S'gor exco raps Umno for hiring 'jeerleaders'

Umno has been accused of behaving in an uncivilised manner during a function organised by the Selangor state government.

Selangor executive council member Yaakop Sapari has accused Umno of employing a group to jeer him during an official function also attended by Deputy Prime Minister Muhyiddin Yassin.

Standing in for Selangor Menteri Besar Khalid Ibrahim during the Peninsular Malaysia Association of Village Chief event at Shah Alam this morning, Yaakop endured a hostile reception from some members from the 1,000 strong crowd present.

Khalid's speech had touched on Pakatan Rakyat's policy of equal distribution of allocations for all assemblypersons in Selangor and criticism against the formation of Federal Village Security and Development Committee (JKKKP) in Pakatan Rakyat administered states.

khalid ibrahim speech boo during function with muhyiddinAmong others, a few hecklers were heard shouting “Enough!” and “This is not a Pakatan meeting” when Yaakob was delivery Khalid's speech.

When Muhyiddin spoke later, he dropped further insults by insinuating that Pakatan had done little since taking over the state in 2008 because the state was already developed then.

“Selangor is already developed. It is okay if it is not assisted. If we want to give (allocation) to the menteri besar, we would not know how to.

“The important part is not to give it to the MB but to channel it to the underlings,” said Muhyiddin, triggering an applause from the crowd.

In a statement later, Yaakob hit out at Umno for the rude reception during the function.

“Umno and JKKKP members who were making noise and disturbing (my) speech was both undignified and uncivilised. Their behaviour contradicts with Ketuanan Melayu,” he said.

Yaakob, who holds the portfolio for agriculture, modernisation, natural resources management and entrepreneur development, said that as organisers of the function, he urged those who were involved in the disruption to apologise for their behaviour.

Despite price hikes, MP still betting on early polls

DAP parliamentarian Tony Pua says BN is highly confident of its grip on public support and it could happen within six months.

Despite the recent price hike of essential goods still sour in the public's mouth, Tony Pua believes that the public may taste a general election within six months.

"I think it will be soon because the BN is confident," said the DAP member of Parliament for Petaling Jaya Utara.

"You can tell from the convention that they just held, and the by-election victories.

NONE"They are okay with the subsidy cuts. Because if everyone is feeling good they believe that its impact will be diluted," he told Malaysiakini in an interview.

This, Pua believed, may coincide with the money flowing into the stock market. He noted though that it seemed to come from mainly institutional investors like the EPF, and other funds.

"If I want to be cynical, I would say that money goes in so that people can sell high, and fund a general election."

Stock market movement

However Pua reasoned the government may also be trying to create a feel-good environment which some think is also a sure-fire pointer towards an election.

He added that while stock market punters may play the market, they are wise to the reasons for its movements.

NONE"Some think that the BN is not yet ready, that not all the contracts have been awarded and they have not churned the funds out yet. They think that the PM would bring it to a higher level."

"To me that is is not guaranteed, because things can change very fast. Between Sibu and Batu Sapi-Galas, Pakatan was on the up, but very easily within a short time, BN came out tops."

Pua contended that the election will happen within six months as things can change rapidly and BN knows it.

However he surmised that it would be folly to underestimate Premier Najib Abdul Razak, who was personally responsible for the fall of Pakatan-led Perak.

"He did this decisively with proper planning and execution. I anticipate the same thing for the general election," warned Pua.

Petra leaks papers on APCO's A-Z work for leaders

(Harakah Daily) - Writing in his regular column on his Malaysia Today blog, self-exiled blogger Raja Petra Kamarudin has revealed that the government's image consultant APCO Worldwide was heavily involved in arranging the US itinerary for prime minister Najib Razak, his wife Rosmah Mansor and Defence minister Ahmad Zahid Hamidi during their separate visits earlier this year.

In what appeared to be a disclosure to US's Department of Justice, Petra published a document showing APCO's task to take care of their programmes.

APCO was appointed as the government's image consultant in July last year and to advise it on Najib's 1Malaysia concept.

The giant US-based corporation however found itself in the middle of a storm following revelations by Opposition Leader Anwar Ibrahim this year that several Israeli political leaders were on its board. The company had also undertaken a similar "One Israel" campaign for Tel Aviv not long ago.

In August, Indera Mahkota member of parliament Azan Ismail revealed Malaysia was paying RM77 million in annual fees to APCO, making the country APCO's highest paying client.

APCO does everything

According to documents revealed by Petra, APCO said it had arranged for photography and videotaping of functions involving Rosmah, who the company referred to as "First Lady", for use of the Malaysian government.

It also helped in organisation of a think-tank roundtable and post-event dinner hosted by Zahid.

DREAM COME TRUE ... APCO arranged for the much sort after handshake with the US leader

According to the disclosure, during Najib’s visit in September, APCO was instrumental in arranging meetings with various representatives of the press, academic institutions, the US government and policy organisation, as well as appointments with the media.

“During Prime Minister Najib’s visit to the United States at the end of September 2010, the Registrant provided logistical support for meetings and interviews between the Prime Minister and the New York Times editorial board, representatives of CNN, the Wall Street Journal, and the Council on Foreign Relations. The Registrant also attended the Prime Minister’s speech at the Council on Foreign Relations on September 28, 2010,” it said.

  1. Malaysiakini published the findings of a survey done UM Centre of Democracy and Election Studies (Umcedel) in November 2010. According to the survey which was conducted in Kuala Lumpur and Selangor, 52 percent of the 1124 respondents said that the internal conflict led to a loss of confidence in Anwar’s leadership, while 49 percent felt let down by the party. Forty three (43) percent said that this would affect their decision whether or not to vote PKR in the next general election. It was also reported that the findings is a smear campaign against PKR and him whom he claims is unsuccessful. He also questions the timing of the report.

  2. The first thing that strikes my mind is the word timing. The election was recently concluded. The aim of the survey is gauge the perception of a segment of the community after the election fiasco. Isn’t the earliest time is the best time. Is Anwar suggesting that survey is to be done 6 months or 6 years from now? This is the problem with our politician.

  3. Maybe the study is not good enough for Anwar. Let me be frank about my own experience. Prior to the recent GE, I had always voted for balance of power. One vote goes to BN and the other goes to Opposition. Sometimes BN get my DUN vote and at other time they get the parliamentary vote. That change in Mac 2008 when PR got both of my votes. Not only mine but my whole family votes. It was the wind of change that everyone desired. They wanted a cleaner and more honest government. It is something that scientist term as “herd mentality”. Many people believe and want to believe that PR is different. I told my classmate Azman Wahid (the incumbent BA ADUN in 2008) that he needs to change or be prepared to be change. He did not listen and he was changed.

  4. In many ways, I supported and had a strong view about PR. I was prepared to take on anyone that says anything bad about anyone in PR. Not everyone in PR is bad. I believe the few people governing Penang and Selangor is doing their best under the circumstances of pressure and handicap. I could tolerate the shortcomings to a certain extent. I could even tolerate the non performing AA in helping the needy in Gombak and BA. Unfortunately when party polls are engineered in such a manner whatever balance of trust I had went down in a deep gutter.

  5. We are talking about a poll that is run by PKR members. It has got nothing to do with UMNO. There were no external saboteurs. It is the action of few party members that is bent in ensuring that key people attain the necessary position. The sad part is most of the PKR members are silent. The party top echelon literally spread mud at their own faces and yet they pretend as if everything is honky dory with a rosy smell.

  6. The survey by UMCEDEL tells a lot to the people who take pride in their work. I would say it reflected my own assessment of situation. Should we put the nation in the hands of people who has no experience in governing the nation? Should we put our nation in the hands of politicians who cheat lies and do what is necessary to be at the top? If they cheat their own member in the party polls, will they not cheat us the people when they get the power? My mind is made up. If AA is contesting in BA, he will NOT get my vote. If PR wants my vote they better start finding a decent replacement. My point is instead of denying and questioning the survey Anwar should addressed the issue and does something about it before it is too late. I forgot he is not the President. Maybe his wife should do something.

Dato Seri Anwar Ibrahim marches in protest of ISA

I support Dr Mahathir when he is right

''Truly I am ashamed to expose all these, especially in front of the other people, in front of the whole nation and the world. But they all already know all these. I am not exposing anything that they don't know,'' said Dr Mahathir about the Malays whom he called ''lazy'' and prone to rely on ''the easy way and the quick way''.

NO HOLDS BARRED

Raja Petra Kamarudin

Back in mid-2002, during the Umno general assembly, Tun Dr Mahathir Mohamad said some very nasty things about the Malays. He was so upset about the Malays he even resigned as the Umno President -- which would also mean as Prime Minister of Malaysia.

Dr Mahathir was in tears when he announced his resignation and Rafidah Aziz -- who rushed forward to ask Dr Mahathir “Why? Why?” -- even broke the heel of her very expensive designer shoe, either out of shock or due to a serious weight problem.

It took some time for Umno to persuade Dr Mahathir to withdraw his resignation. Finally, much to the relief of the entire world, Tun Abdullah Ahmad Badawi came back on stage to announce that Dr Mahathir had reluctantly agreed to delay his resignation for 15 months till the last day of October 2003.

Though some say it was during a moment of temporary weakness that Dr Mahathir resigned, 2002 was not the first time he had whacked the Malays. And this was also not the first time he cried on stage during an Umno general assembly because of his extreme disappointment with the Malays.

2002 was just the last straw and he could no longer tolerate the Malays, whom he said in an interview soon after he left office he had failed to change. That was why he no longer wanted to be the Umno President or Prime Minister of Malaysia.

“What is your greatest regret in 22 years as Prime Minister?” Dr Mahathir was asked during the interview. And his reply was: my greatest regret is that in 22 years as Prime Minister I had failed to change the Malays.

Some say I appear to admire Dr Mahathir too much and they don’t like that. Others, however, say I am too critical of the Malays and they don’t like that either. Then there are those who say I am not whacking Dr Mahathir enough -- as they would like to see me do -- and they don’t like that.

Well, many people do not like either Dr Mahathir or what I say, but then since when was I ever concerned about what people like or don’t like about me? And why should I whack Dr Mahathir when he says the right thing? I only whack him when he does the wrong thing and I have done enough of that when he was Prime Minister -- which resulted in my arrest and, later, detention under the Internal Security Act in 2001.

For example, Dr Mahathir feels that, in the next general election, Barisan Nasional should field some non-political party members from amongst the professionals and civil society movements. I too feel the same and that is what the Malaysian Civil Liberties Movement (MCLM) will be trying to achieve.

Dr Mahathir and I never discussed the matter prior to this and it is purely coincidental that we are both seeking the same thing, although we may be doing so along different routes -- Dr Mahathir through Barisan Nasional and I through Pakatan Rakyat.

Anyway, to refresh your memory, see the following news reports on the matter.

Mahathir criticises Malay community

BBC, 16th June 2002

The Prime Minister of Malaysia, Mahathir Mohamad, has launched a strong attack on the majority Malay community, saying it had failed to make real progress despite being given special privileges for more than 30 years.

In a newspaper interview ahead of a five-day meeting of his party the United Malays National Organisation or Umno, Dr Mahathir criticised Malays for being too complacent and unwilling to work hard.

He said that after more than 20 years in office he had failed to change what he called this culture of extravagance.

Malays make up more than half of the 23 million population but receive special privileges because the Chinese minority is seen as having disproportionate wealth.

Mahathir warns Malays to brace for end to privileges

Kyodo News International, 20th June 2002

Prime Minister Mahathir Mohamad on Thursday defended his country's affirmative action policy but warned ethnic Malays that their rights and privileges are ''far from being safe.''

''The Malays are clearly far from being safe. Do not think that the power of the Malays in the political arena is permanent, that it will guarantee the safety of the Malays forever,'' the 76-year-old premier said in a two-hour speech to open the United Malays National Organization (UMNO) annual assembly.

If the special status of the Malays, or ''bumiputeras'' as they are also known, is challenged today, he said, Malays will not be able to survive.

''They are not prepared to face any competition at all. They are so afraid of the other communities. Without the experience of competing with others, if the protection is suddenly withdrawn, they will not be able to survive,'' Mahathir, also UMNO president, said.

As head of the party that deems itself the custodian of Malay culture, Mahathir put his newly gained political fortune on the line recently when he dared to pry open the three-decade-old New Economic Policy (NEP) to provide more opportunities for non-Malays, although only in education.

The NEP, Malaysia's affirmative action policy, guarantees Malays 30% corporate equity, easy credit, contracts and projects from the government and places in public universities.

The policy, which came about following the 1969 clashes between the poorer, rural Malays and the economically more dominant ethnic Chinese, is now called the National Vision Policy.

Recently Mahathir stirred up a controversy by changing the race-based quota system for university entrance to a merit-based one. Then he ordered 10% of places to be allocated to non-Malays in government-run colleges and that English, instead of the national language, Malay, be used to teach science and mathematics.

Malay nationalists are up in arms crying treachery. But Mahathir is adamant, saying the NEP has made Malays ''lazy'' and prone to rely on ''the easy way and the quick way.''

''Because of that, when licenses are given, they sell the licenses...No work is done other than to be close to people with influence and authority in order to get something because they are Malays,'' he told the 2,000 delegates attending the three-day assembly.

''Truly I am ashamed to expose all these, especially in front of the other people, in front of the whole nation and the world. But they all already know all these. I am not exposing anything that they don't know,'' he said.

Mahathir expressed his disappointment that after 21 years at the helm of the country he has failed to change the Malay mindset.

''Mostly I feel disappointed, disappointed because I achieved too little result from my principal task -- the task of making my race a successful race, a race that is respected, a race that is honorable, a race that is highly regarded. I beg your pardon because I have failed,'' he said.

But despite his criticism of Malays and their over-dependence on government assistance, Mahathir defended the benefits of the NEP although he said it has slowed down national development.

''What slowed down the national development was because the government had to try and try again to balance the economy of the Malays against that of the non-Malays at all levels and in all fields,'' he said.

But the NEP, he said, has succeeded in closing the gap between the Malays and non-Malays.

Those who condemned the NEP, he said, have ignored the fact that government scholarships and opportunities have allowed thousands of Malay children to enter universities.

The government has also provided 3 billion ringgit as capital for the National Equity Corp. to initiate unit trusts which succeeded in making 7.28 million Malays shareholders in big corporations with investments totaling 34.89 billion ringgit.

The shares allocated to the NEC were the result of the restructuring of new companies that are required by the NEP to provide 30% of their equity for bumiputera.

''In truth, without the NEP, the unit trusts and the governmental institutions which were managed on behalf of the Malays, today the NEP would achieve only 2% of the target,'' Mahathir said.

Samy Vellu says Twitter impostor national security threat

    December 09, 2010
KUALA LUMPUR, Dec 9 — Former MIC president Datuk Seri S. Samy Vellu has once again found himself under attack, not from political foes this time but a Twitter impersonator.

The veteran politician, who for 31 years ran MIC with a firm hand until his retirement three days ago, recently discovered someone claiming to be him on Twitter, an act he said will “thwart national security”.

User @ybsamyvellu, who describes himself as “former president of the Malaysian Indian Congress, former Works Minister of Malaysia, chartered architect, loving husband and proud father”, has racked up 556 followers and 890 Twitter messages since coming online on November 29.

The messages, most of which revolve around national politics, range from the mildly plausible to the improbable.

“We must continue to engage the younger generation. Tell them that our intention is good. We want development,” reads one.

“People always like to make fun of Samy Vellu. They say I wear a toupee. You are wrong. It is a crown I have been wearing for 31 years. Porah,” reads another.

However, Samy Vellu, who was alerted to the impostor after receiving calls from friends and party members, was less than impressed.

“I’ve been informed that some irresponsible people are misusing my name to take pot shots on the ‘ketuanan Melayu’ issue,” the real Samy Vellu said in a press statement today.

“The individual concerned, who is posing as me, has been using defamatory and seditious words in his or her replies through the twitter using the name YB SAMY VELLU. The individual must be stopped as his action will thwart national security.”

Samy Vellu said he will lodge a complaint with the Malaysian Communications and Multimedia Commission “so that action can be taken on the individual”.

“I hope the authorities will act swiftly before this person creates more damage,” he added.

MCA does not understand the Constitution, says Kit Siang

    December 09, 2010
KUALA LUMPUR, Dec 9 — Lim Kit Siang claimed today that MCA leaders were ignorant over the requirements for the deputy prime minister’s post, saying that there was nothing in the Federal Constitution which barred a non-Malay from being DPM.

Lim’s remarks today come as a response to MCA Youth Chief Datuk Dr Wee Ka Siong, who had challenged Lim to answer the question as to whether a Chinese person could even become DPM in the first place.

“Can a Chinese become Deputy Prime Minister? Although this question was posed by the MCA Youth leader and Deputy Education Minister Datuk Wee Ka Siong as a challenge to me, it shows up MCA true colours when MCA leaders could ask such a question.

“Are top MCA leaders, including Ministers and Deputy Ministers, ignorant of the Malaysian Constitution?

Is there any provision in the Constitution which bars a Chinese or Malaysian of any race or religion from being Deputy Prime Minister? Or for that matter even as Prime Minister?” said Lim in a statement today.

Every deputy prime minister since Malaysia’s independence has been held by a Malay from Umno.

It is understood that Wee’s challenge to the DAP veteran was reported in a Chinese daily today.

Lim (picture) said that Wee’s remarks was an indication of the state of flux MCA was currently in, as MCA ministers and deputy ministers have maintained “monumental silence” when MCA Cabinet posts were taken away from the party and given to other BN component parties.

“No wonder MCA, together with other BN component parties suffered such decisive and humiliating repudiation in the 2008 general elections.

“Clearly, the top MCA leaders have not learnt anything from the 308 political tsunami,” added the DAP adviser.

Much ink has been spilled recently over who de facto opposition leader Datuk Seri Anwar Ibrahim will appoint as deputy prime minister should Pakatan Rakyat (PR) wrest Putrajaya from BN.

Utusan Malaysia claimed two weeks ago that Anwar had promised Lim the post in such an event, prompting a round of denials by opposition leaders.

Anwar later clarified that every coalition leader, regardless of race, had a shot at becoming deputy prime minister, so long as the decision was “made with consensus” among PR component parties.

Khir's arrest: 'People know it's an Umno ploy'

    By Rahmah Ghazali

UPDATED PETALING JAYA: The Selangor government today expressed doubt over the "authencity" of the prosecution against former menteri besar Dr Mohd Khir Toyo despite the ruling coalition's pledge that it would do its best to weed out corruption.

Political secretary to Menteri Besar Abdul Khalid Ibrahim, Faekah Hussin said the charge set out against Khir involving his purchase of a mansion in an exclusive neighbourhood in Shah Alam did not reflect the entire spectrum of the offence which he had allegedly committed.

"It does not really show the seriousness of the federal government in tackling the nation's major disease such as corruption. And it is far from cleaning up the mess that has tarnished Umno," she said.

According to her, the Selangor opposition leader has committed a more serious offence than just purchasing a land worth RM3.5 million - well below its market price - for the purpose of building the mansion.

She said the full spectrum of the case should not only involve the Malaysian Anti-Corruption Commission (MACC) who has dragged Khir to court, but also the Inland Revenue Board Malaysia (Lembaga Hasil Dalam Negeri) for possible tax evasion.

"His offence is not as easy as one would picture. Apart from MACC, this (case) involves the LHDN and investigation should be made to see whether the tax imposed was in accordance with the actual value of these lots or has Khir deliberately given them (LHDN) a false estimated tax payment.

"Also investigations should be conducted into the stamp duty payment made on the property.

"This matter cannot be taken lightly because the act to avoid paying taxes which is made 'under declaration' is a serious offense in itself", said Faekah.

    Umno's strategy

Khir was arrested by MACC and charged for alleged land fraud on Monday.

He was charged under Section 165 of the Penal Code which carries a maximum two years' jail term and a fine, or both, if convicted.

This has prompted Khir, who is also a dentist by profession, to quit his post as the state opposition leader in an attempt to 'clear his name'.

He however remains as Sungai Panjang state assemblyman.

But Faekah is less than amused by Khir's latest stunt, saying that it was merely a "political ploy that is often played by Umno and Barisan Nasional" to cover other abuses of power.

She also asserted that the prosecution by MACC is to provide "easy access" for the Umno leadership to appoint the new opposition chief.

"It is also a ploy to project a 'clean' image of Selangor Umno by replacing a leader who has lost credibility. But I would like to stress that the people do not care about this.

"What is more important to the people is that the authorities take action against the leaders of Umno and BN who are corrupt and how serious are they in handling this," she said.

She further pointed out that Selangor is better off being under the administration of Pakatan Rakyat, who has managed to clean up all the "corrupt" and "sinful" deeds committed by the previous BN government.

"It is not an easy task but we managed to resolve half of the problems although we have governed the state for less than three years.

"The mistake done by BN will not be repeated by us because we will not underestimate the people's judgments," she concluded.

    Najib: It's not a gimmick

Responding later to claims that the decision to prosecute Khir was a BN gimmick in view of an early general election, Prime Minister NajibTun Razak lashed out at the opposition for turning the matter into a political issue.

"We are not using the prosecution as a gimmick. How is it a sandiwara (sideshow) if he has been charged?” asked the premier.

"This is what happens when a curruption case is turned into political issue. They (the opposition) want to slam the government by making it look as though we are not serious (in fighting corruption),” he said.

He added that the opposition was only keen on making claims that the government was covering up or conducting selective prosecutions.

He said that the decision to charge Khir was made after proper investigations by the MACC and the Attorney-General’s Chambers.

He said these two bodies had adhered to the necessary process before bringing Khir to court. He told this to reporters after an event in Putrajaya.

UM survey: PKR's public image battered

    By G Vinod

PETALING JAYA: PKR and its de facto leader Anwar Ibrahim are suffering from a public confidence crisis, according to a survey.

Read: Muhyiddin: Kalau Pakatan memerintah, negara tidak aman

The survey by Universiti Malaya's Faculty of Literature and Social Science showed that the allegation-riddled PKR polls had an impact on public peception, especially in urban areas.

Involving 1,124 respondents aged between 20 to 50 years of all races, the survey by the faculty's democracy and election research unit was done between Nov 19 and Nov 28.

The survey focused on Klang Valley areas such as Cheras, Bandar Tun Razak, Titiwangsa, Ampang, Bukit Bintang, Subang Jaya, Wangsa Maju dan Lembah Pantai.

Urban areas were chosen because people there were more exposed to the current national political dynamics and were sympathetic to the opposition's cause.

“Selangor and Federal Territory also record the most number of PKR members involved in the party polls. Selangor is currently administered by PKR and the party polls may have have a direct or an indirect impact on the state leadership,” read the survey.

Of those polled, 43% of the respondents said Anwar was still relevent to national politics while 41% thought otherwise. The remaining 16 % were unsure of his political stature.

On whether the internal bickering during the party polls had eroded their confidence in PKR, a whopping 52% of the respondents said it had whereas 29% said it did not. Another 19% were uncertain.

In a follow-up question, the respondents were asked if they had totally lost faith in the party, to which 49% answered in the affirmative, 30% remained optimistic and 21% were unsure.

The survey also revealed that 43% of the respondents had decided against voting for PKR in the next general election while 35% would continue to back it. Another 22% were undecided.

However, the survey stated that 37% of the respondents obtained their information on the party polls from the mainstream media. Only 11.6% referred to the internet while 16.8% of the respondents gathered information from different mediums.

“Though the figures show that PKR is taking a beating in terms of numbers, the party cannot be dismissed as it did not receive any negative numbers above 50%. In addition, the number of fence-sitters is still high.

“Therefore, the performance of all political parties will be the deciding factor before voters cast their ballots come the 13th general election,” stated the survey.

Will factionalism creep into Penang DAP polls?

    By Hawkeye

GEORGE TOWN: With just 72-hours to go before some 800 delegates decide the fate of the Penang DAP leadership line-up, the battle lines have began to emerge here among the aspirants.

Maverick politician Jelutong MP Jeff Ooi has started the ball rolling by becoming the first party leader here to openly declare his support for the incumbent state chairman Chow Kon Yeow.

Chow, the Tanjong MP, is slated to be part of the record number of 88 candidates vying for 15 positions in the state party leadership.

Ooi declared Chow as the best choice to lead Penang DAP.

Chow, he said, had the right leadership ingredients, especially since the party polls could be the last before the next general election.

"I hope Chow is nominated in the first round of election where the ordinary delegates would vote. I also hope he is appointed as the chairman when the 15 winners meet to deliberate on who would lead Penang," Ooi said.

Chow is the present chairman while his deputy is veteran Lim Hock Seng. The two vice-chiefs are party chairman Karpal Singh's son

Jagdeep Singh Deo and Lim Hui Ying, the sister of Penang Chief Minister (Lim) Guan Eng.

The current state party secretary is Pulau Tikus assemblyman Koay Teng Hai while the treasurer is local councillor Tan Hung Wooi.

"The leader of Penang DAP must have the capacity to be well conversant in English, Malay and Mandarin. Chow has the right temperament and a calm disposition to handle the pressure," Ooi said.

    Blend of young and old

Asked why he was not contesting, Ooi said he together with party strategist Liew Chin Tong and Guan Eng, have their "strategic" reasons for not contesting.

"We may explain our stand later."

Ooi said out of the 88 candidates, 80% were virtually unknowns but that they represented the party's young and aspiring leaders who want to serve DAP.

However, most of the 20 DAP state assemblymen in Penang, have also thrown in their candidancy. So it remains to be seen if factionism will creep into the election at the last minute.

Ooi is hopeful that the delegates would select a good blend of veteran and young leaders as Penang DAP gears up for the 13th general election.

He noted that the delegates may be influenced by Karpal's recent assertion that party leaders should not hold too many posts, as they may not have the time to generate politically educational activities for the grassroots.

Nonetheless, Ooi still contends that Chow is the best candidate to lead the state as he has the experience and poise.

It is believed that some aspirants are also contesting because they feel a party standing may make them eligible to contest as candidates for the next general election. They also seem to think that it could help them to seek coverted positions within the state government.

Since DAP became the dominant party in governing Penang in 2008, the party has recorded a growth in terms of branches from 44 to around 80, hence a high number of contestants.

Bukit Mertajam MP Chong Eng and Batu Lanchang assemblyman Danny Law Heng Kiang, are among several veterans seeking a comeback after being booted out in the 2008 state election by a "young turks" faction led by Koay, Tan and Paya Terubong assemblyman Yeoh Soon Hin.

It is learnt that the delegates are unhappy with some of the present 15 committee members, so expect them to ring in the changes when the results are announced late on Sunday.

March to Putrajaya book ban: Court to hear case on Jan 10

The bid by author and engineer Kim Quek, whose real name is Yong Thye Chong, to obtain leave from the High Court to have the ban on his book 'March to Putrajaya' lifted, will be heard on Jan 10.

The matter was decided by justice Mohd Zawawi Salleh when the matter came before him today.

Lawyer Aston Paiva represented Yong while senior federal counsel Suhaila Haron appeared for the respondents.

Yong, 72, along with Oriengroup Sdn Bhd, the book publisher, had filed a judicial review application on Nov 3, seeking to lift the book ban.

They named the Home Minister, inspector-general of police, assistant superintendent Zul Azhar Mokhtar, Chief Inspector Nahar Yamen, assistant superintendent Mohd Fahmi Daraman Shah and the government as respondents.

    Collection of essays

The book 'The March to Putrajaya - Malaysia's new era is at hand' had been in publication and circulation since March 2010.

It is a collection of essays written by Yong on Malaysian politics and matters pertaining to the government administration.

On Aug 19, 33 copies of the book were seized - 20 copies in Kuantan, four in Malacca, six in Cheras and three at Universiti Malaya.

A month later, on Sept 27, a notification was made by the Home Ministry under the Printing Presses and Publications (Control of Undersirable Publications) which absolutely prohibited the printing, importation, production, reproduction, publishing, sale, issue, circulation, distribution or possession of the book.

They claimed they were not given the right to be heard and sometime on Sept 29, the ministry issued a letter stating the publication had "baseless accusations and speculations" against national leaders and could incite public hatred and anger.

Yong is challenging the ban in stating that it is ultra vires of Article 10(1) regarding freedom of speech.

    Declarations sought

He is seeking a declaration the seizure of 33 books were null and void and that the ban is ultra vires of Printing Presses and Publications Act 1984.

Yong also claimed that the order is in contravention of his right of freedom of speech, equality and also in contravention of rights of liberty.

He also alleged that it is in contravention of Article 13 of the constitution, on rights to property.

Yong is thereby seeking for leave to the application and other orders deemed fit by the court.

    cheers.
