Explain WiFi decision, Gerakan tells Anwar and Lim

ALOR STAR: A Gerakan leader here today took the Penang government to task for not exercising its much appreciated open tender policy in the RM8.5 million ‘Free WiFi’ project award.

Kedah Gerakan youth chief Tan Keng Liang chided Chief Minister Lim Guan Eng for not keeping his words to practice open tender system on all state contracts.

He cautioned this would set a bad precedent for Penang and other Pakatan-ruled states, such as Selangor, Kedah and Kelantan, to follow for future projects.

“Pakatan has failed to implement its election promises and the principles of its Common Policy Framework (CPF) and Orange Book,” claimed Tan.

Lim had said yesterday an open tender system was not offered for the second phase of the WiFi project as the state government wanted a reputable company to take charge (watch video).

He said REDtone International Bhd was willing to provide and maintain 750 free WiFi hotspots in public areas in the state without any funding from the state government under the first phase.

“Under phase two, the state government is paying RM8.49mil to install 750 free WiFi hotspots over the next five years in Penang,” he said.

“Penang Free WiFi” project was launched by Lim in Sept 2008 and was aimed at turning the state into the country’s first free wireless broadband area.

The project was different from the federal government-initiated High Speed Broadband (HSBB) project costing RM11.3bil.

Spell out steps

Tan also called on Pakatan and PKR leader Anwar Ibrahim to publicly explain on why the open tender policy, espoused by CPF and Orange Book, was not implemented for all projects in Pakatan states.

He also want Anwar to spell out steps that would be taken to ensure the system would be implemented without exemption to the rule in states under Pakatan administration.

“Anwar cannot turn blind on this issue.

“The non-implementation of open tender policy is directly in conflict with Pakatan’s CPF and Orange Book.

“Anwar and other Pakatan leaders owe a public explanation on why Penang government has failed to practice the policy in its WiFi initiative,” insisted Tan.

Al-kitab 'solution' - it's in the intent, not the words


The latest announcement by Idris Jala to release the confiscated Al-kitab is a step forward to resolve the issue. Christians can show that they are reasonable yet remain firm in their stand that the Al-kitab is our scripture that is legitimate.

We have previously agreed to add the words 'Penerbitan Kristian' on the cover of the Al-kitab. This is better than 'Untuk Kristianiti', though the difference is not unacceptable.

The failure for any Umno minister to publicly support this step is still a worry that the recent action is only an interim action motivated by the coming Sarawak election. The Christian community can only be reassured if all Christian publications in Bahasa Malaysia with similar words 'Penerbitan Kristian' are allowed distribution (except with overt distribution to Muslims).

The government should then withdraw their appeal against the High Court's well-reasoned judgment that Christians have the right to use the term 'Allah' based on etymological, historical and constitutional grounds.

At least allow the High Court judgement to be implemented until the appeal is heard. State laws prohibiting the use of 'Allah' by Christians cannot surpass our constitutional right. Do they mean that non-Muslims cannot sing the state anthems where Allah is being mentioned?

Statements that government officers will obey the recent directive announced by Idris Jala are not reassuring enough as past promises even by prime ministers have been thwarted by the little Napoleons. That is why we are still facing this dilemma till today. Christians can only be reassured if the 1981 Act to place the Al-kitab as a controlled publication under the Internal Security Act be repealed.

In the meantime, the 35,000 copies of the Al-kitab which have been desecrated need to have the Home Ministry stamp removed, perhaps with the replacement of the covers.

That the additional costs will be borne by Christian donors again show the insincerity of the government as rightfully it should bear the costs of the damage caused by it.

Christians are not so concerned about words added on to the cover as to the intent (after all we also write notes on the pages).

Thus claims that the imported Koran may also have similar words added are not comparable as their intention is to authorise their copies as 'official' while the intent for the hasty Home Ministry's stamp on the Al-kitab is to 'control' their use.

It is said that, Scandals will necessary come and cause people to fall; but woe to the one who has brought it about. People who scandalise others, do they think they themselves can be absolved of any blame? Do they not realise that by pointing a finger at others, they are pointing at least three fingers back at themselves?

Elections are looming; the reason behind the free for all by politicians of the lowliest order. Reading the headlines in our national newspapers, owned by parties of the ruling coalition, makes my stomach churns! One scandal after another, when will they let the poor guy go?

People cant change? In the holy book, it is documented that Jesus singled out Zaccheus to stay at his home. Zaccheus was a tax collector and a wealthy man. The Jews, then, under Roman rule were an impoverished lot. To the overly-righteous Jews, it was a scandal for another Jew to be associated with someone like Zaccheus.

Yet, he was Jesus choice. Why? Though Zaccheus was the object of envy and hatred, he was not all bad. Though his hands were dirty, he had not lost the sense of what is good. The act of choosing Zaccheus, which was a sign of forgiveness, a second chance, so to speak,
compelled Zaccheus to manifest the human and good qualities hidden in him. Zaccheus, from then on, shared in the sacred duty of reestablishing justice in the land.

We want to be in the eyes of the world. Are we sure the eyes of the world are now trained on us for the right reason? Are those playing
out the charade for all to see, as leaders, deserve to have others respect their declarations and condemnations? Is it enough as a leader, to just smile at crowds or embrace a child who renders him homage? Is he to serve or be served?

It appears that fear has made people so blind that they persecute those who do not share their fanaticism. Laws were not drafted or intended for the good! , but fo r those who do evil. They are clearly outlined in a manner, the demands of our conscience. Yet, now here in Malaysia, someone is suggesting we use them to protect those who slander others.

This must be a joke, a real bad joke!

Look, peoples true liberation must go beyond partisan quarrels and rivalries. At the rate we are going, our people will be so torn apart with such irreconcilable differences that a national disaster is just waiting to happen. Please, lets give politics its true place. And it should not be in the Gutter.

From time immemorial, unscrupulous leaders have intentionally confused political militancy with faith. They try to confuse the masses with faith, since faith asks of us total obedience. These unrepentant leaders begin to justify, little by little, everything their party does, even its lies and crimes. I say this in good faith because I care that we, all of us, not go further down the sewer: Do not manipulate religion for political purposes; do not let politics look for religious justification nor allow religion confuse its political opponents with the enemies of the Kingdom.

We, as Malaysians, have a lot to be thankful for. Look at whats happening around us. And what do we focus on? Bedroom secrets? Why let bedroom secrets leave the room, especially those who have lots of skeletons in their own closets?

It is sad that the greatest betrayal comes from those who share our meals. Still, like I always tell my little ones, better to be the victim than the perpetrator, after all, Happy are those who are meek, for they shall inherit the earth.

To the politicians: Cant you people grow up and agree to disagree. Cant you live and let live?


Nazri May Join DAP Soon

MCA tells Nazri to join DAP

PETALING JAYA: MCA continued its attack on Umno leader Mohd Nazri Abdul Aziz today, urging the latter to join DAP.

The minister in the Prime Minister’s Department had been drawing flak since last week when he had described MCA as a “neglected wife.”

The latest to join the fray was MCA publicity bureau deputy chairman Loh Seng Kok, who called on Nazri to “self-reflect on his impudent” remarks because the latter did not understand Umno and Barisan Nasional’s structure.

“Nazri should join DAP which claims to be a multi-racial party but yet does not have sufficient Malay influence,” he said in a statement.

Loh was referring to a statement by DAP secretary-general Lim Guan Eng, who said that he preferred Nazri over MCA because “at least he (Nazri) had helped the Chinese community.”

The MCA leader also noted that since other Umno leaders did not back Nazri, it indicated that the minister’s remarks did not reflect the stand of Umno or the Malay community.

On the same note, Loh pointed out that Umno did not represent all Malays, because opposition parties PAS and PKR also had strong support from the community.

He also said that Nazri’s “merciless” attack on a BN component party had opened the door for the opposition to “undermine the coalition’s unity and harmony.”

Under fire from Gerakan, MIC

Last week, Nazri had told Chinese daily Nanyang Siang Pau in an interview that “MCA is like a wife who keeps complaining to outsiders that she has been detained, sexually abused and denied food by her husband, but she refuses to divorce.”

Nazri had also warned MCA president Dr Chua Soi Lek not to act like a “Chinese hero” and mocked the latter about his sex scandal.

Following this, the minister had come under fire from top MCA leaders, including deputy president Liow Tiong Lai, who vowed to bring up the matter during the next BN supreme council meeting, and vice-president Wee Ka Siong, who called Nazri “arrogant.”

Nazri defended himself saying that he was only expressing his personal opinion.

MCA vice-president Dr Ng Yen Yen downplayed the issue yesterday, saying that MCA had never asked Nazri to apologise. She said everyone had the right to comment but must “observe the ethics of BN.”

Even Gerakan president Koh Tsu Koon had called Nazri a “loose cannon” while the minister also drew flak from MIC secretary-general S Murugesan.

Nazri had urged MIC to hand over all six state seats in Perak which the party lost in 2008.

Najib wants to protect Trio Amigos from Anwar.....

Is it wise to use the Whistleblower Protection Act and the Witness Protection Act to protect the 'Datuk T' trio who released a sex video involving a man said to resemble an opposition leader? This is what will be done if the authorities feel they have a case, Minister in the Prime Minister's Department Mohamed Nazri Abdul Aziz had told reporters in the lobby of Parliament House yesterday.

The 'Datuk T' trio are businessman Shazryl Eskay Abdullah, former Malacca Chief Minister Rahim Tamby Chik and Perkasa treasurer Shuib Lazim. Malaysiakini called several top criminal lawyers for their opinion on whether the position taken by the de facto law minister would be proper use of the two laws.

Lawyer Baljit Singh Sidhu,who authored the book 'Criminal Litigation Process', said it would be "a misfit" to protect the three under both laws.

"Such provisions are used to protect a person who informs (the authorities) about a crime. However, there are questions about the agenda of the three, whether there is malice involved (in revealing the sex video)," he said.

"The other question is whether they truly want protection. The way they presented themselves in showing the tape is as if they do not need any protection. One of them is a former chief minister and they appeared rather gung ho in showing it." He said the act of screening the video to the public is in itself an offence.

Law cannot cover 'dirty politics'

Another lawyer, Amer Hamzah Arshad, asked whether what the trio disclosed was a criminal act that requires protection, such as affecting the security of the nation, a major corruption scandal or a scandal involving a huge corporation.

"It is merely about two consenting! adults having sex. It is not illegal from a legal perspective but (is) a question of morality. However, it may have problems under Syariah law," he noted.

"Whistleblower or witness protection laws should be used on a person who leaks information about an organisation or crime committed by someone. The whistleblower law is aimed at protecting the informant of a crime committed, and is not about an immoral act," Amer said.

Furthermore, he said, this law should not be stretched to cover "dirty politics". "If you have information on a crime being committed, you should approach the authorities.

"You do not go out in public to call the press. You go to the police station and then you seek protection. They did not go to the police first and instead they screened the video."

'They revealed their identities'

Johor-based lawyer, Hisyam Teh Poh Teik, said that, in the first place, the 'Datuk T' trio had revealed their identities voluntarily.

"Since they have not complained about concerns over their safety and they have exhibited the video with great fanfare, they must be responsible for their actions," said Teh, a former Johor Bar committee chairperson.

"What they have done doesn't make sense (to require witness protection). They were proud to show the video and it is illogical now for them to ask for protection or for the authorities to (provide it to them)."

Baljit reiterated that despite what was being said, Opposition Leader Anwar Ibrahim, who is purportedly the the person in the video, should be answerable. "He should tell the truth and the authorities themselves should work so that the truth of the whole ! affair i s determined," he said.

The video was shown to selected members of the press at the posh Carcosa Seri Negara hotel on March 21. The man in the footage - recorded on Feb 21 - was said to closely resemble Anwar. Anwar has denied any involvement and lodged a police report.

The 'Datuk T' trio of Eskay, Rahim and Shuib revealed their identity on March 23. Both Eskay and Rahim had their statements recorded by police last Thursday night while Shuib, who was picked up in Sungai Petani, had his statement taken at Bukit Aman the next day.- Hafiz Yatim

Face it, Mahathirism is dead

Indeed the unfolding of the political strategies these past several months is becoming even more incredible. Slaying of opponents with sex smears is so deeply rooted within UMNO's think-thank that it makes even Clinton's butt-grabbing episode seem like a mere flutter in the breeze.

The 30,000 supporters praying for Anwar on March 28 appears to be a gentle warning for UMNO politicians. The next time around there could very well be 300,000 - not just praying but taking to the streets to register their tired feelings of "enogh is enough".

Quite understandable.

What UMNO has failed to recognize is the fact that when they allow their members to tarnish another fellow Malay with vile accusations, it hurts the pride and integrity of all peace-loving and God-fearing Malays.

The reign of Mahathirism has expired, and that is not registering with UMNO and it is just as puzzling why.

Dividing the people to seize power; diverting people's attention with sensationalism; seizing on global incidents to drum up alarm within the nation; clinging to power by compromising, colluding and corrupting the pillars of political structures and systems - all of these may have worked well during the Mahathir era.

What must dawn upon UMNO and its coalition members is, what was a success formula in the past cannot be a guarantee for the future. People learn, people change and people become more aware of their civil liberties over time.

Today, despite all the damage inflicted on Anwar, the Opposition coalition is emerging more convincingly as the people's hope for a better managed political future. That is the simple truth.

The message is being cast in lead: Mahathirism is ending and for a changing future. Any foul attempts to derail the momentum will only lead to turmoil. So far it is quit clear that the peace lovng Malaysians are only giving UMNO, MCA and MIC a mere generous extension to reform for the better by acknowledging the winds of change.

But that passive gene! rosity m ay soon ebb if the people are continously and mercilessly insulted.


Rumah ibu YB.Azmin Ali ada 'hantu'....

Jika daftar pemilih Suruhanjaya Pilihan Raya (SPR) diguna pakai, rumah ibu kepada Ahli Dewan Undangan Negeri (Adun) Bukit Antarabangsa, Mohamed Azmin Ali, ada hantu.

Bercakap pada sidang Dewan Undangan Negeri (DUN) Selangor hari ini, Azmin (KEADILAN-Bukit Antarabangsa), berkata terlalu banyak pengundi hantu muncul dan bilangannya bukan satu tetapi lapan karakter.

Kalau ikut istilah pengundi hantu sebenarnya orang yang mati dihidupkan semula tetapi yang berlaku kini melibatkan penambahan pengundi dan pengalihan nama-nama pendafar.

Contohnya, rumah ibu saya didafarkan seramai lapan orang dengan kaum Cina dan India sedangkan ibu saya tinggal seorang diri dan saya tidak mempunyai adik beradik kaum lain, katanya yang menyifatkan SPR sebagai kuda tunggangan Umno.

Pendedahan itu menunjukkan daftar pemilih atau pengundi SPR tidak bersih hingga menimbulkan banyak keraguan besar walaupun pimpinan Umno kerap menyebelahi SPR yang didakwa mereka sebagai telus dan cekap. Beliau yang juga Timbalan Presiden KEADILAN berkata, pengundi hantu yang diwujudkan Umno pasti akan mengundi parti pemerintah itu untuk dijadikan sebagai taktik kemenangan pilihan raya akan datang.

Ikut tradisi, pengundi hantu akan undi Umno, kerana hati mereka juga mati. Mereka akan memberikan kemenangan kepada Umno, katanya. Azmin juga menyarankan kerajaan negeri supaya melakukan pemantauan terhadap Jabatan Pendaftaran Negara (JPN) kerana beliau mendapat maklumat jabatan itu menjalankan kerja! kotor selepas waktu kerja.

Kerajaan negeri perlu pantau JPN kerana mengeluarkan kad pengenalan kepada warga asing yang dilakukan selepas waktu kerja.

Perkara itu berlaku di Sepang yang didakwa lebih 200 orang diberi kad pengenalan kerana sedar rakyat negara ini tidak memberi sokongan dan terpaksa bergantung kepada warga asing, katanya.

Bar Council lawyer queries differing statements made by MACC officer to internal probe panel and to the RCI.

A Malaysian Anti-Corruption Commission (MACC) officer was accused of trying to alter his testimony in order to reinforce the theory that Teoh Beng Hock committed suicide.

Bar Council lawyer Cheow Wee said today this could be seen in MACC enforcement officer Mohd Nazri Ismail's statements to the internal probe of the agency's complaints committee and the royal commission of inquiry.

“To the internal investigations committee, you said that Teoh looked normal, calm and relaxed but here to the royal commission you told us that the deceased looked restless, anxious, sombre and serious, now which is true?” asked Cheow.

Mohd Nazri replied that when he gave his statement to the internal committee he did not “give it much deep thought”.

“There were times he was calm and relaxed... but I can't accurately describe and judge by his (Teoh's) facial expressions because I don't know him well,” said Mohd Nazri.

The internal probe was conducted by the MACC on all officers who were present at the anti-graft agency's Selangor office on July 15 and 16, 2009.

azlanOn that day, Teoh, the political secretary of Seri Kembangan assemblyperson Ean Yong Hian Wah, was taken in a witness by MACC, which was running an operation on state funds misuse by elected representatives.

Teoh was questioned overnight at MACC's 14th floor office in Plaza Masalam, Shah Alam and later found dead at the fifth floor landing of the same building.

An 18-month long inquest into his death delivered an open verdict ruling out suicide and inconclusive evidence to prove homicide in January.

The royal commission of inquiry was then set up to get to the bottom of Teoh's mysterious death and if there were any violations in terms of procedures or human rights by the MACC.

“All I can confirm is that he was sighing and yawning,” said Nazri, taking on a different tune from what he had revealed last week.

He had told the royal panel that Teoh looked “sombre” throughout the time the officer spent with the latter to record his statement.

Cheow then pressed him on why he did not reveal Teoh's condition to the police, the internal probe and royal committee in depth, but Nazri simply said: “I don't know how to explain”.

The lawyer then asked if he was “coached” or “instructed” by a certain party to “reinforce the theory that Teoh had jumped from the window (on the 14th floor)”.

“Have you been listening to someone else? Tell us the truth,” Cheow pressured. However, Nazri said, “No”.

Another second investigation diary

Nazri also confessed to that he made amendments his investigation diary (ID) on Teoh after discussing with his colleagues.

The royal panel suggested that the enforcement officer was doing so in order to synchronise his account of the incident with others involved.

“I put it to you that you made additions in your second ID to coordinate the story after discussing with other officers,” suggested Cheow.

“Not with other officers... with the investigating officer,” denied Nazri, referring to Mohd Anuar Ismail, who was investigating the state fund misappropriation case.

“I just asked the investigation officer about the time,” said Nazri.

He explained that he prepared the second ID for the reference of the royal commission, which he had done sometime early this year.

A few MACC officers who have testified previously admitted to have readied a second ID, which they had said was more detailed than their first diary, suggesting there was manipulation.

Nazri, who prepared his first ID several days after Teoh's death, insisted that his second ID was “far more detailed” because he wanted to recount everything that unfolded on the day Teoh died.

Commissioner T Selventhiranathan cornered the officer and said that he was attempting to “coordinate the story” to strengthen the MACC's position in facing any other allegation.

But Nazri repeated that he only checked the time with Anuar.

“You can practically dismiss the second ID as it is an improvement... What kind of the ID is this? It's worth nothing. Whatever that was left out you put it in to make it look good?” asked inquiry panel head James Foong.

“It is not a detailed but enhanced diary. Whatever is adverse to you, would you have put it in the ID?” he asked, but Nazri maintained that he kept to the true account.

Teoh's signature could have been forged

On another matter, Cheow also pointed out that Teoh's signature on the printed statement recorded by Nazri varied to the naked eye.

Teoh had signed the first and last page of the ten paged statement in full form and penned only his initials on the inside pages.

“The signature on the first page looks smooth and the signature of the last page looks as if it was signed by someone with shaky hands,” said Cheow.

Another Bar Council lawyer, Christopher Leong, said that “the loops and strokes” were different, but Nazri denied that it was forged when it was suggested.

Also making an appearance today was the mystery note which was supposedly a final testament penned by Teoh in Chinese character was also the subject of an altercation today.

Reading out the translation of the note, “saya kata dapat kelulusan YB... tapi meraka menaip ikut arahan YB” (I said I have your permission... but they typed following your orders), MACC lawyer Muhammad Shafee Abdullah asked Nazri if he tried to put words into Teoh's statement.

Last week, Nazri was accused of filling up Teoh's statement to the MACC with his own words, to which he disagreed to.

He reiterated that he had consulted Teoh and verified it with the latter before the final copy of the statement was acknowledged and signed.

The inquiry resumes tomorrow with Selangor MACC's then-deputy director Hishammuddin Hashim, before proceeding on to Professor Dr Peter Vanezis, a British forensics expert who had testified in the inquest.

For the past several months since I returned from Kalimantan, Indonesia, Ive had the opportunity to follow the good people of the Sarawak Dayak Iban Association (SADIA) on the ground, to learn more about the rural indigenous peoples issues in Sarawak. I came with the intent to learn, which meant putting everything I knew on the back-burner, and starting anew. It has been an eye-opener in many ways.As a wildlife conservationist, it has been a struggle internally to accept ideas from the indigenous civil society that may not always be aligned with principles of conservation that I hold dear. For example, taking over a disputed plot of native land and planting oil palm because the community needs income to sustain themselves, and pay for legal fees, for the long battle awaiting for them in court.It may come to a surprise to many that in Sarawak, the rural population have more or less accepted oil palm plantations as a reality the fight for some of these communities is often about getting rightful compensation (see for example, the case of Rumah Ranggong). Sometimes the fight is also for the right to develop native lands for cash crops such as rubber, durian, pepper, etc., for land to be set aside for shifting cultivation, and for land to be kept as pulau for the forests to regenerate, and to secure watersheds.

The miring ceremony took place in a mysterious cave where villagers believed their ancestors once lived: a longhouse cursed into stone, along with all of its inhabitants.

Offerings to the gods | Credit: June RubisThe villagers felt the need to call out to their ancestors for help they are currently in dispute with an oil palm plantation that has taken over their ancestral lands. About 70 people from at least three different villages cramped into the small cave, where a chicken and a pig were decapitated to appease the spirits.Four elders officiated the ceremony, and one elder called out to the spirits of the cave to protect the descendants, to support their fight to keep their lands, and to prevent intruders from passing through their lands without permission.

Our guide Sebi from Kampung Ruan Surek talked about the villagers plans to secure their territory: some of them have decided to open up their lands to plant oil palm, and have planned to build huts so that they could keep a watchful eye on their crops.The only settlement built on the land so far are occupied by Indonesian workers and their families, as they work on the oil palm plantation.The land that they were working on is hot and barren. These workers completely depend on the cash from this employment for daily subsistence.Rural Sarawakians face the danger of losing of the ability to feed themselves through cash crops planted on their lands, and to fish in unsoiled rivers. We speak of bringing these communities into development yet we forget that what rural communities ask for is the right to se! lf-deter mine their own development.

I wanted to know what their thoughts are about the land dispute and the upcoming state election. What I found out was not surprising: despite the dispute with the oil palm company, despite their frustration regarding their lands being taken away, they are still loyal to the ruling party of Sarawak, that is, Barisan Nasional.It is indeed confusing to many Malaysians why rural Sarawakians feel beholden toward Barisan Nasional. There is a huge disconnect between the role of their elected ADUN and the daily struggles they face. The expectations that most rural communities have of their elected reps are very modest and far from the actual responsibilities these representatives should provide as a service to their communities. Getting involved in voter education campaigns such as UndiMalaysia.We may not see the change we want in this election. But we can ensure that whomever is elected is beholden to the promises that they have made and the responsibilities entrusted to them. Dayak dilemma in state polls


Will it be religion or development that influences voters? Political analysts consider the odds.

Religion and development are expected to be on the minds of Sarawak's bumiputera voters as the state heads into election campaign from nomination day on April 6.

But at this point, it is still anyone's guess as to which of these factors will have a larger sway come polling day on April 16.

azlanFor Sarawakian political scientist James Chin, the outcry over the 'Al Kitab' impoundment and rubber-stamping will trump any doubt that the largely Christian bumiputera population will have about voting against BN.

“The Bible issue is a very big one, especially among the evangelist Christians. The bumiputera community makes up half of the Christian congregation in Sarawak,” he said.

NONEAccording to Chin, most of the Iban, Orang Ulu and Bidayuh, all of whom make up a group referred to as the Dayak, are Christian and religion is a very large part of their lives.

Half of the 56 bumiputera seats have a majority of Dayak voters, while the other half are seats with a Malay-Melanau majority. The latter community is mainly Muslim, although some Melanau are Christians.

“If a preacher or pastor takes an activist stand, he can influence opinions. He doesn't need to tell the congregation who to vote for but he can send his message by telling a parable, for example,” said the Monash University lecturer.

He added that while this was absent in the 2006 Sarawak election, it was seen in the Sibu by-election, where the impoundment of the 'Al Kitab' was a sore point and led to DAP's victory.

While fellow Sarawakian Jeneri Amri agrees that the 'Al Kitab' issue is a political hot potato that has caused “unhappiness”, he is uncertain if it can undo decades of propaganda and politics of fear and patronage.

According to the political scientist and Universiti Malaysia Sarawak lecturer, there have been previous cases where roads leading to a longhouse, where the residents voted for the opposition, were not paved and light bulbs were removed from lamp posts.

“There is fear of punishment. They know what is at stake… longhouses will suffer. For the tuai rumah, it also risks their allowance of RM800 a month,” Jeneri said, describing the community's dependency on the government.

Tuai rumah, local activists and other grassroots leaders, just like pastors, have a strong impact on political opinions and voting patterns, he noted.

The politics of fear also pervades the Malay-Melanau communities, Jeneri said, who feel they are vulnerable as an ethnic minority in Sarawak. Malays make up 19.24 percent of Sarawak voters.

“They would feel that the only way to secure their position is to keep BN in power,” he said.

Young and 'unafraid' voters

The young and educated, said Chin, are less fearful of going against the status quo, but the majority of them reside outside their constituencies.

Jeneri estimates that there are about 40,000 from the Iban community in Johor Bahru alone, with many others in the Klang Valley and further afield in Saudi Arabia. Rural-urban migration within Sarawak has also been rising steadily.

Field research by Japanese researcher Ryoji Soda in Kanowit and Sibu from 1996-2000 found that those who migrate to urban centres retain their registration in their respective hometowns and go back to vote in the hope of attracting development there.

This will be more difficult for those who have migrated from Sarawak, given that the cost of flight tickets from the peninsula runs into hundreds of ringgit.

Even if they are absent, Jeneri said, the influence of the young and educated on their communities at home should not be underestimated.

“News is brought home during Christmas or Gawai and ideas of change are often discussed at randau (a dialogue in the longhouses).

“But political literacy is very low. Pakatan Rakyat cannot come with abstract ideas of good governance and other intangibles. It's about basic needs and bread-and-butter issues.”

azlanIt is for this reason that Iban professor of politics Jayun anak Jawan disagrees with Chin that allegations of corruption surrounding Chief Minister Abdul Taib Mahmud (left) - and which are emerging as a major Pakatan Rakyat campaign point - will sway the Dayak, especially in the interior.

“The rural voters are and have been very practical and that the things most dear to them are bread-and-butter issues. Alleged corruption, nepotism, etc, are still quite abstract issues to these 'displaced' rural voters,” said the Universiti Kebangsaan Malaysia lecturer.

For many in the interior, he said, the government is synonymous with BN and they consider that a leader should be rich and powerful to be able to provide them with assistance.

In the study in Kanowit and Sibu, Soda found that the “Iban in the study area do not view elections as a way to make their opinions reflected in Parliament or the state assembly, but rather as an opportunity to demonstrate their pro-government support to extract economic benefit”.

“This perception has led the Iban to conclude that, in order to obtain their share of subsidies and public funding, they must assume a subservient attitude toward the government,” he said.

NONENot even seemingly popular Sarawak PKR chief Baru Bian will be able to garner the support Pakatan will need to take the much coveted two-thirds majority in the state legislative assembly.

“Touting (Baru) as the next chief minister should the opposition win is the biggest failure of the opposition and PKR in the state (as well as) the peninsula-based leaders, in understanding the sentiments in Sarawak,” Soda said.

Baru may be popular in certain quarters as a champion of native customary rights to land, said Jayun, but he is largely unknown, especially among the rural Iban.

Jeneri agreed, also saying that Baru was not very popular among the Malay-Melanau either.

Change is likely in seats like Ba'kelalan - which Baru will contest - and Pelagus and Ngemah, which appear shaky for BN.

However, most of the Bumiputera-majority seats are still expected to go to to BN.

“The opposition can be proud of itself if it can wrest about three seats away at the most,” added Jayum.

DAP wants PAS to allow lottery sales.

Karpal: K'tan no basis to ban sale of lottery tickets

The Bukit Gelugor MP differs with the state legal adviser, and says the activity comes under federal law that allows its sale.

Karpal Singh criticised the Kelantan legal adviser for saying the state's ban on the sale of lottery tickets was within the state's rights, when in fact the matter comes under federal law.

NONEThe DAP Bukit Gelugor MP expressed “shock” that the Kelantan adviser, Azlan Abdul Halim, had announced that the state ban was within the legal rights of the state, as reported in Star today.

“The sale of lottery tickets is not illegal. In fact, the matter comes under federal law and federal law has not banned the sale of lottery tickets,” said Karpal in a statement today.

He questioned Azlan's stand, saying it was not backed by any reasoning.

“An opinion without reasons amounts to nought,” he said.

“I advise the state legal adviser to seek advice from the attorney-general before embarking upon opinions that will confuse the Kelantan state government,” said Karpal.

NONEEarlier this month MB Nik Aziz after a meeting with Pakatan Rakyat delegates, had agreed to consult the state legal adviser on the banning of the sale of lottery tickets by street vendors.

Earlier, MCA president Chua Soi Lek had questioned the state government for issuing summonses on Feb 26 on two bookshop owners for selling lottery tickets, saying it was infringing on the rights of the Chinese.

The Kelantan government's coalition partner DAP had then sought the MB's clarification of the ban.

“I would advise the PAS-led Kelantan government to lift the ban which is unjustified and has caused undue anxiety and concern among the people of Kelantan,” said Karpal.

MMC-Gamuda on hook if MRT stalls, blows budget

KUALA LUMPUR, March 28 — The Project Delivery Partner (PDP) for the new KL MRT, Gamuda-MMC, will be have to pay financial penalties if the project experiences any delays or cost overruns said the Land Public Transport Commission (SPAD) today.

It also said that if Gamuda-MMC bids for the MRT tunnelling works, it cannot be part of the tender evaluation committee.

SPAD, however, also came out in defence of the appointment of the Gamuda-MMC consortium as the PDP, saying that having an experienced contractor as a project manager offers significant benefits.

This comes as critics have questioned the selection of Gamuda-MMC as the government’s partner without an open tender and whether the consortium would gain an advantage over other vendors when bidding for the tunnelling works.

SPAD CEO Mohd Nur Kamal acknowledged that the size and complexity of the MRT project carries significant risks of delays and cost overruns, but the government has planned to take the delivery risk, including timing and cost, out of the project to protect public interest.

He added that the PDP concept is an enhancement of the project manager role with certain built-in incentives and penalties that are designed to align the interest of PDP with the government

“In the case of the PDP, the risk of delays and cost over-runs is now borne by the PDP for a fee,” said Mohd Nur in a statement to the media. “The PDP provides a single point of accountability to deliver the entire project within agreed time and cost targets, or face financial penalties, something a pure engineering consultancy has no financial capacity or management capability to bear.”

The commission’s chief said that as the risk takers and the party responsible for the overall health of the project, it was “crucial” that MMC-Gamuda as the PDP be vested with the necessary authority to carry out its responsibility of managing all aspects of the project including packaging of works, calling for tenders, evaluating the bids, recommending the contractors and jointly awarding of contracts and ensuring the performance of each and every contractor appointed — even the powers to step-in and take-over delivery of contracts that are behind schedule where necessary to ensure targets are met.

He assured the public, however, that there will be additional oversight and that MMC-Gamuda would only act within agreed guidelines and in consultation with the government and the government’s appointed VMS (Value Management Study) Consultant, McKinsey, who will scrutinise project plans and specifications to ensure optimum value and cost efficiency.

An independent checking engineer (ICE) will also be appointed to monitor and perform verification works to ensure the project is delivered according to plans and specifications.

“Ultimately, the government will have the final say,” he stressed.

Nur Kamal also addressed fears that MMC-Gamuda would have an unfair advantage over other contractors when bidding for the tunnelling works, which is the only portion of the MRT project that it is allowed to bid for.

Analysts such as CIMB Research had said in December last year that Gamuda-MMC has an edge in the bid for the RM13-14 billion tunnelling portion of the work especially since the prime minister had highlighted that an exception should be made in the case of awarding the tunnelling works and it is the only local contractor with experience.

He said that all works packages will be subject to competitive bidding and all bidders will be given the same project information and evaluated on the same basis including technical expertise, track record and financial terms.

“The PDP would have the opportunity to bid as it is the only Malaysian group with the expertise and track record to do so,” he said.

“To bar the PDP from bidding, though it has the capability, would mean that only foreign contractors will be involved, which is not necessarily in our national interest.”

The head of the commission also said that the appointment of experienced contractors for large and complex projects is a common global practice, especially for project owners that have not built up internal capabilities to manage large projects.

Among the global projects cited by Nur Kamal were the US$12 billion (RM36 billion) Crossrail project managed by Bechtel/Systra, the US$10 billion London Olympics managed by Laing O’Rourke and the US$16 billion Korea High Speed Rail project managed by Bechtel/Hyundai.

Nur Kamal also said that a large experienced contractor had advantages over pure engineering consultancies as they had better competency in commercial procurement strategies, highly developed skills interfacing and co-ordinating many different contractors, strong tender management and award skills, well-developed supply chain management skills and sufficient balance sheet strength to take on the risk of cost overruns and delays.

“Allow me to reiterate the government’s commitment to closely scrutinise the costs and delivery of this crucial national infrastructure project for the benefit of the Malaysian public,” he said.

MMC-Gamuda had first mooted the idea of a MRT system for the capital city in the middle of last year and the Najib administration later adopted the proposal as part of the 10th Malaysia Plan.

It was later appointed as PDP following its proposal to be project manager for the entire system.

The KL MRT has been touted as the country’s most expensive construction project but is also seen as a much needed initiative to help the city catch up with its regional rivals in terms of city rail investment and relieve congestion.

MACC raids Selangor DAP exco’s office

SHAH ALAM, March 28 — Several Malaysian Anti-Corruption Commission (MACC) officers seized a wide array of documents from the office of Selangor DAP executive committee member Ang Leng Kiat, who is also Shah Alam City Council councillor in Port Klang today.

The MACC team arrived at Ang’s office at about 10am and left at about 5pm with between 50 and 60 boxes of documents.

Ang, when contacted, said the MACC officers, who came to his office unannounced did not say what documents they were looking for and whether he was being investigated on his business dealings or the DAP affairs.

“I have no problem with them coming to my office and take whatever documents they want. We co-operated with them,” he said. — Bernama

MACC prefers soft approach ie. "Nothing will happen."

KUALA LUMPUR: A Malaysian Anti-Corruption Commission (MACC) senior official today told the Royal Commission of Inquiry (RCI) investigating Teoh Beng Hock’s death that the organisation prefers a soft approach.

Deputy Chief Commissioner, Mohd Shukri Abdull, said this when answering questions regarding MACC’s investigation procedures and practices.

Earlier, RCI chairman James Foong asked what were the rules the MACC officers observed when they are on the ground.

He said that the procedures pertaining to investigation were a “grey area” which needed further clarification.

Shukri, 51, said that MACC would ask for evidence and documents from government offices without a warrant.

He added that according to MACC Act 30(1)(b), this procedure was in line with normal practice.

“We would ask (for the documents and evidence) directly without a warrant. We are polite in getting documents and case materials,” he said, adding that government agencies also preferred the polite approach.

“With a warrant it may look slightly kasar (rough),” he added.

When asked what was MACC’s procedure pertaining to Teoh’s case, Shukri said that in Teoh’s case, the MACC had raided his office without a warrant as the organisation thought that a warrant was not “a priority”.

Earlier, Shukri earlier said that the MACC had authority to investigate under sections 29, 30 and 31 of the MACC Act.

Shukri has been serving in the MACC since 1984. At the time of Teoh’s death in July 2009, he held the post of MACC director of investigation.

He was called to testify before the RCI as the commission is also looking at ways of improving MACC’s procedures.

Teoh was found dead the morning after his overnight interrogation by MACC officers at their office in Shah Alam. He was political aide to Ean Yong Hian Wah, the Selangor state executive councillor the agency was investigating for alleged misappropriation of funds. His body was found on the fifth floor of Plaza Masalam, the same building that houses the MACC office.

The inquiry currently in session is looking into Teoh’s death and MACC interrogation methods. It was formed after an inquest had previously failed to determine if there was foul play in Teoh’s death.

The commission today gave MACC a week to answer a list of questions regarding MACC’s standard procedure. Shukri takes the stand again next Monday.

Contradictory statements

Enforcement officer, Mohd Nazri Ibrahim, was rapped for giving two contradictory statements about Teoh’s expression and body-language while the latter’s statement was recorded.

Nazri is the officer who recorded Teoh’s statement from 1.30am to 3.30am on July 16, hours before Teoh’s death.

Bar Council representative Cheow Wee pointed out the different terms Nazri had used to describe Teoh’s demeanour while the latter’s statement was recorded.

He said that during MACC’s internal investigation conducted in August 2009 by its complaints committee, words such as “calm, relaxed and normal” were used to describe Teoh’s demeanour.

However, Cheow said the terms differed from Nazri’s statement to the RCI, where he used the words “restless, anxious, sombre and serious”.

Cheow: I want to know how at the internal investigation (you said) Teoh was relaxed, calm and normal but you told us at the RCI that the deceased was ‘restless, anxious, sombre and serious’. Now which is true?

Nazri later said that it was difficult to determine Teoh’s facial expression as he had not met him previously. When pressed, Nazri said that there were times when Teoh appeared relaxed and other times when he looked restless.

Nazri: There were times when he appeared relaxed; at other times, he was sighing and yawning. I can only confirm that he was yawning. I can’t confirm his facial expression.

Cheow then suggested that Nazri was coached to give contradictory statements on Teoh’s demeanour to produce a larger narrative that Teoh committed suicide.

Cheow: Nazri, you had minimal involvement in the case, you were about to go home (after recording Teoh’s statement). Were you coached or instructed (to give contradictory statements)?

Nazri answered in the negative.

Cheow asked if any interaction between Nazri and a MACC higher authority had taken place after Teoh’s death.

Nazri said that the meetings were ordinary ones and he could not remember if any other details were discussed.

He said that he could not remember if the higher authority had tried to contact him for a special meeting regarding Teoh.

Why the need for two IDs?

Nazri was also rapped for keeping two IDs (investigation diaries). He said that he prepared the first ID two or three days after Teoh’s death and the second one for the RCI at the beginning of this year.

He said the second ID was needed to give a more detailed account of what had transpired.

This irked Foong who said:

“You can practically dismiss the second ID… What kind of a diary is this? It’s worth nothing. Anything that is left behind (you have included) to make it look good. It is not a detailed but advanced diary. Whatever things that were adverse to you, would you have repeated them?”

Nazri said that whatever he had recorded in the second ID was true.

At this stage, commissioner T Selventhiranathan said that most MACC officers who had given their statements had kept a second ID. He suggested that the use of the second ID was for MACC to protect itself from any allegations.

Selventhiranathan: (I put it to you that) the reason (for the second ID) is make the stories in sync with that of other officers who are involved in Teoh’s case to strengthen MACC’s (account) of what happened.

Nazri evaded the question, merely saying that his second ID was based on his memory and he had consulted investigation officer (IO) Mohd Anuar Ismail only to determine the time of events and nothing more.

On Teoh’s signature, Cheow said that even to untrained eyes, his signature on the first page of his statement looked different from the one on the last page.

Bar Council representative Christopher Leong added that the strokes and loop were different.

Cheow suggested that since Nazri was the one who handled the statement, he had forged Teoh’s signature. Nazri denied it.

The RCI then decided that Teoh’s statement bearing his signature will be sent to the Chemistry Department to determined if it was forged.

Mystery letter

The mystery letter that had surfaced in the middle of last year’s inquest reappeared today.

The letter is purportedly a suicide note from Teoh addressed to his boss, Ean Yong, containing an apology to the latter.

MACC lawyer Muhammad Shafee Abdullah spefically pointed out the part where it was stated, “Saya kata dapat kelulusan YB tapi mereka menaip ikut arahan YB” (I said that I received YB’s approval but they typed that I followed YB’s orders).

Muhammad Shafee then asked Nazri if he had indeed put words into Teoh’s mouth, to which he denied.

He repeatedly said that he had always consulted Teoh before typing the statement and Teoh had agreed with Nazri’s choice of words.

Cheow also suggested that Teoh was not released from questioning that night because an order was not given to stop the interrogation.

Nazri denied it, maintaining that he had said that Teoh could go home for the night as instructed by Anuar.

Nazri was also asked if he felt guilty of Teoh’s death. He said that he personally didn’t feel it that way.

“I feel that I am good to the witness and suspect. I have never made him feel pressured. I always use a kind approach”.

The RCI continues tomorrow. Former Selangor MACC deputy director, Hishammuddin Hashim, will take the stand. He will be followed by British forensics expert Prof Dr Peter Vanezis.

Konspirasi fitnah ini didalangkan untuk membunuh karekter Anwar bagi menghalang kemaraan pemimpin yang bercita-cita untuk menawan Putrajaya dan mengambil alih pimpinan negara, melalui gabungan Pakatan Rakyat, selepas pilihanraya ke-13 nanti.

Dengan penetapan tarikh penamaan calon dan pilihanraya DUN Sarawak, masing-masing pada 6 April dan 16 April ini, maka pilihanraya umum ke-13 dijangka diadakan tahun hadapan, sebelum tamat tempuh mandat lima tahun yang sepatutnya berakhir pada 2013. Waktu semakin suntuk, untuk menyelamatkan Umno-BN, Anwar perlu dihalang segera sebelum menjelang pilihanraya ke-13.

Bergantung kepada keputusan pilihanraya DUN Sarawak,Umno-BN akan mempercepatkan tarikh pilihanraya umum, jika BN dapat mengekalkan kuasa di Sarawak, tetapi jika sebaliknya, atau BN tidak dapat mengekalkan majoriti dua-pertiga di DUN Sarawak, BN akan menunggu tamatnya! tempoh mandat yang ada.

Kes liwat pertama adalah satu konspirasi diperingkat tertinggi dan begitu juga dengan kes yang sedang dibicarakan. Pihak pendakwa perlu membuktikan kes tanpa sebarang keraguan dan inilah cabaran besar yang sedang dihadapi oleh pihak pendakwa. Jika kes liwat siri kedua ini gagal untuk mengaitkan Anwar maka video seks yang mengaitkan Anwar dan didalangi oleh tiga orang datuk,Tan Sri Rahim Thamby Chik, Shazryl Eskay Abdullah dan Shuib Lazim, Bendahari Perkasa , juga akan memakan tuan.

Anw ar keluar dari siri konspirasi fitnah ini lebih kuat dengan semangat juang lebih gigih dan kental, mendapat simpati rakyat terbanyak. Umno-BN kini terpaksa melakukan kawalan kerosakan yang dilakukan oleh kuncu-kuncu pemimpin tertinggi mereka. Adalah wajar dan tidak keterlaluan untuk mengatakan bahawa pendalangan video seks ini diketahui dan direstui oleh pimpinan tertinggi Umno-BN.

Siapa yang tidak kenal dengan Rahim, bekas Ketua Menteri Melaka dan seterusnya ramai yang mengetahui sejarahnya semasa dia memegang tampuk kuasa. Pendalangan ini adalah satu dendam politik yang tidak berkesudahan terhadap Anwar. Anwar berperanan menyebabkan karier politik Rahim tersungkur, rentetan dari kes Rahim dengan seorang gadis. Ketika itu karier politik Rahim dalam Umno sedang mendaki puncak dan sebagai Ketua Menteri Melaka, dia di antara pimpinan kerajaan negeri yang dikagumi Perdana Menteri (PM) ketika itu, Tun Dr Mahathir Mohamad.

Anwar kini sedang menghadapi mehnah akibat dari penyertaannya dalam Umno sehingga dia menjadi Timbalan Presiden Umno dan Timbalan Perdana Menteri (TPM), sebelum dia dipecat Mahathir kerana cuba mencabar kedudukan Mahathir sehinggalah timbul konspirasi siri kes liwat pertama. Semasa Anwar membuat keputusan untuk menyertai Umno banyak pihak menasihati Anwar supaya tidak menyertainya, tetapi Anwar tetap dengan pendiriannya setelah merujukkan perkara itu kepada beberapa pihak yang rapat dengannya termasuk dari luar negara.

Walaupun perkara ini sudah menjadi sejarah, tetapi tidak salah untuk merenung sejarah. Anwar telah diingatkan bahawa dengan menyertai Umno, maka mau tidak mau, terpaksalah bergelumang dengan budaya kotor dan jijik dalam Umno. Jika kita tidak terlibat dengan budaya kotor dan jijik itu, paling kurang, terhidu juga bau kotor dan jijik itu. Inilah yang sedang menimpa Anwar sehingga sekarang.

Tindakan konspirasi fitnah datuk T atau Trio Umno ini tidak diambil tindakan segera oleh pihak berkuasa.! Anwar t elah membuat laporan polis, tetapi kenapa pihak polis mengambil masa yang lama untuk bertindak. Kes ini mudah, tidak berbelit-belit. Pihak yang merancangnya telah pun membuat pengakuan.

Selain siasatan terhadap individu yang memangil diri mereka sebagai datuk T,pihak polis juga sepatutnya mengambil tindakan terhadap siapa pemilik video seks itu dan penayangannya. Saksi-saksi terdiri dari para wartawan dan individu tertentu tentu telah dikenal pasti. Kenapa setakat ini tiada tindakan diambil.

Pemilikan video seks atau lucah adalah satu kesalahan, apalagi jika ia ditayang untuk tontonan ramai. Kalau premis-premis menjual video lucah atau seks diserbu dan diambil tindakan kerana menyalahi undang-undang, kenapa pihak polis tidak bertindak menahan mereka yang terlibat memiliki video berkenaan dan penayangannya kepada umum.

Rakyat sedang melihat gelagat pihak berkuasa. Bagaimana mereka akan menanggani kes ini. Kementerian Dalam Negeri yang begitu ghariah pada permulaan perkara ini didedahkan dan menggesa mereka yang dilibatkan supaya membuat laporan polis, kini membisu setelah Anwar yang dikaitkan dan menafikan penglibatan beliau membuat laporan polis.

Apa akan jadi kepada datuk T yang memiliki dan menayangkan video berkenaan? Adakah pelaksanaan undang-undang negara ini berbeza mengikut individu. Kredibaliti pasukan polis sedang tercabar dan pihak polis dilihat dalam keadaan serba salah.

Ketelusan pihak polis dalam melaksanakan siasatan sangat diharapkan oleh rakyat bagi membawa kes berprofil tinggi ini ke muka pengadilan. Budaya politik kotor dan menjijikkan ini perlu dihentikan. Bersainglah dalam medan pilihanraya melalui proses demokrasi yang sebenar dalam ruang lingkup padang permainan demokr! asi yang setara, seimbang dan samarata.

Kes konspirasi fitnah ini mampu melonjakkan kemarahan dan kebangkitan rakyat dan ia dikhuatiri permulaan kepada petanda yang boleh mencetus dan mengancam kesetabilan dan keselamatan negara, apabila rakyat bosan dengan tindak-tanduk ahli politik yang tidak bermoral dan rendah harga diri, akal dan hatibudinya. Sex video probe: 'Don't let AG use police'....

Inspector-general of police (IGP) Ismail Omar must ensure that the investigation of the sex video scandal is carried out free of political or other forms of pressure, said former Kuala Lumpur CID chief Mat Zain Ibrahim.

This is given the history of bad blood between two key figures - attorney-general Abdul Gani Patail and former Malacca chief minister Rahim Thamby Chik - and PKR de facto leader Anwar Ibrahim. Anwar has denied he is the man in the video and lodged a police report.

Investigations are now underway under Section 292 of the Penal Code relating to the distribution of obscene material.

Mat Zain, who had previously emerged from retirement to point an incriminating finger at Abdul Gani for his alleged role in the 'black eye' incident of Sept 20, 1998 - involving Anwar and then IGP Rahim Mohd Noor - warned today against allowing a repeat of the debacle.

In a detailed open letter to Ismail, copies of which were distributed to the media, he said: The investigation papers (into the sex video scandal) will be scrutinised by (Abdul) Gani as attorney-general. At this stage, he said, it is expected that there will occur distortion, lies and fabrication just as these occurred in the investigation into the black eye incident. We can predict the stand of Abdul Gani, what more when this issue involves a confrontation between Rahim (Thamby Chik) and Anwar. Mat Zain said he does not personally know Rahim and has never met him.

In fact, he said, he was rather surprised when Rahim emerged as one of three personalities who admitted to being behind the screening of the sex video to journalists and editors at a luxury hotel in Kuala Lumpur last Monday. He expressed the h! ope that the information given to Ismail in his letter would help him to ensure justice for all the parties.

Whatever it is, I hope Tan Sri (Ismail) will not allow the Royal Malaysian Police to be used by the attorney-general as occurred during the years before you, added Mat Zain.

Past connections

Mat Zain had previously alleged that the investigation in 1998 into the assault on Anwar saw wilful interference as well as concealment and distortion of evidence by Abdul Gani, who was then a senior deputy public prosecutor.

The allegations arose after Mat Zain was himself accused by Anwar of fabricating evidence during the investigations.

Mat Zain also alleged that Ismail's predecessor, Musa Hassan, had worked hand-in-glove with Abdul Gani to distort the police probe into the 'black eye' incident. However, Abdul Gani and Musa were subsequently been cleared of any wrongdoing by the authorities.

Mat Zain further recounted that on Aug 20, 1999, Anwar had lodged a police report against former premier Dr Mahathir Mohamad, former attorney-general Mohtar Abdullah and Abdul Gani for allegedly protecting Rahim from corruption allegations involving money and shares worth RM40 million.

The police report was submitted under his watch while he was KL CID chief, said Mat Zain. However, said Mat Zain, the investigation was hijacked and its findings reversed after Musa was appointed to investigate Anwar - who had cited an Anti-Corruption Agency (now the Malaysian Anti-Corruption Commission) document in his report on Rahim - for breaching the Official Secrets Act.

What happened was that Abdul Gani, facilitated ! by Musa, reversed the situation of Anwar's (police) report over Rahim, leading to Anwar being investigated under the Official Secrets Act.

In other words, the report concerning Rahim was hijacked by Musa from the Kuala Lumpur CID, said Mat Zain. Rahim was later cleared of any wrongdoing by Mohtar. Zain also suggested that the video scandal was the outcome of bad blood between Rahim and Anwar.
