A Race Relations Act for M’sia? (Part 1)

In this posting, we continue with providing the public with access to expert commentary and analysis – today by Jeyaseelen Anthony, a practicing lawyer and member of the Bar Council Law Reform Committee – on the subject of racial discrimination and race relations which is central to the promotion of equality of opportunity (thus benefitting Malays and non-Malays).

In a continuously contentious multi-racial society such as Malaysia, any observer would have assumed that a Race Relations Act would be amongst the first and foremost of the country’s legislative provisions to ensure that Malaysians are not discriminated against on the grounds of ethnicity in the fields of employment, the provision of public goods and services, education and public functions.


However, discussion of the subject of racial discrimination and how to deal with it – perhaps the single-most issue of social significance affecting all Malaysians – has been drowned by the noise and threats of ultra-nationalist Malay groups who have used a variety of strategies including the propagation of biased and distorted history to support the contention that the provision for Malay ‘special position’ (not ‘rights’) found in the constitution implies the need and justification for racially discriminatory policies along a broad front of sectors.


Most recently we have seen a bumiputera (essentially Malay) Economic Congress present a 31-point memorandum basically calling on the government to reject the New Economic Model and to continue with race-based discriminatory policies in favour of the Malays.


Malaysians should not be cowed into silence and passivity by the actions of extremist politicians and their racist allies who are intent on inflaming communalist sentiments by playing on the shortcomings and sense of insecurity of various groups. Instead what is required is a larger public discourse – based on reason and rational analysis – on the subject of racial discrimination and how the state in particular can play a role in eliminating the institutional and individual racism that has coarsened our society.


In an earlier posting on Article 153 on “special position” of the Malays and other natives: The way forward, CPI provided readers with a commentary on the historical background to Article 153 of the federal constitution which many Malaysians regard as an intractable obstacle to enacting any legislative instrument.


In this posting, we continue with providing the public with access to expert commentary and analysis – today by Jeyaseelen Anthony, a practicing lawyer and member of the Bar Council Law Reform Committee – on the subject of racial discrimination and race relations which is central to the promotion of equality of opportunity (thus benefitting Malays and non-Malays).

It is hoped that the discussion here can be extended to include the issue of religious bigotry and hatred which is the other side of the coin of racial discrimination.

A Race Relations Act and its impact on Article 153 of federal constitution

The objectives of a legislation concerning race relations are fundamentally related to two issues:

  1. Eliminating racial discrimination in the public service sector and the private sector.
  2. To promote good race relations amongst the different races by eliminating racial imbalances and discrimination.

The purpose of this article is to explore the implications of introducing race relations legislation in Malaysia and whether it would be inconsistent with the affirmative action measures in the federal constitution.


In Malaysia, affirmative action or positive action policies as some may call it, is contained in Article 153 of the federal constitution.1 The affirmative action policies by way of preferential treatment as envisaged under Article 153 are mainly to alleviate the Malays and the natives of Sabah and Sarawak from poverty and economic disadvantage.


Article 153 provides for the reservation of quotas mainly in the areas of:

  1. positions in the public service;
  2. scholarships, educational or training privileges or special facilities;
  3. permits or licenses for the operation of any trade or business required by federal law2; and
  4. places in institutions of higher learning (universities, college and other educational institutions) providing education after Malaysian Certificate of Education (MCE) or its equivalent …3.

The problem and the solution

It is implicit in Article 153(1) that “It shall be the responsibility of the Yang di-Pertuan Agong (YDPA) to safeguard the special position of the Malays and the natives of Sabah and Sarawak and the legitimate interest of other communities”.

The phrase ‘legitimate interest of other communities’ means that the federal constitution does not allow simply any kind of preferential treatment in favour of the Malays and the natives of Sabah and Sarawak. It is not a ‘blank cheque’, but merely confers limited powers on the government and parliament, pursuant to Article 153, to derogate from the principle of equality and equal protection of the law4. Therefore, the problem lies not with Article 153 but with its implementation5.


The implementation of Article 153 has often been the bone of contention as many have argued that its implementation has been at expense of the other races in Malaysia.


For example, although Article 153 provides for quotas only for the issuance permits and licenses to the Malays and the natives of Sabah and Sarawak, however, even government commercial contracts have been awarded solely to ‘bumiputera’ companies, which are clearly not sanctioned under the federal constitution6. Even government linked Companies (GLCs) and statutory bodies assign their work solely to ‘bumiputera’ companies and some major banks assign their legal work only to ‘bumiputera’ legal firms7.


The majority of employees at the GLCs and some major banks are Malays although the federal constitution only provides for reservation of quotas in the public service. Ethnic quotas are imposed on private companies by government agencies and licensing is used as a way to get private companies to observe bumiputera quotas, a policy which is clearly against the federal constitution as Article 153 only provides for reservation of quotas in the public service8.


These are several examples where the implementation of affirmative action policies has clearly gone beyond the limits of Article 153 of the federal constitution.


The lack of job opportunities in the public sector for the ‘non-bumiputeras’ (mainly people of Chinese and Indian origin) is a glaring example of an unreasonable application of affirmative action policies.


Although Article 136 of the federal constitution9 provides for impartiality in the public sector but there have been complaints by the non-Malays in the various government departments that they have been deprived from getting promotions or have been sidelined in favour of Malay candidates. This explains why the non-Malays shy way from seeking employment in the government sector and unfortunately it also explains the current brain drain that is currently plaguing our country.

Our public universities have also not been spared form this unfortunate state of affairs. This is evident from the incessant complaints by mainly Chinese and Indian students that they have been denied entry into the local universities although they have sound academic results10.

Even local authority contracts, licenses and permits are mostly given to the Malays and other ‘bumiputeras’ although nothing in Article 153 of the federal constitution permits parliament to restrict business and trade solely to Malays and the natives of Sabah and Sarawak11.


There are also complaints that these government and local authority contracts, permits and licenses have only been given to people who are linked to Umno and other powerful ‘bumiputera’ politicians and the components parties of the Barisan Nasional, thus depriving the man on the street of these lucrative contracts. In fact it’s a well-known fact that Umno and BN in general are recognised as business empires.


Clearly the true meaning and purpose of Article 153 has not been followed by the powers that be. In fact it has been hijacked by the executive to favour a particular group people who are linked to the ruling elites and as a result the benefits as provided under Article 153 have not trickled down to the masses of the ‘bumiputera’ populace. The unfair and improper implementation of Article 153 has also given rise to the notion that the ‘non-bumiputera’ population are only given the leftovers or nothing at all.


It cannot be denied that the improper and arbitrary application of affirmative action policies as provided under Article 153 has contributed significantly to the deteriorating race relations in Malaysia as it has led to reverse discrimination. The deprivation of equal opportunities has caused racial tensions to run high in recent years. Therefore in order to improve race relations between the ‘bumiputeras’ and the ‘non-bumiputeras’ in Malaysia, there should be legislative intervention.


The number of quotas and restrictions and qualifications in favour of the Malays and the natives of Sabah and Sarawak are not well defined or specified under the federal constitution.

This loophole has led to the unfair, unbalanced and unreasonable implementation of Article 153. Many have suggested that a Race Relations Act (RRA) must be introduced in Malaysia in order to remedy the imbalances and unfairness that has led to discrimination. There is also the need to promote equality among the different races in Malaysia.

On Monday, Nazri was reported to have said that the government did not have the capacity to finance the studies of the growing pool of bright students in the country.

“We have to tell the truth. We just cannot afford it. Just like how a parent cannot afford to send their children abroad to further their studies, the government cannot afford it,” Nazri said, adding that the goal was to keep the good students at local universities so that they remain here permanently.

All this comes from the same man who, last week, announced that the government was considering building a new Parliament house in Putrajaya.

“We would need RM150 million for upgrading works like fixing the roof improving electricity supply. For the construction of a new Parliament house, we would need RM800 million. So, we will consider the best option,” Nazri said.

We will consider the best option?

Is there a committee sitting around somewhere pondering this great predicament of whether to spend RM150 million only to upgrade the current Parliament house or to go for the more fun RM800 million option?

The best option Mr Minister is to take whichever route that costs less and in this case that would clearly be to upgrade the current Parliament house at a cost of just RM150 million.

After that, you take the RM650 million saved and pour it into the brightest of our youths so that they can pursue studies at the best universities in the world.

We would have to keep sending our best minds abroad until the day comes when Malaysia has universities ranked at least in the top 50 of the world university rankings.

As it stands, we can’t even break into the top 30 in Asia. In the 2010 QS Asian university rankings, Universiti Malaya dropped two places to 41 this year from 39 last year, while Universiti Sains Malaysia only managed to maintain its ranking at 69.

So Mr Minister, keeping our best minds here is not the best option.

And how about a little more of that “Have no fear, the Barisan Nasional is here,’’ spirit instead of the defeatist and wavering we can no longer afford it attitude.

Speaking of wavering, why does it take so long to clarify the whole sports betting issue?
This is a country where all kinds of betting are allowed. From horse racing to the big casino up the hill, Malaysians gamble. Every other office right about now has one or more World Cup office pools running.

Namun, persetujuan "Mr X" itu datangnya telah lambat. Pada masa itu, sudah hampir sebulan selepas tarikh Sep 16. PAda masa itu, Najib dan UMNO sudah joke melakukan banyak perkara untuk menghalang melompatnya ahli-ahli Parlimen UMNO.

Pada hemat saya, faktor ini juga menjelaskan mengapa hubungan Nasa dan Presiden semakin renggang. Setelah percubaan menubuhkan Kerajaang Perpaduang gagal hasil penolakan menyeluruh ahli dan penyokong, maka terpaksalah Presiden dan puak2 UG kembali kepada bulletin Pakatan Rakyat.

Nasa dan geng beliau memang terkenal sebagai puak yang Pro kepada UMNO dan penggabungan dengan UMNO. Dengan kata lain, Nasa dan geng beliau boleh dikategorikan sebagai agen UMNO dalam Pas kerana berjaya mengagalkan September 16. Sebab itu kalau dibaca dalam blog-blog UMNO, Nasa ini tokoh PAS kebangaan UMNO.

Namun, dengan pilihan bulletin Pakatan Rakyat ini, Presiden PAS bakal hilang kerusi DUN Rhu Rendang serta kerusi Parlimen Marang. Hasil dari nasihat-nasihat dari penasihat-penasihat separuh tiang Presiden, menyebabkan Presiden akan kerugian yang amat banyak sekali.

Kerusi DUN Rhu Rendang akan diwakili UMNO buat pertama kali semenjak tahun 1982.

Kiranya Sep sixteen berjaya tempohari, masaalah pengundi pos di Marang tidak akan menjadi faktor lagi.

Rata-rata penasihat Presiden adalah anak-anak usrah ustaz Kamarulz! aman (Us taz Kayu) yang berpusat di Bangi.

Mereka ini adalah ahli-ahli akademik yang masih mentah dalam politik dan permainan politik. Malahan, arwah Ghaffar Baba yang hanya sekolah darjah enam itu lebih mahir dalam permainan politik berbanding keseluruhan "Geng Kayu" ini.

Sekurang-kurangnya, dibawah Dr Dzul dahulu, Presiden pernah membentangkan Belanjawan Alternatif sebagai saingan sengit kepada Belanjawan BN dan UMNO. Sehingga wakil2 Rakyat UMNO telah membahaskan belanjawan kita dan tidak membahaskan belanjawan UMNO dan BN.

Di bawah Dr. Shamsuri dan Geng Kayu, takda apa-apa thought yang menarik yang dapat dibanggakan dari Presiden di Parlimen. Soalan-soalan joke terbatas.


Yang lebih penting lagi, hasil dari khidmat nasihat Geng Kayu, Presiden PAS telah tertipu. Akhirnya Presiden PAS akan membayar nasihat-nasihat "Geng Kayu"@"GEng Terengganu" dengan hilangnya kerusi Parlimen Marang dan DUN Rhu Rendang.

Begitulah hebatnya nasihat dan gagasan politik Geng Kayu@ Geng Terengganu sehingga Presiden PAS akan hilang kerusi Parlimen Marang dan DUN Rhu Rendang. TAHNIAH SAYA UCAPKAN.

Seburuk-buruk Husam Musa pun, Husam akan berusaha segala upaya untuk memastikan Presiden PAS kekal dalam kerusi Parlimen Marang dan DUN Rhu Rendang di samping meneruskan penerajuan kepada PAS sebagai Presiden.

Dr Mahathir Yang Mula2 Beri Lesen Judi Sukan Pada Vincent Tan Chee Yioun

Dr Mahathir dilaporkan berkata menyokong pemberian lesen judi sukan pada Vinsetan. Saya tak terkejut sebab Dr Mahathirlah yang mula-mula sekali memberi lesen judi sukan pada Vinsetan. Dan, antara sebab Dr Mahathir marah dengan Pak Lah adalah kerana Pak Lah membatalkan pemberian judi sukan kepada Vinsetan yang dibuat Mahathir beberapa minggu sebelum Mahathir melepaskan jawatan sebagai Perdana Menteri.

Ini kerana pada tahun 2003, beberapa minggu sebelum Dr Mahathir melepaskan jawatan sebagai PM kepada Pak Lah, antara tindakan terakhir beliau adalah meluluskan lesen judi sukan pada Vinsetan.

Vinsetan, kemudiannya, telah membuat persediaan untuk melancarkan Judi Sukan itu ke seluruh negara. Malahan, Vinsetan sudah joke membayar RM20 juta kepada kerajaan sebagai bayaran untuk lesen itu.

Sepanjang masa, Pak Lah tidak mengetahui akan pemberian lesen ini kepada Vinsetan. Di dalam mesyuarat kabinet yang dipengerusikan oleh Pak Lah pun, perkara ini tidak dibincangkan.

Tiba-tiba pada tahun 2004, sebelum pilihanraya, Vinsetan telah memberitahu Pak Lah yang Ascott Sport telah bersedia untuk melancarkan judi sukan ke seluruh negara. Pak Lah begitu terkejut dengan pemberitahuan Vinsetan tersebut. Lantas, Pak Lah telah membatalkan judi sukan tersebut serta merta. Kalau Judi Sukan itu dibiarkan berjalan sebelum 2004, nescaya UMNO akan kalah teruk di kawasan Melayu.

Mahafiruan secara pribadi menafikan yang beliau memberi lesen tersebut. Namun, Akta Pool as well as Betting 1967 menyatakan hanya Menteri sahaja yang boleh memberi lesen judi. Dan pada masa itu, Menteri Kewangan adalah Mahafiruan. Mustahil boleh ada orang lain yang boleh memberi lesen tersebut kepada Vinsetan.

Dr Mahathir ni jenis manusia yang tidak mengira halal dan haram. Semuanya halal belaka untuk beliau. Saya sendiri meragui samada Dr Mahathir ini masih Islam atau sudah terkeluar dari landasan Islam. Mengapa? Kerana beliau dengan terbuka menghalalkan perkara yang diharamkan Allah SWT.

Yang pentingnya! , bila D r Mahathir mati, saya tidak akan mengucapkan "innalillah" kepada beliau, melainkan beliau bertaubat nasuha ke atas semua kesalahan beliau yang bersangkutan halal dan haram.

Maka, tidak terkejutlah Mahafiruan secara terbuka menyokong pemberian Lesen Judi Sukan kepada VInsetan. Lebih-lebih lagi Vinsetan adalah kroni beliau yang paling rapat. Juga, VInsetan adalah proksi kepada UMNO yang menjaga kepentingan UMNO dalam ke semua syarikat-syarikat judi di Malaysia.

Kalau tidak macamana UMNO nak dapat duit untuk kempen pilihanraya mereka?

Sarawak EC rapped over directive to Iban chiefs

The Sarawak Dayak Iban Association (Sadia) has slammed the Sarawak Election Commission director Takun Sunggah for his ignorance over Iban customs.

Association president Sidi Munan said Sunggah was wrong to say that the longhouse chiefs had the right to accept or reject visitors including political voters canvassing for votes during the election campaign.

Describing the Iban ‘adat’, or custom, as one of absolute hospitality, he said: “Sunggah’s remarks can be regarded as interfering with the Iban ‘adat’ in allowing or disallowing visitors to come to a longhouse during election times.

“There is no such thing in the Iban custom. Iban customs is inviting and hospitable.“

He said Sunggah was sending out the wrong signal’s to the longhouses when he issued such a statement.

“Coming from an official of the election commission, it will be regarded as an official statement from the government,” said Munan, who was alluding to Sunggah’s comments in a local daily following the Sibu-by-election.

The EC has been riddled with controversy involving its handling of the postal votes and its not so subtle directive to longhouses in the constituency.

Election campaigners from opposition coalition Pakatan Rakyat were reportedly shocked and surprised when several longhouses had denied them entry but allowed BN vehicles and canvassers.

‘They even feed your dog’

A specific case in point was during voting day in Tanjung Penusu when BN vehicles were allowed in and opposition’s were out of bounds.

“Not all the people in the longhouse support the BN. There are I am sure, others who are supporters of the opposition,” said Munan.

Malaysians are a bizarre lot ... such as the gentleman below.

While I do sympathize with his dad being a fcuked up gambler, I have problem equating social gaming as smoking crack, or what they call Heroin in Malaysia.

I have said it before ... Before we can consider to give the government a break in granting a sinful license like the one Vincent Tan bragged about ... the following are the bare minimal term and conditions that must be fulfilled first: -

1. UMNO must come clean first. You cannot tell us the reason why you are granting a sinful license is because you have no more money to let the leeches to steal. That's ypur problem, not ours. Stop stealing first. Best gesture will be to put the Father of all Ills in jail first.

2. The license must be open for public bidding. No such thing as Mahathir style Sdn Bhd. That's called corruption. And he has been sentenced to death by the Boss ... in case you forget.

3. He who gets the license will be responsible to channel back a big chuck of the ill gotten money back to society such as social programmes (I say be totally responsible for running the programmes at international standard) to help 'hopeless' buggers like the dad of the writer below.

It's true, hardcore gamblers are no different from crackheads. They are sick, they need help. That's all.

4. You tell Najib what else.

Najib, you should have consulted me before granting the license to Vincent. I have spent a lot resources checking out this particular business and I certainly do have some valuable information for you. But right now, I am not too sure. Things have been blown out of control ... pretty much. But I believe there is still a way.


My father is a gambling addict in remission. He was especially addicted to betting on horse racing and football. Because of his gambling addiction in the past, my brothers and I had to help pay off huge amounts of debt. Growing up in this environment was difficult, to say the least.

When I finished school and started working, a lot of my early salary had to be used to pay off this debt. My whole family suffered for years because of my father's gambling addiction. My father is not a bad guy – he just got mixed up with the wrong crowd.

My point is, making sports gambling legal in Malaysia is going to harm our society more than it will help it. Legalising sports gambling in Malaysia will be like making heroin available for sale to all the drug addicts in Malaysia.

The predictable outcome of this is unnecessary heartache and pain for many otherwise normal families. People like me who have personally experienced the difficulties and suffering caused by gambling addiction in their family will know what I am talking about.

If the government really wants Malaysians to become more productive, creative and innovative, then introducing online gambling is really sending the wrong message. You see, gambling is a fool's activity that promises easy money in return for no meaningful work done at all. Gambling is the antithesis of being productive, creative and innovative.

The Malaysian government should therefore think carefully about what message they really want to send to its citizens and to the younger generation: Work hard and innovate new things, or try to make easy money through gambling activities?

There are other more positive ways to raise money for government coffers. For example, by implementing strong incentives and support programmes for Malaysians to develop intellectual property (look at the US, for example, which is a huge exporter of movies, music, video games, books, and software).

Making sports gambling legal in Malaysia may raise money for government in the short-term. But in the long run, the nation is going to lose out because the productivity, creativity, and innovativeness of its citizens are all going to be affected by gambling-related social ills including broken families, unemployment, and high levels of debt.

The 10th Malaysia Plan (10MP) is no more a list of announcements amounting to billions of ringgit, said Opposition Leader Anwar Ibrahim.

It is no different to the previous Malaysia plans despite the country’s economy facing a critical crossroad, he said during his 90-minute speech to debate the 10MP at the Dewan Rakyat today.

The RM260 billion economic blueprint is supposed not only to restore the “sluggish economy” but it should also be capable of mobilising the economy out of an impasse suffered for more than a decade.

He pointed out that the “all inclusive strategy” had failed to impress the stock market, which closed only 0.1 percent or 1231 points higher on Thursday despite the 10MP’s fanfare of a “new pulse”.

Prime Minister Najib Abdul Razak unveiled the five year plan in Parliament last week drawing mixed reviews from analysts and critics.

Anwar (pix, above) said that the government has always over-projected the Gross Domestic Product (GDP), where now it aimed for a 6 percent GDP growth.

History of failure

Ever the sceptic, Anwar also hinted that the government was much too ambitious in projecting to reduce the budget deficit from 7 percent to a low of 2.8 percent in 2015.

Referring to the last two development plans which had failed to reach their targets, Anwar called for serious observation of the government’s indifferent attitude.

The 8th Malaysia Plan (8MP) which was implemented during the tenure of former Prime Minister Dr Mahathir Mohamad projected 7.5 percent GDP growth for the year 2001 to 2005, he said.

“However, throughout that period, we only managed to achieve 4.7 percent GDP (growth),” said Anwar.

It was no better five years later, although Mahathir’s successor Abdullah Ahmad Badawi had asked for national oil company Petronas to contribute RM235.6 billion from its revenue, as payment to sustain the economy from 2006 and 2009 under the 9th Malaysia Plan (9MP).

In spite of the injection, the economy only managed to grow at an average of 4.2 percent despite the 9MP’s 6 percent GDP growth projection.

Using same failed formulae

Furthermore, he said that Petronas has paid a total of RM431 billion to the government. Fifty-five percent of the amount has been exhausted, without making any impact on the economy.

“With such a huge amount of money paid by Petronas, we would think that we should be able to reduce our public debt.

“In other countries, the dependency on the debts could be reduced if a government-owned company contributes even 45 percent of the revenue,” said Anwar.

Comparatively, he said, the government had emulated good fiscal discipline before 1998.

azlanThe Permantan Pauh parliamentarian, who was then the deputy premier and finance minister, said the government had managed to make a prepayment of up to RM12 billion of debt from 1991 to 1998.

“(It was) because we realised the trust that lies on our shoulders to ease the debt burden, so that is not passed on to future generations.

“I honestly reject the probability of achieving the target of a deficit of 2.8 percent by 2015 as promised by the government.

“Not only is the approach outlined in 10MP the same approach that failed in the 8MP and 9MP, the government … (has not revealed) a strong political commitment to reduce the deficit.

He pointed out that the government had backpedeled on measures announced to control the deficit including the proposed Goods and Services Tax (GST) which was supposed to be tabled at the last Parliament sitting.

“But in the end, the people are to be blamed for the government’s decision to postpone the implementation of GST as the people don’t understand the concept”.

‘They fear their own shadows’

“And recently the deputy finance minister from Alor Setar (Donald Lim) announced the government’s decision to approve a sports betting license to Ascot Sports, which among others aims to increase the revenue which is estimated at RM4 billion.

“However, keeping up with the habit of cancelling new decisions, the finance minister himself had denied that a gambling license was approved for Ascot Sports,” he said.

Thus it was evident that the government does not have the ‘political commitment and accountability’ to achieve the deficit target as they fear their own shadows, said Anwar.

The constant cancellations of policies was also partly the cause of fading investor confidence, he added.

Our dependency on debts has also left the country trailing far behind other developing countries like Brazil and Indonesia.

“Brazil, which has just emerged as a new economic power is now leading when it comes to reducing public debts and this effort has been commended by the international financial community.

“While Malaysia is too addicted to debts, Brazil is ambitious to reduce its debts [...] their GDP which was at 65.5 percent in 2002 was brought to 38.8 percent in 2008,” said Anwar.

Indonesia was also successful in reducing its public debt, which was at a high of 77 percent in 2001 to 29 percent in 2009.

Neighbours’ growth more rapid

Citing the International Monetary Fund (IMF) results on Malaysia’s 2009 Budget, he said the country’s deficit could fall to a ‘chronic level’ without the petroleum assets.

“In 2009, the budget deficit reached 7.4 percent of the GDP although it was expected to be reduced to 5.3 percent for the year 2010.

“The budget could not be balanced at the end of the 8MP period and the government was still tangled in the deficit problem,” he said.

It was about time that Malaysia dealt with the fact that the country was far behind others because none of the targets from the past Malaysia development plans were achieved.

“We also saw our neighbours grow far more rapidly and robust in their respective countries,” he said.

Speaking on foreign direct investment (FDI), Anwar revealed the country had only received RM46 billion in 2008 and RM22 billion last year compared to Indonesia which scored RM50.6 billion in 2008 and RM37.9 billion in 2009.

“What disappoints me the most is that while Indonesia enjoyed an increase of average income of 10 percent between 2007 and 2009, Malaysia is still struggling with a high cost of living with only a 4.7 percent increase in average income for 2009 and 6.3 percent for 2008,” he said.

‘We need innovation’

Indonesia and Singapore were not the only countries moving forward in this region and it was also worrying that neighbouring countries which were once backwards were catching up, warned Anwar.

“Now we are competing against Thailand and Vietnam. Soon after this, Philippines, too, will leave us behind if we don’t improve our economy with more drastic and realistic measures,” he said.

“At this juncture, we challenge the mind rather than injecting money or depleting resources. The mind requires a conducive environment so that ideas can be developed.

He opined that ‘period economic planning’ was not suitable nor conducive in developing new ideas.

“I propose that the overall economic planning is revised because as it is no longer relevant.

“We must return to original aims and the highest of any economic governance which is to distribute wealth fairly and impartially, so that it does not only remain in the hands of the rich,” said Anwar.

Beliau juga menyindir bekas timbalannya, tanpa menyebut nama Datuk Seri Anwar Ibrahim, dengan berkata "mata hitam yg mempunyai tabiat buruk, tidak boleh dibenarkan terus memimpin orang Melayu."

Kalau benar pengundi Melayu tinggal 60% saja, itu adalah petanda yang baik, kerana daripada 60% itu, yang sokong UMNO mungkin hanya kurang daripada 30% dan ini bermakna UMNO akan mampuaih lebih cepat.......
