pembangunan pelancungan warisan di Taiping, skim agropolitan di Besut, Terengganu, projek gugusan industri sawit di Lahad Datu, Sabah dan projek bekalan air Samalaju di Sarawak.

Tidak ada peruntukan untuk pempbangunan projek seperti ini di Kelantan dan Kedah semata-mata negeri-negeri diperintah oleh kerajaan selain dari Umno-BN. Layanan yang diberi seolah-olah menunjukkan negara-negeri ini bukan sebahagian daripada Malaysia.

Penulis teringat peristiwa Gabenor Bank Negara Malaysia (Allahyarham Tun Ismail Mohd. Ali) pergi ke London (awalan tahun 1980an) melancarkan Dawn Raid bagi mengembalikan penguasaan syarikat perladangan terbesar di Malaysia (sekarang ini dikenali dengan nama Kumpulan Sime Darby) ke genggaman anak watan Malaysia.

Serangan komando itu berjaya dan syarikat perlandangan itu kekal sebagai hakmilik rakyat Malays! ia sehin gga hari ini. Hari ini kerajaan Umno-BN mahu membuka ruang bagi membolehkan pelabur antarabangsa menguasai sebuah syarikat perladangan bertaraf blue chip yang seratus peratus milik kaum Bumiputera dengan menyenaraikan syarikat itu di bursa saham.

Kononnya, dengan penyenaraian itu penoraka Felda akan menikmati durian runtuh. Pelik sungguh kerajaan Umno-BN ini. Sesuatu yang berharga yang sudah ada di dalam tangan kaum Bumiputera mahu digadaikan kepada pelabur antarabangsa.

Tidakkah mereka tahu peneroka Felda LBJ Labu dan Sendayan di Negeri Sembilan pernah mendapat durian runtuh bila kerajaan Negeri Sembilan membeli tanah mereka kini telah kembali miskin? Hakikatnya, tanah yang tergadai tidak mungkin dapat ditebus kembali. Umno menjaga kepentingan kaum pemodal yang rakus at the expense of kaum Bumiputera yang miskin. Wahai kaum Melayu! Jadilah orang Yahudi yang membeli tanah bukan menjual tanah.

Kerajaan Umno-BN beri beras, tepong, gula, susu, minyak, kain batik, kain pelikat dan wang tunai, ambillah. Bila mengundi lain ceritanya kerana undi itu sulit. Ingat, selama 54 tahun Umno-BN memerintah, wajah ekonomi, politik dan sosial Malaysia sudah menjadi cukup buruk.

Tawaran-tawaran manis mereka itu tidak lain melain bahan make-up murahan untuk memperlihatkan wajah luaran yang anggun tetapi hakikatnya wajah dalamannya sudah terlalu hodoh dengan amalan rasuah, salahguna kuasa, boros dan memperkudakan institusi polis, kehakiman dan lain-lain.

FBM KLCI dips lower weighed down by plantation stocks

KUALA LUMPUR: The FTSE Bursa Malaysia KLCI (FBM KLCI) closed lower on Bursa Malaysia today weighed down by losses in plantation counters.

The key index hovered between 1,392.1 and 1,399.35 throughout the day before finishing 19.61 points easier at 1,367.52 with heavyweight United Plantations, KL Kepong and Chin Teck Plantations dragging market sentiment, dealers said.

Plantation companies were the biggest losers today after the Malaysian Palm Oil Board released data indicating that Malaysias September crude palm oil production increased 12.12%, month-on-month, to 1.869 million tonnes and stockpile increased 12.4% to 2.119 million tonnes while exports fell 8.8% to 486,882 tonnes.

A dealer said palm oil inventories rose spurred by higher production and lower exports.

Top losers, United Plantations shed 30 sen to RM16.88, KL Kepong dipped 28 sen to RM20.34 and Chin Teck Plantation inched down 20 sen to RM7.90.

The Finance Index gained 34.35 points to 12,805.18, the Plantation Index declined 49.3 points to 7,037.71 and the Industrial Index decreased 15.96 points to 2,514.96.

The FBM Emas Index dropped 15.21 points to 9,459.05, the FBM70 Index erased 18.17 points to 10,036.237 and the FBM Ace slipped 1.4 points to 3,646.46.

Losers outnumbered gainers 335 to 278 while 267 counters were unchanged, 597 untraded and 23 others were suspended.

Total market volume decreased to 584.909 million shares, worth RM632.688 million, from Fridays 964.611 million units valued at RM1.31 billion.

Volume on the Main Market dipped to 426.583 million shares, worth RM615.970 million, from 724.289 million shares, valued at RM1.28 billion, transacted last Friday.

Turnover on the ACE Market eased to 118.437 million shares, valued at R! M13.340 million, from 122.582 million units, worth RM16.364 million, recorded previously.

Warrants dwindled to 36.322 million units, worth RM2.717 million, from Fridays 113.648 million units valued at RM11.330 million.

Among actives, MBf Holdings-Warrants rose 1.5 sen to six sen, Tejari Technologies was flat at six sen and Dutaland advanced six sen to 65 sen.

As for heavyweights, Maybank added two sen to RM8.20, CIMB gained four sen to RM7.15, Sime Darby shed 12 sen to RM8.40 and Petronas Chemicals erased three sen to RM5.60.

Consumer products accounted for 19.795 million shares traded on the Main Market, industrial products 72.915 million, construction 19.305 million, trade and services 89.106 million, technology 29.350 million, infrastructure 10.480 million, finance 87.772 million, hotels 558,200, properties 55.883 million, plantation 39.799 million, mining 10,000, REITs 1.210 million and closed/fund 61,000.

Kes begini tak kan berlaku dalam 1Malaysia...

Pihak berkuasa India memfailkan kes terhadap tokoh perniagaan Malaysia T Ananda Krishnan dan ketua eksekutif kepercayaannya Ralph Marshall bersama seorang bekas menteri telekomunikasi negara itu dan adiknya berhubung tuduhan konspirasi jenayah membabitkan urusan telekomunikasi Maxis dan Aircel.

Agensi berita Press Trust of India berkata tiga tiga syarikat termasuk Maxis telah disenaraikan dalam kes itu.

Dua syarikat lain ialah Aspro dan Sun TV dari India.

Bekas menteri India itu ialah Dayanidhi Maran dan adiknya bernama Kalanidhi.

Press Trust of India berkata Biro Siasatan Pusat (CBI) mengadakan serbuan ke atas premis kedua-dua beradik di Delhi dan Chennai.

CBI telah memfaikan kes ke atas adik-beradik Maran, Ralph Marshall dan T Ananda Krishnan (gambar) dan tiga syarikat di bawah Seksyen 120b Kanun Keseksaan India yang dibaca bersama Seksyen 13(2) dan Seksyen 13 (1)(d) dan juga Seksyen 7 dan 12 Akta Pencegahan Rasuah.

Kes ini didaftarkan pada 9 Oktober. Serbuan diadakan di New Delhi dan Chennai, kata jurucakap CBI Dharini Mishra hari ini.

Bekas ketua Aircel C Sivasankaran mendakwa bahawa Dayanidhi Maran ketika menjadi menteri telah bertindak memihak kepada Kumpulan Maxis dalam pengambilalihan syarikat itu dan sebagai ganjaran pelaburan dibuat oleh syarikat itu menerusi rangkaian Astro di Sun TV dimiliki oleh keluarga Maran.

CBI berkata selepas Aircel dijual kepada Maxis pelaburan dibuat oleh firma Malaysia ke dalam bisnes keluarga Maran.

Dalam pada itu jurucakap Maxis ketika dihubungi The Malaysian Insider berkata pihaknya sedar tentang perkembangan tersebut.

IMM13 documents not issued to illegal immigrants, says Nazri

KOTA KINABALU: The government has categorically denied ever issuing Malaysian citizenship to any of the Filipino refugees in Sabah although there is substantial evidence to the contrary.

Minister in the Prime Ministers Department Nazri Abdul Aziz said that all the refugees totalling 81,000 are still holding IMM13 document, which allows them to move around freely as well as to seek employment.

Nazri said this in Parliament when replying to a supplementary question by Tawau MP Chua Soon Bui who asked how many refugees in Sabah had been given Malaysian citizenship since 1970s and under what rules and regulations were they approved.

Nazri, in his earlier reply to Putatan MP Marcus Mojigoh, revealed that the Sabah Immigration Department had issued 81,000 IMM13 documents to refugees from the southern Philippines and Indonesia in 2009.

IMM13 was also issued to children of refugees, who are above 13 years old.

IMM13 was not issued to illegal immigrants, Nazri said.

He said that there are now six refugee camps in Sabah which were set up by the United Nations High Commissioner for Refugees (UNHCR) and they are located in Tawau, Semporna, Sandakan, Kota Kinabalu and Labuan.

Misleading statement

Chua, who is also Sabah Progressive Party (SAPP) vice-president, challenged the figures given by Nazri.

Calling them misleading and confusing, she said that four decades had passed since the UNHCR set up the refugee camps for the 60,000 refugees in Sabah.

She based her argument on the fact that thousands of the refugees, their children and even grandchildren had started families of their own and their population should now have exceeded 100,000.

Many ! of their children have married many are second and third generation refugees.

The figures are grossly underestimated and very suspicious since many of them have moved out from the UNHCR camps, especially in Tawau, she said.

Chua urged the government to formulate a clearer policy on refugees in view of the presence of the tens of thousands of refugees in Sabah and the planned exchange of refugees with Australia.

The question of the actual number of refugees and illegal immigrants in the state has never been clearly determined since Umno expanded to Sabah in the early 1990s to overthrow the then non-Barisan Nasional state government.

Umnos elaborate scheme

Accusations that the federal government has issued Malaysian citizenship to foreign immigrants and the long-staying refugees surfaced when politicians and observers questioned the ease with which the BN subsequently won elections even in areas not known to be its strongholds.

An elaborate scheme identified as Project IC or Project M was exposed about the same time as a method by which new voters were recruited from among the thousands of illegal immigrants and refugees to help sway elections.

Project M is said to have been the brainchild of former prime minister Dr Mahathir Mohamad to permanently alter the demography of Sabah and to ensure that the state becomes a fixed deposit for the BN in any election.

The covert operations by the government in issuing Malaysian citizenship to refugees and immigrants was exposed when their employers discovered that the IMM13 documents they used to produce and to verify their status were replaced by MyKads.

In November 2010, Nazri gave the same answer to Chua in Parliament, saying that the records of Sabah Immigration Department till Dec 31, 2009, showed that a total of 81,000 IMM13 documents had been issued to two groups of foreigners who came to Sabah as early as 1963.

The two groups were Indonesian Chinese refugees who fled Indonesia! during the reign of president Sukarno and the war refugees from the Southern Philippines who entered Sabah between 1972 and 1984.

Nazri said the government had issued an order under the Passport (Exemption) No. 2 (Amendment) 1972 Act dated September 1972 to allow these groups to continue staying in Sabah.

The Sabah Immigration Department then issued IMM13 documents to these people to differentiate them from the thousands of foreign workers and illegal immigrants in the state.

IMM13 pass renewable

The IMM13 document is one of the social visit passes with a one-year validity which ends on Dec 31 of each year.

Holders are required to renew the IMM13 to continue their stay in Sabah as long as the condition in their countries of origin does not allow them to be sent home.

The IMM13 holders are allowed to work in business, construction, services, transport and other suitable sectors, but they are not allowed to enter the public service sector.

These groups are also eligible to receive education and medical services at the discretion of the relevant authorities.

Nazri also said that even though they were given the IMM13 documents between 1972 and 1984, this did not mean that they had not come after 1984.

Maybe more had come after 1984, but they were not issued IMM13 after 1984.

I am not saying that after that there were no more refugees who came to Malaysia maybe there were but those who came after 1984 have not been issued the IMM13 document, he said.

Nazri also said the government had yet to decide whether to send these refugees back to the Southern Philippines, given that efforts to bring both sides in the civil war to the negotiating table is still in progress! .

If we send the refugees back to the southern Philippines, we are going to face strong objections from the United Nations as the war is still on there. If we send them back there, it will mean sending them to be killed in their homeland.


'RM250mil for minister's spouse' claim raised again...

NONERM250 million in soft loan was disbursed to a company owned by the spouse of a federal minister.

This despite the company and the individual concerned having had no expertise in the business - a feedlot agricultural venture - it had gone into.

"A feedlot project costing around RM250 million involving the husband and son of a federal minister in the premier's cabinet," alleged opposition leader Anwar Ibrahim when debating the 2012 Budget Bill in Parliament today.

While the claim in itself is not new, said Anwar, who had asked the same question in the 2010 parliamentary session which he claimed was never answered by the prime minister, he said that this shows a pattern of how the government's policies seems to favour the rich and the well-connected.

parliament session 031108 azmi khalidIn his retort to Anwar, Azmi Khalid (BN-Padang Besar) said that those awarded the RM250 million soft loan deserved the award.

"But they are experts," he said in coming to the government's defence.

After the lunch break, Balik Pulau MP Yusmadi Yusof reignited the issue in the House by asking for further explanation.

"The money was approved by the husband of the minister concerned, while the company belonged to their son.

"If there is any expertise at all, I believe it is in the misappropriation of funds," he alleged.

To this, Anwar that information on the possible conflict of interest was already out in the open, yet the government has remained silent and no action has been taken.

As such, he said this can only bring about serious concerns over the government's sincerity in helping farmers and herders with the funds, which is supposed to help boost national food production.

"In the end it only benefits the super-rich cronies," Anwar lamented.

Meanwhile,the proposed upward revision of allowances and facilities for Members of Parliament will be withdrawn due to resistance from the opposition, Minister in the Prime Minister's Department Mohd Nazri Abdul Aziz said.

He said Second Finance Minister Ahmad Husni Mohamad Hanadzlah has been informed of this, and that Prime Minister and Finance Minister Najib Abdul Razak would be briefed on the matter on Friday.

Following this, the proposal will be formally withdrawn.

The proposal would have cost RM30 million to implement, if passed under Budget 2012, which was tabled in the Dewan Rakyat last Friday.

NONENazri said Najib, persuaded by the argument and on the basis that it was a proposal to which all parties had agreed, allocated the funds in good faith and stated it in the Budget 2012 speech.

I believe many MPs were elated that day ... such an increase cannot make us rich, but it only means better service for our constituents and constituencies, said Nazri.

Budget alone cant win back Penang

GEORGE TOWN: The state Barisan Nasional acknowledges that the impressive Budget 2012 will not be enough to wrest back Penang from Pakatan Rakyat.

State BN information chief M Loga Balan (photo) said although the budget was much applauded as a peoples budget, the state BN needed to work a lot more to regain voters confidence.

The prime issue of the budget is not winning elections. Its the nations wealth being distributed for the people to enjoy. Budget alone wont win back Penang for us, the state PPP chairman told a press conference after a state BN working committee meeting here today.

Also present were committee chairman and Gerakan state chief Dr Teng Hock Nan, state MIC chief Senator PK Subbaiyah and state BN secretary Dr Hilmi Yahaya.

Prime Minister and Finance Minister Najib Tun Razak tabled the Budget in parliament last Friday.

Among the goodies for the people were RM500 cash gift each for households earning less than RM3,000 per month; RM100 cash gift each for all school pupils; and RM200 voucher each for Form Six and higher learning institute students.

State BN would set up a state secretariat to deal with the cash handouts to the people.

BN service centres of all 11 Umno state assemblymen, state constituency coordinators and two senators Subbaiyah and Bukit Gelugor Umno women wing chief Norliza Abdul Rahim would assist the secretariat.

The secretariat would be set up by the end of this year

Teng said the state BN had received positive grassroots feedbacks on the budget, while many people had inquired on details pertaining to the cash gifts.

Twist and turn Guan Eng slammed

Commenting on the unstable four-storey car-park near the Penang ! Hill low er station, Loga Balan slammed Chief Minister Lim Guan Eng for resorting to his trademark politics of twisting, turning and twirling to blame BN for the project.

The completed car park raised public concern on the buildings stability following an independent soil investigation report carried out by UD Geotechnics Sdn Bhd on the structure in February 2009.

Referring to the October edition of state-published Buletin Mutiara, Loga Balan accused Lim of implying that the previous administration was responsible for the problem.

He said the question regarding the car park was not its viability but the technical details approved by the local council MPPP for the Penang Development Corporation (PDC) in 2009.

The technical details were approved by the current government. Lim should stop spreading lies and blame others. He should have the guts to admit flaws of his administration, he said.

The soil study was commissioned by PDC Consultancy Sdn Bhd, a subsidiary of PDC, to UD Geotechnics.


Shady sPICE project may turn sour

GEORGE TOWN: The state Barisan Nasional claims that the proposed RM300 million subterranean Penang International Convention and Exhibition Center (sPICE) is set to be the biggest land scandal.

The state BN says that the amount is bound to increase, and may even reach RM500 million.

Based on a population of 700,000 on the island, BN state working committee chairman Dr Teng Hock Nan claimed that each islander would end up paying RM697 for the project.

This is a real scandal the biggest in the decade, Teng told a press conference at state BN office in Bayan Baru today.

Also present were state MIC chief Senator PK Subbaiyah, state PPP chief Loga Bala Mohan and state BN secretary Dr Hilmi Yahaya.

Teng said they arrived at this figure based on the 1,500 housing units leeway given to sPICE developer Eco-Meridian Sdn Bhd (EMSB), a subsidiary of SP Setia Bhd, to build anywhere in any project on the island.

Under the agreement, Teng claimed, the developer can sell each unit for more than RM1 million.

Furthermore, EMSB/Setia is also being allowed to build 450 affordable house units on a free land and pocket all the proceeds from the sales.

Under the agreement, the house prices can be anything from RM72,500 and above.

Then there is the 3.1 acre hotel land in the sPICE project which was only sold by the local council (MPPP) for RM100 per square feet when the market price was RM300 psq feet, thus saving some RM27 million for the developer.

MPPP is also handing out RM50 million to the developer to carry out the project, which is to transform and refurbish the 24-acre Penang International Sports Arena (PISA) site in Relau.

The quit, assessment and development charges for the project have all been w! aived fo r the project.

Currently owned and maintained by MPPP, once refurbished, the PISA site would have an international convention centre, an aquatic centre and a posh hotel.

Under the concession agreement signed between MPPP and EMSB, the developer will be given a 60-year lease to own and operate sPICE, and pocket all profits.

The BN Youth wing has already lodged a graft report on sPICE at the Penang office of Malaysian Anti-Corruption Commission (MACC) in Jalan Sultan Ahmad Shah last week

In his report, BN Youth chief Oh Tong Keong claimed that the project contained elements of nepotism and cronyism.


Court quashes MP's bid to check RM 1 million allocation ....

NONEDr D Jeyakumars bid to question the government over its annual RM1 million allocation for the Sungai Siput constituency was shot down in the Court of Appeal today.

His lawyer Ambiga Sreenevasam said it is a disappointing decision as Jeyakumar was hoping that the court would serve as a check on the government in terms of transparency, as to where the money has gone.

Jeyakumar said the court - the last bastion of justice for the people - should have been supportive of the decision to ensure that the money allocated is not wasted.

"I do not want the money for myself ... but to ensure (that whatever is allocated) is properly spent ....opposition MPs do not directly get the allocation from the federal government and this is disappointing.

Following this decision, my message to the people is that as we cannot depend on the courts to look for transparency and it is people power (that will) decide in the coming general election."


Jeyakumar said he will consult Parti Sosialis Malaysia as to whether or not to appeal this decision.

This is because the final opportunity to go to the Federal Court could be costly although the lawyers are providing their services free of charge.

Justice Low Hop Bing, sitting with Justices Abdul Wahab Patail and Anantham Kasinater, unanimously allowed the federal governments appeal today and dismissed Jeyakumar's application.

Jeyakumar had named the director-general of the Implementation Unit of the Prime Minister's Department, the director of the Perak Development Department and the federal government as defendants.

In February Justice Aziah Ali of the Kuala Lumpur High Court had granted Jeyakumar leave to apply for judicial review, to challenge the government's action not to give or provide details of its annual allocation of RM1 million to his constituency.
