Husam on how to spoil Najib's 'surprise'

KOTA BHARU, June 18: Kelantan Exco Husam Musa (pic) has suggested that Pakatan Rakyat state governments respond to the prime minister's hinting of a 'surprise' general election by announcing their respective state elections earlier.

“What if the four Pakatan states move to set the date for state election earlier?" wrote Husam in a blog posting.

Husam said the states need to decide on a date for state election before Najib announces that parliament is dissolved.

Explaining further, Husam said that there was a good chance that state elections would be held separately from the general election if Najib decide on a different date.

“This means the state election in four states will be different from the date of parliamentary elections if Najib chooses a different date than the date we have announced,” he added.

'Spoiling the surprise'

Husam said by doing so, the Barisan Nasional government would be forced to decide and announce an election date which either coincided with PR's state election date, or set for an earlier date as PR has been hoping for.

Husam also said the move would eliminate the element of “surprise” in the holding of general election, which could catch PR off-guard.

Earlier, prime minister Najib Razak was quoted as saying that the date of the next general election would be a “surprise to all” in response to a suggestion by former prime minister Mahathir Mohamad that he should hold elections now due to his improved ratings.

Husam however said there was a possibility that the BN would continue the old way, in which case the parliamentary election will be on a different date than the state elections in the PR-held states.

“This suggestion is a democratic act to break the monopoly to determine the election date by the ruling party and to ensure fair play to all parties,” he claimed.

According to him, the date for state election can be predetermined, such as using the year tenure as the determiner.

“If we decide the tenure is five years, then the four Pakatan state assemblies will be dissolved in early 2013. If we set for four years then we will dissolve the state assembly in early 2012.

UMNO Youth chief Khairy Jamaluddin defended the controversial decision by the federal government to retain the 30 percent bumiputera equity target in the recent 10th Malaysia Plan during a forum yesterday evening.

While admitting it is to comfort “some people”, he nevertheless stressed that Prime Minister Najib Abdul Razak has noticed the leakages and weaknesses in the old affirmative action programmes and is prepared to make bold reforms.

“My view is that the 10th Malaysia Plan has already recognised that the target does not really make sense any more. It is there just to comfort some people,” said Khairy (left).

“More importantly, the new approach that will be put in place will include merit-based, market-friendly, transparent and fair criteria. If it is strictly adhered to, you might see the development of a really sustainable and competitive bumiputera community.”

He also pointed out that the five-year plan has already laid out many programmes to assist the bottom 40 percent of families, irrespective of race. Khairy was speaking at the 10th Malaysia Plan forum organised by UCSI university in Kuala Lumpur yesterday evening.

Pua: target will only spoil the plan

However, DAP chief economist Tony Pua, who spoke at the same forum, didn’t share his view.He argued that the government decision to retain the bumiputera target will only continue to benefit those Malays with political connections and not the poor Malays who need assistance.

NONE“We actually don’t have a problem for Malays to achieve 30 percent wealth, but by setting a 30 percent equity target, this has changed the dynamic of affirmative action,” said Pua (second from left).

“What happens is that when you go by race as the target, the people who are more connected and able to compete by themselves will get the benefit of these affirmative actions.”

He also pointed out that the 30 percent equity target will mean the government will give out more projects to those who are well-connected.

A good example will be the new mass rapid transit system (MRT), where Gamuda and MMC Corporation Bhd have submitted a proposal even before the announcement by Najib last week.

Worries about balanced employment

However, both Khairy and Pua expressed anxiety about one portion of the 10th Malaysia Plan that might lead to a quota in employment.

“It could be a well-intended phrase by policymakers, but we need a quota in employment,” he said.

Khairy agreed with Pua’s view, adding that he was also surprised when he read another line in the 10MP plan that required a company to report on its employees’ racial and gender composition.

The forum attracted around 60 people, mainly young professionals and students. The chief executive of Institute of Democracy and Economic Affairs (Ideas), Wan Saiful Wan Jan was also on the panel.

Apakah kelembapan dan ketirisan politik tidak meracuni perancangan ekonomi? Sudah tentu wujud. Itulah penegasan yang diperolehi daripada Ahli Jawatankuasa Kerja PAS Pusat, Dr Dzulkefly Ahmad.

Ikuti wawancara wakil Harakah, MOHD RASHIDI HASSAN bersama Ahli Parlimen Kuala Selangor itu di Bangunan Parlimen, 17 Jun lepas.

HARAKAH : Secara umumnya, apa pandangan saudara mengenai RMK-10 dan perancangan-perancangan kerajaan seperti yang diumumkan PM, dari segi memacu ke arah mencapai wawasan negara maju pada 2020?

DR DZULKEFLY : Saya bersedia menerima bahawa RMK-10 adalah perancangan yang menyusuli dua perancangan dalam Rancangan Jangka Panjang-3 (RJJP-3) atau OPP-3 yang merangkumi RMK-8 (2001-2005) dan RMK-9 (2006-2010). Maka RMK-10 (2011-2015) dan RMK-11(2016-2020) sepatutnya akan membawa kita ke tahun 2020.

Cuma satu hal Kabinet PM Najib tidak langsung bercakap tentang RJJP-4. Mungkin kerana terlalu banyak sangat perancangan, mereka tahu rakyat pun naik pening, jadi gugurkan sahaja RJJP-4 ini. Ini satu hal pelik.

Itu tidak termasuk yang harus saya sebut, mengenai Dasar Wawasan Negara (DWN) yang sepatutnya menggantikan Dasar Pembangunan Nasional (DPN). DPN telah menggantikan Dasar Ekonomi Baru (DEB). Sekarang Najib ada Model Ekonomi Baru (MEB) dan Pelan Transformasi Kerajaan (PTK).

Semua dasar-dasar ini amat menyerabutkan. Rakyat di kampung-kampung tidak memahaminya, malah di bandar pun pening juga.

Saya tahu bahawa MP-MP (Ahli-ahli Parlimen) BN pun tidak faham. Tetapi itulah BN dan Najib menuruti sahaja tradisi ini.

HARAKAH : Berapa jumlah peruntukan RMK-10 berbanding dengan sebelumnya? Apakah mencukupi untuk memacu pertumbuhan yang dikehendaki?

DR DZULKEFLY : Pada RMK-7, diperuntukan RM67.5 bilion tetapi ditambah 53 peratus menjadikan akhirnya RM103 bilion.

RMK-8 mendapat RM110 bilion dan ditambah 55 peratus menjadikan RM170 bilion pada kesudahannya. RMK-9 bermula dengan RM220 bilion, tetapi mendapat suntikan fiskal semasa kemelesetan sebanyak RM67 bilion maka menjadikan ianya RM 287bilion. RM67 bilion itu pun sebenarnya hanya RM20 bilion yang dapat disuntik yang lain bukan bentuk fiskal atau kewangan.

RMK-10 ini mendapat peruntukan RM230 bilion, memang tidak banyak tambahannya berbanding dengan RMK-9 dan ternyata Najib sudah tidak mampu bermewah seperti PM-PM yang dahulu kerana Najib dihantui beban hutang Kerajaan Pusat yang telah mencecah 52.4 peratus dari KDNK atau RM362.5 bilion berakhir Oktober 2009.

Ramai ahli ekonomi telah meramalkan bahawa RMK-10 akan mengalami Zaman Kemarau atau Dry Spell. Tepat. Apakah akan ada tambahan, kita tengok sahaja dalam waktu yang terdekat, apakah Najib ‘bernafsu’ mengemukakan bajet tambahan.

HARAKAH : Secara lebih terperinci lagi peruntukannya RM230 bilion itu, ke mana akan diagihkan?

DR DZULKEFLY : Dari RM230 bilion bagi perbelanjaan pembangunan, sebanyak 55 peratus akan diagihkan kepada sektor ekonomi, 30 peratus kepada sektor sosial, 10 peratus kepada sektor keselamatan dan 5 peratus kepada sektor pentadbiran am. Tetapi yang lebih dipertikaikan adalah dalam pelaksanaannya.

Kita sedar betapa dalam hal pengangkutan awam pun kita jauh dari tahap yang memuaskan setelah melabur besar berbilion RM sama ada LRT, RapidKL dan sebagainya. Kini kita tahu betapa syarikat Prasarana berhutang sehingga RM8.7 bilion dalam bon-bon yang diterbitkan untuk menyelamatkan pelbagai pihak pemegang konsesi pengangkutan awam. Ini satu contoh.

Begitu juga aspek bekalan utiliti seperti elektrik, air dan telekomunikasi dan lain lain.

Peruntukan untuk membangunkan IKS juga satu yang berterusan dan masih jauh dari kedudukan yang mencapai prestasi yang selesa khususnya di kalangan kelompok usahawan bumiputera Melayu atau dari Sabah dan Sarawak.

Untuk menyuntik unsur pengetahuan dan kemahiran dalam industri-industri IKS ini, banyak lagi bimbingan dan dana diperlukan dan ianya mesti dilakukan secara telus dan berdasarkan merit dan prestasi dan bukan dasar bulu atau fahaman politik.

Sports betting is an interesting topic. Some are against it, especially the Penang and Selangor state governments. Their rationale is that it encourages more gambling and this will affect families and ruin their finances. That's possible as most hardcore gamblers are always dreaming of fast and easy money.

These are the people who cannot control their emotions when it comes to gambling. These people are not gambling for fun – they are trying to make a fast buck. They are not gambling for entertainment or enjoying the cool air at Genting Highlands. They are dreaming of instant and easy riches.

The governments appears to value the Big Brother approach - 'do as I say and I decide what's best for you'. This is much like the government down south of Malaysia. It can be an effective way to govern though.

On the other hand there is Vincent Tan and Dr Mahathir Mohamad who are all for licensed gambling since it will slow down illegal gambling and the loan sharks. They seem to reason that if there's a legal way, the illegal way will go away just like that.

According to Mahathir it seems that Vincent Tan has enough money that he doesn't need to earn or make any more. Also, they are hitting out at the Pakatan Rakyat saying they are trying to gain political mileage and making a mountain out of a mole hill.

Vincent Tan and Mahathir seem to value personal choices. They also seem to say if you can't beat them, you might as well join them. Since the police are unable or incapable of controlling illegal gambling, the government might as well legalise it. Maybe by then the PDRM will have less problems on their hands?

Also they seem to think there's a silver lining to every cloud. After all, according to them, there's taxes to be collected and profits to be made. It's all 'win-win', if the government wins, so do the corporations. All this at the expense of people's greed and weakness. What good can that bring to us?

I would like to point out if Ascot Sports isn't interested in making money and is being altruistic and charitable, why not give the license to a charity? Why isn't Ascot Sports a charity? That way sports betting isn't for money.

That way all proceeds can be channeled to the poor and disadvantaged. If Vincent Tan can set up a charity, why not have the charity run sports betting?

In fact, the government has always taken the Big Brother approach. Just look at the cigarette packs - there are gory images of sickness and a disclaimer on the effects of smoking. Does this scare tactic work? Does it scare them into stopping?

I see people oblivious to these messages and images. They seem to think 'what's the point of living if you can't feel alive?' What's the point of living if you have no sins? Will legalising sports betting go the way of the 'Tak Nak' campaign? Will it be effective in slowing down gambling - legal or otherwise?

Most of us only care about making money - money to have that palatial bungalow, that exquisite time piece or that 'oh my' beautiful car. Whatever happened to taking care of our neighbours, family and fellow Malaysians?

It's time we start to care about our fellow Malaysians. It's time to decide the purpose of legalising sports betting. It should be done with a noble purpose.

I say we legalise sports betting and let a charity operate it. That way the people have an avenue for their needs and the proceeds can be channeled to useful activities.

Compulsive gamblers sometimes show a profit from a single session but in the end they cannot keep it. They will lose it all and more because of their addiction.

A win is never big enough so they keep playing and dream that this time they will get the 'big win' they crave. When it does happen, it is still not enough, so they keep gambling and lose more.

Just like 'normal people' who win and buy something with the money, the compulsive gambler will only see a win as a sign that they are now on a winning streak so they risk more. They cannot suppress the urge to win more and more. The vicious cycle continues when they lose and chase the losses with even more money.

Compulsive gambling is a progressive disease, much like an addiction to alcohol or drugs. In many cases, the gambling addiction is hidden until the gambler becomes unable to function without gambling.

He or she begins to exclude all other activities from their lives. Their ability to stop gambling often results in financial devastation, broken homes, employment problems, criminal acts and suicide attempts.

The gambler will eventually remove themselves from reality to the point of being totally obsessed with gambling. They will do anything to get money with which to stay in 'action'.

They will spend all their time and energy developing schemes in order to get more cash to continue gambling. Lying becomes a way of life for the gambler. They will try to convince family, friends and even themselves that their lies are actually truths and they will believe their own lies.

Compulsive gamblers will hit a real bottom and it is then that some will try to do something to recover, but most gamblers can't stop even if they want to. They are simply unable to beat the addiction.

Most, even at that point, will keep gambling. Some will end up in jail, some will attempt suicide, others will die from their addiction as they are not taking care of their health. Or, perhaps the stress will kill them.

A small group of addicted gamblers will finally seek and find real help but the real trick is to achieve real recovery and not just abstinence. By the time the gambler comes for help they have broken brains. They are mentally ill. In order to fully recover, the gambler needs to work on themselves one day at a time.

Compulsive gamblers who want to recover and get a stress free life must find a 'sponsor', someone who will do their thinking for them. A 'sponsor' should be someone who has been in recovery for some time and has a real knowledge of how compulsive gamblers feel.

After some time in recovery their brain will start to function normally and they will see their problem for what it is: a health and wealth issue. They will become productive on their job and become a good father or husband.

Recovery is a process and does not happen without a lot of work. The gambler must choose to make a moral and financial inventory. People can and do recover.

correct, until you substitute 'Malaysian government' with 'UMNO government',
which is the reality today.

And then you begin to see through Nazri's half-truths.

extreme.They can shout about Malay rights as long as they are not extreme in
their views." , and then went on to confirm that PERKASA ".are by and large
supportive of Umno and they believe that Umno is the only vehicle that can

Malaysiakini, the UMNO government approved to 'not so extreme' PERKASA a
permit to publish its own fortnightly newspaper, Suara Perkasa, so that they
can 'shout about Malay rights'.

against interference by Australian MPs in the matter of Anwar's sodomy
trial were led by Umno Youth chief Khairy Jamaluddin, his deputy Datuk

Bung Mokhtar Radin, Perkasa president and Pasir Mas MP Datuk Ibrahim Ali,

They organise public dialogues, discussion forums, seminars and workshops, which “try to promote a new cultural movement that is scientific and progressive”.

“We want to encourage independent and critical thinking – our slogan is ‘people before profit’,” he says. “Of course you must pay for the books, but we try to keep our prices low so that as many people as possible are encouraged to read.”

Chong was also detained under the Internal Security Act (ISA) from 1968 to 1976. He is honest but not bitter about his detention: “That’s when I learnt English and Malay.” In a 1 June 2010 interview with The Nut Graph in Petaling Jaya, Chong talks about being born and growing up in a Malaysia that is a stone’s throw from Indonesia.

Chong Ton Sin: I was born in Senai, Johor – in a house, I think – on 22 March 1948. One month after I was born, my family moved to Kluang, Johor.

Where did you grow up?

In Kluang, until I got arrested under the ISA in 1968. I went to a primary and secondary Chinese[-medium] school there. I didn’t finish secondary school.

Can you trace your ancestry?

I don’t remember my grandparents. My mother and father came from Guangdong province in south China. They got married there and then came to this part of the world. First they settled in Indonesia, in Riau island, I think. Yes, during [World War II], I think they were still in Riau. I have one elder sister who was born in China, two sisters and two brothers who were born in Indonesia, and myself and two younger brothers born here.

What is your strongest memory of Kluang?

We lived in a big Malay village. But there was a group of Chinese families living in the village. We lived harmoniously together, though the Chinese hardly interacted with the Malays. I couldn’t really speak Malay that well.

Even then, we were good neighbours. For example, some Chinese families would raise pigs which were free to roam in the village. If the pig wandered into a Malay family’s compound, they would just shout, “Oi, your babi has come into my house!” Then the Chinese family would reply, “Oh, we’re so sorry,” and then go get the pig. People were not so sensitive in those days. Now, I don’t know what would happen if a Chinese [Malaysian]’s pig wandered into a Malay [Malaysian]’s house.

There were many coconut trees in the village. I could climb them, but I wasn’t so good at it. There were better climbers among the village boys who used to go up and steal the young coconuts because the owner wasn’t there all the time. But one day the owner decided to grow the trees for toddy (coconut wine) instead, so his workers harvested the flowers – there were no more coconuts to steal. But we’d ask for toddy from the workers in the morning when it was fresh. The toddy from the afternoon harvest was sour.

What stories do you hold on to the most from your parents?

I don’t remember my parents telling me so much about China. They were simple lower-class workers. But they used to tell me stories about Indonesia – I think about Riau. For example, on the beaches in Riau, people would spot what they called “ghost fires”. It’s just a blue-green flame, but people thought it was a ghost on the beach.

My father would also tell me stories about the pontianak. He said it’s not a ghost but an animal, but kampung people called the animal “pontianak”. Whenever a woman gives birth, the animal will appear. I also forgot to ask my father if it’s a kind of monkey or what. But apparently whoever tries to kill the animal will die.

So, when my mother gave birth in Indonesia once, the animal came. My father said he used firewood to chase it away, but we also had a black dog that went to bite the animal. My father was okay, but the dog died.

How do you make sense of these stories as a Malaysian?

I want to find out what that animal is – is it a monkey or what? Other than that, I was nearly born in Indonesia, so I feel a kind of closeness to Indonesia. And so I started reading Indonesian novels and so on from early on, and they influenced me a bit.

What aspects of your identity do you struggle most with as a Malaysian?

People ask me why I speak Malay with an Indonesian accent. People ask, “Are you Malaysian?” I say, “Saya orang Nusantara.” You know, kepulauan Nusantara? My cultural identity is Nusantara. Race, I don’t know if I’m pure Chinese or not. I know we are Hakka, but I don’t know if I’m mixed or not. My cultural identity is clear, though. I have no feeling for China.

That’s why also younger people now call me “Pak Chong”. In Indonesia, though, “Pak” is associated with the Suharto era. “Bung”, which means brother or comrade, is associated with the Sukarno era. But I think even younger Indonesians now use “Pak” quite naturally. So I don’t mind younger people calling me “Pak Chong”.

Why were you detained under the ISA?

You know lah, at that time, the government was afraid of anyone who could be a leftist or a communist. They were also scared of activists in the labour movement, or politicians from theLabour Party and Parti Rakyat.

Were you a member of any political party, or a leader in any movement?

No, I wasn’t. But I did attend demonstrations and “illegal assemblies” before that, and I had been arrested before.

So what was detention like for you?

I know you young people won’t like to hear this, but it was actually quite good for me. Back then, political detainees were treated better than other prisoners. Because I came from a poor family, the food I ate while in detention was better than what I used to eat outside. I could study in detention, I could exercise.

I didn’t sit around waiting for my release – in fact I think my eight-year detention was too short. I used to read a lot, and I got to make many friends, even with some of the wardens. Yes, some of the wardens were horrible, but many were quite nice and grew attached to us, especially since we were detained for quite some time. We’d play ping-pong and basketball with them.

Were you tortured in detention?

Yes, I was tortured, but not so seriously. It was during the initial period of detention. But back then it was different. I was first put in the Muar detention centre, and then I spent two months in Kamunting in 1973, and then the remainder of my detention was in Batu Gajah. I liked Muar and Kamunting. The grounds were lapang, and Kamunting at that time was new. In fact, the Kamunting wardens temporarily lost control of the detainees and we ended up enjoying free movement around the different sections in the detention centre. But Kamunting became terrible soon after that. In Batu Gajah I wasn’t so happy – the space was too confined.

Describe the kind of Malaysia you would like for yourself and future generations.

I think now it’s very difficult to say. Young people like you will ask, “What is bangsa? What is nation?” But I think it’s important to build a bangsa Malaysia. Many Chinese [Malaysians] would get sensitive if you recited the slogan “satu bangsa, satu bahasa, satu negara” to them. They equate “bangsa” with “Malay”, and “bahasa” with “Malay” as well.

For me, “satu bangsa” is “bangsa Malaysia”. “Satu negara” is of course Malaysia. But under “bangsa Malaysia”, we can still acknowledge that there are Chinese, Ibans, Kadazans, and so on. Yes, they are different races, but their cultural identity is Malaysian. “Satu bahasa” doesn’t mean we forbid people from learning or speaking other languages, but it does mean that all of us must be able to use Malay. This is important.

I think it’s about not emphasising “I’m Chinese” or “I’m Malay”. We all have our traditions and beliefs, it’s true. But it is more important to find a scientific and progressive culture. I think the younger generation knows this. But there are politicians, especially from the Barisan Nasional and Umno, who use politik perkauman to influence young people still. Otherwise, our young people would be quite happy living together.

But I’m optimistic about our future. The train will travel forward. We won’t go backward.
